Cabinet approves re-construction in Kedarpuri town

Based on the report submitted by the Geological Survey of India, the Uttarakhand Cabinet today gave approval for starting re-construction activity in Kedarpuri town that faced the devastation in the 2013 floods. At the same time it completely banned construction activity behind the temple and on the left and right sides of the temple.

Morcha seeks security for info commissioner

The activists of Jan Sangarsh Morcha protested at Vikas Nagar Tehsil today and demanded from Congress-led state government security for Information Commissioner Anil Sharma. The activists have threatened to intensify their agitation if the state government does not accede to their demand.

Pantnagar to Delhi flights now from Oct 14

Addressing a gathering after the launch of the Employees’ Pension Scheme in Dehradun today, Maneka called upon people to discard polythene. She said the issue of protection of environment should be the priority and asserted that it could be done to a great extent by doing away with the use of polythene. “Uttarakhand as a state must set an example,” she said.

She said with the launch of the Employees’ Pension Scheme, a large number of people who were getting less than Rs 1,000 per month as pension, would now be getting a minimum of Rs 1,000 as pension per month.

She also apprised that out of the total 34,000 pensioners belonging to private sector in Uttarakhand, 4,439 were getting less than Rs 500 per month as pension so far. Similarly, in the entire country a total of 32 lakh pensioners would be benefited by enhancement in the pension.

She also called upon the pensioners to take benefits of the Employees Deposit linked Insurance Scheme.

She also expressed happiness over the progress towards the introduction of e-governance in the payment of claims by the Employees’ Provident Fund Organisation. Uttarakhand Labour Minister Harish Durgapal also discussed about the concerns of the state against setting up of the Employee State Insurance (ESI) hospitals in Dehradun and Haridwar.

Rajpur MLA Ganesh Joshi lauded efforts being made by the Union Government towards the betterment of the country. Regional Provident Fund Commissioner Rajiv Bisht coordinated the proceedings.

 Cabinet approves re-construction in Kedarpuri town

Based on the report submitted by the Geological Survey of India, the Uttarakhand Cabinet today gave approval for starting re-construction activity in Kedarpuri town that faced the devastation in the 2013 floods. At the same time it completely banned construction activity behind the temple and on the left and right sides of the temple.

While briefing media persons today, Chief Secretary Subhash Kumar said that the Cabinet has given approval for the settlement of around 333 lease holders, 800 tenants and construction of government buildings that were damaged in the floods. “We have enough land and the people would be settled at Kedarpuri and if need be at the base camp. However, the construction activity will be banned at the back of the temple and in the area around 50 feet to 60 feet around the left and right sides of the temple. Similarly some area would also be barred from construction that falls in the centre of the temple (Devdarshni site) so that the temple is visible from far,” said Subhash Kumar. However, he said that the view point of the purohits, huk hakook dharis, saints and other stake holders too would be taken before starting the resettlement activity. To provide protection to the temple a three layered wall would be constructed behind the temple.

“The preservation and conservation of the Kedarnath temple would be carried out by the Archaeology Survey of India (ASI). While the entire construction activity would be carried out by experts and their selection would take place in the coming days led by a team headed by the Chief Minister. A ropeway between Kedarnath and Limcholi would be constructed along with providing facilities for golf carts and shuttle taxi service,” said Kumar.

Further the Cabinet also gave approval for the construction of two-foot trek routes that would function as alternative routes. These would be constructed by the Department of Forests between Trijuginarayan and Garud Chatti (14km) and from Kalimath –Chaumasi to Bhairav Mandir (23 km).

 Morcha seeks security for info commissioner

The activists of Jan Sangarsh Morcha protested at Vikas Nagar Tehsil today and demanded from Congress-led state government security for Information Commissioner Anil Sharma. The activists have threatened to intensify their agitation if the state government does not accede to their demand.

The activists protested at Vikas Nagar Tehsil today under the leadership of former vice president of Garhwal Mandal Vikas Nigam and president of Jan Sangarsh Morcha RS Negi.

They lamented that Information Commissioner Anil Sharma had received a threatening call and the state government should immediately take steps to nab the accused and give security to him.

The agitators said that Sharma was threatened in the past also but the state government had failed to take any steps to provide him security.

The activists submitted a memorandum highlighting the demand.

Akash Panwar, Dr OP Panwar, Surendra Singh, Saleem Khan, Jaidev Negi, Kunwar Singh Negi, Manoj Chauhan, Gaur Singh Chauhan, Vikram Pal and many others were present.

The agitators expressed concern that the memorandum highlighting their demands was submitted many times to officials, but the state government is yet to take steps to address their grievances.

The agitators continued to protest on the 37th consecutive day today at Raipur bus stand. The agitators shouted anti-department slogans in support of their year-long pending demands.

Expressing his views, SS Negi, patron, UPNL Employees Association, said that extension of tenure of employees working under Panchayati Raj through UPNL, revision of pay scales, better perks etc. were a few year-long pending demands.

Bhawesh Jagudi, Mahesh Bhatt, Akbar Rana, Kushalpal Singh, Ashudeep Sajjwan, Mohan Negi, Vishnu Prasad, Raghubeer Singh, Laxman Singh Mukesh and many others were present.

 Paltry budget puts Doon Hospital in financial mess

Against the rising pending dues of Rs 5 crore, Doon Hospital will be hard pressed to pay back its creditors out of Rs 3 crore sanctioned as part of the budget by the Directorate of Medical and Health.

The Rs 3 crore sanctioned after three months of delay against the total budgetary provision of Rs 11. 24 crore for this financial year will just about manage to pay the pending salaries of contractual staff, pay the firms engaged in local purchase of medicines and bills of general medicines.

“We will be still short of money. We will be still left with due payments of Rs 2 crore. Every month we are incurring debts of Rs 1 crore as the budgetary allocation is unable to meet our financial needs,” said Dr RS Aswal, Principal Superintendent, Doon Hospital.

The immediate needs of Doon Hospital include payment of Rs 45 lakh as salaries to contractual staff deployed in different capacities in the hospital, which are pending for the last two months. However, the staff will have to wait for two or three days as the budget file is expected to be cleared by District Magistrate and the cheques would be released by the treasury to be disbursed among the contractual staff.

Further, the hospital has to pay dues to the tune of Rs 1.5 crore towards general medicines, Rs 1.25 crore towards local purchase of medicines, diet bills to the tune of Rs 30 lakh per month pending since the last four months, electricity bills to the tune of Rs 20 lakh, pending since the month of April, and Rs 1.30 crore towards contingency and purchase of surgical equipment.

What has been worrying the hospital authorities is the reduction and repeated delay in the release of budgetary instalments which is giving rise to liabilities. “ We had received only Rs 2.5 crore as part of the first instalment when we had made a demand of Rs 5.25 crore. Now against the demand of Rs 9 crore, an amount of Rs 3 crore has been sanctioned which will not be sufficient,” said an official in the administration section.

Uttarakhand Health Minister Surinder Singh Negi yesterday directed the Director General Health and Family Welfare to initiate action against doctors who have failed to discharge duties despite filling bonds to work in inaccessible areas of the state.

Chairing a meeting today at the Vidhan Sabha, the minister asked the Director General Heath to initiate action against doctors who were drawing salaries but were not reporting for work.

The minister told officials to make preparations for health camps in blocks in the villages with the help of private doctors. “We need to provide medical care to people living below poverty line and the camps are a good medium to provide medical care to the poor,” he said.

He said the government will provide financial aid to patients suffering from serious diseases. “We have hiked assistance from Rs 1.50 lakh to Rs 2 lakh for BPL patients suffering from serious diseases under the state illness assistance fund,” he said.

 Wearing of helmets for pillion riders compulsory from today

In the wake of rising accidents involving two-wheelers in the city, wearing of helmets for pillion riders of two-wheelers on all roads in Dehradun will become compulsory from October 1.

“Wearing of helmets will be mandatory for pillion riders from Wednesday onwards and traffic police will start taking action against the violators of the rule,” SP, Traffic, Pradeep Rai, told The Tribune. He further added that the police will continue creating public awareness about the importance of wearing helmets for pillion riders on two-wheelers to ensure people follow the rule keeping their own safety in their mind.

Notably, traffic police have been distributing pamphlets and other publicity material to create awareness among the residents of the city about the new rule in advance. “We have been publicising through different means about this rule and many people are now aware about it well in advance,” claims Pradeep Rai.

The new rule will surely save many lives and many people from sustaining fatal injuries during two-wheeler accidents. Notably, in 2014, eight persons lost their lives in Dehradun after they sustained head injuries in road accidents and were not wearing helmets.

However, another concern attached with the implementation of this rule is that the inferior quality helmets will briskly start coming into the market, as the demand of the helmets is going to surge. “As per the rule, riders will have to use only ISI mark helmets on roads and action will be taken on the suppliers of bogus helmets if any complaint is received in this regard,” said the SP, Traffic.

Till now, wearing helmets was only compulsory for drivers of two-wheelers in Dehradun and pillion riders were not required to wear the helmets. Demands were made previously also to make wearing of helmets for pillion riders compulsory but the rule was not introduced despite a number of road accidents in which pillion riders sustained injuries because they were not wearing helmets.

Qureshi, addressing the students in the school, said they should consider themselves fortunate to be studying in a 170-year-old institution such as Waverly Convent School in Mussoorie. He said it was indeed sad to note that there were many parents who were not able to provide education to their children owing to extreme poverty and were forced to choose between books and bread.

Qureshi said for around 80 per cent of the children, studying in quality institutions remains a distant dream, that is unfortunate for an independent and progressive country like India.

The Governor commended the efforts of missionaries in providing standard education with scientific approach and taking care of the poor and needy in the society. He remembered the country’s first Prime Minister Jawaharlal Nehru for his role in developing modern India. He quoted him by saying that the struggle for serving humanity would continue till there is the last drop of tear left in society. Qureshi, wishing the students a bright future, said they should strive to become disciplined, patriotic and sensitive citizens of the country.

The students presented cultural dance and song items in honour of the Governor. The school principal Anita Mathew presented a souvenir to the Governor.

Under this national lok adalat, all the case disputes, which the litigant and respondent want to sort out with mutual consent and talk ,will be taken by this special court.

Singh added that all those people who want to avail the benefits of this lok adalat should contact the respective Lok Adalat courts in their area and be present on December 6.

Meanwhile, Chief Development Officer Ranjana has directed all the district level officers to remain present on October 2 for participation in the “Mission Cleanliness’ programme initiated by Prime Minister Narendra Modi.

CDO Ranjana said that at 9:30 am, at all district level offices,industrial-commercial units, panchayati raj institutions, school, colleges and educational institutes,pledge about ensuring cleanliness in houses, offices,industries, schools etc will be taken.

In view of Gabdhi Jayanti on October 2, all liquor shops in the district will remain closed.

 200 Gujaratis in Haridwar for Char Dham pilgrimage

A group of 200-odd pilgrims hailing from Gujarat reached Haridwar as part of their Char Dham yatra. They will pay obeisance at the Badrinath, Kedarnath, Gangotri and Yamunotri shrines.

Belonging to Vaishnav sect, these pilgrims become an instant attraction for local people due to their traditional attire. Followers of Jagadguru Shrimad Ballabhacharya, these pilgrims are led by Peethadeeshwar Goswami Rajesh Kumarji Maharaj and Kunjesh Kumarji Maharaj. Goswami Rajesh Kumar said 500 years back Jagadguru Shrimad Ballabhacharya had formed Pushti Margiya Pant under Vaishnav sect to save Hindu religion. In Haridwar a shrine dedicated to Jagadguru Shrimad Ballabhacharya also exists at Ramghat.

The pilgrims said due to the advertisement campaign about Char Dham pilgrimage being sage, a large number of Gujaratis are coming to Uttarakhand for the pilgrimage. Rituals and sermons are also being held at the Ramghat based shrine by these devotees.

Teerth Purohit Anshul Shri Kunj saidcoming of Gujarat pilgirms was a good sign for the state as this would give a good message to the people that Char Dham is safe ,which will also boost local trade and economy.

 Pantnagar to Delhi flights now from Oct 14

The proposed commercial flights by Air India from Pantnagar to New Delhi from October 1 will now start from October 14 as the airlines and the Airport Authority of India (AAI) could not arrange air transport fuel (ATF) for planes at the Pantnagar airport.

“We are not fully prepared for flights scheduled from October 1 as the arrangement for the ATF for planes plying between the route could not be done in time at the Pantnagar airport,” said GD Joshi, an official of the Airport Authority of India.

According to the officials of the Airport Authority of India (AAI), the fuel would be carried from New Delhi on board the flight. The additional weight on plane would have to be compensated by the reducing number of passengers on board, which would incur the flights commercially into losses.

Indian rice, especially produced in Terai region of the state, has been in great demand in foreign countries, especially African and Indian Ocean countries, as the export of rice to these countries has increased in the past decade.

A rice exporter from Terai region, who has acquired rice export orders from Madagascar, Mauritius, Kenya and Indian Ocean island country of Seychelles informed here yesterday.

“Besides, we have revived orders for exporting Terai rice from Mexico, South Africa and Spain,” said Arun Kumar, MD of KLA group, which is exporting Terai rice.

According to the MD of the firm, besides the demand of Basmati, the big seed rice based on the quality of seed produces in Terai region of the state is in demand. “We need to have high technology based processing units in the region to obtain orders from these countries as the flavour of Terai rice is being preferred by these countries,” said the MD.

The Dolphin (PG) Institute of Biomedical & Natural Sciences (DIBNS), Dehradun, celebrated World Heart Day in collaboration with the World Heart Federation and Arogyam Hospital, Roorkee, here yesterday.

The lecture was delivered by Dr CP Tripathi, who is senior cardiologist at the Bharat Heart Institute. He explained causes, symptoms and prevention of cardiovascular disease (CVDs).

He said 90 per cent of cardiovascular diseases could be prevented by life style modification.

Dr Gyanendra Awasthi, head of department, Department of Biochemistry, DIBNS, said prevention of cardio diseases could be done through diet.

The programme was concluded by a special lecture from Arvind Gupta, chairman, Dolphin Institute Managing Trustee Arogyam Hospital.

He said body was like a temple and heart was its most important part and efforts should be made to preserve it.

 BRO to construct Tawaghat-Lipulekh road

The Border Roads Organisation (BRO) will construct the Tawaghat-Lipulekh road in Pithoragarh district at the earliest. Union Home Minister Rajnath Singh has stated this in a letter to Chief Minister Harish Rawat.

The CM has been for long seeking immediate construction of the Tawaghat-Lipulekh road in Pithoragarh to facilitate traffic movement in this border district.

The letter was received at the CM’s office in Dehradun today. Rajnath has also said while necessary directives have been issued to the BRO, the Union Road Transport Ministry has also been informed about the same.

Meanwhile, the Chief Minister said the road would be helpful in the development of Pithoragarh, besides bringing this border area into the mainstream.

It is to be noted that Waste Warriors initiated the Gandhi Park Project with the support from Confederation of Indian Industry (CII) a couple of months back. The objective of the project was to clean the park and to help maintain cleanliness by working with the Municipal Corporation staff.

Along with daily cleaning by Waste Warriors staff members, the NGO also conducted weekly awareness creating sessions, clean-ups in and around the park and composting workshops with the help of volunteers. The latest part of the transformation was to work on improving the children’s play area within the park.

Notably, Waste Warriors took to the task of improving the play area for the benefit of hundreds of children who visit each day. Waste Warriors started with regular clean-ups and reported that 80 per cent of the garbage collected was Gutkha packets. Over a period of 10 days, Waste Warriors staff and supporters worked tirelessly in the children’s park to give it a much-needed makeover.

The Alaya Design Studio in Rajpur donated two very creative dustbins for the children’s park in order to encourage the use of dustbins. These dustbins are made from recycled scrap materials and made in collaboration with kids from the local rag picker community. Signboards are currently being designed to encourage children and visitors to use the dustbins and to maintain cleanliness in the park.

Waste Warriors CEO Jodie Underhill said: “The children’s play area had to be closed for a few days for repairs and painting work but the end result is worth it. I am super grateful to our donors and the Waste Warriors staff and volunteers who have contributed by working long hours to complete the transformation work.”

 DGP spends time with special children

To celebrate completion of one year in office, Director General of Police BS Sidhu spent some memorable moments with special children of Raphael Ryder Cheshire International Centre located at Mohini Road here today.

The DGP also organised a lunch for over 120 persons living in the Raphael Home, who included special children and the staff of the centre. He was accompanied by his family members and spent over two hours at the centre. The Director General of Police, along with his family members, distributed food to the special children and the staff of the centre.

During his stay at the Raphael Home, Sidhu interacted with the children and danced with a few tiny tots, many of them differently-abled, which had everyone rejoicing. “I am having a memorable time here among the sweet children. There is much to learn from them in life,” said Sidhu.

The Director of Raphael Ryder Cheshire International Centre, Brig (retd) AAS Sinha, was also present there. He congratulated the DGP for taking time out to interact with children of Raphael Home. The special children were cheering along as the Director General of Police was present with them.

Dehradun, September 30
The Asian School defeated Constancia School by 5 wickets in the first match of the day in the ongoing 7th Rohitash Singh Memorial Inter-School Boys Super-8 Cricket Tournament at The Heritage School here today.

After winning the toss and electing to bat first, Constancia School scored 20 runs in the first innings for the loss of 6 wickets. In reply, Asian School scored 30 runs without losing any wicket. In the second innings, Constancia School scored 40 runs, losing 3 wickets. Asian School easily chased down the target and won the match by 5 wickets.

In the second match of the day, Touchwood School trounced Bala Hisar Academy. Batting first, Bala Hisar scored 36 runs for the loss of 5 wickets while Touchwood made 25 runs for the loss of 3 wickets in its first innings. In the second innings, Bala Hisar scored 19 runs for the loss of 5 wickets and set for Touchwood a target of 31 runs. In reply, Touchwood easily achieved the target for the loss of 2 wickets.

 Four drug peddlers held

Dehradun, September 30
A team of Special Task Force (STF) and the Rajpur Police arrested four drug peddlers from Jakhan area here today. The cops also recovered 1.3 kg Charas and Rs 25,000 from their possession.

Reportedly, the STF and Rajpur Police acted on a tip-off and arrested four persons namely James, Suresh Thapa, Jagmohan and Jai Kishan. They recovered large quantity of Charas from them. The police also seized two vehicles which were used by the peddlers.

The drug peddlers disclosed during interrogation that they used to supply drugs to students studying in private institutions in and around Dehradun.

The team which arrested the peddlers included Sub-Inspector CBS Adhikari, Sub-Inspector Nand Kishore and personnel from the STF and Rajpur police station.
