Bathinda, September 30 The corporation till now has paid Rs 12.70 lakh for more than 63 hours of consultations with Advocate General Ashok Aggarwal (3,810 minutes). The power corporation has paid Rs 26 lakh for eight hearings in the case (Rs. 3.25 lakh per appearance). The corporation till date has paid Rs 43.50 lakh, including Rs 4.80 lakh as service tax. Despite paying such a big amount to the Advocate-General, the corporation has hired M/S J Sagar and Associates, Delhi, and paid the company Rs 6 lakh to prepare a reply in the arbitration case. Information procured from the power utility through the RTI Act and other sources revealed that the decision to hire the Advocate-General at Rs 3.25 lakh per appearance was taken at a meeting of the board of directors on July 1, 2014. The corporation’s legal adviser, Rajiv Ohri, declined to say much on the issue. PANEM had filed an arbitration case against the coal agreement dated August 30, 2006. The corporation’s chief managing-director (CMD) approved the hiring of two assistants attached with the Advocate-General for Rs 50,000 per appearance and Rs 7,500 per hour per consultation in November 2013. Till date, the corporation has paid Rs 31.70 lakh to the lawyers, including the service tax. In doing so, the corporation has paid Rs 75.20 lakh to the Advocate-General and his two assistants.This payment has been made from the accounts of the Lehra thermal plant. When contacted, Advocate-General Aggarwal said it was an understanding with the corporation and that he was not not bound to reveal anything.

Amloh distillery is illegal: Manpreet
Amloh, September 30 The protestors had blocked the main crossing connecting Amloh, Khanna, Nabha and Mandi Gobindgarh road. The traffic had to be diverted. Addressing the protesters, Manpreet said the government’s decision to issue a licence to Nahar Sugar Mills to set up the distillery was illegal. He said the authorities had flouted the norms by allowing the distillery to come up in a residential area. Manpreet said a distillery should be set up 6 km away from a residential area. Manpreet said about 20 to 21 distilleries had already been set up in various parts of the state. He said setting up distilleries should not be the priority of the state government. He further said the government should instead try to save the steel industries in Mandi Gobindgarh and other areas of the state. Manpreet said industrialists were shifting their units to neighboring states which were offering subsidies to them for setting up new units. Manpreet lashed out at the bureaucracy and said it had surrendered to the ruling party. He urged the people to unite and throw out the unholy alliance of the SAD and the BJP in the state during the next Local Bodies Elections. He said the people should now vote according to their conscience. Former PPCC chief Shamsher Singh Dullo, AAP Patiala MP Dr Dharmvira Gandhi, SGPC member Ravinder Khalsa and district Congress president Harinder Bhambri also joined the protest.

Ludhiana, September 30 They claimed that the police were not to be blamed. The protest brought traffic to a standstill. The protesters belonged to Upplan, Areiyan, Bhattian (Machhiwara), Ghari Tarkhana, Bahaman Khurd, Punia and Kot Gangu Rai villages. Satpal Singh, victims' father, alleged that the protest was sponsored by the police and politicians. He said his sons were booked in criminal cases, but was that the reason enough to kill them. The protesters claimed that the SSP and the SHO had been targeted by the sand mafia operating in the area. Manjit Singh of Ghari Tarkhana said the officers had tightened the noose around the sand mafia. That was why they had been falsely implicated in this case, he alleged. Several protesters claimed that Gurjeet might have shot the brothers in self defence. They said the involvement of Harinder and his younger brother Jatinder in criminal activities led to the incident. They maintained that there was no social divide in the area as was being "projected in the media". Pargat Singh, a Congress leader of Punia village, lambasted Raj Kumar Verka, Vice-Chairman, National Commission for Scheduled Caste, for seeking action in the case. "The leaders should not form opinions without knowing the reality. Both brothers were involved in several cases of eve-teasing and assault. Even their parents had disowned them," he alleged, showing copies of five FIRs registered against the deceased brothers. The blockade was lifted with the intervention of Samrala SDM Anuprita Johal. Pacifying the villagers, she said a magisterial probe was on in the case. The protesters handed over a memorandum to her. They warned if their demands were not met they would again stage a protest. There were reports that the dismissed SHO was rounded up. A case under the SC/ST Act was also registered against the accused. Pramod Ban, Commissioner of Police, said: "We have sought a daily diary register from the Machhiwara police station where Manjinder was posted."
AAP seeks Badal govt’s dismissal Chandigarh: The Aam Aadmi Party (AAP) on Tuesday announced a statewide programme to protest against the “gruesome planned murder of two Dalit brothers”. The brothers, popular kabaddi players, were AAP supporters. Sucha Singh Chhotepur, state convener, said his party workers would stage dharnas at all district headquarters tomorrow to seek the dismissal of the Badal government for failure to maintain law and order. He said the alleged involvement of an Akali leader in the murders proved that the Akalis were intimidating their opponents. He said the politician-police nexus needed to be exposed. Chhotepur said the state government had admitted that the murders were premeditated as it had suspended a senior police official. Avtar Singh Karimpuri, state president, said the BSP had no faith in an SIT as it may be "manipulated" by vested interests. He alleged there might be a deep-rooted political conspiracy behind the killing of two Dalit brothers. He said only a judicial inquiry could bring the truth to the fore to nab the real culprits. Karimpuri demanded a compensation of Rs 50 lakh and a government job to the family of the deceased. He flayed the SAD-BJP government for giving "unlimited powers" to its MLAs and halqa chiefs. |

Civic bodies can’t function after end of term: Amicus
Chandigarh, September 30 He contended that the notifications appointing administrators for managing the affairs of municipal councils across Punjab were without the authority of law. Keeping in view the fact that the matter involved important questions of law and interpretation of the provisions of the Constitution, Justice Rajan Gupta of the Punjab and Haryana High Court ruled that the issues required to be examined by a larger Bench. “Under the circumstances, the matter be placed before the Acting Chief Justice at the earliest to constitute a larger Bench, as deemed appropriate,” Justice Gupta said. As the matter came up for resumed hearing, the amicus curiae referred to a number of judgments by constitutional Benches of the apex court. “The Constitution envisages extension term of Parliament and legislature under Article 83 and Article 172 of the Constitution. No such provision exists in the Constitution permitting continuation of municipal bodies beyond their tenure.” He told the court that the original record, available with the state government, on issuance of notifications appointing administrators required to be perused. “The notifications are clearly without the authority of law as enabling power cited in the same is not traceable in the statute or in the Constitution”. The matter was brought to the court’s notice following a petition by Beant Kumar against his removal from the Malerkotla municipal councillor’s post. During the petition’s pendency, the court noticed that the council’s term had expired in July 2013, but election had not been held. During the course of hearing, an affidavit by theSpecial Secretary, Department of Local Government, Prem Chand, was placed before the Bench, wherein it was stated that in July, 2013, two notifications were issued appointing administrators to manage the affairs of the municipal councils. The court, was of the view that the mandate of Article 243U (1) of the Constitution had been violated.

Ahead of civic elections, bickering back in BJP
Chandigarh, September 30 Joshi has sought an explanation from his department officials on delays in clearing files, as alleged by Mittal. Earlier too Mittal had criticised Joshi’s functioning at a function in Amritsar. The internal bickering does not portend well for the BJP as it could have a bearing on the coming municipal elections. The state BJP is already under pressure for failure to garner the expected number of votes in cities during the Lok Sabha elections. Mittal has surprised all, speaking out first against the SAD and now against a BJP minister. He had earlier taken on Chief Minister Parkash Singh Badal and Finance Minister Parminder Dhindsa for not taking along BJP leaders for a meeting with the Union Finance Minister. Mittal had said yesterday that the the state government was trying to expedite works but officials of the Local Bodies Department were sitting on files for petty reasons. Joshi today issued a letter to Babita Kler, Secretary, Local Bodies, seeking the status of files mentioned by Mittal. On Mittal publicly criticising him, Joshi said he was rather surprised. “Earlier when he had criticised my department, I had urged him to first bring such issues to my notice so that I could question the officials concerned. But he has once again chosen to go to the press.” Joshi said he had sought details about projects pertaining to the Anandpur Sahib constituency that Mittal represents. Mittal had alleged that the Nangal Municipal Council had passed a Rs 3 crore development project for Anandpur Sahib and Kiratpur Sahib, but the state Local Bodies Department was sitting on the files for petty reasons. Sources in the party said Mittal was upset with Joshi for taking up issues of Amritsar industrialists directly with the Chief Minister’s office.

SAD to canvass for INLD candidates in 30 segments
Chandigarh, September 30 Senior INLD leader Abhay Chautala, who was a special invitee at the meeting, said of the 30 seats, 25 seats had up to 30,000 Punjabi votes each. The remaining five seats had 9,000-15,000 Punjabi votes. The SAD is contesting the Ambala and Killianwali seats on its own. The INLD leader emphasised that in order to consolidate the Punjabi votes in Haryana, Chief Minister Parkash Singh Badal needed to spend at least a week in the neighbouring state. Later, the core committee discussed arrangements for the stone-laying function (for Jang-e-Azadi Memorial) at Jalandhar on October 19. District party leaders were told to ensure the function was a grand success. |

Employees of the civic body have been accused of issuing forged receipts against building development fund. NGO chairman and veteran RTI activist Satpal Khariwal today said the cash-starved Municipal Council had lost its major source of income by abolishing octroi duty that lately benefited political activists, who worked as contractors. After that, the recovery of building development fund became a major source of income. However, now it has come to
light that some of the staff members had been allegedly using fake receipt books to siphon
off funds. Khariwal said hundreds of payment receipts had been submitted to various banks by consumers to avail housing or commercial loans in the past few years. He said the state Vigilance department should probe whether these receipts were genuine. The MC staff concerned should be questioned to unearth the alleged scam that
had led the council to bankruptcy, he said.

Badal villagers’ opposition to project
Muktsar, September 30 The incident has become a hot topic of discussion not among villagers, but in political circles as well, as it has apparently happened for the first time in the recent past that residents of Badal village have opposed a decision of the SAD-BJP Government. The renovation of the village pond and creation of a park on nearly half of its land is estimated to cost Rs 24 lakh. However, people living near the pond have expressed apprehensions that the reduction of the pond’s area would cause drainage problem and their houses would get inundated during rains. Villagers, on the condition of anonymity, told The Tribune that they were being “threatened” with dire consequences due to yesterday’s episode. Parveen Gandhi, Executive Engineer, Panchayati Raj Department, said, “The foundation stone is still there but as of now, we have no information on whether to begin the work or postpone it. We are waiting for directions from the higher ups in this regard.” Sources said developing the village pond into a park was Sukhbir’s idea, so it was hard to be dropped.

105 MBBS seats filled in Chintpurni college
Mohali, September 30 The counselling was conducted by Gurdeep Singh Kalyan, Director of Medical Education and Research, Punjab. He said today 221 applications had been received, out of which one was from Haryana, which was not considered. He said the counselling had been delayed yesterday as the permission for conducting it was to be received from the AG’s office. The counselling, which was to start at 11 am, started in the evening. Candidates had to sign an undertaking as admissions were done on a provisional basis because of the interim orders of the Supreme Court. Some parents said a number of students, who had already taken admission in other medical colleges, had come here for counselling as the fee structure for the Chintpurni college was lower. The Supreme Court had, vide an interim order dated September 18 in a civil writ petition (no. 469 of 2014), along with related writs, had permitted the petitioner private medical colleges to admit students on the basis of an undertaking given by them for the academic year 2014-15. The Director of Medical Education and Research has to send students, in order of merit (AIPMT-2014), to the petitioner medical college for admission in the MBBS course in accordance with the rules and regulations of the Medical Council of India.

82 MBBS seats declared vacant
Faridkot, September 30 Sources in Baba Farid University of Health Sciences (BFUHS), Faridkot, that conducted the final counselling, said the vacant seats at the PIMS, Adesh Medical College and Gian Sagar Medical College were in the management quota. With a steep rise in the fee for management quota seats this year (Rs 6.60 lakh per annum), many eligible students opted out. The fee at the Chintpurni college is just Rs 26,250 per annum. But with the Medical Council of India (MCI) pointing out certain “deficiencies”, students do not want to take a risk by taking admission in this college. They fear their degree may not be recognised. Dr Kalyan said 220 students had been found eligible for admission in the Chintpurni college but only 105 students had taken admission. There were 15 vacant seats at the PIMS, Jalandhar, yesterday. The figure rose to 26 this evening. At the Adesh Medical College, the number of vacant seats had increased from four to nine. “All 82 seats will remain vacant as per the directions of Supreme Court and the MCI,” said Dr SS Gill, Vice Chancellor, Baba Farid university. “ In my 30 years of medical career, it is the first time I have heard MBBS seat remaining vacant,” said Dr SS Brar, general secretary, India Medical Association, Punjab.

Govt cuts charges on basmati purchase for outside traders
Chandigarh, September 30 After holding consultations with all stakeholders, Chief Minister Parkash Singh Badal today made an announcement in this regard. The traders and rice millers will also not have to pay the infrastructure development fee (IDF) of 3 per cent. Besides, the VAT they pay on the purchase of basmati will be refunded if they export the foodgrain. They would thus have to pay only 2 per cent charges on the purchase of basmati. Rice millers and traders of the state will continue to enjoy a total exemption from market fee, RDF and IDF. The decision has been taken to encourage competition to ensure better prices to the growers. The prices had come down to Rs 2,100-2,200 per quintal last week, leading to resentment among the farmer community. There were reports that because of limited competition and monopoly market, vested interests had connived to bring down the basmati prices. Ajmer Singh Lakhowal, chairman, Punjab Mandi Board, had urged the Chief Minister to give exemption from taxes and fee to traders and millers from across the country to ensure better prices to farmers. "The decision will prove effective," he said. As area under basmati has gone up by 3 lakh hectares this year. Last year, the basmati production was 22 lakh tonnes. It is likely to go up to 34 lakh tonnes this year.

Chandigarh, September 30 He has allowed developers to construct a maximum of 75 flats in one acre of land. Earlier, the limit was 60 flats. Joshi said the measure was unavoidable. "We received a negligible number of applications for new projects in the recent past. We need to give stimulus to the real estate sector." "We have allowed the developers to increase the density of houses. It was come to our notice that people can afford to buy houses ranging between Rs 30 lakh and Rs 40 lakh, but not more than Rs 60 lakh. Usually, the developers construct three BHK houses but with the changed density they can construct more two-room houses and attract buyers," he said. "With growing population, it was the need of the hour to accommodate more people within limited space," he said.

State formulates mining policy
Chandigarh, September 30 The Bench of Acting Chief Justice Ashutosh Mohunta and Justice Anupinder Singh Grewal fixed December 4 for arguments. The assertion came on a public interest litigation raising the issue of availability of minor minerals. Acting on the petition filed by Gurbir Singh Pannu, the High Court had on a previous date of hearing asserted: “There is absence of legal source, which is stated to be causing an illegal market in the same. In order to prevent illegal mining, there has to be a procedure in place. “Such illegal mining is only possible with complicity of all. Thus, one aspect is to make it financially non-lucrative for the persons involved in such illegal mining by making the penalties heavy. Linked to this is the tightening of the procedure. “The fundamental issue, however, remains i.e. the cause for any such illegal mining is the paucity of the leased minor minerals through the legal source as the customer would undoubtedly get it at a cheaper price”. The High Court had also made it clear that the focus should be on getting to the mastermind, rather than the petty persons at the bottom of the ladder.

Harsimrat launches pension scheme
Jalandhar, September 30 Terming it as a major achievement of the Modi government, she said although the scheme would mean an extra burden of Rs 1,200 crore per annum on the Centre, it would benefit 32 lakh EPS pensioners across the country. Dheeraj Gupta, Regional PF Commissioner, reading out a report on the work done by the sub-regional office, Jalandhar, said that 32,145 claims had been settled by the office during the current year, 29,918 claims had been settled in less than three days and 2,077 claims in less than 10 days. In an attempt to project that all was well between the SAD and its alliance partner, BJP, Harsimrat claimed that the ties between the two parties were strong. She accused the media of “concocting” stories in this regard. On Union Finance Minister Arun Jaitley reportedly trashing the representation by the Badal government, seeking a special package for Punjab, she said such reports had been cooked up. “There is not an iota of truth in such reports,” she said. She said that Prime Minister Narendra Modi held Chief Minister Parkash Singh Badal in high esteem. “If being the CM’s daughter-in-law I am getting so much respect, you can well imagine how much respect the CM is getting from the Prime Minister and his Cabinet colleagues.” Later, Harsimrat addressed a press conference on the condition that no questions on political issues would be raised. She said she would answer queries pertaining to her ministry alone.

PSEB extends deadline for schools
Mohali, September 30 GS Batth, Secretary of PSEB, said only about 20 per cent of the total associated schools of the board had submitted the self-declaration letters by September 30, the set deadline earlier. The total number of such schools in the state is around 4,700. In its direction early this month the board had directed all such schools to furnish the details about their efforts to fulfil the RTE’s terms and conditions. The schools were also asked to submit information on the status of the existent paraphernalia on their premises. Batth said after getting the lukewarm response, they had decided to extend the deadline by 15 days. “Now the schools have been asked to furnish the required details by October 15. The defaulters will face action,” said Batth. Batth said several associated schools were being run in small houses, sans the required paraphernalia as per the RTE Act’s terms and conditions. “Now the board has decided to cancel the associated status of those schools that are not serious about improving their infrastructure as per the mandatory terms and conditions of the RTE Act,” he added.

Bumpy roads turn away tourists
Gurdaspur, September 30 The winged visitors from central Asian countries and Siberia are expected to arrive in the last week of October at Keshopur Chamb, considered to be one of Asia’s largest wetlands. “Though the birds will arrive here to escape the cold weather, bird watchers will not be coming this season,” said a bird watcher. Residents of adjoining villages claimed that just a decade ago thousands of foreign ornithologists would visit the wetland, which is renowned for attracting various species of birds from central Asian countries. This, in turn, boosted the economy of the city. With few visitors turning up, the fiscal health of Gurdaspur, just 5 km from the wetland, is suffering. Moreover, various construction agencies are taking too long to construct and repair the roads leading to the wetland. All the five roads - Gurdaspur-Behrampur, Paniyar-Dala, Jail Road, Galari-Behrampur, Magar Mudian-Gurdaspur - are in a bad state. “One alternative is to widen the road leading to the wetland just off the Pathankot-Gurdaspur national highway. This is just a 4 km stretch. If it is widened, the inflow of tourists will pick up substantially,” said an expert. The Asian Development Bank had recently announced a grant of Rs 8 crore to establish a Tourist Interpretation Centre (TIC), to be spread over an area of 3.5 acres, at the wetland. However, till yet, only a boundary wall has been built on the area.

Year on, Vidhu’s killers still at large
Sangrur, September 30 A large number of persons paid floral tributes to Vidhu. The speakers demanded that all the accused in the case be arrested immediately. Vidhu’s uncle Prem Chand Jain said the police did not solve the case under political pressure. He said the SAD-BJP government had fooled them twice (in January 2014 and in July 2014), saying that it had recommended the case to the CBI. But nothing concrete had been done, he said. Jain said now the CBI would start an inquiry as the state government had issued a notification on the order of the Punjab and Haryana High Court. He said this happened because Vidhu’s mother had approached the High Court. Amargarh MLA Iqbal Singh Jhunda asked the residents of Malerkotla to unite in order to bring the culprits to justice. Former BJP president Prof Rajinder Bhandhari termed Vidhu’s murder as a blot on humanity. Brajeshwar Jaiswal, Advocate of the Punjab and Haryana High Court, said doctors and police officials should also be brought under the purview of the CBI inquiry.

Chandigarh, September 30 The poser came on a petition filed by Kiranjit Kaur and Prabhpreet Kaur. They were seeking quashing of the entire selection of 34 women constables in the Patiala district police cadre in June 2011. The quashing was sought on the ground that four girls selected and appointed as constables had not participated in physical efficiency test, including long jump and high jump, conducted on May 2011 in Patiala. The case took a sudden twist when Justice RN Raina directed the state law officer to seek instructions from the DGP as to why the four selected constables should not be asked to take afresh the physical efficiency test, along with the two petitioners. Two arrested for murdering brother
Faridkot, September 30 “In the diary, he had written about his enmity with his brothers Gurcharan Singh and Harjinder Singh over the division of property, irrigation issues and a tractor,” said Vishaljeet Singh, Deputy Superintendent of Police (DSP), Faridkot. The DSP said the deceased had four brothers, two of whom had died. Much to the chagrin of the accused brothers, their father was living with Gurtej. After the murder, no suspicion had been raised on them as they themselves were pretending to pursue the police case in search of the “criminals”. Gurcharan Singh and Harjinder Singh have been arrested and they were produced in the court of judicial magistrate. The court had allowed the police remand of the accused, the DSP said. Youth killed over trivia Tarn Taran: Dilbag Singh (25) of Chheharta in Amritsar, who was critically injured in a clash during a marriage at Sarai Amanat Khan, 30 km from Tarn Taran, on Monday succumbed to his injures today. The Sarai Amanat Khan police have registered a case under Sections 302, 148 and 149 of the IPC against six persons, who were present at the marriage function. Two of the accused have been identified as Baljinder Singh Billa of Jathal village and Gurdev Singh of Mohawa village. The deceased, Dilbag Singh, and the accused were dancing at the wedding when they had an altercation. Both parties wanted the DJ to play the song of their choice. Baljinder Singh and his friends attacked Dilbag with sharp-edged weapons. Dilbag was admitted to a hospital in Amritsar last night but he succumbed to his injures today. |
