Govt announces 150 more seats in medical colleges

The Punjab Department of Medical Education and Research today announced 150 more vacant MBBS seats in the state. These are in addition to the 55 seats that remained unfilled in four private medical colleges.

The department today invited all eligible students for counselling at the State Institute of Health and Family Welfare, Mohali, on September 29. The 150 seats are at Chintpurni Medical College and Hospital in Pathankot. The college was opened in 2011 with a batch of 150 students. After the first batch, no new admission took place at the college over the last two years. The Medical Council of India (MCI) had debarred the college from fresh admissions due to shortage of faculty and inadequate infrastructure.

But on September 18, the Supreme Court permitted the college to start a new batch. The institute was one among several private medical colleges that were allowed to admit students after giving an undertaking to the MCI. The undertaking states that “there is no deficiency in the colleges”. If the statement is found to be incorrect during inspection, deposits worth Rs 10 crore that each college has with the MCI would be forfeited by way of penalty.

Before the Supreme Court order came, Baba Farid University of Health Sciences had recommended the state government to shift the 2011-batch students of the Pathankot college to some other recognised institute.

Now, another problem for the government is deciding the fee structure at the college. As per the Supreme Court orders, all new students in this college will be charged the same fee as in government colleges.

For all 150 MBBS seats, the college will charge Rs 26,250 annual fee, claimed Dr Gurdeep Singh Kalayan, Joint Director, Punjab Department of Medical Education and Research. But the decision may not augur well for the Pathankot college as the fee in other private institutes is quite high as compared to government colleges.

Compared to Rs 26,250 annual fee in government colleges, the fee for government quota seat in a private college is Rs 2.2 lakh. The fee for a management quota seat is Rs 6.6 lakh per year.

The Education Department has been in the news for the wrong reasons, be it illegal recruitment, books scam, science kits scam, row over midday meals or teachers' stir.

The quality of education, particularly at the elementary and secondary level, continues to be poor. With 26 per cent posts of schoolteacher lying vacant (as per the information provided by the Education Minister in the Vidhan Sabha), the state of education in government schools is dismal. In several schools located in villages, it’s common for teachers to teach students of different classes simultaneously. These students in varied age groups have to compete for the teacher’s attention.

Delay in availability of textbooks and failure to upgrade teachers' skills are some other problems that plague the education system. Besides, gender and socio-economic and disability barriers remain entrenched in the system.

A slew of schemes has made matters worse. As a teacher in a government school put it in: “We have become adept at paper work but we sometimes forget that our primary job is to teach.”

RTE on paper only

The Right to Education (RTE) Act, 2009, remains more or less on paper. Most schools are ill-informed about the Act. The Act says that ‘compulsory education’ means “obligation of the appropriate government to provide free elementary education and ensure compulsory admission, attendance and completion of elementary education to every child in the 6-14 age group”.

‘Free’ means that “no child shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education”. The Act “prohibits (a) physical punishment and mental harassment (b), screening procedures for admission of children, (c) capitation fee, (d) private tuition by teachers and (e) running of schools without recognition”.

No laptops yet

One of the poll promises made by the SAD was providing free laptops to students of Classes XI and XII. But the students are still waiting for the laptops. The government, as Education Minister DS Cheema says, is all set to review its promise. The minister told The Tribune: “The state government will be taking a second opinion on the matter."

A long way to go

The goals of the Sarva Shiksha Abhiyan, including universal access to education and bridging of gender and social category gaps in education, remain a distant dream.

The aim of the Information Communication Technology (ICT) Education Project, managed by the Punjab ICT Education Society (PICTES) is to impart computer education to students from Class VI to XII. But students, particularly those studying in government schools located in villages, are yet to be digitally literate.

The implementation of the Mid-Day Meal Scheme has been mired in controversies. The Rashtriya Madhyamik Shiksha Abhiyan (RMSA) has had its share of problems too. The scheme is being implemented by a society under the state share and that of the Centre is released directly to the implementing agency.

Unkept promises

* Providing free laptops to students in Class XI and XII.

VB starts probe into MGNREGA stationery funds racket

The state Vigilance Bureau has initiated a probe into the Rs 12.9-lakh MGNREGA funds scam of 2012. Some officials of the Muktsar Zila Parishad and a Punjab Civil Service officer are allegedly involved.

Sources said the Vigilance sleuths had sought the records, including the advertisement that appeared in newspapers, tenders called, demand for total stationery, approval sought, bills and receipts of payment from the Zila Parishad office.

Kulwant Rai, Deputy Superintendent of Police (DSP), Vigilance Bureau, Muktsar, said, “We have begun investigating the case on the directions of the Director General of Police, Vigilance.”

The scam had come to light in 2012, when Amrik Singh had lodged a complaint with the then Muktsar Deputy Commissioner Paramjit Singh. He had alleged that a large amount of government funds were misappropriated, while purchasing stationery items under the MGNREGA scheme. A private firm from Panchkula too had sent a complaint in this regard.

Thereafter, the DC had marked an inquiry to the then Additional Deputy Commissioner (ADC), (G), NS Baath. In his report, he had unveiled that the total money paid was more than the total stock received. He said additional stationery of Rs 12.9 lakh was purchased without the approval of the officer concerned.

“Two of the three orders related to bills were found incorrect, but the payment was made on the basis of the total amount of Rs 20.46 lakh, as shown in the bills. The items were not purchased as per the actual demand of material submitted by the BDPOs. Even the additional material worth Rs 12.9 lakh had been shown as received in the records. It did not reach anywhere,” stated the inquiry report of Baath, a copy of which is with The Tribune.

Thereafter, another inquiry was marked to the then ADC (D), Fazilka, who had also held the staff of Zila Parishad guilty of embezzling funds.

During the probe, Balvir Kaur, Superintendent of Zila Parishad, had even admitted to her fault. She was suspended in July this year, but reinstated within two months.

How the scam unfolded

* The scam had come to light in 2012 when Amrik Singh had lodged a complaint with the then Muktsar Deputy Commissioner Paramjit Singh

* He had alleged that a large amount of government funds were misappropriated while purchasing stationery items under the MGNREGA scheme

Sukhbir said this at a meeting with a delegation of the Punjab Medical Council. He said “it was a matter of great concern to every citizen and he would personally meet Union Health Minister Harsha Vardhan to streamline the drug price structure”.

On the issue of inspection of medical colleges by the Medical Council of India, the Deputy Chief Minister assured the delegation that matter would be discussed with the Health Department. — TNS

UPA behind sufferings of farmers, says Harsimrat

Union Minister for Food Processing Industry Harsimrat Kaur Badal today blamed the UPA Government’s allegedly wrong policies for the sufferings of the farmers.

Harsimrat was at Punjab Agricultural University (PAU) here to inaugurate a national seminar on “Augmenting processing and shelf-life of perishable food products”. The Minister alleged the UPA Government exhausted the coffers and as a result, the Centre failed to pay subsidy to farmers. “Subsidies have been delayed since 2003. Our priority is to clear the backlog,” she said.

Harsimrat said Prime Minister Narendra Modi was empathetic towards farmers and that was why he had set up a separate Ministry for Food Processing Industry.

She said the Indian Institute of Crop Processing Technology (IICPT) would be opening two centres in Bathinda and Ludhiana.

“The PAU has allotted land for these centres. Once these start functioning, Punjab will be benefited in a big way. All crops will be processed here,” she said. Harsimrat said a ‘Mega Food Park’ was coming up in Fazilka and it would be inaugurated in October. She said another such park would come up near Ludhiana.

The Minister asked PAU Vice-Chancellor Dr Baldev Singh Dhillon to hold a monthly meeting where he should brief her about the ways in which farmers could be benefited from food processing.

Capt targets CM over ties with Chautalas

Congress deputy leader in the Lok Sabha Capt Amarinder Singh today asked Chief Minister Parkash Singh Badal to clarify whether he was in politics to serve the public or watching his personal and family interests.

Referring to Badal's claims that he had personal and family relationship with Chautalas in Haryana, which he cannot overlook and which made him to oppose the BJP, Capt Amarinder said, "It is like running with the hare and hunting with the hounds."

"If you are really so much concerned about your personal and family ties with the Chautalas, you should better resign as the Punjab Chief Minister and campaign for them in your personal capacity," he said in a statement issued here today.

"That you are there in politics to watch and safeguard your personal family interests more than the public interest is too well known a fact among the Punjabis across the globe… Since you have now admitted it yourself, you have no moral right to claim yourself to be the guardian and the representative of the interests of the people of Punjab or that of the panth," he added.

It was intriguing to note that Badal shared the dais at a rally in Jind on Thursday with leaders like Nitish Kumar and Sharad Yadav who were spitting venom against Prime Minister Narendra Modi, whom he (Badal) claims to be a personal friend, he said.

Tainted officials can now be retired after 15 years

All employees, including Punjab Civil Service (PCS) officers, whom the Punjab Government considers not worth being retained, can now be compulsorily retired after 15 years in service.

With the government notifying the Punjab Civil Services (Premature Retirement) First Amendment Rules, 2014, at least two PCS officers, five excise and taxation officers and a deputy director in the Sports Department could be shown the door.

Sources said the government would now put through the eight cases for compulsory retirement. These officials will first be told to explain why they should not be retired — on the basis of their poor annual confidential report (ACR), for facing disciplinary action during their service or for having been marked as persons with doubtful integrity in their ACRs.

Official sources said the cases against these officers had been pending for action for some time now. The Cabinet had approved the new rules after three PCS officers who were compulsorily retired last year approached the court. The action against the eight officials could not be initiated as the rules had not been notified. With the rules being notified now, action against these officers will be fast-tracked, said sources.

Under the new rules, each officer will be assessed on the basis of his ACR after the completition of 15 years in service, then 20 years and finally at 25 years of job.

Initially, as per the rules, the work of officials was to be reviewed only after completion of 25 years in service, or 50 years of age.

Officials say the aim behind amending the rules was to improve the efficiency of the government machinery by removing the tainted employees.

Appointments at health varsity come under lens

The appointments of the Controller of Examinations and the Assistant Registrar with Baba Farid University of Health Sciences have come under the judicial scanner.

Acting on a petition challenging the appointments of Ravinder Kaur as the Controller and Sat Pal Singh as the Assistant Registrar, the Punjab and Haryana High Court has put the university and other respondents on notice.

The notice of motion by Justice GS Sandhawalia came on a petition filed by Deputy Registrar Kanwal Pal Singh against the university and other respondents. His counsel RK Malik contended that the respondent, Ravinder Kaur, was appointed Controller in the absence of the prescribed qualifications.

Describing her continuation on the post as illegal, he added the respondent was working on contract basis since August 12, 2009; and was appointed inspite of the board of management’s decision to hire faculty on regular basis.

Elaborating, he said the respondent was not having requisite qualification. She was appointment without advertisement and without considering the claims of other eligible candidates.

Seeking directions for quashing her appointment, he alleged the respondent was not only ineligible, but was also appointed by way of “backdoor entry”. Seeking further directions for quashing Sat Pal Singh’s appointment, he contended that the respondent was appointed on deputation.

The maximum period of the same was five years. But he continued to hold the post despite the expiry of the same. “The petitioner is eligible for appointment but due to the illegal continuation of the said respondents, he is not being considered,” his counsel argued. The case will now come up for further hearing on December 15.

Four in fray for Defence Welfare Director’s post

Four officers of the rank of Brigadier are in the fray for appointment to the post of Director, Department of Defence Services Welfare, Punjab. The post had fallen vacant at the end of last month after the incumbent, Brig Manjit Singh (retd), completed his term of engagement.

The officers, who have applied for the post, include Brig HS Brar, Brig JS Arora, Brig MPS Rai and Brig Raj Kumar. While Brig Brar and Brig Arora are presently posted at the Western Command Headquarters in Chandimandir, Brig Raj Kumar is posted in Delhi. Brig Rai has just retired from service.

Sources said the appointment was expected to be finalised by Chief Minister Parkash Singh Badal shortly. A selection committee, chaired by Chief Secretary Sarvesh Kaushal, scrutinised the applications and service records of the aforementioned officers earlier this month.

The Department of Defence Services Welfare is responsible to look after the welfare of retired armed forces personnel, monitor the implementation of various schemes and render financial assistance to those in need.

The floods in Jammu and Kashmir have taken a heavy toll on business in Amritsar. Traders in the textile and tea business are the worst-hit.

Punjab Pradesh Beopar Mandal president Amrit Lal Jain said that trade with Jammu and Kashmir had been suspended. Shawl Club of India president Pyara Lal Seth said the loss to the local shawl industry stood at Rs 100 crore. Subodh Vasal, a trader, claimed that they had not suffered such heavy losses even in the days of militancy in Kashmir. He said one-third of the trade has been badly affected.

HS Makhni of the Textile Manufacturers’ Association said the textile sector had suffered tremendous losses and several payments were stuck.

Though tea traders declined to comment, owing to the code of conduct for the coming Amritsar Tea Traders’ Association poll, sources said they too had suffered heavy losses.

Alarmed at dwindling coal stock, PSPCL to hold talks with Panem

Punjab State Power Corporation Limited (PSPCL) will hold talks with its private supplier, Panem, that has not been providing enough coal to the state from its Jharkhand-based mine since September.

Highly placed sources said that alarmed at the dwindling coal stock, the PSPCL management had summoned the Panem top brass for discussions in an effort to ensure a regular supply till March next year. Although the Supreme Court has allowed mining up to March 2015, Punjab may not get more coal with Panem adamant that the coal purchase agreement be revised.

“We have summoned Panem officials and will ensure that we have ample coal to meet power demand in the winter months,” said chairman-cum-managing director of the PSPCL, KD Chaudhri. “We received a copy of the Supreme Court orders only yesterday and have consulted our lawyers to find a way out,” he said.

The PSPCL was hoping to supply more than 300 MW of power through banking and open market selling this winter. However with the coal stocks dwindling, the PSPCL could face some power shortage. Punjab buys power from hill states every summers and provides power to these states in winters. It also sells excess power to these states to help curtail power rates in Punjab. Already, the industry in Punjab is complaining that high power rates are throwing them out of competition.

Officials said that coal stocks for less than seven days were available at the Bathinda, Roopnagar and Lehra Mohabbat thermal plants. “Coal India Limited is sending four or five rakes which are not enough to meet the state’s demand,” they said. Police detain computer teachers

To foil a state-level dharna scheduled to be held by Computer Teachers' Joint Front at Mohali on September 28, the district police raided various schools to detain computer teachers today.

The police could detain only five teachers from schools in Morinda villages as others had already gone underground. Two detained women teachers were later let off.

The front's demands include bringing computer teachers under the Education Department and regularising the services of non-teaching employees. While a rally was organised in Kharar that resulted in a traffic jam on September 21, a candle march was organised in Mohali yesterday.

Khalistan protagonist Dhillon dies in US

Khalistan protagonist Ganga Singh Dhillon’s wish to pay obeisance at the Golden Temple remained unfulfilled. He passed away in Washington DC on Tuesday. His body will be cremated tomorrow.

Hailing from Bassi Pathana near Fatehgarh Sahib, Dhillon (86) migrated to the US in 1960. In 1980s, he became a Khalistan supporter. He was “black-listed” by the Indian government. He approached his friends in India several times, pleading that his name be removed from the list and he be allowed to visit India, but in vain. Dhillon did his matriculation from Guru Nanak Khalsa High School, Nankana Sahib. His father Kahan Singh Dhillon took part in the country’s freedom movement. His family moved to Bassi Pathana from Chak No.18, Sheikhupura (now in Pakistan ), in 1947. With leanings towards the Left ideology, Dhillon later became close to Simranjit Singh Mann’s father, the late Joginder Singh Mann.

Ganga Singh’s controversial speech at the All-India Sikh Education Conference in 1980s, put him in a direct confrontation with the Indian government. At that conference, he stated that “Sikhs are a nation having a separate identity, history and culture”. He frequently visited Pakistan and was close to the late Zia-ul-Haq, who was President of Pakistan from 1978 to 1988.

Dhillon formed Nankana Sahib Foundation.

Activists free cows, set truck on fire

Abohar, September 26
Social activists freed some cows that were loaded onto a truck and reportedly set the vehicle on fire near Radha Soami Satsang complex today. The cows were being smuggled out of the state.

While trying to escape from the activists, the truck driver smashed a manned railway crossing on the Sriganganagar-Suratgarh rail track. Thereafter, the staff of the truck fled, leaving the vehicle behind. The activists then set the vehicle afire.

Rajasthan Police official Puran Singh said policemen reached the spot upon receiving phone calls from passersby. They then doused the fire. The Railway Protection Force has registered a case against the truck staff for damaging rail property.

US panel to hear anti-Sikh riots case

A US Congressional committee will conduct a hearing on the 1984 anti-Sikh riots on September 30, the day Prime Minister Narendra Modi would hold a meeting with President Barack Obama at the White House.

The Tom Lantos Human Rights Commission also announced a special screening of "The Widow Colony", an award-winning documentary that amplifies the voices of Sikh widows who lost loved ones in the November 1984 anti-Sikh riots. — PTI

Student killed in train mishap

Irate students of Dr BR Ambedkar National Institute of Technology today gheraoed the bungalow of institute director Professor SK Das after a student was killed in a train accident last night. They were demanding that the institute authorities should put in place some security arrangements near the railway track to ward off such incidents.

Paras Zutshi and Rajat Singla, both final-year students of instrumentation and control engineering at the institute, were crossing the railway track near the institute around 8.30 last night when Paras was hit by a train.

Rajat couldn't locate Paras after the mishap. He went back to the hostel and informed other students and the institute authorities. Students launched a search for Paras in the dark using mobile flashlights. The mutilated body of Paras was found in the bushes along the track after around an hour.

Institute director SK Das could not be contacted for comments. Dean, student welfare, Ashok Khosla, said, "I reached the spot immediately after getting information about the accident. The institute informed the police and the GRP. Meanwhile, we launched a search for Paras. As far as students' demand is concerned, the institute will provide security near the track shortly."

Mansa robbery: Cops prepare sketch

The Mansa police have made a sketch of one of the seven robbers, who had allegedly killed a woman and injured five members of her family on Wednesday. The police have distributed the sketch among the police stations in the state.

The police also claimed to be in touch with Madhya Pradesh, Haryana and Rajasthan in this regard. Sources said the state border with Haryana in the district had been sealed.

“The sketch of an accused has been sent to all the police stations. Such crimes are mostly reported in Madhya Pradesh, where gangs kill or grievously hurt the owners before looting the place. We are in touch with MP, Haryana and Rajasthan. We are 
also patrolling the area,” said Mansa Senior Superintendent of Police Bhupinder Singh Khatra.

Ensure timely lifting of paddy, HC directs state, Centre

The Punjab and Haryana High Court today directed the Centre and the states of Punjab and Haryana to forthwith come up with a mechanism for smooth lifting of crops, including paddy. The directions are not just for this season, but for future as well.

The High Court has also impleaded Punjab Principal Secretary, Department of Agriculture, and the Managing Director of Punjab Agro Industries Corporation as respondents in the case.

The directions were issued by the Division Bench of Acting Chief Justice Ashutosh Mohunta and Justice Anupinder Singh Grewal on a case filed in public interest by the Bhartiya Kisan Union (BKU).

The High Court, on September 12, had asked the Centre, states of Haryana, and Punjab, and the nodal agencies to respond to the PIL filed by the farmers’ union.

As the matter came up for resumed hearing before the High Court, the respondents failed to file a reply on the issue and sought additional time to respond.

Arguing before the bench, the counsel for farmers’ union, JS Toor, submitted that paddy would soon hit the market and the middlemen would continue to loot the farmers’ community due to non-implementation of MSP policy.

In its petition, the BKU had alleged that the MSP of agriculture produce was fixed much below the actual cost of production, and even that was not given to farmers. They added that the MSP for sunflower was Rs 3,700 per quintal last year, but it was purchased for Rs 2,600-2,900 per quintal.

“Around 48,000 quintals of sunflower arrived at the Shahbad market for sale and the loss was calculated at an average of Rs 500 per quintal to farmers, which came out to be more than Rs 4 crore,” stated the petition.

Claiming that such reasons were forcing the farmers to commit suicide in the region, the petitioner stated that National Crime Records Bureau record showed that between 1995 and 2010, 2.56 lakh farmers committed suicide and substantial numbers of these were related to the impact of the agrarian crisis.

15 Single Judges to hear criminal cases

The Punjab and Haryana High Court has decided to give priority to cases involving life and liberty. For 15 Single Judges will hear criminal cases.

The High Court has given five of its nine Division Benches the task of hearing criminal matters.

The new roster, made public soon after the swearing-in of 12 additional Judges yesterday, makes it clear that three Division Benches will exclusively hear criminal matters while two more will hear both civil and criminal cases.

This is significant. Last year the number of Division Benches exclusively hearing criminal matters was reduced to one while the rest of the criminal cases were divided among three Division Benches, hearing both civil and criminal matters. The number was restored to two in January this year.

The Division Benches of Justice SS Saron and Justice Darshan Singh; Justice M Jeyapaul and Justice Sneh Prashar and Justice TPS Mann and Justice Gurmit Ram will hear criminal appeals and appeals against acquittals.

The Benches will also hear contempt appeals, criminal contempt cases, criminal cases referred to Division Benches and parole matters.

The move is expected to expedite the hearing of criminal matters involving people’s life and liberty.

The Acting Chief Justice, Ashutosh Mohunta, in an attempt to clear the backlog of cases, had directed that Wednesdays and Thursdays be dedicated to hearing regular or long-pending cases. He had said that no fresh case should be heard on these two days. In a clear departure from the practice of hearing such matters on two days, Justice Mohunta had specified that the cases would now be heard only on Wednesdays.

The roster says: “ No case may be fixed in motion hearing on Wednesdays. However, cases already fixed in ordinary motion hearing on this day will be taken up as usual”.

Justice Mohunta also specified that cases of crime against women, pending before it, were being placed on the priority list. He made it clear that priority was being accorded to corruption cases where proceedings before the lower courts had been stayed.

Decision on Daduwal’s bail plea on Sept 29

The bail plea of Sikh preacher and HSGMC member Baljit Singh Daduwal will be decided on September 29.

This announcement was made today when Daduwal was brought for a court hearing in a case registered against him by the Bhikhi police in January 2011.

He was produced in the court of Mansa Chief Judicial Magistrate (First Class) VK Narang for a hearing on his bail plea in a case registered against him by the Mansa police on August 27 under the Arms Act. The bail has been granted but Daduwal is yet to pay a bail bond of Rs 2 lakh.

Counsel for Daduwal HS Tiwana said: “Daduwal has been sent back to the Faridkot jail. The next date of hearing in the Bhikhi case is September 29.”

Inmate kills another at Amritsar prison

An inmate, Bikramjit Singh alias Vicky, died after being allegedly attacked by a fellow inmate at the Amritsar Central Jail today.

The jail authorities have suspended a warder and charge-sheeted several other officials for negligence.

The inmates engaged in a scuffle over cleaning of the toilet in their barrack around 6:50 am. Raman Kumar allegedly hit Bikramjit on his neck. The latter fell unconscious and was rushed to Guru Nanak Dev Hospital where he died during treatment.

Jail Warder Kashmir Singh has been suspended while a charge-sheet has been served to Deputy Superintendent Jatinder Pal Singh, Assistant Superintendent Ravel Singh and Head Warder Jaspal Singh Bal.

Jail Superintendent RK Sharma said both the inmates were arrested under the NDPS Act.

Girl elopes, her family kidnaps boy’s sister

Paramjit Singh of Machian Kalan village, his two sons and their some aides kidnapped the sister of a youth who had allegedly eloped with Paramjit's daughter. Roshan Singh of Machian Khurd village, whose son had allegedly eloped with Paramjit's daughter, reached the house of Paramjit with the police and alleged that Paramjit and his sons had kidnapped his daughter.

Residents of Machian Kalan gathered there and told the police and Roshan Singh to first produce Paramjit's daughter. Roshan said his son and Paramjit's daughter had married in a court. Paramjit Singh refused to divulge whereabouts of Roshan's daughter saying "they (Roshan and his family) should also experience what a father undergoes when his daughter goes missing".

He said Roshan's daughter would be released after his daughter returned home.

Police sources said Paramjit's sons had taken Roshan's daughter to the Mattewara forest area. Meharban police station SHO Rajesh Thakur said the investigation was on and the girl would be rescued soon.

Paramjit alleged he had been making rounds of the police station for the past four days requesting them to rescue his daughter, but no action was taken.

Heavy police force has been deployed in the area as tension was brewing among residents of the two villages. Gurjit Singh of Machian Khurd village said Paramjit, his sons and some supporters barged into the house of Roshan Singh this morning and kidnapped his 17-year-old daughter.

12 held for planning to attack official

Heavy police force was rushed to Balluana village on the Abohar-Malout road today, following reports that two factions had planned to attack Naib Tehsildar Neeraj Sharma during his visit. Sources said nearly 12 persons were nabbed.

Inputs indicated that armed persons had taken positions in the fields to attack Sharma during his visit to the area. He was to settle a land dispute. — TNS
