Govt notifies transfer policy for allopathic docs
Dehradun, September 19 The policy, that has been in the works for over two-and-a-half years, overcame several hurdles including opposition by Uttarakhand Health Minister Surinder Singh Negi, forcing Chief Minister Harish Rawat to bring in the policy using the deviation route. The policy will be effective from today, as a result of which, the joint directors who were recently promoted would be transferred. According to the policy, the new entrant at the level of medical officer will have to compulsorily serve for a period of two years in the hills. During the period, he will receive extra remuneration, 20 per cent of his basic pay. After four years, when the medical officer would be eligible for promotion, he will again have to serve in the hilly areas and all the doctors till the rank of joint directors will have to serve in the hilly areas after every promotion. “This will ensure availability of doctors on rotational basis at every level. During the inaccessible posting, the doctors can opt for their home districts/places,” said Om Prakash, Principal Secretary Health. Further relaxation would be given to doctors serving in remote areas and they would be allowed to keep their families in places of their choice. The policy sets out to categorise areas as inaccessible and accessible areas based on the farthest and nearest points from the railway head. Three committees would be set up to oversee the transfers and junior-most doctors would be considered while posting them in remote areas. Doctors figuring in the seniority list would be considered for transfer to accessible areas. Disciplinary action awaits the doctors who show unwillingness to take the transfer orders. Efforts would be made to post both husband and wife medicos at the same place. Those citing health reasons for not serving in the remote areas would be excused only in case the sickness pertains to one’s spouse or children.

Magician Shankara worried
at misuse of art of magic
Haridwar, September 19 Famed international magician Samrath Shankara, son of ace West Bengal magician Shankar, is still entertaining people with his shows by incorporating new items, manoeuvres and interesting interactions with audiences. He, however, is worried at the misuse of the art of magic. At present performing at Ganga Palace in Haridwar, Shankara, popularly known as Jadugar Samrat Shankara, has to his credit a whopping more than 28,100 performances. While talking to The Tribune on the sidelines of his show at Jwalapur, he expressed concern at recent cases of dubious magicians and wicked persons trying to fool people in name of the art of magic. He urged magic practitioners to take the art as a holy practice and said people still believed and wanted to see magicians. “Of late many incidents of magic art being used for wicked purposes has come to light, which defames the profession of magic. Already due to multiple entertainment and media modes, magicians thriving in the glory of their performances in yesteryear are facing the heat. If the misuse of the art continues, the faith of the people faith in dedicated magic practitioners may also wither away,” said Shankara. He said the art of magic is a mix of skills and illusions where hard work, dedication, concentration, timing and perfection that makes impossible look possible. To attract youths to his magic shows, Shankara has changed his way of presentation and ensures a surprise element. For metropolitan, college going, mobile phone users he presents the show in a theatrical and kaleidoscopic manner. He involves the audience comprising young and women by calling them on the stage to be part of his tricks. Shankara is also involved in social-charitable purposes, as he has dedicated many a shows of his for such purposes. Till date he has donated nearly two crore rupees for charitable purposes and has also been pivotal in setting up a Magician Welfare Fund in India. Born in Shri Karanpur in Rajasthan Shankara as a child got enchanted with magic at tender age of twelve, seeing Magician Dev Kumar of Bengal. Shankar attributes his success to his yoga guru Swami Dev Maharaj. He says, “Yoga had helped him immensely as it taught him how to concentrate. Besides controlling others’ senses, a magician has to first control his thoughts, thinking, reflexes and movement. Beginners must know that magic is an ancient Indian practice. Work hard, practice as much as you can, and try to read the psychology and eye movements of the audience. It takes a substantial time to get expertise in this art”. |
