CM’s statement on SYL canal incorrect: Sampat
Chandigarh, May 23 ‘’The Haryana government should pressurise the Centre to annul the controversial Punjab act,’’ Mr Sampat Singh said while speaking to media persons here today. “The Bill sent by the Punjab Government to the President for assent should be withdrawn,” he added. After the Bill, terminating earlier agreements on water sharing between Punjab Haryana and Rajasthan was passed by the Punjab Assembly, it was sent to the President who referred it to the Supreme Court. Mr Sampat Singh said that the Chief Minister’s statement that the Supreme Court’s ruling of January 2002 giving Punjab Government one year’s time to complete the SYL canal was based on the Rajiv-Longewal accord was incorrect. The decision, he said, was based on the Punjab Re-organisation Act 1966 and the 1981 accord between Indira Gandhi and Punjab Chief Minister Darbara SIngh, Haryana Chief Minister Bhajan Lal and Rajasthan Chief Minister S.C. Mathur. Stating that the Supreme Court had also ruled that in case the Punjab Government was unable to complete the SYL canal within the stipulated time, the project should be taken over by the Central Government within a month, Mr Sampat Singh said that the Central Government has been sitting on the matter. “The Haryana government should take the matter seriously and take up the matter with the Central Government to get the SYL completed at the earliest,” he said. He also pointed out that the state government had lost a golden opportunity to raise the issue during the Congress rally in Jind earlier this month, where the party president, Ms Sonia Gandhi, was also present. |
Haryana interfering with religious affairs: Badal
Chandigarh, May 23 Addressing a press conference here today, Mr Badal said the SAD delegation would meet the Prime Minister, Dr Manmohan Singh, to ask the Haryana Government not to interfere in the religious affairs of the Sikhs. The SGPC Chief, Bibi Jagir Kaur, has decided to call an emergency meeting of the general house of the SGPC soon to discuss the issue. Mr Badal said the Congress was habitual of interfering in the religious affairs of the Sikhs. Even during the time of late Pandit Jawahar Lal Nehru, the Congress had tried to establish control over the Sikh religious places. However, late Master Tara Singh, a Sikh leader, had thwarted all such attempts and later Nehru had to enter into a pact with the leader, said Mr Badal. The Haryana Government was trying to violate the Nehru-Tara Singh pact, which said no new Gurdwara Management Committee would be set up with the approval of the SGPC, he added. When asked why was the SAD controlled SGPC sitting over the draft of the All-India Gurdwara Act for the past several months, Mr Badal declined to answer. The draft was prepared by a top-level panel, which was appointed by the SGPC, of legal experts headed by Justice
K.S.Tiwana. The panel had submitted the draft to the SGPC long back. However, the SGPC authorities have put the draft in the cold store. With the enacting of the All-India Gurdwara Act, Sikhs of all states will get due representation in the SGPC. Mr Badal said the SGPC was the main representative body of the Sikhs. The Congress would not be allowed to dilute its authority in any manner. Earlier, Mr Badal, laid the foundation stone of the office building of the SAD in Sector 28. A political rally was held on this occasion. |

Haryana gears up to meet growing demand for power
Panchkula, May 23
Other than this, the Haryana Vidyut Prasaran Nigam (HVPN) is in the process of a tie up with other state electricity boards and power corporations to buy the deficit power. Senior officials in the Utilities say that there is shortfall of about 50 lakh units (LU) of power on an average per day. As against the demand for 675 LU’s of power per day, the total availability is 625 LU’s a day. Other than about 510 LU’s of power available from the regular power generation sources in the state, HPU hopes to tide away the power blues by making bilateral arrangements with Himachal Pradesh, Uttaranchal and other states (through the Power Trading Corporation) and licensed traders for getting the deficit power. A meeting to review the power supply position in Haryana was held recently, wherein officials of the Utilities said that as of now the state was overdrawing 30 LU’s power from the Northern Grid on an average. A 65 MW unit at Faridabad Thermal and one unit at Panipat have been closed down for maintenance. Officials say that thus with overdrawals, they are able to meet the demand now. But as the summer advances, and power demand increases simultaneously, the Utilities will have to tap other companies for procuring additional power. Officials say that with a good power availability in April and during this month, Saathi (an early sowing variety of paddy) has been sown on large portions of agricultural land in the state. This meant that HPU has had to maintain the same level of power supplied to agriculture consumers last month, during May. This, even as demand for power in the domestic and urban categories has increased with the advancing summers. Agriculture sector is now getting seven to eight hours of three phase supply to run the tubewells for irrigating the paddy fields. As a result, peak load restrictions on industrial consumers and light load restrictions on rural consumers have been imposed. For the past few weeks, some urban estates have been imposing scheduled power cuts. However, fluctuations in the frequency of power (the required frequency is 50 cycles per second, but if it falls below 49 cycles per second, the system has to be shut down), are causing frequent system shutdowns and thus unscheduled power cuts, sometimes stretching to six to eight hours a day. |

Police clueless about burglary
Fatehabad, May 23 The police got information yesterday that a box was floating in the Jhajjar river, near Rattia town, in this district. Ms Amarjeet Kaur, SHO, Rattia Sadar police station, with her team, reached the site and brought out the box. The police found some diaries, documents and purses in the box. These documents belonged to Sandip Jewellers of Dirba Mandi in Sangrur district of Punjab. A party of the Punjab police from Dirba reached here and told the local police that the shop of Sandip Jewellers was burgled on the night of May 18 and cash and ornaments worth Rs 6.50 lakh were stolen. Earlier, a box of a Sirsa-based jeweller was also found abandoned in the field. Ms Amarjeet Kaur said the police was trying to find out whether some local persons were involved in the incidents or some outsiders had dumped the boxes here after committing the crimes. |
Self-immolation by girl in shrine
Karnal, May 23 The police found the body of the girl in a sitting posture with 99 per cent burns. The post-mortem examination has confirmed that the girl had died of severe burns, said Mr Krishan Kumar, SHO of Sadar Police Station. The police has initiated inquest proceedings under Section 174 of the CrPC into the

Dr Jaimal Singh, father of the girl, told The Tribune that his daughter, Anita, was a very religious minded girl and used to offer prayers for hours in the morning and in the evenings.
He said his daughter must have got up at around 3 am. Then as a routine she took bath, changed her clothes and wore a new pink dress, and went to worship Sheetla Devi about 200 metres from his house.
According to the father of the girl, she had set herself on fire after dousing herself with kerosene that she had brought in a can from home.
A visit to the spot revealed that the place where she immolated herself was just 30 feet from the main gate of a local villager’s house on the outskirts of the village. A family member from this house was the first one to see the girl burning. He rang-up the police control room and reported the matter. Meanwhile, the news of this incident spread in the village and the father of the girl identified his daughter from the kerosene can that was lying beside her body. The girl’s body was found at the very same spot where she sat and offered prayers. She had apparently not moved from her place. Even her hands were folded as while offering prayers, said a villager. This fact was also confirmed by the SHO who visited the spot and also by the statements given by the family members and eye-witnesses. Contrary, to the statement of the SHO who believes that it is a case of self-immolation in sheer devotion that’s commonly prevalent among the Rajputs, Ms Sumita Singh, a local MLA, who is also a woman rights activist was of the view that the incident required a thorough probe rather than blindly following the statements of the family members. “I will personally talk to Ms Bharti Arora, SP of Karnal, in this regard and demand a thorough probe because such an incident had never happened in the area in the past”, she added. |

Ambala, May 23 For the post of Vice-President, Mr Raj Kumar Sonu of the Congress emerged winner. Mr Raj Kumar Sonu was pitted
against Mr Harvinder Pal Singh. While Mr Raj Kumar got 23 votes, Mr Harvinder Pal got nine votes. Although the city Municipal Council has 31 councillors, there were 32 votes due to the presence of the Ambala City MLA, Mr Venod Sharma. The election was presided over by the General Manager Haryana Roadways, Mr Mahavir Kaushik. After being elected as president, a jubilant Mr Pammi said he would strive hard for overall development of the city. “I will give priority to basic civic amenities. Issues like roads, water and sewerage will be attended to,” he added. |

Ex-sarpanch, 3 others booked for murder
Yamunanagar, May 23 The motive behind the murder was still not clear as the main suspect was still at large. The police has booked four persons in this connection, including a former sarpanch of the village, Sumer Chand. One of the accused, Sukhwinder, has been arrested and the police obtained his remand till May 25. The father of Johny and sarpanch of the village, Mr Minha Singh, had alleged that the former sarpanch had a political enmity with him and he was behind the disappearance of Johny. He had filed a police complaint on May 10. Johny the only child of his parents, was a student. A case under Section 201, 302, 363 of the IPC has been registered. |

Hisar, May 23 The other party, comprising Dalip Singh and nine others, has been convicted and the punishment will be pronounced on May 25. In a complaint to the police, Mr Mange Ram had alleged that Dalip Singh and his companions had physically assaulted them on April 15, 1996. Dalip Singh had lodged a complaint, accusing Mr Makkad, his son Ravinder and some other persons of beating them up. |

The school topper in the commerce stream is Dipinder Kaur, who secured 85 per cent and the second position was secured by Himani with 81.2 per cent marks. In Arts stream, Priya Singh got 80.8 per cent while Anju Meshi got 77 per cent. About 19 students have scored more than 75 per cent marks and 72 others passed in first division. PKR Jain Senior Secondary Public School students have topped in the district, the Principal, Ms Jyotsna Sachdeva, said. She said in the science, non-medical groups, Parv Malhotra got 88.4 per cent, Sonia Ratta secured 87.4 per cent and Dharmesh Bansal got 87 per cent while in the science and medical streams Shikha Gupta got 86 per cent. In commerce, Pankhuri Kansal got 93.2 per cent, Sumit Bajaj got 87.2 per cent and Harjesh Lamba got 86.8 per cent while Ruchika Batra scored 85.2 per cent and Shelly Khurana scored 82.4 per cent in the Humanities. At least 47 students got distinctions, 97 students got first division. The pass percentage was 100 per cent. Kendriya Vidyalaya No.1, Ambala Cantonment Principal, Ms Urmila Sharma, said the students performed well in the Class XII examinations. In the science stream, Aakansha Sinha got 82 per cent, Alka Mittal got 81.2 per cent and Preeti Kaushik got 79.5 per cent. In the Humanities, Sudarshana got 74.6 per cent and Poornima Verma has got 71.4 per cent. In the commerce stream, Renua Bala secured 80.4 per cent, Anjana Devi has got 78.8 per cent while Birender Singh has got 77.8 per cent. SA Jain Senior Model School, Ambala City Principal Anima Jain said Khusbu Khanna of commerce had got 87 per cent marks. She said in the science and non-medical groups, Sachin Vohra secured 88 per cent marks. She said 19 students got more than 75 per cent marks. SD Public School, Ambala Cantonment authorities stated that Shivani Mittal stood first in the medical stream in Ambala by securing 90.2 per cent marks. Ambala , May 23 The Principal of the school, Ms Reena Nagrath, said Madhur Jain got 92 per cent marks in commerce and Namisha secured 91 per cent marks . In the non- medical stream, Anshul Garg secured 88.4 per cent while Meha Kalra got 86.4 per cent marks . Vivek Verma also got merit securing 85.8 per cent marks. She said in the medical stream Punit secured 84.4 per cent marks . Manisha got 82 per cent while Yuvraj got 80 per cent marks. Chandigarh, May 23 The university’s Vice-Chancellor, Prof R.S. Dhankar, said that this job-oriented and professional course would be run on self-financing basis which would be a blend of theoretical and applied aspects of specialised courses in various branches of economics. The syllabus of this MBE course would be on the pattern of the same course being conducted in the University of Delhi. The Vice Chancellor said that the eligibility condition for this course would be graduation in any discipline with 50 per cent marks in aggregate and admission would be purely on the basis of merit in the entrance test. |

Ambala, May 23 He was apparently offered biscuits by a few youths. Thereafter, he felt giddy. He went to the military compartment along with his luggage and informed Army personnel that he was not feeling well. He urged them to take him to the MCO at the nearest station. He was then taken to the MCO office in Ambala Cantonment railway station at 3 am yesterday morning. He was rushed to Military Hospital, Ambala Cantonment where he died this afternoon. He was carrying some cash and a draft for a function at home. |
