INLD charges false, says Surjewala
Chandigarh, May 21 He was reacting to the criticism of the government by the secretary-general of the INLD, Mr Ajay Singh Chautala, recently. Mr Surjewala said at a press conference that Mr Chautala had started levelling false charges against the government while corruption was rampant during his own party’s government earlier. He said under the Hooda government, state revenue had increased manifold because it encouraged open competition unlike the previous government. Mr Surjewala said the Congress welcomed constructive opposition and was not perturbed by criticism. But the criticism should be genuine. He said the government would take action against all those who looted the state exchequer during the previous regime. However, till the action was taken, it would not be made public. The returning officer of the Haryana Congress, Mr Ashok Sharma, who was also present at the press conference, said the presidents of the district units of the party would be elected before May 24. He said though no date had yet been fixed for the election of the party president, it would be held before May 31. Mr Sharma said meetings of the district returning officers and the committee constituted to scrutinise the membership list were held today. Now the Haryana Congress, he said, had 43,208 active members and 10,71,008 primary members. |
When cops turn a good Samaritan
Panipat, May 21 The investigating officer of the case, Mr Naresh Ahlawat, Station House Officer (SHO) of Model Town police station, levelled serious allegations against the BSSCH doctors for adopting callous attitude in treating the child victim, whose throat had been cut by the rapist after sexually assaulting her. She was found abandoned near Vikas Nagar here yesterday. Talking to The Tribune, the SHO said she was not even provided first-aid. The BSSCH doctors immediately referred her to PGI, Rohtak, he said, adding that her condition was too serious to take her there, he added. Mr Ahlawat said the ASI Mr Raj Singh, accompanying the victim, informed him on his mobile phone that the girl’s condition was serious. At this, the SHO asked the ASI to take her to a Prem Hospital. The owner of the private hospital, Dr Prem Kumar, also a former HCMS and Chief Medical Officer, corroborated the statement of the SHO. He said had she been taken to Rohtak she might have died on her way. However, BSSCH Medical Superintendent Wazir Singh Nain denied the allegations. He said Dr Sunil Kumar was on duty at that time. He said Dr Sunil called him (Dr Nain) because of the serious condition of the patient. He himself examined the girl and she was provided first- aid. She was referred to the PGI, Rohtak, as there was no ENT surgeon at BSSCH hospital, he added. Subsequently, the SHO gave the initial amount of Rs 10,000 to the doctor of the hospital, Dr Pankaj Mutneja, for the treatment but the doctor refused to take the amount. The DSP, HQ, Mr Sahib Singh Nehra, also visited the hospital. Later, Panipat SP Anil Kumar also talked to the doctor over telephone and told him that the district police would bear all expenses her treatment. However, the doctor said the hospital itself would bear the expenses on humanitarian grounds. Meanwhile, the girl is still under trauma. When this correspondent visited the hospital, she was sobbing and staring at the ceiling of her ward of the hospital. Her tracheotomy operation had been successfully conducted. The girl could not be identified yet as she was unable to speak. Dr Prem Kumar said that it would take two-three days for her to speak. A four-member panel of the BSCCH doctors confirmed at Prem Hospital on Thursday night that she had been raped. |
Master plan for Ambala railway station ready
Ambala, May 21 Talking to mediapersons on his first visit to Ambala, Mr Varghese said that a proposal with regard to the master plan has been forwarded to Headquarters for approval. “The master plan envisages more space at the Ambala Cantt railway station with better amenities for passengers,” he said. Mr Varghese said it had been observed that No.1 platform at Ambala Cantt railway station had less space for passenger movement. “There is a need for increasing space for passenger movement as well as increasing amenities,” he said. “The budget for the plan is about Rs 4 crore,” he added. He stated that the master plan seeks to shift the station buildings for creation of more space. “Since the budgetary allocation is in the region of Rs 4 crore, the plan will have to go to Parliament for approval of budget,” he said. Mr Varghese said that he had desired that electronic media aids should be utilised at Ambala Cantt railway station. “Coach identification boards, touchscreens for enquiry, automatic ticket-vending machine and platform ticket machines should be put into place. The cost of the project will be about Rs 30-40 lakh,” he said. To a query, Mr Varghese said that he would to push for a train from Chandigarh to Kerala. “While Rs 3.56 crore was spent last year on passenger amenities, the target will be for Rs 4 crore to be spent on passenger amenities,” he said. He said that in Southern Railway were there more amenities for passengers. Mr Varghese stressed that safety was top priority. “Other aspects are also important but safety is uppermost. Night inspections, special checks, preparedness checks will be carried out. A sum of Rs 60 crore was spent last year from the Safety Rail Fund,” he said. He said that three new bridges have been sanctioned on the Ambala-Amritsar rail line. The bridges will be constructed between Ambala and Rajpura. Mr Varghese stated that the station masters of small stations could be given money for carrying out cleanliness periodically through private persons. |
SDM takes charge as MC Administrator
Karnal, May 21 The elections of 24 councillors of the total 31 seats were held last month. The elections to seven wards were cancelled by the state election commission following a controversy that arose on the territorial dispute of these wards. The elected members took the oath on April 26 but could not elect their president as the required support of at least 17 councillors had not been obtained by any of the elected leaders. The territorial dispute surfaced as voters of at least 13 villages were included both in the list of their respective panchayats and also in municipal wards. Interestingly, the voters of these villages had exercised their franchise in the panchayat elections and were not entitled to vote in the MC elections. The situation became awry as on one hand as per the Municipal Act it is mandatory to elect the president within one month from the date of oath taking of the councillors. On the other hand elections to the disputed seven wards could not be held within one month as the Panchayat Department did not denotify the village panchayats even after the same was recommended by the election commission. The District Magistrate of Karnal Mr Shyamal Mishra, said even after denotification of disputed panchayats it requires at least 20 days for completing the formality of elections to these seven wards. The delimitation of the wards was conducted in 2003 and certain areas of 13 villages were included in the MC limits. Subsequently, the Department of Development and Panchayats was supposed to denotify these villages but the officials concerned allegedly under political pressure adopted dilly-dallying attitude from time to time in denotifying the villages. |
Haryana fixes grain targets
Chandigarh, May 21 This was stated at a high-level State Coordination Committee meeting on agricultural production presided over by the Haryana Chief Minister, Mr Bhupinder Singh Hooda, here today. The Chief Minister directed the Agriculture Department to ensure the supply of quality agricultural inputs like seeds, fertilisers and pesticides. He directed that the enforcement staff should be geared up to carry out regular inspections to ensure that misbranded or spurious fertilisers, seeds, insecticides and pesticides were not sold in the market. He gave an assurance that the canal water would be made available according to requirements Uninterrupted electricity to the agricultural sector would also be ensured for at least eight hours a day. The Finance Minister, Mr Birender Singh, who was also present at the meeting, said there would be no shortage of credit for the farm sector. It was planned to increase the area under sugarcane to 1.65 lakh hectares from 1.33 lakh hectares in the previous year. Similarly, the area under cotton was also planned to be increased to 6.50 lakh hectares from 6.21 lakh hectares in the last season to achieve a production of 21 lakh bales. |

Chandigarh, May 21 Mr Hooda, who was reviewing the status of preparedness to meet the threat of floods, also directed the commissioners of the four divisions in the state to ensure that the flood-relief equipment available with them was checked and necessary repairs carried out. Reports or certificates in this regard should be sent to the state headquarters by May 31. He also directed them to ensure that the deputy commissioners conducted joint inspections of flood-control works and sent reports to the state headquarters within the next two days. |

No delay in rescue: DPRO
Chandigarh, May 21 In a communication to The Tribune, Ms Saini claimed that a rescue team, comprising doctors, along with administration and police officers, was sent to the spot after receiving the information. The team was headed by the area’s Sub-Divisional Magistrate (SDM). Giving details of the operation, she said a JCB machine, along with other equipment, was pressed into service. Two victims were recovered immediately. The body of the third victim was pulled out after sometime. Quoting Sonepat’s Civil Surgeon, she said doctors on duty were present in the Civil Hospital’s emergency wing. Our Correspondent replies: I stand by my story. |

Sonepat, May 21 The SP told mediapersons here today that Mrs Rajo Devi had lodged a complaint with the police against her husband Ved Parkash, father-in-law, mother-in-law, brother-in-law and two others, alleging that she had been harassed and beaten up by them for not bringing sufficient dowry. In another case, Ms Sunil Kumari of Bajana Khurd village also lodged a similar complaint against her husband Neeraj, mother-in-law and two others for allegedly harassing her for more dowry. She alleged that she had been locked up in a room and had not been given food and water. |

Youth, pregnant woman commit suicide
Karnal, May 21 Police sources said Raj Kumar (22) of Ucha Samana village allegedly consumed some poison yesterday. He was admitted to the Arpana Charitable Hospital at Madhuban where he died late last night. The post-mortem examination of the body was conducted at the Civil Hospital here today. It was later handed over to the family of the deceased. Police has initiated inquest proceedings under Section 174 of the CrPC. Preliminary investigations revealed that the man was mentally depressed for quite some time due to some family problems. In the second incident Sudesh Rani (20), who was eight-month pregnant, allegedly committed suicide by hanging herself from a ceiling fan at her residence at Nissing last night. The post-mortem examination of the body was conducted here at the Civil Hospital today. It was later handed over to the family of the deceased. The woman had reportedly sought permission from her husband to attend a marriage but he denied her permission. This made her upset and she allegedly committed suicide. |
Principal, wife booked for fraud
Yamunanagar, May 21 According to police sources, Ms Parishit Kumari, who was working at a Chhachhrouli-based school, had given the money to Ravinder, who had allegedly told her that a Delhi-based educational trust was to set up a college affliated with Kurukshetra University and she would get a job there. Ms Kumari reportedly paid the amount through a bank draft in December last year. The woman was also issued a fake appointment letter. Enquiries by the woman and others revealed that no college of the trust was scheduled to come up. They reported the matter to the police. One of the accused, Gulab Singh has already been arrested. |

Village prohibits liquor sale
Kaithal, May 21 To implement the decision, the Panchayat has decided to impose a fine of Rs 20,000 on those who violate the orders and Rs 10,000 on those who support the violators. The Panchayat for effective compliance of the orders has also announced an award of Rs 5,000 for providing clues about the violators. Sarpanch Krishan Dutt Sharma told mediapersons here that illegal sale of liquor was going on for the past many years in the village and a number of centres (Khurdas) for the sale of liquor were in operation. It is learnt that the Panchayat has sent a copy of the resolution to the Deputy Commissioner, Superintendent of Police, Kaithal, and SDM and DSP, Guhla. |
Law students lock varsity gate; exam delayed
Sirsa, May 21 The district police also arrived on the scene. Slogan-raising students demanded the issuance of roll numbers, alleging that the department concerned was unfair. Today’s exam that was scheduled for 9 a.m. started only at 12 noon. Talking to the TNS, the Registrar, Mr Pankaj Yadav, who is also the ADC said roll numbers of the around 15 students were withheld as they did not meet the minimum requisite of 66 per cent lectures. Mr Yadav said only after the SDM gave an assurance the students agreed to open the gate. The ADC was not present at the time of the incident and so the SDM, Ms Gita Bharti, had to intervene. Meanwhile, the teaching community on the campus criticised the university officials and the district machinery for mishandling the whole episode. Lamenting the authorities, teachers said they were getting frequent calls from a top district officer inquiring about the chairman of the Law Department, who is on leave, which amounts to interference in university functioning. “It was strange that the SDM and ADC had made a promise to look into the matter. The department concerned had struck off the names of the students who had failed to secure the minimum requirement regarding attendance, which is justified. The SDM had clearly tried to “interfere” in university matters without taking them in confidence’’, said a faculty member. |

Krishna Leela comes alive at cultural show
Ambala, May 21 The National Human Rights Commission chairman, Dr A.S. Anand, was the chief guest. Speaking on this occasion, Dr Anand decried the degeneration of values in society and called upon the society to rekindle the ancient value system. He praised Sanskriti for its effort in making children aware of their rich cultural heritage. Ms Shabnam Nath, who had conceptualised Sanskriti, said they concluded their month-long workshop by organising an evening of classical dance. As many as 30 students between the ages of two years and 46 years participated in the programme that depicted various facets of “Krishna Leela”. The performance of children in the age group of seven to 14 years in recreating the well-known song “Mainyan Mori, Main Nahin Makhan Khaiyo” was appreciated by the audience. Signals Officer-in-Chief visits Ambala cantt
Ambala, May 21 General Kumar was briefed by the Chief Signal Officer, Kharga Corps on the existing and proposed communication infrastructure in the Corps zone. Ambala, May 21 Ajay Kumar, identified as a constable of the Haryana police, died on the spot while Rakesh, Suresh, Ram Pal, Rajesh, Sukhwinder and Mohinder sustained serious injuries. A case has been registered. Bid to rob bank An abortive robbery attempt was made at Bank of Baroda branch located near DAV School, Ambala Cantt last night. Apparently, four youths arrived at the bank late last night. One of them tried to enter the bank premises by cutting through the grill. In the meantime, the youths were noticed by taxi drivers of a vernacular newspaper. The taxi drivers raised a hue and cry. The youths sped away in their vehicle. |
