Surajkund, May 21 Addressing a gathering at the end of a workshop on development of training strategy and communication initiatives for the Red Ribbon Express project aimed at generating awareness on HIV/AIDS, Mr Dutt said that rehabilitation of persons suffering from AIDS is very important. “What is the future of persons suffering from AIDS? You also have to think about their future. They cannot be abandoned. Some schemes should be made to improve their quality of life.” Mr Dutt said that when AIDS cases were first reported in the United States, the nurses refused to treat them. It was Mother Teresa who made an earnest attempt to put an end to the discrimination by interacting freely with the AIDS patients. He said that the US is focussing on rehabilitation of AIDS patients. The workshop identified stakeholders as Panchayati Raj Institutions, members of Mahilla Mandal and self-help groups and district State AIDS Control Societies, teachers, doctors, health workers, policy makers, mediapersons, school students who would be trained to sustain the programme and monitor the impact of the awareness programme. The Red Ribbon Express project conceptualised by the Rajiv Gandhi Foundation (RGF) is an attempt to generate awareness on HIV/AIDS in over 30,000 Panchayats. The Nehru Yuvak Kendra has been identified as the chief implementing agency and they are in the process of training more than 2,000 youth. RGF and NACO have decided to tap the vast network of the railway by using four special trains for disseminating information about HIV/AIDS over a period of six months. The Red Ribbon is expected to begin its meaningful voyage in August. Once the project has achieved the objective of generating awareness, it will move on to the next stage of behaviour change communication in highly vulnerable states identified by NACO as Andhra Pradesh, Bihar, Maharashtra, Madhya Pradesh, Manipur, Nagaland, Rajasthan and Tamil Nadu. These trains comprising five coaches would cover several district headquarters, towns and villages. Each train would have on board 120 young volunteers, including few celebrities. The journey between Jammu and Nagpur would have 360 halts. The train would halt at each station for two days to give volunteers ample time to reach out to the community in six different groups and spread awareness about HIV/AIDS and sexually transmitted diseases. All the four trains would travel to Nagpur from different starting points, namely, Jammu, Jodhpur, Guwahati and Kanyakumari. Speaking at the function, Oscar Fernandes, Convenor of the Parliamentarian Forum on HIV/AIDS and Minister of State for Statistics and Programme Implementation, said that the initiative taken by RGF will reach out to the youth who are the must vulnerable to HIV/AIDS. According to an estimate by NACO, 34 per cent of AIDS cases are reported in the 15 to 24 age-group. Shahnaz Akhtar, Senior Programme Officer in-charge of Health and Disabilities division at Rajiv Gandhi Foundation, who conceptualised the Red Ribbon Express project, said that they have requisitioned Shatabdi coaches that would be redesigned for the project. “The Railway Ministry is in the process of calculating the tariff for utilisation of their track and coaches over a period of three years.
