DK rape victim identifies accused
New Delhi, May 17 The suspect was later remanded in police custody for 10 days to facilitate further investigations and help trace the three suspects. DCP (South-West) Dependra Pathak said ultimately the sordid tale has moved a step forward with the girl identifying Anil Kumar Katiyar as one of the accused who raped her on the fateful day. ‘’This will be a great movement forward for the case as now the other three involved in the case would also be caught soon. We hope this will happen very soon,’’ he said. Calling the ‘identification by the victim’ as a big breakthrough, Mr Pathak said till now there were
all types of insinuations being made against the police and doubts being expressed over whether the ‘genuine’ accused had been caught with the arrest of Anil Katiyar. ‘’I feel relieved that such stories would be put to rest now,’’ the DCP said. “Now he will lead us to others involved in the case. With today’s Test Identification Parade (TIP), our stand has been vindicated that Katiyar’s arrest was a breakthrough indeed,” Mr Pathak added. Anil Kumar Katiyar (26) was caught last Friday (May 13) from Khoda Colony in Noida on the Delhi-Uttar Pradesh border after a massive manhunt by the police involving several districts of Delhi and neighbouring states of Haryana and Uttar Pradesh. The victim, a resident of Satya Niketan in South-West Delhi, was allegedly abducted close to a Dhaula Kuan ‘dhaba’ near Sanatan Dharam College at about 0200 hrs on May 8 while she was going for a snack with her friend. A Mizo, hailing from Meghalaya, she was doing her BA (2nd year) through correspondence from Delhi University and has been staying in Delhi for the last two years. |

New Delhi, May 17 ‘’Though belated, justice has been done in this particular case. The jail sentence sends out a powerful message to the rioters–whether they were in Gujarat in 2002 or in and around Delhi in 1984–that communal violence does not go unpunished,’’ senior Delhi Sikh Gurdwara Management Committee (DSGMC) member Manjit Singh and president of Akali Dal (Santokh Singh), said here. Yesterday, Additional Sessions Judge N P Kaushik sentenced Rajinder Singh, Piyarey Lal, Dharampal, Ranbir Singh and Baru Mal to Life in jail for burning alive Baba Singh in the Amar Colony area of Nangloi on November 1, 1984. Akali leaders loyal to former Punjab Chief Minister Parkash Singh Badal also welcomed the verdict. ‘’We welcome the jail sentence and expect even harsher punishment for those who perpetrated the anti-Sikh attacks in the wake of the assassination of then Prime Minister Indira Gandhi,’’ Delhi Akali chief Avtar Singh Hit said. He, however, demanded immediate release of Justice G T Nanavati’s report on the 1984 riots. SGPC member HP Singh also hailed the verdict, but expressed disappointment with the successive governments for their handling of complaints against certain politicians blamed for the violence. ‘’It is strange that no government since 1984 has been able to get hold of big politicians blamed for the riots. Had they been able to do so, the communal violence in Gujarat would not have occurred,’’ Mr Singh remarked. |

Two more Dasna jail inmates beaten up
Ghaziabad, May 17 Manoj told the mediapersons that he has been tortured for the last several days. District Magistrate Santosh Yadav had ordered an inquiry into the matter, three days earlier, soon after getting the reports. The relatives of Manoj have alleged that he was being tortured in the district jail because jail authorities wanted Manoj to take the blame of Kamaruddin’s murder on his head. Manoj’s condition had deteriorated in district jail on Sunday afternoon. He was rushed to District hospital Ghaziabad, from where he was referred to Meerut Medical College. Manoj has been in the Dasna jail for the past four years for being accused of having murdered his own wife. His brother, Diwanshu Swami, said Manoj had been serving the sick in the jail hospital from day one. He was recently shifted to a solitary cell, where he was being tortured. Diwanshu reached the jail on Friday on getting information to this effect. Manoj told his brother that jail administration was pressurised him to take the blame of Kamaruddin’s murder on his head. He was allegedly being beaten up with belts and shoes. Diwanshu had complained to the District Magistrate and demanded an inquiry. Manoj’s relatives said they had also given a written complaint to the National Human Rights Commission on the subject. District Magistrate had deputed SP (City) Ram Chander Yadav and Additional DM Inderjit Yadav to district jail to make an inquiry. These two officers had submitted their report to District Magistrate on Saturday itself. The Deputy Jailer had been torturing Manoj in the jail as a result of which he had sustained serious inquiries in his head, Diwanshu said. Meanwhile, two other co-inmates of Manoj in the jail, who had also been beaten up, are in very serious condition, it is learnt. One of them Vipin, son of a Dr Ram Koshen Sharma of Karawal Nagar Delhi, while the other is Chander Veer of Muzzafarnagar. Both of them are lodged in jail for murders. They were also lodged in barrack No 11 in the jail along with Manoj, where Kamaruddin was murdered. All three were tortured in the jail. |
Decks cleared for MCD Shahdara office
New Delhi, May 17 An estimated budget of Rs 1.80 crore has been sanctioned for the purpose and it is expected that the full furnished building for the office will be ready by the end of 2006. In the absence of proper allotment of any separate building for this purpose, the MCD office had been running from a corporation-run school at New Shadara by October 1998. However, the search for proper place for the office was on since 1990. Under that exercise, a piece of land near Shyam Lal College was acquired in 1991, for that purpose and it was decided that a separate four-storeyed building would be constructed by the end of 1993 at that site. A budget of about Rs 3 crores was earmarked at that time for the purpose, but due to red tapism and some other political reasons, the work could finally be started by the end of 1992. All went well for some time, but in the meanwhile, the contractor assigned for the project, could not get the allotted budget amount due to some misunderstanding with the concerned officials. Later, the budget amount could be released after the intervention of the court. In October 1998, the Delhi High Court, on delivering a judgement on a Public Interest Litigation (PIL) filed by the parents of the students of the corporation school where the office was situated, ordered to shift the MCD office from that school to the semi-constructed building with immediate effect. Since that time, most of the furnishing work of the building was yet to be completed and it had been stopped due to shortage of fund due to about two times increase in the estimated cost of the project due to much delay. At the time of shifting, the concerned officials had assured that the remaining work would be completed. A local councillor and the chairman of the ward committee for 2004 – 2005 of that MCD zone, Mr Anil Vashishtha, has been instrumental in releasing the remaining fund for the rest of construction work for the building of the office. “Some parts of the office campus have also been encroached by the local people. They will also be flushed out,” he said. |
New building by-laws to plug loopholes: MCD chief
New Delhi, May 17 The new by-laws required making legislative changes to certain sections of the existing legislation. While addressing the newsmen, the Municipal Commissioner said, ‘’The new by-laws will correct all earlier loopholes and faults and for this experts from all over the country have been consulted.’’ The MCD organised a workshop in this regard today which was participated by the experts and local politicians across the party line. However, the opposition leaders led by Subhash Arya boycotted the workshop, alleging that it had been politicised. The Municipal Commissioner said after the relevant authorities like the NDMC, the DDA and Ministry of Urban Development gave their approval, the new by-laws were likely to be finalised by next month and this will require making legislative changes in certain sections of the existing law. ‘’The new laws are a major step forward in reforming the system of giving building permits, completion certificates, local area planning, redevelopment of degraded areas and regulation of various players in the business of urban development of this city which is now a mega city,’’ Mr Mehta said. He said in the Local Area Plan which will use each ward as its base for defining the planning provisions, at present five wards—Vasant Vihar, Karol Bagh, Sangam Vihar, Yusuf Sarai and walled city—have been taken up as a pilot project which should be done in six months. ‘’After this we will begin the entire 134 wards in the city, one by one and each ward’s character will be taken into consideration when drawing up the local area plan, taking the public into confidence through public hearings,’’ Mr Mehta added. According to the Municipal Commissioner, rapid urbanisation of the village pockets in a haphazard manner will have to be corrected if and when these unauthorised colonies get regularised and the redevelopment will have been done which includes raising already built buildings. ‘’In another 15 years, there will be no more area left in the Capital for urbanisation and at the rate the city is growing, we have to look at sustainable features which is why water harvesting has been made mandatory even in 100 square metre plots from now on,’’ he said. The key inadequacies of the existing by-laws were that they were outdated, unclear, too prescriptive, did not address many important environment and social issues and there was no mechanism for varying them in deserving cases. ‘’We hope all the inadequacies have been corrected and when these new laws come into play with the Master Plan, this city will be an example to be emulated throughout the country,’’ he said. |
10 new suspected meningitis cases
New Delhi, May 17 The Director Administration of Hospitals, MCD, Dr J. N. Banavalikar claimed that most of the new cases were only suspected and not confirmed as yet and even those who demonstrated some of the systems like fever, stiff neck or rashes, had been included in the health report. He said that with the increase in temperature, the disease was showing a downward trend as fewer number of people are coming with such symptoms. Meanwhile, the health authorities are organising an awareness drive in which informative material on the disease was being sent to councillors in Hindi and Urdu. The majority of the patients are from the walled city and other densely populated areas. |

Vans to police vulnerable areas
New Delhi, May 17 Under the new plan, which will be regularly reviewed, Police Control Room (PCR) vans will be repositioned, additional personnel deployed in places frequented by women and plainclothesmen as decoys in buses and markets. According to the Delhi Police Commissioner, Dr K. K. Paul, the objective is to make the presence of the police more visible so that it acts as a deterrent to the criminals and anti social elements. Dr Paul said special checking will also be carried out in the buses where the instances of harassment of women are reported in large numbers. “Police personnel in plain clothes will travel in the buses to keep a watch on the anti-social elements,” he said, adding senior officers will also make surprise checks by travelling in plain clothes. Policewomen will also travel in buses as decoys to
trap eve-teasers and other such elements, the police chief said. A drive will also be launched against the vehicles having tinted glasses, he added. Besides these measures, police will also launch a series of self-defence programmes for girls and women from May 29 to equip women to protect themselves. The police commissioner said that apart from these steps, there were helpline numbers which the girls could approach in the event of need. and raped in a moving car by four men early this month. |
Con couple caught
New Delhi, May 17 According to the police, they were residing in a flat in Rohini area and started their company from their flat initially. Later, they shifted to a commercial complex, Vikas Tower in Sector-8, Rohini. Police said that the accused floated ‘Invitation India Marketing Pvt. Ltd.’ three years back. They charged Rs 1,000 from each housewife to join the kitties with them. This money was the monthly subscription for one year. They also promised that they would give Rs 12,000 to the winner in the lucky draw and that would also be exempted from rest of her instalments. But in practice, the duo did not fulfill their promises. The police have registered a case of cheating in the Rohini police station. |
Two women get life for murder of sister-in-law
New Delhi, May 17 According to prosecution, the victim, who was admitted to the Safdarjang Hospital with burns on January 3, 2001, died six days later on January 9, 2001 after the recording of her dying declaration. Jasbir, who was married to the brother of the accused, had been living with her in-laws in their Tagore Garden house in West Delhi and had four daughters and a son. Besides the deceased’s two sisters-in-law, the police also charged the victim’s mother-in-law in the case. The mother-in-law was, however, acquitted because of lack of evidence. Though the victim’s husband Harbhajan Singh
and her daughters did not support the prosecution while deposing as witnesses, the court held Balwinder and Harbinder guilty of having committed the crime on the basis of the dying declaration. |
Power pangs throw normal life out of gear
Faridabad, May 17 The authorities of the Power Department claims that they are providing better supply and the unusual increase in the demand of power leading to excess load on the system as the main factor behind the disruptions. On other hand, despite paying the bills on time, the consumers are the ultimate suffers. Sachin Kumar, a resident of Sector-9 here, claimed that there has been a disruption in supply every night for the past six days and the consumers have to wait for at least an hour around midnight before the supply got resumed. He said the residents, who have taken single phase of power supply, are not facing any power problems as various phases are getting tripped each night and they have to register their complaint each night for the past many days. He added that many of the consumers having three-phased supply did not perhaps felt the pinch as there was supply in two other phases at a time. But another resident of the area claimed that there have been a breakdown in the transformers of the pocket for the past few days and the residents were made to suffer without any fault for hours together. He said recently the power supply got disrupted around 10 pm and it got resumed around 1.30 am and that was only in the name as the voltage was very poor and even the water coolers are not running on the available supply. According to one Rajeev, a resident of Sector- 11 here, the Bijli Suvidha Kendra (BSK), the complaint centre started by the Nigam, on round the clock basis, sometimes fails to provide a satisfactory response to the consumer, why and where the breakdown occurred and when the supply would get resumed. He said recently when the supply did not resume after 30 minutes of lodging the complaint, the BSK staff told him that the linemen concerned could not be contacted on his mobile phone. It is learnt that many consumers were forced to contact the lineman directly or had to visit the spot, where the night duty staff was stationed, as the complaint lodged with the centre do not get redressed soon. The residents of Sector- 9 here had to face a long cut of over nine hours of cut on Tuesday, after the breakdown in the transformer. The Nigam, it is reported, has diverted the power load of the area on two transformers of 100 KV each as a temporary adjustment recently and due to excessive load, the supply got disrupted early this morning, after a couple of disruptions last night. |
MAF appeals to CM to build Badarpur flyover
Faridabad, May 17 The Manufacturers Association of Faridabad (MAF) is one of these, which has submitted a memorandum to the top brass for making a move to put the city on the fast track of development. The MAF in its letter to the Chief Minister has remarked that the city has a huge infrastructure in matter of industry, but due to some large units not performing well in the past few years, the health of many small and medium units had got affected adversely, resulting in kind of sickness and fall in the employment. It is stated that despite being the largest industrial town of Haryana, Faridabad has lost its charm and sheen over the years due to fast growth of various other cities, including some in the NCR. Focussing on the need of creating and strengthening the infrastructure, the MAF has called for setting up more mother units at Faridabad and special emphasis on the civic amenities. It is claimed that existence of bigger units will certainly promote new ancillaries and related activities here. The MAF has appealed to the CM to take up the matter of immediate construction of the Badarpur flyover with the Union Government, as the traffic jam at the border had been proving as a major bottleneck for the industry and business here. |

Greater Noida, May 17 Strangely, while Ghaziabad and the Delhi Police seem to know all about these criminals having their hideouts in Greater Noida, Gautam Budh Nagar, police seems to be oblivious of them. In the recent past, the Delhi Police had nabbed a notorious criminal Ranveer Rathi from a residential sector in Greater Noida. Rathi was later reported to have been killed in an encounter in Delhi. Similarly, Sunder Bhatti was reportedly hiding in his village for past one month, but Kasna police had no inkling of it. A dreaded criminal, who had fled from Haryana police custody, was reported to be hiding in a village in Greater Noida. The Haryana police had come to the area to conduct a raid for him, but the Noida police was not aware of it, it is learnt. Ranveer Rathi and his companion had accomplished many crimes in the Greater Noida area about six months back. The whole gang had been nabbed by the then Kasna police station in-charge and his team. After this, local police has not been able to follow up action against the criminals. As a result, a number of dreaded criminals had taken refuge in Greater Noida area. Even Ranveer Rathi had also hidden in a residential sector for a long time, which was unknown to local police. The Delhi Police had, however, nabbed the criminals in a quick sleek operation. |

The Chief Medical Officer, Dr Vinod Kumar of Gautam Budh Nagar, has issued necessary instructions to the medical staff to take necessary precautionary steps.
