Power panel puts off interviews

The Haryana Electricity Regulatory Commission (HERC) today postponed the interviews for the appointment of Ombudsman and Law Officer following a directive from the state government.

However, the commission interviewed candidates who had reached its office in Panchkula for the post of Director (Tariff).

The Tribune had reported yesterday that the commission was going ahead with the interviews despite the model code of conduct being in force in three districts of the state due to three Assembly byelections.

It was also reported that the appointment of Ombudsman was an exercise in futility because it would be months before the appeals against the decisions of the grievance redressal forums to be set up in the two power distribution companies would reach the Ombudsman. The companies are still to set up the forums.

The Congress MLA from Palwal, Mr Karan Singh Dalal, had also alleged that the Chautala-packed commission was “pre-determined” to appoint a particular person the Ombudsman. This person, he had said, could not be appointed Ombudsman when the INLD was in power because the code of conduct had come into force after the announcement of the Assembly elections.

According to informed sources, the Financial Commissioner and Principal Secretary, Power, Mr R.N. Prashar, sent a letter to the commission today asking it to put off the interviews in view of the code of conduct imposed by the Election Commission of India.

Mr Prashar is also believed to have once again written to the commission that since its rules of business had not yet become operative because of certain procedural irregularities in their draft publication and notification, it would not be proper for it to fill its vacancies.

Board makes comparative study of results

The Haryana School Education Board has released a comparative study of the results of middle, matric and senior secondary examinations of government schools of both urban and rural areas, according to which urban government schools have performed better that rural government schools in the matriculation and senior secondary examinations. The government schools of rural areas have got better results than the government schools of urban areas in the middle examinations.

The secretary of the board, Mr Rajiv Ranjan, said the pass percentage of the government schools in the matriculation examination in the urban areas was 47.7 per cent while it was 40.2 per cent for schools falling in the rural areas. He said the government schools in Panipat, Jhajjar, Fatehabad, Gurgaon, Faridabad and Sonepat districts had out-performed their counterpart in the areas in the matriculation examinations. The government schools in rural areas of Ambala, Kurukshetra and Rohtak districts had done better than their counterparts in the urban areas.

He said while the urban government schools had got 36.8 per cent result in the middle examinations, the rural ones had 40.6 per cent.

The government schools in urban areas of Panipat, Panchkula and Faridabad had done better than the rural government schools.

Similarly, in senior secondary examinations, the government schools in the urban areas had got 48 per cent result while their rural counterparts got only 37 per cent.

The board has decided to distribute pass certificates and fail and compartment cards of middle, matric and senior secondary annual examination to the offices of the District Education Officers.

The certificates and cards of middle and senior secondary examinations would be distributed on May 19 and 20 and that of matriculation would be distributed among principals of the schools in the offices of the respective DEO on June 3.

The annual certificates and cards of the schools in Bhiwani district would be distributed in Government Senior Secondary School, Bhiwani, and that of schools from Hisar at Government High School at the CCS Haryana Agricultural University, Hisar.

Bar chief files suit for power supply

The District Bar Association has filed a civil suit in a local court seeking a mandatory injunction for the issuance of orders to the state and the Dakshin Haryana Bijli Vitran Nigam (DHBVNL) to install electricity meters and provide power supply to the bar room, the bar library and the litigant hall of the new judicial complex at Fatehabad.

The court will hear the arguments on May 18.

Mr Harjeet Singh Sandhu, president of the District Bar Association, Fatehabad has filed the suit in the court of Mr Sushil Kumar Garg, Civil Judge (Senior Division).

In his plaint, Mr Sandhu has made the state of Haryana, the Executive Engineer (Operations) Division, DHBVNL, Fatehabad and the SDO (Op), City Subdivision, DHBVNL, Fatehabad, defendants.

Mr Sandhu stated that he had applied for power connections to the bar room, bar library and the litigant’s hall to the DHBVNL and electricity supply to these establishments was to be supplied at the cost of the state government as per a letter from the Registrar Punjab and Haryana High Court.

Mr Sandhu further submitted that despite several reminders and requests the defendants had failed to act. He prayed for a mandatory injunction in his favour and against the defendants.

3-member panel to select PGIMS Director

The Haryana Government has appointed a three-member panel to select a Director for the local Postgraduate Institute of Medical Sciences.

The panel will be chaired by the Chief Secretary with the Financial Commissioner, Health, and the Director-General of Health Services as members.

It is for the first time that the government has decided to make the selection process transparent.

The last incumbent Maj-Gen Virendra Singh retired last month.

The government then appointed the Commissioner, Rohtak Division, Dr N.C. Wadhwa, as Director in addition to his own duties.

According to sources, the panel is in the process of finalising the modalities. There are different views on the mode of selection. One suggestion is that the panel should invite applications from renowned doctors of Haryana and its neighbouring states, including those from the PGI, Chandigarh.

The other suggestion is that instead of inviting applications the panel should itself contact renowned medical administrators, seek their consent and then send a panel of names to the government.

The sources said the government believes that this would put an end to bickering among senior doctors of the PGIMS who have been working to promote their vested interests at the cost of the institute.

However, senior doctors apart, the rest of the PGIMS community is overwhelmingly in favour of keeping the institute under a senior bureaucrat for at least an year to improve work culture.

The reducing tenure of the directors over the years is an indication of the maladies the institute suffers from.

The first Principal, Dr Inderjit Dewan, was in the saddle for eight years from 1962 to 1970.

Thereafter Dr Prem Chandra headed it for six years from 1970 to 1976. The only other director who headed it for five years was Dr C. Prakash, who remained at the helm from 1983 to 1988. The rest of the directors had an average tenure of less than two years.

The institute had been without a Dean for several months after the last incumbent was removed by a court order. Only last week Dr D.R. Yadav took over as the Dean. The Medical Superintendent, Dr O.P. Lathwal, was sent back to his parent HCMS cadre after the new government came in because of a bureaucratic bungle. He too rejoined his post recently.

HAU to hold meeting of researchers

Chaudhary Charan Singh Haryana Agricultural University (HAU) here will host the annual kharif oilseeds research workers’ group meeting on sunflower and castor crops from May 19 to 21.

The meeting will review the work done on both crops during the previous year and formulate a technical programme for the ensuing kharif season.

Dr R.S. Waldia, Head, Department of Plant Breeding, who is also the organising secretary of the meeting, said nearly 200 delegates would participate in the meeting.

Rape accused remanded in police custody

Karnal, May 17
The Chief Judicial Magistrate of Karnal, Mr Najjar Singh, today remanded the main accused Surinder, alias Kala in the alleged rape case of a 14-year-old girl, of the local Pratap Public School in police custody for one day.

The accused was arrested by the police late last evening. A case under Sections 376, 378, 342, 384, 506 and 120B of the IPC was registered against him on May 12 by the Karnal police on the complaint of Mrs Sneh Lata, mother of the victim.

The police had demanded a 14-day remand of the accused. The mother of the victim had earlier alleged that the accused was blackmailing them with the photographs of her daughter.

However, the court on hearing the arguments of the defence counsel allowed only one-day remand to the police. The counsel for the accused argued that the accused and the victim were known to each other and they had relationship for quite some time. The case will now come up for hearing on Wednesday.

Meanwhile, the victim along with her mother today visited the office of Mrs Bharti Arora, Superintendent of Police, and Mr Om Prakash, Deputy Superintendent of Police, to provide more information on the photographs which were allegedly taken by the accused for blackmailing.

According to the FIR, the girl was picked up by the accused from outside her school and was administered some drugs. After that she fell unconscious and was allegedly raped by the accused.

Kalesar park fire brought under control

Amid danger of fire again in Kalesar National Park from the adjoining woods of Himachal Pradesh, the fire that had spread over several parts of the park since Saturday was brought under control this evening. The nearby jungles in Himachal were still on fire when the reports last came in.

The Forest Department has posted its employees along the areas of the jungle touching Himachal to prevent the fire from spreading to the park. The department had to take the help of villagers, besides hundreds of labourers, to control the fire.

The affected areas of the jungle would be scanned to know it wild animals had died in the fire, Mr M.P Sharma, DFO, said, adding that the fire did not cause much damage to the forests as it was a surface fire and the department reacted immediately.

The department had only one jeep in the district and that too was not in running condition. The ill-equipped department required more vehicles, he said. The jungles were declared a national park in December 2003 but till date no funds had been sanctioned. In the absence of funds, the department was facing a lot of problems in tackling wood smugglers, and poachers, besides dealing with fires.

The Chief Conservator of Forests, Haryana, Mr D.R. Ramesh, who visited the jungles today to ascertain the extent of the fire, said fire control rooms at Chhachhrouli (Yamunanagar), Morni (Panchkula) and Van Bhavan, (Chandigarh) would be set up within a year. Asked about the lack of inter-state communications, he said better communication could help the states concerned to deal with such situations.

Meanwhile, the Union Government is contemplating to merge Kalesar National Park, Rajji Garden (Uttaranchal) and the adjoining forest area of Himachal and Uttar Pradesh into a single national park.

A senior forest official who did not want to be named said several meetings had taken place and the idea was conceived after reports of disappearance of tigers from Sariska National Park in Rajasthan.

The official said once the jungles of the states were clubbed to form a national park, the staff strength and resources too would increase. Besides, the Central Government would also provide the funds.

Class X student granted relief

The District Consumer Disputes Redressal Forum has directed the Haryana School of Education Board, Bhiwani, to pay a compensation of Rs 20,000 to Ankush Devi, daughter of Mr Roop Chand, whose Class X examination result was not declared in time.

The forum has also directed to declare the result of the student within 30 days from the date of issue of the orders.

As per the details available, Ankush Devi appeared in the Class X examination conducted by the Haryana School of Education Board, Bhiwani, in March, 2004, but her result was not declared in time following a dispute between the board and the school concerned from where she applied for the examinations.

The forum has held the opinion that the student was not at fault, therefore, her result could not be withheld on any grounds.

Student drowned in Bhakra branch

Kurukshetra, May 17
A first-year student of the National Institute of Law of Kurukshetra University was drowned in the Narwana branch of Bhakra Canal, 4 km from here on the Kurukshetra-Pehowa road, last evening, the police said today.

He had gone there along with his classmates for a change after day-long studies for the ensuing examinations slated from May 20.

The Delhi boy Vishal Shaukeen was descending the stairs leading to the canal when he lost balance and fell into the waters.

His friends cried for help and some people standing nearby tried to save him, but in vain. — PTI

36 left in fray

As many as 36 candidates were left in the fray in the byelections to the Kiloi, Tosham and Hisar assembly constituencies out of 50 candidates who had filed their nomination papers.

A spokesman of the Election Department said that in the Kiloi constituency the nomination papers of seven candidates were found valid which included Mr Bhupinder Singh Hooda of the INC, Mr Ram Bhaj of the BJP, Mr Ved Prakash of the Indian Justice Party, Mr Azad Singh of the INLD and Mr Jagbir, Ram Phal and Ms Asha Rani, all Independents,

Five candidates whose nomination papers were found valid for the Tosham Constituency included Ms Kiran Chaudhary of the INC, Mr Jitender, Mr Mir Singh, Mr Balwan and Mr Mangal Singh Khareta, all Independents.

The 24 candidates whose nomination papers were found valid for the Hisar assembly constituency included Ms Savitri of the INC, Ms Seema Rani, Mr Mukand Lal, Mr Vishambar Lal, Mr Rajender Kumar, Mr Suresh Kumar, Mr Rajender, Mr Jagdish Chander, Mr Umed Singh, Mr Raj Kumar, Mr Victor, Mr Arun Saini, Mr Manoj Kumar, Mr Subhash Khundia, Mr Virender, Mr Yog Raj, Mr Surender, Mr Ram Kumar, Mr Ram Niwas, Mr Naveen, Ms Gayatri Devi, Ms Bimla Devi, Mr Mahesh Kumar and Mr Raj Kumar, all Independents.

3 commit suicide in Karnal

A debt-ridden farmer and two women committed suicide in Karnal district during the past 24 hours.

According to in information, Mahinder Singh (45) a resident of Shamgarh village, allegedly committed suicide by hanging himself from a tree on Sunday.

Geeta Devi (20), wife of Surinder Kumar, a resident of Bastali village, allegedly committed suicide by consuming poison on Sunday. Iahwar Singh, father of the deceased, in a complaint to the police, alleged that his daughter was being harassed by her-in-laws for dowry.

The police has registered a case against her husband, Surinder Kumar, father-in-law Ram Kumar and mother-in-law Mamoo Devi at Nissing police station. However, no one has been arrested.

Meanwhile, a 40-year-old woman Bachi Devi, wife of Pali Ram, a resident of ward No. 13, Assandh, committed suicide by consuming poison on Sunday night.

Parkash Devi is Zila Parishad chief

Ms Prakash Devi, mother of a local Congress leader, Mr Surinder Narwal, was unanimously elected as the Chairman of Karnal Zila Parishad in an election held here today.

All 21 newly elected members present in the meeting expressed their solidarity with her and unanimously elected her as the chairman. One woman member, Ms Nirmala Devi, did not turn up in the meeting.

The local Congress MLA and president of the Haryana Mahila Congress Ms Sumita Singh, and Mr Rakesh Kamboj, Congress MLA from Indri constituency, were also present. However, the other four MLAs of the district and the local MP, Dr Arvind Sharma, were not present in the meeting.

It may be mentioned that the MLAs and the MP of the area are members of the Zila Parishad but they do not have the voting right in the election of chairman and the vice-chairman.

Apart from the chairman’s election, Mr Sube Singh was also elected as the vice-chairman of the Zila Parishad, unanimously.

Another woman, Ms Saroj Bala, was also unanimously elected as the Chairman of Karnal Block Samiti in a separate election held today.

Later, the elected leaders of these bodies along with their supporters took out a procession marching down the streets of the town.

Awards presented on telecom day

A function was held at BSNL Haryana Telecom Circle headquarters to mark the World Telecom Day.

The theme for this year’s event is “Creating an Equitable Information Society : Time for Action”.

The Commissioner Ambala Division, Mr Maha Singh, was the chief guest. He gave away awards, including Bharat Sanchar Shree Award, Vashisht Sanchar Seva Padak, Bharat Sanchar Sarthi Award and Sanchar Sewa Padak.

The Chief General Manager Telecom, Mr Gokul Singh, in his message to the employees highlighted the achievements of the circle during the previous year and the major activities envisaged for the current year.

The message of Mr Yosiho Utsumi, Secretary General ITU, was read out to the audience by Mr A.K. Kararha, Deputy General Manager (Marketing).

The function began with a welcome song by students of Major R.N. Kapoor DAV Senior Secondary School, Ambala cantt. Sanchar Shree award winners are: Mr Piara Singh Telecom Mechanic, Mr A.K. Gupta TTA and Mr Mahpool Singh SS (O).

Vashisht Sanchar Seva Padak winners are: Mr Pardeep Kumar JTO (Mobile), Mr Ashwani Kumar Gupta SDE (Mobile) and Mr V. Kendurkar DGM (Mobile).

Sanchar Sarthi Award winners are: Mr Pritam Dass Telecom Mechanic, Mr Jagdish Chand Lorry Driver, Mr Ram Babu Chawla Sr TOA (T) and Mr Vijay Kumar TTA.

Brahmpal elected ZP chairman

Mr Brahmpal Rana was today elected chairman of Zila Parishad while Mr Pawan Kumar was elected vice-chairman.

Three members filed their nomination for the post of Zila Parishad chairman. Those who filed their nomination papers were Mr Brahmpal Rana, Mr Jagmal Singh and Mrs Parminder Kaur.

Mr Brahmpal Rana secured 10 votes while Mr Jagmal Singh got 6 votes. Mrs Parminder Kaur got one vote.

For the post of vice-chairman, there were three nominations. The nomination papers were filed by Pawan Kumar, Mr Baldev Singh and Mr Balkar Singh.

Mr Pawan Kumar secured 13 votes while Mr Baldev Singh and Mr Balkar Singh got two votes each.

Work hard, DC tells students

St Joseph’s School, Ambala city, organised its annual function on the school premises today. The Deputy Commissioner, Mr J.P. Kaushik, was the chief guest. Mr Anil Banerjee, Chairman of the school, was present, among others.

The Principal, Ms Kiran Banerjee, while presenting the annual report enumerated various achievements of the students in sports and academics. She said the students had been provided every facilities to develop themselves in academic as well in sports.

Mr Kaushik while giving away the prizes to students and teachers emphasised on hard work, dedication and proper planning to achieve the goal. He asked the students to pay highest regards to their teachers and the parents to obtain their blessings. He appreciated the confidence of the students with which they performed the cultural items. He said in a short span the school had earned a appreciable goodwill in the education field.

The award of best student in the senior group was given to Shobna Dutta while in the junior group Malika Kharbanda achieved this honour. In the sub-junior group Garvit Kharbana was awarded the prize of best student. Ms Alpna Kalra got the best teacher award in the senior section, while Ms Kushum Lata was given the ward of best teacher in the junior section. Mr Lalit Sengupta was declared the best activity teacher.

Youth murdered, body dumped

Ambala, May 17
The body of a youth, who had been done to death, was found near Tangri river late last night.

The youth has been identified as Navneet, son of an Assistant Sub-Inspector of Haryana Police. The youth belonged to Bihta village. His father is currently posted in DGP security.

Navneet’s body was found near the Tangri river, close to a resort, late last night. His body had been dumped near a secluded spot. His body bore multiple stab wounds and his eyes had been gauged out. A cloth piece was tied around his neck.

Police is investigating the various facets of the case. The possibility of personal enmity is not being ruled out at this stage.

Navneet’s brother, Naveen, said that Navneet had left home yesterday morning to get medicine from Saha for a throat ailment. After he had bought medicine at Saha, he had met a friend and thereafter his whereabouts were not known.
