Meter-reading contract cancelled
Faridabad, May 10 While no reason has been stated officially so far regarding this move, the nigam has issued a circular to all Superintending Engineers to get this order implemented from May 1 onwards. The Chautala government had started this work, known as outsourcing of meter reading by private companies, about two years ago in the districts coming under the purview of the corporation. The DHBVN had been paying Rs 1.20 per connection for the work to the contractor. This move has brought joy to employees of the various power corporations of the state, who claim that the decision of the government had vindicated their stand of opposing privatisation by the state government. Mr Subhash Lamba, a spokesperson for the All-Haryana Power Corporation Workers Union stated that this move had been an indication of the ‘admittance’ by the authorities concerned that the concept of outsourcing of meter reading had failed miserably and claimed that it could have resulted in a huge loss of revenue to the department due to the alleged irregularities in the work in the past about two years. Citing an example of the alleged irregularities and complaints against the private meter reading work in Faridabad circle, he said the department was able to recover a revenue of about Rs 2 crore from NH-IV subdivision here about nine months ago after officials probed a complaint against false meter reading in the area. He said this contract had been cancelled since then in the area. According to the union, complaints and problems of consumers had increased after the work of outsourcing for meter reading had been taken up and DHBVN officials and employees had to spend a lot of time in disposing of the complaints regarding false reading in various areas. The union has, however, alleged that some of the officials of the DHBVN were still not following the new order strictly and had ‘failed’ to implement it properly, though the department had adequate strength of employees to do this work . There were a total of about 95 sanctioned posts of meter reader in the DHBVN in Faridabad circle, of which about 65 were occupied. |
Centre considering Bill to check domestic violence: NHRC
Panipat, May 10 Mr Sharma said that the NHRC had sent the Bill to the Union Government for its consideration to give it the shape of an Act in an effort to minimise domestic violence against women. At the same time, he said that there had already been several sections in the already existing criminal laws, including the Indian Penal Code (IPC), with which action could be taken against those persons who committed crime against women at their homes. Mr Sharma said that the police should give priority to deal with the cases of violence against women without any favouritism. The NHRC member also emphasised the need of opening more than one women police thanas in a district of different states to deal with crime against women. Congratulating the police on organising a seminar on human rights, he said that the role of the police had expanded a lot and it should ensure the human rights of each and every section of society while dealing with crimes. While noted Hindi literature Maitreyi Pushpa presided over the function, IG Rohtak Range Vikas Narayan Rai and Delhi IG Vimla Mehra expressed their views. Besides, Panipat CJM Anshu Shukla, president of the Mata Sita Rani Sewa Sanstha Nirmal Dutt, the Principal of Vaish Girls College, Samalkha, Dr Madhu Dixit, the adviser of the Haryana Gyan Vigyan Samiti, Dr Shubha, and industrialist Vijay Luxmi Paliwal also spoke on the occasion. |

Chandigarh, May 10 An official spokesman said here today that two patients, 58-year-old Nanu Ram, a resident of Bhatti, Chandi Mandir, and 25-year-old Mukesh, a resident of Ram Nagar Colony, Bahadurgarh, had died.

Panel lays norms on medical admissions
Chandigarh, May 10 He said a decision to this effect was taken following a meeting which the committee had held with the managements of these institutions and their associations in April last so as to seek their views on conducting an entrance test for filling the management quota seats for 2005-06. He said according to the guidelines, the managements of the professional colleges would have to advertise the sale of brochure and call for application forms in at least two national dailies. Also, they would have to give a notice on the official websites of the state government, the affiliating university and the college concerned. The application form should be freely and easily available from more than one source. The application form should be downloadable from various websites. He said a provision should be made that the candidates who applied for admission against the management quota seats should send a copy of the application form to the State Admission Committee. The date of counselling should be clearly mentioned in the public notice and admission brochure. The amount of fees to be charged and its frequency must be given clearly in the brochure. |
War widows air

Hisar, May 10 Talking to newsmen, Ms Loomba said such functions provided an opportunity to know the problems of the war widows. Government officials from various departments of the civil and police administration were also present on the occasion. “To look after the welfare of the war widows is not the responsibility of the Army alone. The civil administration should also take care of their well-being. In fact, they are the responsibility of the entire society,” said the AWWA president. Lectures on various schemes for the dependants of martyrs were held on this occasion. A medical check-up camp and a CSD counter were there for the participants. Lieut-Col Mohinder Singh, officer-in charge of the ECHS Polyclinic at Bhiwani, delivered a lecture on the ex-servicemen contributory health scheme. Mr A.K.Srivastava from the office of the Controller of Defence Accounts (Pension), Allahabad, and Capt S.S.Rathi, secretary, District Sainik Board, also explained various schemes and procedures to the participants. |

Rohtak, May 10 Addressing a meeting of officers Deputy Commissioner Rakesh Gupta said the officers must not only be impartial but they must also appear to be so to ensure a free and fair poll. Additional Deputy Commissioner Vijay Dahia had been appointed Returning Officer while Mr Satish Chander Bishnoi, Tehsildar, is would the Assistant Returning Officer.

Rohtak, May 10 Addressing a function marking the Parshuram Jayanti at Brahmanwas village near here he said: “the society must examine whether our education system is delivering the goods and whether our degrees are good enough to help the youth earn their living”. He was presented a charter of demands by organisers. The Minister unveiled a statue of former Chief Minister Bhagwat Dayal Sharma and described him as a “great leader”. Jind, May 10 The number of robbers is said to be four. On receiving the information the police reached on the spot and organised nakabandi. However, the robbers could not be traced so far. |
Shopkeepers protest opening of liquor vend
Ambala, May 10 The shopkeepers organised a meeting and demanded that the administration should not to allow the contractor to open liquor vend in their market. The shopkeepers said that they would not allow the opening of liquor shop in their area at any cost as it would badly affect their business. Meanwhile, a senior official of the Excise and Taxation Department also reached there and listened to their grievances. Later a delegation of shopkeepers met the Deputy Commissioner and requested him to intervene in the matter. The DC assured the delegation that he would sympathetically consider their demand. |

Non-bailable warrant issued in wheat scam case
Ambala, May 10 The court had ordered Mr Ranga to appear in the court today, but Mr Ranga failed to comply with the order. The judge fixed May 11 for the hearing of the case. It is to be mentioned that the Rohtak police had registered a case against Mr Ranga and a few others in a multi-crore wheat scam in 1997 on the complaint of a grain dealer, Mr Jai Bhagwan. Later the Punjab and Haryana High Court had handed over the case to the CBI for investigation. The CBI had arrested Mr Ranga and later he was granted bail. |

Ambala, May 10 The DGP discussed the law and order position of the district in the meeting. He asked the police officials to curb the unsocial activities with a strong hand. He expressed satisfaction over the law and order situation in the district. Later he inspected the police lines, met jawans and heard their problems. Senior police officers, including the Commandant of Ist Battalion and SP, Railway, also accompanied him. |

Five killed in road
accidents Ambala, May 10 Four persons died on the spot and four sustained serious injuries when a Sumo in which they travelling collided with a truck near Baldev Nagar at Ambala city. Three of the deceased were identified as Om Pal and Kanwar Pal, Sunil Kumar while the body of one person could not be identified. The injured, Mr Arvind Kumar, Subhash, Arjun and Nitin were sent to PGI, Chandigarh. All the deceased belonged to Hallomajra village close to Chandigarh. They were coming to Ambala Cantt to board a train to go to Meerut. Three of the deceased were close relatives. One of those injured said today that they had been waiting for a bus at Hallomajra bus stop when a Sumo arrived and the driver offered them a lift on payment of a nominal fare. In another incident, Neeraj (15) and his sister Renu were injured seriously when a private bus hit their bicycle. They were brought to the local Civil Hospital, from where they were shifted to the PGI Chandigarh. The injured were residents of Dhulkot. When they were crossing the road, a bus hit their bicycle. An unidentified person was killed near Jandli bridge close to Ambala City when an unknown vehicle hit him. The body has not been identified so far. The police registered three separate cases in this regard and shifted the bodies to Civil Hospital for post mortem. |
