INLD to field Attri against Hooda

Rohtak, May 9 Disclosing this after a meeting of the Rohtak district unit of the INLD, Mr Ajay Singh Chautala, MP, said the party would not contest the Hisar and Tosham seats if the Congress gave its ticket to any family members of the late Om Parkash Jindal and Surender Singh, respectively. However, it would contest the Kiloi seat and “would force” the Chief Minister to “rub his nose at every door” to seek votes. He said the Congress was mistaken that the Kiloi seat would be a cakewalk for Mr Hooda. The INLD would contest the byelection on the issue of law and order
situation which, he claimed, had worsened since the Congress came to power. Besides, the party would raise the issue of corruption since the Hooda government had reinstated several senior officers facing corruption charges. The Hooda government had also withdrawn corruption cases against former minister Siri Kishen Das, he said. He said the party nominee would file his nomination papers on May 14. The state executive of the party had authorised former Chief Minister Om Parkash Chautala to select the nominee on May 7. He had, in turn, authorised the district unit to select the candidate. Interestingly, the INLD had announced late last month that it would field a “heavyweight” against Mr Hooda. Mr Attri is, however, contesting an assembly election for the first time. In the last assembly poll the INLD had put up Mr Prem Singh Hooda who had lost to Congress
nominee Sri Kishen Hooda by a massive margin. Mr Hooda has quit the seat to enable
the Chief Minister to enter the Assembly. |

Gurgaon, May 9 The measure sought to put everyone concerned on notice as part of a contingency plan. According to sources, there was no need to press the panic button yet as it could not be described as an epidemic. The Director, Health Services, Haryana, Mr O.P. Lathwar, was here today. He met National Institute of Communicable Diseases (NICD) officials in the Capital. The visit of Mr Lathwar here and at the NICD was described by the hospital authorities as routine. Dr Saharan said Mr Lathwar met NICD authorities to know about fresh guidelines and advisories issued by the institute with regard to the disease. According to official sources, four patients having fever were admitted to private hospitals today. Two of them reported positive for meningococcaemia. Medical reports of the other two were awaited. Jeetender (24) and Tara (32), residents of Mulahera and Sahrol, respectively, tested positive. Of the four persons who had tested positive earlier, one had been discharged from hospital and others were responding to treatment. One of the patients was from Kapashera village, on the outskirts of Delhi adjoining Gurgaon. According to the district medical chief,14 medical teams had been constituted. The focus was on the villages bordering Delhi. The authorities had set up a special six-bed isolation ward in the hospital to deal with the possible influx of patients. Dr Saharan asserted that the department here had one lakh tablets each of Cipro Floxacin and Cifffa Droxil, needed to be given to the patients. |

Chandigarh, May 9 On the other hand, the Chautala government’s plea was that the Pro-Vice-Chancellors did not serve any purpose and the post was a drain on the state exchequer. The then Chief Minister, Mr Om Prakash Chautala, whose relations with Governors had been far from cordial, had decided to abolish the post of Pro-Vice-Chancellor because the then Governor, Babu Parmanand, had appointed Dr D.R. Hooda, a close associate of the BJP MP from Sonepat, Mr Kishan Singh Sangwan, without taking the Chief Minister into his confidence. Under the Acts of various universities, the Vice-Chancellors could be appointed by the Governor, in his capacity as the Chancellor, only on the advice of the Chief Minister. The advice was binding on the Governor. However, no such provision was there in the case of the Pro-Vice-Chancellors. The power to appoint them vested in the Governor. |
Financial powers delegated
Chandigarh, May 9 An official spokesman said this relaxation was subject to the condition that the scheme should have been approved in the Budget estimates of the department. No new post would be created under the scheme and no vacant post would also be filled without the prior approval of the Finance Department. He said the Secretaroes should ensure that the expenditure of the year was spread over four quarters. In the first two quarters the expenditure should be 20 per cent each while in the next two quarters it should be 30 per cent each. He made it clear that the instructions already issued regarding economy measures should be followed strictly. The spokesman further said that prior approval of the Finance Department should be obtained in the case of purchases made beyond the delegated powers to the administrative secretaries or the head of department concerned. He said that it had also been decided to allow administrative secretaries to sanction the replacement of vehicles, compensation or payment as ordered by the Punjab and Haryana High Court or the Supreme Court, repair and maintenance of equipment, furniture, buildings and vehicles, all cases of medical advances, etc. The administrative department had also been given the power to sanction expenditure up to Rs 1 lakh for undertaking repairs, maintenance of equipment, furniture, buildings and vehicles. Tours of more than 10-days of employees would now be sanctioned by the minister in charge instead of the Finance Department. In the case of hiring private houses, where government accommodation was not available, the renewal of such cases need not be referred to the Finance Department if the enhanced rent was as per government instructions. |
8 booked for murder
Jagadhri, May 9 Initially, the police was made to believe by the accused person that the milkman died in a road accident. But following efforts by family members of the victim, a panel of doctors was constituted to perform a post-mortem examination on the body today. Based on the report, a case of murder and assault was registered against the accused. According to police sources and villagers, Mukesh Kumar and his seven friends waylaid Pawan late last evening. They beat him up using batons and a farm implement. Later, some villagers took him to the Civil Hospital, but doctors referred him to the PGI, Chandigarh. The parents, however, took him to a private hospital, where he died. Two other residents of Nalagarh village, Sudesh Kumar and Mehar, who tried to save Pawan, were also beaten up. Meher said when he saw Pawan being beaten up, he, along with Sudesh, tried to save him but they were also beaten up. Sudesh somehow managed to free himself and raised an alarm. By the time the villagers reached the spot, the accused had fled. The matter was reported to the police. But the main accused cooked up a story, said the police sources. He told the police that he, along with three other persons, was going on a bike and the bike rammed into Pawan’s bike and he died. Mr Ram Murti, father of the victim, said a relative of Mukesh earlier used to sell milk to Mukesh but later he started selling milk to Pawan. Mukesh did not like it. About six months ago, Mukesh and his friends had attacked Pawan. The matter had reported to the police but a compromise was reached between the two parties. Last evening again, Mukesh and his seven friends beat up Pawan to death, alleged Mr Ram Murti. The autopsy report revealed that Pawan died of head injuries. A case has been registered against Mukesh, Ram Kumar, Ramesh Kumar, Parvesh Kumar, Amardeep, Dayal Chand and Sukhdev. |

Haryana may set up investment promotion board Chandigarh, May 9 This was stated by Mr Vikram Kapoor, Chairman, Haryana Committee,
PHDCCI, at the meeting of industry organisations called by Mr Laxman Dass Arora, Minister of Industries, Government of Haryana, here today. The meeting was attended by a large number of industry representatives and government officials, including Mr P K Choudhary, Financial Commissioner, and Principal Secretary, Industry and IT . Mr Vikram Kapoor added that the state government might consider setting up a Haryana Investment Promotion Board
(HIPB) headed by the Chief Minister for consideration of mega investment projects above Rs. 100 crores in industry, special economic zones, industrial parks and
infrastruture. The board may comprise upto 15 members, including senior officials, experts and representative of the
PHDCCI. In order to encourage the growth of agro-processing industries in Haryana, Mr Kapoor suggested that the market fee on important agro produce used by the agro-processing industries should be withdrawn. The items like wheat, barley, paddy and gram need immediate relief. He further asserted that the state should focus on development of identified clusters, which were of strategic importance to Haryana. This is the way to emerge competitive in the global markets and to attract new investments. The state may consider development of handloom cluster at Panipat and a garments cluster at Gurgaon. This industry is extremely labour intensive and hence holds huge employment potential. Similarly, auto component clusters may be established at Gurgaon, IMT Manesar and Faridabad. Focusing on agri-based units, he added that the new Industrial Policy should offer industrial incentives and encourage investment in agricultural infrastructure. Incentives to set up biotechnology parks must find a place in the new policy. The contract research is an emerging area just like call centres and transcriptions centres. The government should consider setting up of separate Industrial Area Development Authorities for various regions in the state, he maintained. |

Deputy Registrar drags Lecturer in hostel row Sirsa, May 9 Parents of the girl, a second-year student at the Department of Mass Communication, had reportedly approached the police. Following the complaint of the parents, the police had investigated the matter. When contacted, Mr Dhaka told this correspondent that a probationary lecturer (name withheld) had been assigned the job. The woman concerned said she had not been given any such assignment by the CDLU. According to Mr Dhaka, the Vice-Chancellor had approved her name for the job of warden, but turned evasive when asked if the orders had been delivered to her. Mr Dhaka is the seniormost official on the campus as the CDLU has no Registrar and the office of the Vice-Chancellor has been assigned to the Commissioner (Hisar Division), Mr R.R. Fuliya, who is posted in Hisar. “Women always get scared when given some job. It is the same case here,” said Mr Dhaka in reaction to her claim. He said she had been allotted a room in the hostel and an ‘ayah’ was deputed to assist her. As per official records of the CDLU, there was no warden at the hostel. The hostel was being run without a warden for the last few weeks after Ms Poonam Gupta, the then warden, was relieved. She was from a non-teaching department, which had caused criticism. Sources said Mr Dhaka, as Deputy Registrar (Faculty), had issued a letter on April 25 to the lecturer on probation to take up the job of hostel warden, but she had given a reply in writing the next day about her inability to carry on with the non-academic work due to personal reasons. Terming the letter as against university rules, insiders said the Deputy Registrar had tried to take the powers of the Vice-Chancellor. “Since faculty members come under the jurisdiction of the Vice-Chancellor, the Deputy Registrar has no power to issue any letter of assignment to teachers,” said a senior teacher. |
Otter aircraft configuration handed over to Army
Ambala , May 9 The Air Officer commanding while talking to mediapersons said that during the 1965 Indo- Pak war, the Otter aircraft was launched for a rescue operation in the J&K sector The aircraft came under heavy fire from Pakistan and crashlanded in an extremely difficult mountainous terrain near Poonch in September 1965. An army unit in close vicinity retrieved the broken pieces of the aircraft after the war and displayed it as a war memorial . The nose portion and undercarriage of aircraft were totally missing . The wings and tail portion was also damaged . In November 2004, the Army unit of Poonch approached the IAF to restore this vintage aircraft to its formal shape. The pieces of the aircraft were brought to the Ambala Air Force station. The restoration team collected the photograph of the original Otter aircraft from various aviation magazines and archives. After a hard work of four months, the aircraft was back on its wheel in its original shape and glory. The bullet holes, however were left in “as is where is” condition so as to retain this part of history in its accurate dimensions. This undaunting task was achieved by a team of 30 persons led by Wg Cdr P. K.
Shrivastava. According to information, this aircraft was manufactured by De Havilland Aircraft Co Canada in August 1954 and was inducted into the IAF in 1956. Earlier too, the team of this Air Force station had reconstructed a Spitfire aircraft of the British period in its original shape which had been recovered from under the bed of a river in Mulana close to Ambala around two years ago. |

Chandigarh, May 9 Disposing of the petition filed by government lottery agents and sellers, the Bench headed by Mr Justice N.K. Sud directed the petitioners to first approach the government. The petitioners had claimed that decision to ban sale of lottery was against public interest as lakhs of persons would be rendered unemployed due to the step. Selection process Counsel for Haryana Government on Monday informed the High Court that the government has no objection if the High Court carries out the selection process of the Haryana Civil Services (Judicial) once. However, it would like to study the rules for handing over the selection to the High Court permanently. During resumed hearing in the PIL seeking directions to the governments of Punjab and Haryana to fill posts of Judicial Magistrates (First Class), counsel for the Punjab Government sought more time to submit the final reply as the government was still examining the matter. The High Court then fixed May 23 as the next date of hearing. |
12 injured as truck hits bus
Panipat, May 9 The driver of the bus lost control and the bus (PB-08-5086) rammed into an electricity pole and then a tree. All the injured were passengers of the bus that was on its way to Delhi from Amritsar. The injured included the driver, Baljeet, and the conductor, Mohinder, of the bus. Some of the other injured were identified as Tek Chand, Raju (both of Amritsar), Lalit of Gurdaspur, Gautam Mehta of Rajgarh, Dinesh, Amit and his wife Simran (residents of Delhi), Baldev, Shamsher Singh and Mohammad. While some of them received minor injuries, the condition of two of the injured was reportedly serious. Some of the injured were admitted to Bhim Sen Sachar Hospital here, while the others were treated in some nearby hospitals. |
Two toll tax employees held
Sonepat, May 9 Mr Sukhdev Singh, Superintendent of Police, told mediapersons here today that the arrested employees were Dinesh and Anil. The duo had stopped tractors loaded with wood at the barrier and asked drivers Mohammad and Yaseen of Uttar Pradesh to pay toll tax. When they pointed out that there was no toll tax for tractor-trailers, the employees issued slips for Rs 100 each and recovered the amount as toll tax from them. Thereupon, both drivers lodged a complaint with the Rai police, which arrested them. Meanwhile, two employees of Biri Gas Service, Sonepat, were reportedly beaten up by four persons — Ishwar, Ashok, Naresh and Pradeep — when they arrived at Rai village, 13 km from here, today for delivery of LPG cylinders. |
Armed youths loot PNB branch
Hisar, May 9 According to information available here, the youths, armed with revolvers, reached the PNB branch in a white Ford Ikon car. While one of them stayed in the car, the others barged into the bank and fired at a computer set and on walls to create terror. The youths pointed their revolvers at the branch manager and the cashier and asked for the keys. The cashier, Mr Ramesh Saini, denied having the keys, following which he was beaten up and threatened with dire consequences. They snatched the keys from him and decamped with the amount lying in the safe and at the counter. Before fleeing, the robbers damaged the telephone set and burst a tyre of the branch manager’s car. |
Man killed, wife injured in attack
Kaithal, May 9 According to information, Vakil Bazigar, a resident of Daroli village in Punjab, was coming to Bichiya on his motor cycle along with his wife to condole the death of one of his relatives. Their motor cycle was intercepted at an isolated place and they were attacked with sharpedged weapons. Vakil died on the spot and his wife, who tried to save her husband, received serious injuries. Some persons present nearby reached the spot after hearing the screams and overpowered one of the assailants, but the others fled. It is learnt that Vakil had murdered Atma Ram of Nagal village about 14 years ago. The police has booked Sant Lal of Nagal, Biru Ram of Kharoudi and Fatta Ram of Kangthli village on a complaint lodged by Tahla Ram, a brother-in-law of the deceased. |
Cop fires inside treasury room, arrested
Ambala, May 9 The constable was earlier posted at a police post in Ambala Sadar and he was recently transferred to the treasury guard. The constable was believed to be under stress following his transfer. At the time of the incident, a watchman was also on duty at the treasury office. When constable Satyavan began firing, the watchman immediately woke up the other sentries. Thereafter, he informed the treasury officer about the incident. A posse of policemen immediately rushed to the treasury. The constable was apparently in a belligerent mood. Seeing the situation, policemen laid a cordon around the treasury. The constable did not seem to be in a mood to relent. After a lot of effort, he was arrested. |

Kaithal, May 9 Since then District and Sessions Judge of Kurukshetra had the jurisdiction over this district too. But recently , the Punjab and Haryana High court had taken a decision to appoint a Sessions Judge for Kaithal and some other districts in Haryana. Mr Nafe Singh Berwal, president, District Bar Association, has welcomed the appointment of the Sessions Judge here. He said a long-standing demand of the advocates had been fulfille. |
