New Delhi, May 13 Mrs Kiran Chaudhary, former Delhi legislator, has been named for the Tosham constituency, which was held by her late husband Surinder Singh. Similarly, Mrs. Savitri Jindal has been fielded from Jind, the constituency represented by her late husband O.P.Jindal. The elections are scheduled for June 2. Since Mr Hooda was a Lok Sabha MP when he was named Haryana chief minister, he is required to become a assembly member within six months. As for the Tosham and Jind seats, the Congress leadership had left it to the family members of the deceased leaders to name their preferences. |

6 IAS officers get additional charge
Chandigarh, May 13 Mr Rajeev Sharma, Director and Special Secretary, Public Relations and Cultural Affairs, has been given the additional charge of Director and Special Secretary, Grievances, against a vacant post. Ms Sumita Misra, Joint Secretary Power Department, Director Power Reforms and Director and Joint Secretary Renewable Energy Sources Department, will also look after the work of Joint Secretary (Public Health) during the leave period of Mr H.S. Dhankar. Mr Vineet Garg, Administrator HUDA, Panchkula has been given the additional charge of Additional Director Urban Estates, Panchkula during the training period of Mr Subhash Chandra.

Bhiwani to have cobalt therapy unit
Panchkula, May 13 The department is now awaiting administrative clearance from the state government. Senior officials in the Health Department say that once the clearance is received from the Finance Department, the department will start procuring the equipment and the building branch of the Health Department will begin construction and alteration for the unit in a portion of General Hospital, Bhiwani. Cobalt therapy is mainly useful for lymphatic cancer patients, and other than PGI, Rohtak, no other government hospital/ health centre in Haryana offers this treatment. ‘‘Even before we got approval for setting up the unit from Union Government under National Cancer Control Programme, we had already started a very small cobalt therapy unit at Bhiwani. Since adequate facilities for cancer treatment are available to people in North Haryana at PGI, Chandigarh, and PGI, Rohtak, Bhiwani in South Haryana was chosen for setting up the unit so as to benefit the cancer patients in that area,’’ informs a senior official in the department. This project had been approved by the Government of India in 2001, and Rs 1.50 crore was received by the Health Department as grant-in-aid in March 2001. This amount was to be used within a period of one year, failing which it was to be refunded. The Health authorities, however, took a lot of time in finalising the building plans, and sent the drawings of installation site to Bhabha Atomic Research Centre, Trombay, for approval. The health authorities received the approval in May 2003, which was sent to the Public Works Department for preparation of estimates. The latter sent the rough cost estimates for building of installation site to Rs 46. 73 lakh for administrative approval, which was not accorded. During this time, no equipment for unit could be purchased as the Health authorities now required a revalidation of period to utilize the funds from the Union Government, as the sanction to utilize the funds had expired in March 2002. |
Gangster shot dead in encounter
Jhajjar, May 13 According to sources, a police team led by the DSP, Mr Arun Nehra, was chasing a notorious gangster, Yudhvir from Narela in Delhi. When the police team challenged the gangster, who was travelling in Maruti Esteem car along with an accomplice identified as Gopal, he fired at the police. Yudhvir died on the spot while Gopal managed to escape under the cover of darkness. The Haryana police has declared a prize of Rs 50,000 on the gangster, who hailed from Farmana village in Sonepat district. The SP, Mr Haneef Quraishi, said here today that Yudhvir was involved in 26 cases of murder, attempt to murder and extortion in Delhi and Haryana. He said Yudhvir was a sharp shooter of a Delhi-based Anoop gang and had not returned after coming out on parole from the Hisar jail. Yudhvir entered the notorious world of crime in 1996 when he hacked a college girl in Sonepat who had reportedly spurned his offer, Mr Quraishi added. The SP said they got a tip off from Narender, who was arrested a few days ago, that Yudhvir was living at Narela in Delhi. When the police team reached his residence, the gangster who was standing outside his flat, fired at the party. The police retaliated. Yudhvir sustained a bullet injury but managed to escape towards Bahadurgarh in a car. However, on being chased by the police he jumped out of the car and ran towards fields while firing at it. In the exchange of fire, he got killed. The SP said a country made pistol, six cartridges and a .315 bore pistol were recovered from near the body. Later, the police raided the gangster’s flat in Rohini and recovered a 9 mm German pistol and a few cartridges. |
2nd child marriage in Karnal district in two months
Karnal, May 13 The police has registered a case under Sections 4,5, and 6 of the Child Marriage Restraint Act-1929 against the boy on the complaint of village suraksha saathi at Kunjpura police station. The SHO of Kunjpura police station, Mr Sandip Singh said the boy had been arrested and was produced before a local court today. The court had granted bail to the boy, he confirmed. It may be mentioned that earlier a case of child marriage at Jollikhera village in Assandh subdivision came to light where a five-year-old girl was allegedly married to an 11-year-old boy at Panipat district. However, an FIR was registered against the parents of the girl and the boy. The case is under trial at a local court. The SHO said Ranjit Singh suraksha saathi of Kunjpura village informed him that Baldev Singh a resident of Kunjpura village was marrying off his 14-year-old daughter to Ajay Kumar, son of Sunder Lal a resident of the same village in Dularam Shiv Mandir. A preliminary inquiry was conducted by the police and the first information report was lodged. |

Hisar, May 13 Moreover, the Congress MP from Kurukshetra, Mr Naveen Jindal, who had been invited as the chief guest at the conclusion of the event, did not reach the venue. The district police chief, Mr A.S.Chawla, who had also been invited, also did not turn up. As the concluding time approached, Jangra and his aides eagerly awaited the arrival of the guests who were supposed to halt the walker. However, they were nowhere in sight. According to Sports Authority of India (SAI) officials present on the occasion, Jangra covered 129.43 km in 24 hours. He completed 301 rounds of the Giri Centre Stadium on the HAU premises. After completing the non-stop walkathon, Jangra said if the sports authorities of the government provided him proper facilities, he could win a medal in the Olympics. Jangra lamented that the leaders and the government authorities were not serious about sports. |
Haryana guidelines on schools in residential areas
Chandigarh, May 13 Regarding such schools in municipal areas, the order says that there is no clear-cut distinction between residential and commercial buildings in municipal areas. However, if the high-powered committee, appointed by the government for the purpose of earmarking such schools for closure, finds that a site where a school is situated is not earmarked for such a purpose, action under the Municipality Act can be taken. Referring to such schools in rural areas, the order says that there is absolutely no distinction between residential, commercial or school buildings. Hence, it will be difficult to direct schools functioning from such premises to close. The order says it will not be proper to bring such schools in the purview of the High Court order, which has directed the closure of all schools running from residential premises. Dealing with the issue of schools in residential premises in slum areas, the government order says that since schools in slums or illegal colonies have no legal sanctity, they should be closed. As far as crčches are concerned, the order says that since they are not schools, the High Court order does not apply to them. |

Farmers welcome move to wind up sugar mill Sirsa, May 13 Started amid much fanfare in 2001 by the former Chief Minister, Mr Om Prakash Chautala, Ch Devi Lal Cooperative Sugar Mill had become controversial. The INLD regime had started the project to improve the local farmers’ economy but the plan proved to be a flop show when farmers stopped sowing sugarcane crop after one season. Mr Arora said ill-feted mill could not be operational last season, as the farmers of the area did not sow sugarcane. Poor crop yield in the past three years had put a question mark on the life of the multi-crore project, he added. Farmers say that the land in the district and adjoining areas, including Fatehabad, is not fit for sugarcane. Criticising the decision of the previous government, an official said there was no need for the mill as another sugar mill at Bhuna in Fathebad was also going through rough waters. |
Reserved seats
Chandigarh, May 13 Taking up applications filed by three bodies representing the weaker sections of the society, the Bench fixed May 26 as the next date of hearing. The applicants, the Haryana Balmiki Sabha, Dhanak Seva Samiti and Dhanak Ekta Manch, have sought to be impleaded as party to the ongoing writ filed by Gaje Singh. On Gaje Singh's petition, the High Court had stayed the operation of the notification by which the Haryana Government had fixed 50 per cent of the reserved seats for one sub-caste, while the remaining 50 per cent reserved seats were to be shared by 36 other sub-castes. Before the notification, the break-up was 10 per cent for one sub-caste and 90 per cent for the remaining 36 sub-castes. After the High Court stay, all appointments in Haryana Government departments were made according to the earlier break-up. In their application, the three organisations have stated that the petitioner did not disclose the true facts to the court and, hence, the stay should be vacated. |
2 Hisar youths make it to Civil Services
Hisar, May 13 “All Civil Services aspirants should know one thing for certain — that there is no substitute to hard work,” she asserted. It should not be taken merely as an attractive career option, she added. “I feel that only those youths who sincerely want to do something for society should go for the Civil Services. It should be considered as an opportunity to serve and not as a high-profile job,” she said. As of now, Ritu is satisfied with her performance. On being asked about her future vision, she said she wished to provide a corruption-free administration and would focus on women empowerment.
Ritu’s father, Mr P.D.Sharma, is working as an Executive Engineer with Electrical Inspectorate and is presently posted in Hisar. Earlier, he was in Chandigarh.
Ritu’s proud parents maintain that she was dedicated to her studies from the very beginning and they never had to tell her to study. Though she had resolved to join Civil Services while she was in the school, Ritu started serious preparations after she completed her Bachelor’s degree in Physiotherapy from the PGI, Chandigarh, in 2002. The other successful Civil Services candidate, Manoj Dahiya, is a student of the Agronomy Department of Haryana Agricultural University here. As many as 12 students of the university had cleared the preliminary examination, but only three could clear the main examination. Of these, Manoj made it to the final merit list, in which he secured 245th position among 422 candidates who cleared the exam. |

two years back, he did MBBS from Rohtak University. In plus-two he had
been the student of local DAV Public School. In 2003, he was selected in the IRS and nowadays he is getting the departmental training in Nagpur. His father, Dr Ram Gopal Sharma, proud of his son’s achievement, said Vipin was not satisfied even he was selected in IRS last year. He continued his efforts to achieve the goal of IAS. He said that

2 of family killed in accident
Sonepat, May 13 According to a report, those killed have been identified as Ms Angoori Devi and Ms Sushila Devi. Mrs Usha, Mrs Santosh and Rajesh were among the injured. The jeep was on its way from Rajaund (Kaithal district) to Sirsadh village in Gohana subdivision of the district. When the jeep reached near Pathri village its driver, Rajesh, lost control over the vehicle and it overturned. All injured persons were admitted to hospitals at Gohana. From there three of them were referred to the PGIMS, Rohtak, for further treatment. The police has registered a case and sent bodies for a post-mortem examination. In another incident, three youths were seriously injured in an accident that took place on the Sonepat-Meerut road near Khewra village, 13 km from here last night. Those injured have been identified as Mr Ramesh Saini, Mr Ram Kumar and Mr Rajesh. They were admitted to a hospital and stated to be out of danger. They were returning to Samalkha after attending a marriage at a village in Baghpat district of Uttar Pradesh. They were under the influence of liquor and the youth who was driving the motor cycle lost control over the vehicle resulting in the accident. The police has registered a case in this regard. |

Bhiwani, May 13 Several BJP leaders, including Prof Ram Bilas Sharma, today visited the house of Mr Agarwal. He alleged the law and order situation in the state was deteriorating. He demanded immediate arrest of the culprits and said night patrolling in the area should be intensified. In another incident, thieves reportedly entered the house of Rajender Singh in Chhotu Ram Colony and stole ornaments and Rs 500 in cash. |
2 youths beat villager to death
Panipat, May 13
His body was recovered today and an FIR under Section 302 of the IPC was registered in this regard at Model Town police station.
According to family members of the deceased, when the duo was throwing the body into the canal on Tuesday, a boy was taking bath there. He saw them throwing the body and informed a farmer who was working at nearby fields. The farmer informed the police who overpowered and detained them, said the family members, adding they along with the villagers and the police kept on trying to find the body since then. |

Panipat, May 13 Rattan Lal was nabbed yesterday from Bankers Colony, Maharana Pratap Road, Jaipur, where he had reportedly been living with his family after changing his name as Rajesh. According to police sources, Rattan Lal was undergoing life imprisonment at Ambala jail for killing Rattan Singh of his village Dahar in Panipat district on December 25, 1996. |

Neighbour beats man to death
Karnal, May 13 Raghubir (30), an employee in an insurance company, was having dinner last night when he heard a voice outside his house challenging him to come out. Despite his wife’s repeated requests he came out in the street and tried to pacify Satpal, his neighbour. However, Satpal started beating him with sticks. Raghubir rushed towards his house but Satpal followed him and kept on beating him even inside his house. When other neighbours came to the spot, Satpal fled. Raghubir had received severe injuries and died within few minutes. The police has booked Satpal on the complaint of Raghubir’s wife. |

Dispute over Rs 2 leads to man’s death
Ambala, May 13 Even as Prem Chand and his family objected to the language, Chandi Devi’s husband and two others entered the house. There was a scuffle and Prem Chand was beaten up. Prem Chand lost consciousness due to the assault. Prem Chand was rushed to Mullana hospital from where he was referred to Civil Hospital, Ambala City. He died before reaching the hospital. A case has been registered. |

Five injured in brawl
Ambala, May 13
The family had lodged a complaint with the police against a financier following a dispute and they had come for a medical examination. They were accompanied by Head Constable Preetam Singh. A jeep carrying about eight persons stopped at the tea-stall and the eight persons attacked Sanjeev and his family members. The assailants also damaged the tea-stall. Sanjeev, his brother Raj Kumar, mother Manglo and sister Phoola as well as the Head Constable Preetam Singh were injured in the attack.
