8-year-old dies in clash

HSIDC to undertake infrastructure development

Haryana State Industrial Development Corporation Limited (HSIDC) will assume the mantle of an infrastructure development agency.
The proposal is likely to get approval from the state government and unveiled in the new industrial policy of Haryana, which is to be announced next month.

Senior officials in the Industries Department say that rather than restricting the role of the HSIDC in promoting and accelerating the pace of industrialisation in Haryana, and offering financial services, the state government is likely to add infrastructure building to its dimensions.

Though as per the infrastructure policy of Haryana, the HSIDC has been designated as the sole developing agency for all the industrial infrastructure, it will now venture into projects other than industrial estates. The previous INLD government had finalised on the HSIDC as the sole implementation agency for building the prestigious four-lane express highway in the National Capital Region, following which it is now proposed to diversify the role of the HSIDC in infrastructure building.

The state government, through the HSIDC, is constructing a four-lane Rai- Manesar-Palwal Expressway in the Haryana territory bypassing Delhi and Gurgaon. The expressway will link four National Highways (NH) - NH1, N10, NH8 and NH 2, with a total length of about 130 km. This will be constructed on a BoT (Build Operate and Transfer) basis at an estimated cost of Rs 12000 crore.

The bids received for the project are currently being scrutinized, even as the process for land acquisition has been initiated. Officials in the HSIDC say since the cost of land acquisition is very high, they propose to seek monetary aid from the Government of India for the purpose.

Other than the Expressway, the HSIDC is also developing a Special Economic Zone (SEZ) near New Gurgaon, and a Gems and Jewellery Export Promotion Park within the scope of this SEZ. Even the Industrial Modern Township at Manesar is being expanded on about 1255 acres.

Senior officials say that the Infrastructure Planning Division of the HSIDC has the requisite financial base and manpower for carrying out other infrastructure building projects. "Most of the projects for building infrastructure like roads, expressways, and townships will be carried out on a BoT basis. The HSIDC in its role as the infrastructure development agency, will only act as the facilitator ," they say.

Woman gangraped for 23 days

An case of alleged gang- rape of a rural woman by three persons for 23 days has come to light at Serdha village in Rajaundh block of Kaithal district.
The police after having got conducted medical examination of the woman has registered a criminal case of abduction, rape and threat to life against the three on the complaint of the victim.

According to police sources, the victim, Neelam (name changed), has alleged in a statement given before the police that Joginder and Surinder, both residents of her village, asked her to accompany them.

“They forcibly took me to Gurgaon and kept there under captivity in a house for 23 days”, she stated. The third partner in the crime, identified as Jai Bhagwan of Dumar Khan village was already present there in the house, she further stated in her complaint.

Neelam alleged that they all raped her and even threatened to kill her if she tried to escape from that house. “Since, they threatened to kill me, I did not open up my mouth”, she alleged.

Meanwhile, her husband came to know that his wife was in captivity. He rushed to Gurgaon and managed to locate the house where she was being kept in captivity.

When he reached there no one among the culprits was present in the house at that time. He freed his wife and brought her back to Rajaundh. On reaching here the matter was brought to the notice of the local police.

Immediately reacting to the complaint, the police got conducted medical examination of the woman. After having confirmed from the medical examination report that she was raped, the police registered a criminal case of abduction, rape and threat to life against the three culprits on the complaint of the victim yesterday.

Probe ordered into custodial death

The Deputy Commissioner of Kurukshetra, Mr T.K. Sharma, has ordered a magisterial inquiry into the alleged custodial death of Gurmail Singh, a resident of Meghamajra village of the district.

The 42-year-old Gurmail died of alleged police torture in the Pehowa police station on May 13. He was arrested by the Pehowa police on May 12 in connection with a case lodged against him by a resident of Boda village. The complainant had alleged that Gurmail had taken Rs 1.40 lakh from him on the promise that he(the complainant) would be recruited as police constable in 2003. The complainant had alleged that Gurmail had used the name of a senior police officer and a member of the family of the then Chief Minister, Mr Om Prakash Chautala.

The police admitted Gurmail first to a private hospital in Pehowa and then shifted him to Kurukshetra Civil Hospital where he died around 4 p.m. His family members alleged that he was tortured to death by the police. On their demand the body was sent to the Rohtak Medical College for post-mortem yesterday.

The post-mortem report is yet to be received, though his family members claimed that the doctors who conducted the post-mortem examination told them that Gurmail was badly beaten up.

Family members and friends of Gurmail brought his body to the residence of the Kurukshetra D.C. today and sat in dharna for about five hours to press their demand for the registration of a criminal case against the guilty police officers.

However, the D.C. did not accept their demand. He told them that the report of the magisterial inquiry would be received within 10 days. If their allegation was found true, the case would be registered against the guilty. He told them that meanwhile, ASI Raj Kumar, who was the investigating officer in the case against Gurmail, had been sent to the police lines.

Haryana steps for efficient use of energy

The Haryana Government today announced a number of measures for conservation and efficient use of energy in the State.
The Financial Commissioner and Principal Secretary, Renewal Energy, Mr S.C.Choudhary, said here today that the government had decided to make use of solar water heating systems mandatory in the buildings, industries where hot water was required for processing, hospitals, nursing homes, including government hospitals, hotels, motels, banquet halls, jail barracks, canteens, housing complexes set up by group housing societies or housing boards, all residential building built on a plot of size of 500 sq. yards and above falling within the limits of municipal committees, the municipal corporation and Haryana Urban Development Authority sectors and all government buildings, residential schools, colleges, hostels, technical, vocational educational institutes, tourism complexes and the universities.

He said it had been decided to amend existing building bye-laws accordingly. The Haryana Renewable Energy Development Agency had been declared as the approved source for supply and installation of solar water heating systems.

He said the government had also decided to ban the use of incandescent lamps in all new government and government-aided buildings with a view to promoting the use of energy-efficient compact fluorescent lamp (CFLS). The power utilities would make necessary modifications in the load demand notices for releasing and sanctioning new loads or connections to promote the use of CFLS instead of conventional bulbs.

Bravery fetches award but no job

HISAR: Kuldeep Singh, who averted a major mishap at the local depot of the Indian Oil Corporation (IOC) by putting his life in danger several years ago, is still struggling to find a job.

He was felicitated by the district administration for exemplary courage, besides getting a Red and White bravery award. However, the IOC is yet to provide him a job even though 15 years have passed since the incident.

“In the beginning, they (IOC officials) told me to complete my matriculation and become eligible for a job. I passed the exam in 1993, but am yet to get a job with the corporation,” says Kuldeep.

Kuldeep used to work as a “khalasi” with a contractor at the local depot of the Indian Oil Corporation. On May 4, 1990, a tanker and another vehicle parked on the premises of the depot filling station caught fire accidentally.

While no other employee present on the occasion dared to put his life in danger, Kuldeep jumped into the burning tanker, drove it away and doused the fire with the help of other people. By doing so, he prevented a major loss of life and property as huge amounts of petrol and diesel were stored in the depot at the time.

Following this incident, Kuldeep was felicitated for his bravery by the district administration at the Independence Day function. The Urban Estate Residents Welfare Association also honoured him for his heroic act.

The then Deputy Commissioner, Mr Samir Mathur, brought the matter to the notice of the IOC authorities and urged them to provide a suitable job to Kuldeep. But despite his repeated attempts, he failed to get a job.

Kuldeep also got the Red and White Bravery Award, for which he was given a gold medal and a cash prize of Rs 20,000 in1991.

Eldest among two brothers and three sisters, Kuldeep is forced to drive a three-wheeler to earn a living and support his family. “No member of our family has got a regular service, due to which I do menial jobs,” says Kuldeep, adding that he will gladly accept any job.

The present IOC Depot Manager, Mr Harsh Vardhan Gupta, expresses his helplessness in this regard, maintaining that the matter pertains to a period much before the beginning of his tenure.

Kuldeep laments that though his efforts were appreciated by the government as well as the Red and White Group, the IOC, for saving whose depot he risked his life, has not recognised his act, let alone rewarding him for it.

26 lakh children given polio drops

In Haryana, about 26 lakh children in the age group of 0 to 5 years were administered polio drops on the first day of the second nationwide pulse polio immunisation campaign today.

A spokesman for the Haryana Health Department said here that over 70 per cent of the 38 lakh targeted children were administered polio drops on the first day of the campaign in the state.

He said the department had set up about 15,000 booths in all district of the state to administer polio drops.

The children in transit were covered through booths various bus stands and railway stations.

Mobile teams were also pressed into service for the purpose and floating population like those residing at brick kilns, industrial colonies and periphery of the urban areas were also covered.

He said those children who could not reach the pulse polio booths, would be administered polio drops tomorrow and day after tomorrow by teams constituted to visit each household.

Panchkula: As many as 50,582 children, between the age of 0-5 years, were administrated polio drops during the National Pulse Polio Round in the district today.

The campaign in the district was inaugurated by the Deputy Commissioner, Mr Brijendra Singh, who administered polio drops to children at the Primary Health Centre and the bus stand at Barwala. The Director-General, Health Services, Haryana, Dr Sushma Madan, too, visited various polio booths at Hangoli, Samlehri and Batuar villages.

The Civil Surgeon, Dr Satvir Chaudhary, said they had set a target of immunising 71,000 children against polio and almost 70 per cent of the children were administered polio drops today. As many as 320 booths, including seven transit booths, and 13 mobile teams were specially set up for today’s drive. A total of 1,280 health workers and 58 supervisors were on duty for this work. All entry and exit points in the district were manned by six transit teams and one transit team was allocated for the rural areas.

Dr Shail Gupta, District Health Officer, said as many as 3,171 children in Raipur Rani, 3,860 children in Kot, 3,269 in Barwala, 2,573 in Hangola, 1,707 in Morni, 6,570 in Old Panchkula, 5,991 in Pinjore, 10,039 in Kalka and 14,402 in urban Panchkula, including in Command Hospital, Chandimandir, were administered polio drops. She said that a door-to-door campaign for the children who could not get the drops today would be conducted on May 16 and 17.

Talking to Chandigarh Tribune, Mr Das who is Rotary’s national committee member of pulse polio, said a well-coordinated effort launched by different multi-lateral agencies in sync with the Government of India has led to several states in India reporting no polio cases.

“The World Health Organisation (WHO), the United Nations Children’s Fund (UNICEF), United States Centres for Disease Control and Prevention (CDC) along with Rotary International have been working towards meeting the challenge to eradicate polio worldwide in general and in India in particular,” he said.

Significant strides have been made in the past couple of months to completely eliminate polio from India. Mr Das said a number of initiatives undertaken in the recent past have shown excellent results. The initiatives include high-level advocacy in high risk states of UP and Bihar where intensified immunisation strategies are being implemented.

Even as a new strategy has been formulated for transit points and congregation sites, development of railway plan to cover the migratory population at Railway Stations and through teams travelling in trains on the New- Delhi- Patna-Mumbai route as well as massive deployment of additional WHO and Government of India Staff and health workers in high risk areas is being undertaken.

He said the upcoming national pulse polio immunisation on May 15, together with the sub- immunisation days to follow in the endemic areas, would help ensure the eradication of the disease which cripples and sometimes kills young children below five years of age.

Arrest of Gurgaon resident stayed

Chandigarh, May 15
The High Court on Thursday stayed the arrest of Dharam Singh of Chandan Hulla in Gurgaon district of Haryana.
Dharam Singh was booked under various Sections of the Indian Penal Code, including Section 307, by the DLF Police on April 25.

In his petition for anticipatory bail, he has named a sitting Judge of the Delhi High Court as being responsible for his woes.

Saying that the Judge has been trying to get him implicated in criminal cases as he holds him responsible for having demolished a boundary wall of the Judge's farmhouse at Mehrauli, the petitioner sought anticipatory bail.

After hearing his counsel, the Bench of Mr Justice S.K. Mittal stayed the arrest and issued notice of motion for July 28.

House allotment

Counsel for Haryana Public Service Commission Chairman M.S. Saini and Member Yudhwir Singh on Thursday informed the High Court that house number 1625, Sector 7, which the government had said was being allotted to one of them had been already allotted to the Media Adviser to Haryana Chief Minister.

During resumed hearing in the separate petitions filed by Mr Saini and Mr Yudhwir Singh seeking directions to the Haryana Government not to oust them from their official residences, the Bench was informed while the government had told the court that it was ready to allot house number 1625, Sector 7, Chandigarh, the house stands allotted to the Media Adviser. In fact, the Adviser is already said to have taken possession of the said house.

The petitioners, who were appointed by the previous O.P. Chautala government, had been served notice by the government to vacate their houses within one week, following which they approached the court. The petitioners have alleged that with the change in government, they are being harassed on flimsy grounds. The houses, they have stated, were allotted to them in a proper manner and the government is showing its mala fide intentions.

Sometime back, the court had ordered status quo on the matter.

The case will now come up for further hearing on May 19.

Tortured suspect swallows lizard

Karnal, May 15
Murgesh, son of Murgaan, a suspect in cases of theft and burglaries and who was allegedly under the custody of CIA Staff-1 at Karnal, had tried to end his life by swallowing a lizard.

He was rushed to the local trauma centre in an unconscious state, where the doctors attending on him managed to save his life. Sources in the police revealed that he was fed up from the third degree torture adopted by the investigating officer for the past three days and therefore tried to end his life.

He was allegedly picked up by the Karnal police from Delhi on Wednesday evening for investigation into cases of theft and burglaries.

When the reports last came, the doctors attending on him said the patient was still unconscious.

On the other hand, a senior police official posted here denied that Murgesh was under the illegal custody of the police for the past few days and was tortured during the course of investigations.

However, when this correspondent visited the trauma centre, two police personnel in uniform from the CIA Staff-1 were sitting near the patient. They revealed that the police was yet to inform the family members of Murgesh about the incident.

8-year-old dies in clash

Nissing (Karnal), May 15
An eight-year-old boy, who was seriously injured in a group clash between two factions at Manjura village, 10 km from here, late last evening succumbed to his injuries on Sunday. Four other persons were injured in the clash were under medical treatment here.

A group of around 12 persons reportedly attacked former woman Sarpanch Razia Devi and her supporters with sticks, iron rods and sharp-edged weapons.

Violence erupted when some people, including eight-year-old Malkit, were taking out mud from a dry pond to put in on an earthen road that was likely to be bricked. The opponent group objected to it and attacked them.

Malkit, Razia Devi, Surjit, Suresh and Jai Prakash were injured. They were immediately rushed to the Civil Hospital, Karnal, but the doctors on duty allegedly refused to admit them saying the incident had happened in the jurisdiction of Nissing Hospital. The injured were then taken back to Nissing Hospital. On the way, Malkit’s situation deteriorated. He died on Sunday.

The Nissing police has lodged a complaint and began investigations. Some people have been picked up for investigations, but no one has been shown arrested so far.

Meanwhile, the situation in the village was said to be tense after the death of the boy.

Punjabi poetess honoured

Guru Nanak College here honoured Dr Pal Kaur, an eminent Punjabi poetess of Haryana, here on Friday. She was recently conferred the Shiromani Sahitya Award by the Language Department of Punjab for her contribution to Punjabi poetry.

Dr Dalip Singh, Principal Secretary of the Higher Education Department of Haryana, presented her a college memento and a shawl.

Mr C.R. Moudgil, newly appointed Director of the Haryana Punjabi Sahitya Academy, and Major A.S. Shergill outgoing Director of the academy, were among other literary figures who were honoured for their contribution to promote Punjabi literature.

Balwinder Singh, a student of BA (part II), who won the gold medal in the Asian Power Lifting Games held in Kerala recently and Anju Chaudhary, who secured the second position in M.Sc. (previous) geography in Kurukshetra University, were also honoured on the occasion.

Teachers decry Mulana’s remarks

The Haryana Government Teachers Association has condemned the remark of Education Minister Phool Chand Mulana in which he had stated that the government schools were showing poor results.

In a statement issued here today, Mr Ram Kishan, press secretary of the association, said the minister should first get the vacant posts of teacher filled and ensure that the teachers were not forced to do duties other than teaching.

The association, which is affiliated to the Sarv Karmchari Sangh, Haryana, and Schoolteachers Federation of India, has alleged that four schools having no recognition were being run from private houses at Ghirai village.

The association pointed out that these schools showed their students on the rolls of some other schools. The association office-bearers lamented that no action had been taken against these schools despite complaints to the authorities concerned.

The association maintained that the government stance on closing down the private schools not fulfilling the essential requirements smacked of some vested interest.

Two girl students go missing

Two girl students in Moi Hooda village of Gohana subdivision in Sonepat district have been missing under mysterious circumstances since May 12 last. Their parents feared that they had been kidnapped.

The parents of the girls have lodged a complaint with the Sadar police of Gohana in this connection. They stated that these girls left their houses around 11 a.m. on May 12 but failed to return.

The police has launched a massive hunt to locate the girl students. Many residents of the village have stated that both the girl students had failed in their annual examinations and this was the main cause of their disappearance.

2 burglars held

The Agroha police has arrested Pala and Shishpal of Kanoh on charges of theft and burglary. According to the police, the arrested persons have admitted their involvement in 10 cases of theft and burglary in Agroha, Adampur and Hisar.
The police claims to have recovered stolen goods worth around Rs 20,000 from their possession. — TNS
