The Capital continued to reel under blistering heat today as mercury remained above normal. There was, however, a fall of a degree against the previous day’s temperature of around 43 degree Celsius, which was the season’s highest so far.

The bacterial meningitis claimed two more lives in the Capital today taking the toll from the dreaded disease to 28 in just over a fortnight, Director of Administration, Hospitals, MCD, Dr J. N. Banavalikar said.

The Haryana Roadways launched two city buses today in an effort to provide relief to the residents. The buses were flagged off by the local Congress MLA, Mr Dharamvir Gauba. Mr Gauba hoped that the city bus services would facilitate inter-connectivity of the city for the residents.

Class XII students facing anxious time

With less than four days left for the CBSE to announce the class XII results, helplines in the Capital have begun ringing. While there may not be too many panic calls, counsellors are receiving calls from the anxious students wanting to know the “exact date and time” of the results.

The results for class XII for all six regions, including Delhi, Allahabad, Chennai, Chandigarh, Guwahati and Ajmer will also be declared on the 23rd of May.

“Despite the public announcement, students as well as their parents have been calling to make sure that the results are being announced on 23rd and not before that. Last year, there was some confusion, so everybody wants to be sure now,” said Guidance Counsellor Gulshan Rai.

Like Rai, Dr Etishree Bhati has not received any “panic calls”, but has been receiving calls to “confirm the result dates”.

“Once the results are declared on Monday, the helplines run by the CBSE will begin operations for the second phase. The first phase was before the examinations and the second phase will begin post-results,” Dr Bhati said.

Snehi, an organisation for psycho-social support and mental health care, will also begin the second round of their telecounselling on May 21. “We are still receiving calls, but after the 21st, we will have Hopeline, a 24-hour telecounselling service,” said Director, Snehi, Abdul Mabood.

Students on their part have their fingers crossed. “First we were anxious about when the D-day will be, now that the date has been announced anxiety is mounting by the minute,” said Aastha, a BVN Student.

As for the parents, the ordeal of finding out results is also a cause of concern. “The real battle begins when the results are declared and one finds it difficult to find out the marks etc. In our times, the schools would do the needful, now there is the Internet and the SMS. Instead of simplifying things, they just add to the confusion,” complained a parent.

While fingers were raised at the authenticity of the SMS services following the suicide of a girl who received incorrect results through an SMS service last year, counsellors have advised the students to cross-check their results.

MCD House witnesses scenes over cow slaughter

The Opposition led by Bharatiya Janata Party today created noisy scenes in the meeting of the MCD House and forced the Mayor, Mr Satbir Singh, to adjourn it when their demand to table the report of inquiry on cow slaughter was not met.

The BJP councillors came into the well of the House and chanted slogans against the Congress and held the leadership responsible for delaying the report of the inquiry.

They said that in the last meeting of the Standing Committee when this issue was raised, the Chairman of the Committee, Mr Mukesh Goel, assured them that a committee to inquire into the matter would be constituted. However, neither the report was tabled nor the inquiry committee formed.

They alleged that 200 cows are slaughtered every day in Kasabpura and Nabi Karim areas of North Delhi. In the name of stray cattle, the corporation has caught 30,000 cows and sold them to people without verifying their antecedents.

They alleged that these cows are being slaughtered. Instead of catching cows, the MCD should take action against their owners.

The corporation should seal the premises where the cow slaughtering is being done and an FIR should be lodged in the police stations concerned, Opposition Leader, Mr Subhash Arya demanded.

Leader of the House, Mr Jitender Kochar said that inquiry into the case is being conducted by the department concerned and soon it would be tabled before the Standing Committee. This allegation is quite serious and should be tackled carefully. The way the BJP councillors are protesting is not democratic. Nowadays, meningitis, power and water are important issues for the citizens of Delhi, the government is busy in tackling them, he said.

ITO, CA held for cheating

Delhi Police have arrested three persons, including two income tax officials and one chartered accountant while they were presenting forged income tax papers to get refund order. The refund order was of Rs 17,62,786.

The accused have been identified as Bijender Tomar, Income Tax Officer, S.K. Bajaj, Chartered Accountant, and Sanjay Prasad, the peon of the Commissioner, Income Tax.

According to the police, on May 17, Sanjay Prasad presented an Income Tax Refund Order of the said amount for preparation of cheque. The refund order was in the name of Ashok Kumar Aggarwal and issued by ITO Sri Kishan. On receiving it, the counter clerk of the Reserve Bank of India, Parliament Street, got suspicious and informed his senior officials. The police were immediately called who apprehended Sanjay Prasad.

He told the police that S.K. Bajaj who was sitting in his car outside the office was also involved in the racket. Further investigations revealed that the ITO Bijender Tomar was also allegedly involved in the case and accompanied them to the office gate.

A case has been registered in the Parliament Street Police Station and further investigations are on.

Swindler arrested

The Economic Offence wing of Delhi Police has arrested a person who cheated people out of Rs 1 crore. The man promised to make them dealers of Chinese motorcycles.

The accused has been identified as Mewa Singh Bedhian, who opened his office in name of M/s Dayang Nagakawa Motors Ltd. in Mahipalpur Extension. He accepted Rs 1 crore as the initial amount from the prospective dealers throughout the country and decamped with the money.

The complainants approached the police who handed over the case to the EOW. The ACP M.K. Sharma and his team arrested the accused after sustained investigations and also recovered the relevant documents proving his involvement in the crime.

Auto lifters nabbed

With the arrest of three persons, the Crime Branch of Delhi Police claimed to have busted a gang of auto thieves who were reportedly involved in more than 15 auto theft cases. The police also claimed to have recovered four cars from their possession.

The accused have been identified as Ravi (21), Ravinder (25) and Amit (20). The police recovered two Santro cars, one Maruti 800 and one Alto car from their possession.

The police said that of the accused arrested, Ravinder Singh was a graduate from Jat College, Sonepat. In 2003, he along with his another associate Subhash and Yudhveer looted Rs 6.5 lakh from a businessman.

In another case, the Central District police have smashed a gang of auto lifters and arrested two persons. The accused are Chander Prakash and Saleem. The police claimed to have recovered five vehicles from their possession, including 3 Hero Honda motorcycles, one Maruti Zen and one Santro car.

Army wants to get back ‘illegal’ toll tax

In an unprecedented case, the Army has sought recovery of toll tax collected “illegally” from the armed forces personnel and military vehicles plying on the Delhi-Noida flyover. The Chief of the Army Staff’s Secretariat has written to the Chairman, Noida in this regard a few days ago.

Earlier, a city-based lawyer had served notices to the president and other officials of international firms based in South Africa and the Netherlands, whose associate firm was collecting tax from the commuters. Charging toll tax from the defence personnel violates Indian law.

Requesting Noida authorities to issue directions to the operators not to charge toll from the defence personnel and vehicles, the letter stated that the operators should not be allowed to blatantly violate the provisions of the law. Sources said that the letter further stated that the recovery of the illegal amount collected by the operators till date should also be effected. Toll is being collected since 2001.

The letter stressed that the road and bridge is used to facilitate military movement, which is of national significance and business interests should not become an impediment for the same, sources added.

Army officers using the flyover to commute on official duty had forwarded numerous complaints to the Army Headquarters about being charged toll at the bridge. Toll was even being collected from the military vehicles and convoys plying on the route. A large number of officers posted in Delhi reside in Noida. Besides, this route is also used to transport military equipment and supplies to parts of Uttar Pradesh.

Recently, the Ministry of Surface Transport and Highways had issued revised instructions, debarring operators from charging tax from armed forces personnel.

Sources said that the firm responsible for collecting toll on the Delhi-Noida flyover had earlier taken the plea that it is a private body and hence government laws are not applicable to them.

Later, they changed their stance and claimed that the contract did not specify exemption to defence personnel. However, paragraph 4.1(j) and 19.1 of the contract state that the operator will ensure compliance with law, sources said. Further, appendix 1 of the contract also states that the operator shall collect fees from the user of the facility other than from exempted vehicles.

Sources further said that the Army is also considering legal action and may seek closure of the flyover till the firm concerned undertakes to follow Indian laws.

Delhiites bear the brunt of hot weather

The Capital continued to reel under blistering heat today as mercury remained above normal. There was, however, a fall of a degree against the previous day’s temperature of around 43 degree Celsius, which was the season’s highest so far. Today’s maximum temperature was recorded at 41.7 degrees.

Those finding the heat intense may seek solace in the fact that in the past this month has recorded much higher temperature, according to India Meteorological Department (IMD) Director R.D. Singh. On May 29, 1944, the Capital sizzled at 47.2 degree Celsius. In the recent past, the city experienced its hottest summer in 1998.

In May that year, Delhiites braved above 45 degree Celsius temperature for four days, and for 15 days, the mercury hovered between 40 and 45 degrees, he said.

In 2002 also, the mercury crossed 45 degrees on one day in May. So compared to the past, May has been a rather pleasant month this year with half of it registering below normal temperatures.

Two more succumb to meningitis in Delhi

The bacterial meningitis claimed two more lives in the Capital today taking the toll from the dreaded disease to 28 in just over a fortnight, Director of Administration, Hospitals, MCD, Dr J. N. Banavalikar said.

The two new deaths were reported at the Lok Nayak Jaiprakash Narain (LNJP) Hospital and Lady Harding Hospital. The victims were identified as Kalia (18) and Naresh (three and a half years old). Ten fresh admissions were also reported in city hospitals taking the number of patients suspected of meningococcal infection to 113.

As many as 182 patients have been discharged so far.

The highest number of 10 deaths has been recorded at the LNJP Hospital followed by All India Institute of Medical Sciences, Hindu Rao Hospital and Lady Harding Hospital (4 each), Deen Dayal Upadhyay Hospital and Ganga Ram Hospital (2) and Bhagwan Mahavir Hospital and Ram Manohar Lohia Hospital (1).

The 10 new patients have been admitted to Hindu Rao Hospital (3), Lady Harding Hospital and Safdarjung Hospital (2) and Guru Tegbahadur Hospital, LNJP Hospital and Kasturba Hospital (1), Dr Banvalikar said.

7 affected by brain fever in Noida

Noida, May 18
Seven persons have been affected by the meningitis in Noida with the admission of a 12-year-old boy in Kailash Hospital yesterday. He was having high fever and rashes on his body. On getting symptoms of meningitis from preliminary investigations, Chief Medical Officer, Noida, was informed by the management of Kailash Hospital.

Vishant, 12-year-old boy, resident of B-193 New Ashok Nagar, New Delhi, was admitted to Kailash Hospital in the morning. He had high fever, headache and rashes on his body. There are now seven patients of meningitis in Noida including Nishant. Two of the patients have already died of the disease. One woman had been discharged from the hospital, while the remaining patients been sent for treatment to Delhi hospitals. — OC

FIRs in land scam cases to be lodged

The FIRs will soon be registered against the accused in the land scams. This was stated by the senior IAS officer and member of UP Revenue Board, Mr T. Goerge Joseph. Mr Joseph is inquiring into all the land scams.

While inquiry into the swindles in six villages of Sadar Tehsil is under way, another scam, which has come to light in Sadarpur village of late, for which a case against the land shark Moti Goel will soon be registered. Moti Goel had got the land transferred to his own name as also to the names of his kith and kin, Mr George Joseph said.

He said Moti Goel had claimed Rs 24 lakh as compensation from eight Bigha land in Shahpur Goverdhanpur village. But all the action has been stopped in this case. In another case, 42 bigha land of village community in Sadarpur village had been transferred to Moti Goel’s father. A number of other people are also involved in the scam.

The cases will be registered against all of them in Sector-39 police station soon, Revenue Board Member disclosed. Besides, the land shark Moti Goel had transferred title of 90 bigha land in Sorakh Sahibabad village to his name. The probe in this case is on.

Mr Joseph said that the action has been initiated on the basis of government orders. All the cases in villages under Sadar Tehsil – like Nangli Nangla, Yokubpur, Chak Basantpur, Dastpur, Magrauli etc. – are being inquired into, he added. All the Khataunis of these villages are with Deputy District Magistrate.

A joint revenue officer of Tehsildar’s rank has been arrested and sent to jail. He had got the Garh village land transferred to the names of his relative.

Man gets 10 yrs’ RI for rape

A youth, who abducted and raped a schoolgirl and later drove her to suicide through constant harassment, has been sentenced to 10 years’ rigorous imprisonment by a Delhi court.

Awarding a “deterrent punishment” to the accused to “send a right message to society and banish such crimes”, Additional Sessions Judge Sunil Gaur sentenced Sanjeev on two counts— ten years for abetment to suicide and seven years for committing abduction and rape—both of which will run concurrently.

The court also imposed a fine of Rs 5,000 on the convict or an additional five months’ rigorous imprisonment in default of the payment. Another accused Anil was acquitted for want of evidence against him. The victim had on May 27, 1997, committed self-immolation inside her house, unable to bear the harassment and threat by her rapist against reporting the matter to her family members.

The girl was going to her tuition class when she was abducted and taken to a house in Ganga Vihar in East Delhi where she was raped. Though four accused were named in the FIR, charges were framed only against Sanjeev and Anil while the trial of one Bipin who was a delinquent, was transferred to the juvenile court. The fourth accused Sonu is still absconding.

Cash, valuables worth over Rs 10 lakh looted

As the police are still grappling to come out with any effective measure to tackle the rising crimes in the city and the district, a group of six armed criminals barged into a house in a posh locality of Sector-16-A here in the wee hours and decamped with cash and valuables worth over Rs 10 lakh.

The occupants of the house, including a woman, were thrashed by the robbers and threatened with dire consequences if they raised any alarm. This is the seventh major burglary in the urban residential areas in the past fortnight.

According to the police, the incident took place at the house number 464, Sector-16-A, near Government College this morning. At about 3 am, six armed-borne masked persons barged into the house by breaking open the grill of one of the windows. It is reported that the robbers woke up one Ankit, aged about 18 years, from his room and after beating him up they made him to get the room of their parents open.

Later, the criminals abused and beat up his parents, identified as Prem Chand and his wife Anita, before asking them to hand over all the cash and valuables. The accused were able to collect a cash of about Rs 2 lakh, jewellery worth about Rs 7 lakh and other items valued at about Rs 1 lakh. Before fleeing from the spot, the assailants locked the inmates of the house in a room.

It is stated that they threatened to kill the family, if they raised an alarm before their escape. The locality where the house is located is considered a posh area and is situated near the house of the MLA of the Mewla Maharajpur segment. The incident has led to a panic among the residents of the area.

Man robbed of gold chain

Noida, May 18
A man was robbed of Rs 45,000 and a gold chain by four assailants in Naya Gaon village under Noida Phase-II police station.

After waylaying the man, the robbers tried to strangle him with a towel. But hearing a commotion, some people rushed to his rescue and then the robbers fled after leaving him half-dead. Later, the man was rushed to District Hospital.

The victim, Ram Swaroop, a resident of Naya Gaon in Phase-II police station, said the incident happened when he was returning to his home after closing his readymade garment showroom in Banghel yesterday.

On the way, reception of a marriage in a neighbour’s house was in progress. After attending the party, when Ram Swaroop was going to his home at about 12 am, he was attacked by the four assailants. — OC

Two new buses for Gurgaon

The Haryana Roadways launched two city buses today in an effort to provide relief to the residents. The buses were flagged off by the local Congress MLA, Mr Dharamvir Gauba. Mr Gauba hoped that the city bus services would facilitate inter-connectivity of the city for the residents.

The buses will have starting and terminal point at the General Bus Stand. Some of the stations where they will have stoppages are Rajiv Chowk, Cyber Park, Power House, Sector 21, Atlas Chowk, Shyam Chowk, Sector 31, Sector 40,Vyappar Chowk, South City and 32nd milestone.

Although the city bus services have been launched, the residents are hedging their bets on their success.

anniversary of Rajiv Gandhi

The first Rajiv Gandhi Memorial Cricket Match commemorating the death anniversary of Rajiv Gandhi is being organised in Delhi under the aegis of Rajiv Gandhi Educational Society, an organisation committed to spreading the vision of the late leader.

The final matches of the tournament will be organised on May 21, 2004 at Andrews Ganj Senior Secondary School, New Delhi.

On the occasion, Ms Archana Dalmia, chief patron, Rajiv Gandhi Educational Society said, “Through this we are trying to create a pool of talented and committed visionaries who share the vision of late Rajiv Gandhi in making India a cradle of success and growth.”

Commenting on the event, Mr Abhishek Dutt, Chairman, Rajiv Gandhi Educational Society commented, “Rajiv Gandhi always laid emphasis on the fact that in a healthy body breeds a healthy mind, and thus on his death anniversary, this is a small effort from our organisation to spread his vision.”
