New road tax regime to make cars costlier

Owning a car in the National Capital Territory of Delhi will be costlier from Monday with a new road tax regime coming into effect. From midnight tonight registration charges of vehicles levied by the Delhi Government will be on the basis of their price and not on weight as was the case earlier.

Jurists express concern over custodial deaths

The former Chief Justice of the Supreme Court, Mr A. M. Ahmadi, today said that there was an urgent need to bifurcate the police into an investigating force and an enforcement agency.

The former Chief Justice said this while expressing concern over reports of custodial deaths in the national Capital.

‘’Investigation is an art. One needs to train the investigators in scientific ways and for this they should be separated from the mainline police force entrusted with enforcing laws,’’ Justice Ahmadi said at an interactive seminar on ‘’Right to Justice.’’

For ensuring professional approach, a separate investigating force with specialised scientific training was a must, he said, adding that earlier he had also brought this to the notice of the Home Minister.

It is sad that even in this advanced age, policemen entrusted with a case beat the suspect, extract a confession and then claim that the case is solved. Because of this, the society has to deal with a cruel, uncivilised and a brutal police force, which needs to be trained in the art of investigation, he said.

Reacting to the incidents, the former Chief Justice of the Delhi High Court, Mr Rajindar Sachar, said it was the duty of the people to react to such excesses. He said the greater sin was to see injustice and not to do anything.

Suicide by undertrial in Tihar

An undertrial allegedly committed suicide today inside the Tihar Jail by hanging himself.

The police said that the deceased, who has identified as Rajesh (22), hanged himself with an iron wire used as a clothesline in a jail bathroom at around 7 a.m. this morning.

The deceased had been arrested on murder charges and was lodged in Asia largest jail since January 23. The police have registered a case of suicide and are investigating the matter to look into the cause of his suicide.

Notorious gang member held

The East district police claimed to have arrested an active member of the notorious Sanjay gang, involved in at least four cases of robbery on the Noida highway, Pushta Shakar Pur and Sarai Kale Khan.

Acting on a tip-off that a member of Sanjay gang, identified as Alim, would be coming near the Noida bridge in Pandav Nagar area, the police laid a trap and nabbed the suspect.

During interrogation, the accused confessed that he belonged to the Sanjay gang. He informed the police that Sanjay is lodged in the Tihar Jail. However, he did not disclose the names of his other associates. — TNS

Death in hospital sparks protest

Gurgaon, March 20
The death of a garment shopkeeper in a local hospital during the course of his medication, last night, has led to frayed tempers in a section of shop owners against the hospital staff.

The version of Dr Ashok Madan, proprietor of Sethi Hospital on Pataudi Road, is that the patient Naresh Chinduja, received injuries on his head after an accident and was being treated in the hospital. His blood pressure dipped which led to cardiac arrest, he added.

Mr Manohar Lal, father of the deceased (38), alleged that his son was subjected to a faulty medical treatment leading to his death.

The deceased’s scooter slipped on account of which he received injuries on his face.

His family members admitted him to the hospital. According to the family members just when Naresh had recovered and was about to be discharged, he was subjected to an injection. Subsequently, the patient collapsed and expired in about five minutes.

According to them, the injection was given to him in spite of remonstrations by his sister-in-law, who is a staff nurse in Pant Hospital in Delhi, with the nurse of Sethi Hospital.

No sooner the news of the death spread, a section of the shopkeepers held demonstrations at the hospital. The situation was controlled after the police intervened.

According to the police, action would be taken in the case only after the postmortem.

No proposal to privatise water: DJB

The Delhi Jal Board (DJB) has reiterated that the water supply department will not be privatised. ‘’I will like to reiterate what has been clarified by Chief Minister Sheila Dikshit, who is DJB Chairperson, on a number of occasions at different forums that there is no proposal to privatise water in Delhi,’’ the Chief Executive Officer said replying to certain allegations levelled against it.

“Since its inception, number of works have been executed in the DJB through equipment suppliers and contractors and, therefore, if we purchase equipment to modernise or upgrade our systems it is not privatisation.’’

The DJB took a conscious decision to upgrade its services, increase responsiveness to the consumer demands and educate the consumers on water issues in order to promote conservation, he said.

To do this, it was necessary to professionalise DJB’s services, operations, financial and accounting systems and practices. Besides training the staff in the best management practices, the endeavour was to adopt best international practices in operations and management, he added.

“I will also like to clarify that the treatment plants in the city have been put up by DJB by engaging services of some or the other organisation. The selection of any agency to do a job is done after going through a process of international competitive bidding and by following the established tender norms.’’

“DJB has taken assistance of the World Bank to carry out a number of studies on different facets of its management and it is for the DJB to accept only such recommendations, which will increase proficiency and productivity.’’

It was in line with this mission that DJB proposed to move from intermittent water supply to sustained water supply. This would not only help rationalise distribution of water in an equitable manner but also arrest leakages and consumer complaints, the CEO said. On the issue of opposition on raising of water rates, he said it may come as no surprise that the pre-revised water tariff in the Capital was amongst the lowest in the country. The water tariffs have been rationalised in order to ensure that there was no wastage and to increase the participation of the consumers in following the practices for saving potable water.

“With the population of Delhi growing every day and with no other additional water sources in sight, it is important that the consumers use water for priority uses and tariff is only one of the tools being used for demand management.’’

He sought to dispel the impression that water was being produced without any cost by the DJB.

Besides paying for the raw water, which was being received from UP and Haryana, huge cost were being incurred in bringing raw water to the water treatment plants, for treating it to potable quality and in collection, conveyance and treating sewage water, he said.

‘’There is no effort by the DJB to recover the total operational cost from the consumers but they are being asked to share the cost of maintenance of the systems, which will bring potable water to their doorstep.’’ The DJB was also trying to provide incentive to the consumers to take to rainwater harvesting in order to improve the water table in Delhi, he added.

Post of MCF head lying vacant, projects hang fire

The new state government has yet to fill the post of the Commissioner, Municipal Corporation Faridabad (MCF), the largest civic body in Haryana. The corporation caters to the needs of a population of about 15 lakh.

The Deputy Commissioner has continued to work as the Commissioner, MCF.

Anyone holding a dual charge in such a big city is unlikely to find time for attending to the burning issues, ignored for the past two years.

It may be recalled that the previous state government had decided to give the dual charge of the DC and the Commissioner to a single incumbent, but the idea failed to click as there were several projects hanging fire due to lack of attention. Quoting an example, Mr Shivcharan Lal Sharma, the Senior Deputy Mayor, who represents ward number 5, stated that a scheme for laying underground pipes to supply water to about one lakh people in Jawahar Colony here, had been stuck up in Chandigarh as the authorities concerned were still to give the project the ‘technical sanction’ even though all the formalities had been over.

He said as summer was near, the work if taken on priority basis could solve the problem of drinking water of a large number of residents of the colony. The Senior Deputy Mayor said about 50 colonies had been awaiting regularisation for the past several years.

Besides, there were no proper roads, sewers, drains, streetlight and parks in the colonies.

Demanding posting of a separate official as the Commissioner, MCF, he said the issue would be taken up with the Chief Minister soon.

Claiming that the town required funds of about Rs 30 to 40 crore to complete various projects, Mr Dayachand, another member of the MCF, said that the city’s roads required immediate attention.

Alleging rampant corruption in the civic body, Mr Krishan Lal Gera, a social activist, asked the government to post a senior official of the vigilance department in the district to attend to the complaints of corruption.

He said the government should set a deadline for repairing the roads and revamping the civic system.

A 10-year-old girl, a student of class three, was taken out by a neighbourhood ‘chachi’ on the pretext of getting her new clothes and then sold off for Rs 14,000. The woman also tried to get her married to a 20-year-old youth.

The Kavi Nagar police have arrested three women, including the chachi. The young boy who had turned up as the groom is also cooling his heels in the police station. The boy and his mother belong to Kryawali village in Bulandshahr. The girl in red bridal attire has been rescued by the police, S.O. Kavi Nagar Anil Somaniya said.

Subash Chander Tyagi of village Mainpur under Kavi Nagar police station is father of two sons and two daughters. His 10-year-old daughter is a class three student.

A woman Shashi lived near the girl’s school. On March 16, when the minor did not return home from the school, her family searched for her, but in vain. The family later learnt that one Shashi, called chachi by everyone, had not been seen either.

Girl’s father and a few other villagers then went to Kavi Nagar police station and reported the case. The police later learnt that Shashi had sold off the girl to a woman in Bulandshahr. They started checking buses plying between Ghaziabad and Bulandshahr. In one bus, the police nabbed three women, a young man and a girl dressed up in bridal attire.

Shashi confessed that she had lured the girl for getting her new clothes. Others who colluded were: Mahindro, wife of Jagdish of Kryawali village in Bulandshahr; Pushpa, alias Kalawatti; and Mahindro’s son Azad.

Panic in Gt Noida after firing, kidnapping

Greater Noida, March 20
Firing at a gas agency, kidnapping a child and snatching a bike in Alpha II Sector in the past 24 hours have left the people of Greater Noida in a panic.

According to Kasna police, two youths came to the gas agency of Narinder Kumar at noon in Sirsa
village and took away a cylinder.

When Narinder asked for payment, he was abused and threatened. Before some villagers could collect, the miscreants drove away with the cylinder.

In the evening, some 10 criminals in a Maruti Alto and on bikes descended on the shop and started firing. The miscreants also beat up Narinder’s mother for trying to protect him.

For half an hour, the criminals created a ruckus in the village and fled after looting goods, firing in the air at the same time.

The police suspect the intruders to be criminals from Dhandhola village who belong to Sunder Bhatti gang.

No report had been registered by the police till late in the night though Narinder had given a written complaint.

In the second incident, seven-year-old Sonu, son of Satpal of Beta-II, was walking to the post office, when he was abducted by two motorcycle-borne miscreants.

They lifted him after covering his mouth with a handkerchief laced with some drugs.

The abductors are understood to have locked the child in a room in Kasna village. They had tried to ring up his house for ransom, but the telephone call did not materialise. As one criminal had gone to bathroom and other was out, trying to make phone calls, Sonu somehow slipped away and met a security guard in the area.

The guard informed his family on phone. The police had also been informed in the meantime. While the family had given a written statement, no case has been registered by the Kasna police so far.

In the third incident, three criminals snatched the Hero Honda bike from a trader, Shashi Bhushan Sharma, at the gate No.7 in Swaran Nagri. Shashi Bhushan Sharma is a resident of H Block of Alpha-II, Greater Noida.

Expo on golden years of Indo-Polish relations

Few would have known that the diplomatic relations between India and Poland have completed 50 years, but for the artists and performers. To celebrate this historic occasion, the National Gallery of Modern Art here is hosting an exhibition “India: Impressions and Inspirations” as a tribute to the golden jubilee of the India-Polish diplomatic relations.

The exhibition, displaying works of Professor Andrzej Strumillo, a renowned Polish artist, was inaugurated on March 15 by Mr Boguslaw Zaleski, Polish Deputy Foreign Minister in the presence of a large number of members of the diplomatic corps, art aficionados and bureaucrats.

The exhibition, a part of the Cultural Exchange Programme, will be on view till April 3 and is aimed at further cementing the five-decade-long ties between the two countries.

The Italian Embassy Cultural Centre here is holding an exhibition of works of Italian design that have received the Golden Compass Award from March 17 to 28 for the benefit of members and students. Concert on cancer awareness

Celebrated sitar player, Ustad Shujaat Hussain Khan will lend his immense talent to the Indian Cancer Society, Delhi, at a concert on March 26. The performance is scheduled at the Kamani Auditorium, Copernicus Marg, and will start at 7 pm.

The concert is the latest in the series, where well-known artistes of music and dance have joined hands with the Indian Cancer Society under the banner Artistes Against Cancer.

This is an effort to bring the cause of cancer awareness and education before the discerning public and enlist their participation to fight cancer.

In the past, acclaimed artistes like Ms Shubha Mudgal, Ms Rama Vaidyanathan, Dr Shanno Khurana, Ms Shovana Narayan, Ms Madhumita Raut, Ms Kavita Seth, Ms Nehi Chaudhury, Ms Ranjana Gauhar and Shri Birju Maharaj have participated in this annual concert series.

Shujaat, son of the famous sitar maestro Ustad Vilayat Hussain Khan, will join these strong and evocative personalities in passing the message “Cancer is curable if detected early”.

Swami Ramdev, who is in the Capital to conduct a week-long yoga camp, said that yoga was a complete medical science and not an alternative system of medicine, as propagated by the practitioners of modern medical science.

He said unlike modern medical system, which only “treats” stress-related diseases, yoga eliminates them.

The swami said patients with blocked arteries, enlarged hearts and thyroid problems had immensely benefited from yoga.

Musical soiree for tsunami victims

Ghaziabad-based ABES Engineering College organised ‘Anup Jalota Bhajan Sandhya’ on Saturday at college ground to generate funds for tsunami victims.

The chief guest on the occasion was vice-chancellor of UP Technical University, Dr D S Chauhan.

The programme was presided over by the chairman of the engineering college, Mr Ved Parkash Goyal.

According to the chairman, Tsunami has caused a heart-wrecking disaster in South India. Thousands have lost their lives and a few races have reached the point of extinction. The losses estimated at Rs 8,000 crore have deeply influenced our economy. The entire country is shaken by the loss of human lives and property. Like every socially inclined organisation, ABES Engineering College, too sensed responsibility and decided to organise a charity show ‘Anup Jalota-Bhajan Sandhya’.

The proceeds of ‘Bhajan Sandhya’ shall directly go to the Chief Minister Relief Fund.

New road tax regime to make cars costlier

Owning a car in the National Capital Territory of Delhi will be costlier from Monday with a new road tax regime coming into effect. From midnight tonight registration charges of vehicles levied by the Delhi Government will be on the basis of their price and not on weight as was the case earlier.

The vehicles costing upto Rs four lakh will now attract a tax of two per cent while those costing more than Rs four lakh will be charged at the rate of four per cent.

The proposal for introduction of ad velorum tax regime was announced in July last year, but was approved by the Lt-Governor, Mr B. L. Joshi, only this week.

Under the new regime, costs of vehicle will go up by several thousand rupees. While the basic Maruti 800 car will attract a tax of Rs 4,000 under the new regime, costlier cars like Baleno and Honda Accord would be charged upto Rs 50,000. Luxury cars like Mercedes would attract road tax running into several lakhs. Under the earlier system, road tax was charged on the basis of the weight of the car with the maximum charges being less than Rs 10,000. The Delhi Government is expected to add more than Rs 50 crore to its kitty with the implementation of the new tax regime.

Implement VAT in one go, says Mukhi

New Delhi, March 20
The Leader of the Opposition, Mr Jagdish Mukhi, has said that VAT should be introduced throughout the country in one go otherwise it would create “economic anarchy”.

“There shall be utmost confusion in the trade and industry and the revenue being received by the states through the present sales tax system shall be all over and the financial position of the states shall crumble” if it is not implemented simultaneously in the country.

He went on to add that the country was not yet fully prepared to adopt VAT as there are several states and Union Territories where the Bill has not been introduced in the Assembly or passed by the appropriate authority.

The BJP has decided against the introduction of VAT in the states where it is in power. — TNS
