‘Guilty cops should be tried for murder’
Our Correspondent

Noida, March 10
In an all-party Panchayat called at Dadri yesterday, the livid people of the area demanded Rs 10 lakh compensation to be paid to the next of kin of the three Dadri youths missing from police custody since September 2004 and believed to have been killed by Kasna police.

The Panchayat also demanded that the 11 policemen should be booked for murder and arrested forthwith. If the authorities fail to make any progress in the next 10 days, another Panchayat will be held on March 19. The Panchayat threatened that the people will take to roads if nothing concrete is done and a mass movement will be launched.

A three-point memorandum addressed to the UP Chief Minister was handed over to the Deputy District Magistrate. Forthwith arrest of guilty cops and sending them to jail and payment of Rs 10 lakh compensation to each of the affected family is paid immediately. All the cops should be tried for murder of the three junk dealers missing from police station since September last.

The ex-MLA and Samajwadi Party leader, Sumeer Bhatti, said people would not shy away from any struggle till the guilty cops are brought to book. No criminal should be allowed to get away with his crime, the missing junk dealers had committed no crime.

The SSP’s action in suspending three cops and order an FIR be filed against 11 cops is a half-hearted and a belated step and does not meet the expectations of local people nor the requirements of justice.

Dehat Morcha leader Rajkumar Bhatti was of the view that all policemen are not beasts, but Aloke Sharma and his companion cops have committed a horrendous crime. All the social organizations of the area should put up a united struggle against this beastly act of the cops. What was after all the fault of these youth for which they had to lose their life was the question on everybody’s lips. Mujahid Ali, Narinder Bhatti, Rajak Ahmed, Verinder, Pradhan, Kamal Bhatti, Sanjay Bhatti Mani Ram Naggar and many others had attended the Panchayat.

New Delhi, March 10
In order to strengthen the security wing and personnel protecting over 350 VVIPs and other high-profile foreign dignitaries visiting the Capital, the Delhi Police have recently procured Glock pistols, explosive detection devices and two Rakshak, specially designed bullet-proof vehicles.

As part of a modernisation initiative, the Delhi police procured these pistols from Austria and the men are being trained in efficient handling of the weapons. These pistols are different from the other weapons, as the metallic content is very less and the weapons are more accurate.

Also, latest in explosive detection, some specially designed hidden devices are also being procured to identify explosives. These devices have the power to detect all explosive materials irrespective of the mode in which they are being carried.

A senior officer said that the Rakshak vehicles were successfully used for the first time by the Special Cell of the Delhi Police recently in eliminating the three LeT militants who were planning to target the Indian Military Academy in Dehradun.

Apart from these, special training courses were also being conducted from time to time for over 350 Delhi Police security personnel, providing security to VVIPs.

“Special exercises and competitions are being conducted regularly to test the efficacy and efficiency of the anti-sabotage teams so there is no confusion while providing security,” the officer said.

In the anti-sabotage exercise, the explosives are planted and tasks are assigned to detect the devices to check the alertness of the security men.

“Such exercises are often made to increase their concentration level and enhance the capabilities of the security men as they are exhausted due to their security duties,” added the officer.

According to the officer, security is an important subject particularly in the Capital due to the visits of high-profile dignitaries and that’s why emphasis is always been laid on such matters.

The Delhi High Court has issued notices to Archaeological Survey of India (ASI) Director General Sri Baboo, Superintendent A K Sinha and Police Commissioner Dr K K Paul on a PIL, accusing the ASI officials of swindling crores of rupees in the name of conservation of monuments here.

A Division Bench of Chief Justice B C Patel and Justice S K Kaul asked the ASI officials and the police chief to give their reply to the petition filed by a Delhi-based NGO-Aman Bhaichara Samiti by April 6, the next date of hearing.

Meanwhile, the court appointed advocate Ajay Tandon as a local commissioner to inspect the sites and file a report with the court about the state of affairs at various monuments, including Red Fort, Qutab Minar, Quila Rai Pithora, Humayun’s Tomb and Purana Quila Museum.

The court also asked the petitioner to file an affidavit giving details of the activities and source of income of its members and office-bearers.

Petitioner’s counsel Rakesh Tiku alleged that ASI officials were involved in corrupt practices in the name of conservation of monuments and were violating various laws. After the Army vacated the Red Fort premises in 2004-05, the authorities allegedly indulged in felling of over 200 trees around the protected monument in the name of conservation.

NDMC wants ad revenue from DMRC
Nalini Ranjan

New Delhi, Mach 10
After the Municipal Corporation of Delhi (MCD), the New Delhi Municipal Council (NDMC) is also eyeing the income from the advertisements displayed on metro stations falling in its area, while the Delhi Metro Rail Corporation (DMRC) is as usual not ready to give a single penny to the NDMC.

The spokesperson of the DMRC, Mr Anuj Dayal, said: “We had already cleared our stance in the case of MCD. “The MCD was also pressuring on the same demand, they even threatened to drag the matter to the court,” he said.

A senior officer of the NDMC on the condition of anonymity said that they had given the land to the DMRC without taking anything in lieu so they were entitled to a share in the income from the advertisements on those metro stations.

The president of the NDMC Workers’ Federation, Mr Ganga Ram, said that the NDMC was apparently moved into action as some important stations like Connaught Place and Central Secretariat fall in its jurisdiction. “There is a stiff competition among the potential advertisement companies to display on the metro stations. They have already started higher and higher bidding for booking the space on the walls of these stations.”

“The NDMC in a meting some time back, had decided not to bother about advertisements in its area as it was found that the collection of money through that channel was much less than that spent on that exercise. We do not understand what forced the NDMC to change the stand in this regard,” said Mr Ganga Ram.

Mr Dayal clarified that there was no need to take permission for any advertisement companies from the NDMC to display on metro stations. “We are the final authority in this regard. The metro stations cannot be treated like other buildings in Lutyens’ Delhi. So, there is no question of profit-sharing or other arrangements.”

JNU library being digitalised
Smriti Kak Ramachandran
Tribune News Service

New Delhi, March 10
Moving in the direction of digitalisation is not just a step towards meeting the requirements of a techno-savvy generation, but also “an attempt to meet the challenge of providing the Jawaharlal Nehru University brains what they require”, claims the librarian, Dr Muttayya Koganuramath.

“The present library in JNU is not what the JNU brains require. It is a challenge to meet that requirement and the recent efforts made to digitalise the library are a step in that direction,” claimed Dr Koganuramath.

The JNU library that prides itself on an enormous collection of books, journals and newspaper clips is in the process of being digitalised. “We have begun the work in a phased manner. As of now the entire bibliography can be accessed on the net and one doesn’t need to be on the campus to refer to the catalogue, they can access the web page for details on books,” said Dr Muttayya.

The ambitious plan envisages books in a digital format for the use of students, researchers and faculty. “We have a marvellous collection of books and we are looking at getting all the newspaper clips in a digitalised format on the webpage of library. All this information will then be put on to the university server,” he said. Apart from procuring e-books, the university is also contemplating, putting up all research papers, dissertation and seminar papers onto the webpage for reference.

RAWs responsible for upkeep of parks
Tribune News Service

Faridabad, March 10
The Municipal Corporation Faridabad (MCF) had spent about Rs 8 lakh on developing about five parks in the city. And these parks had been handed over to the Residents Welfare Associations (RWAs) and the NGOs for its maintenance. There are over 400 parks in this industrial, but majority of these are lying uncared.

The MCF has offered to develop other parks in the city, with the condition that the respective RWAs or the social bodies should come forward to adopt these parks, after these were developed and assured that these would be maintained properly. There are also many parks in the town, which have been developed by the local residents with cooperation of each other. According to the authorities concerned, the parks developed fully by the MCF in the past few months including three parks in Sector- 17, one park in Sector- 16 and one park in the Ballabhgarh town. The corporation has provided the basic infrastructure, including steel benches, canopies, streetlighting, grass mowers, and developed footpaths. The maintenance of these parks will be the responsibility of the RWAs.

While it is claimed that this is a unique experiment of developing parks, but the officials seem to have no answer. When asked who will develop and maintain the remaining parks, if no RWA or NGO come forward to take the responsibility of maintaining these. However, the civic body, which is about 20 years old, has been the target of severe criticism from the local residents, when it comes the issue of developing and maintaining the civic amenities like the roads, sewerage system, streetlights and other facilities.

While Faridabad has one of the largest numbers of sectors developed by the HUDA in the state, the condition of the civic amenities in all the sectors and colonies have been poor. “How people will go to the parks developed by the MCF, when there is no proper road linking these,” asks Mr K. L. Gera, a social activist here. Claiming that the majority of the roads in the city were in dilapidated condition, he said the MCF or the department of the HUDA seems to have become a burden on the government and people, as they have been unable to provide or maintain roads and the sewerage system. The residents are being forced to hire private persons to clear up the blocked sewers and had even collected money from each other to get the roads in their pockets repaired and the MCF is hardly concerned about it. He demanded that the officials concerned should devote the funds and their energy to develop and maintain the civic amenities.
