Hooda gives Panipat, Sonepat MLAs a miss
Panipat, March 10 Out of these MLAs, three are former ministers. They are Ms Parsanni Devi (Naulatha), Mr Balbir Pal Shah (Panipat) and Mr Ramesh Kaushik (Rai). All of them were eyeing ministerial berths. Ms Parsanni Devi had won the Assembly elections six times. Despite her seniority, she might have not been included in the Cabinet as she had been facing four corruption cases. Mr Shah had won the Assembly elections four times. Mr Dharam Pal Malik (Gohana) was expecting his inclusion in the ministry. He was among the 20 MLAs who along with Mr Bhajan Lal had not attended the Congress Legislature Party (CLP) meeting, in which Mr Hooda was elected its leader. Mr Malik had won the Assembly elections for the first time but he had been elected twice in the parliamentary elections. Mr Jitender Malik (Kailana) was also eyeing a berth. He had won the Assembly elections two times consecutively. While Ms Parsanni and Mr Malik could not be contacted, Mr Shah was hopeful that his name would be included during the Cabinet expansion. He said: “Koi baat nahin, agar mera naam das mein nahin aaya, to agle teen mein to aa hi jayega.” (Nothing to worry, if my name is not included in the list of 10, it will definitely be there among the next three.) It will be difficult for Mr Hooda to adjust aspirant MLAs in his Cabinet due to the legislation, according to which only 14 persons, including himself, can be adjusted in the Cabinet. It is expected that at least one of them will get a berth while some of them are likely to be accommodated as heads of various boards and corporations. |

Hooda to induct 3 more ministers
Chandigarh, March 10 Mr Hooda was replying to questions of mediapersons shortly after the swearing-in ceremony of ministers. He said the portfolios of the new ministers would be allotted shortly. When asked whether there was resentment among some members of the party, he said nobody was annoyed. Due representation had been given to all areas of the state in the council. When he was asked whether the Sikh and Muslim communities would be given representation in the council, Mr Hooda said he was yet to induct three more ministers. The Speaker of the state assembly was also yet to be appointed, he said. In reply to a question whether he would also appoint the Chief Parliamentary Secretary and the Parliamentary Secretaries, Mr Hooda said such appointments would be made depending on necessity. When asked about the date of the first session of the new assembly, he said it would be decided at a meeting of the council. On presentation of the Budget for the financial year, he said a Vote on Account would be presented in the assembly. |

Chandigarh, March 10 Immediately after he took over as the Chief Minister, a missive was shot off to the Public Service Commission and the Haryana Staff Selection Commission, two premier recruitment agencies, the credibility of which touched the lowest ebb during the INLD regime, directing them not to hold any tests or interviews for any jobs and also not to declare the results of the tests or interviews already held. Simultaneously, all departments were directed to immediately withdraw requisitions for candidates sent to the two recruitment agencies. Yesterday, the government withdrew 52 posts of the HCS and allied services, which also put a question mark on the continuation in service of six persons, alleged favourites of the previous government who were nominated to the HCS “against the rules”. Today, the government decided to dispense with the services of all persons who were given extension in service after their superannuation, with an immediate effect. The most prominent person to be affected by these orders is the Director-General of Health Services, Dr B.S. Dahiya. The government also ordered the immediate return of those officers and officials who are on deputation to other departments, to their parent departments. All those persons who were on deputation from outside the state or within the state from one department to another would be sent back to their parent organisations. These instructions have been sent to all heads of departments, Divisional and Deputy Commissioners, the Registrar of the Punjab and Haryana High Court, all Managing Directors of boards, corporations and public undertakings as well as the Registrars of all five universities in the state by the Chief Secretary, who, as a matter of caution, asked them to not only treat it as most urgent but also to submit the compliance report. Informed sources said more such decisions were likely to be taken in a day or two. The role of the two recruitment agencies had been a major election issue, which affected the youth in particular. |

Chandigarh, March 10 Mr Chhatar Singh was on deputation to the Prime Minister’s Office till recently. On his return to Haryana, he was appointed Chief Administrator, Housing Board. Mr R.D. Sheokand, an IAS officer of the 1985 batch, Special Secretary, Personnel, Training and Vigilance Departments and Director, Training (ex-officio), has been appointed Additional Principal Secretary-II to the Chief Minister, Special Secretary, Personnel, Training and Vigilance Departments and Director, Training (ex-officio), in addition, against a vacant post. |

100 officials on
deputation to HUDA repatriated
Panchkula, March 10 The order for repatriating these officials was issued by the Chief Administrator, HUDA, Mr Alok Nigam, today, after he reportedly received instructions for repatriating these officials from the Chief Secretary, Haryana, yesterday. These officials have been relieved from HUDA with effect from today. The Additional Director, Legal, Mr O.P. Godara, the Superintending Engineer, Mr A.K. Tandon, the Chief Town Planner, HUDA, Mr Sanjai B. Verma were among the officers repatriated today. Sources inform that other than the above mentioned officers, orders for repatriation of three Executive Engineers, 13 Subdivisional Engineers, 25 Junior Engineers, 14 law officers (including Deputy District Attorneys and Assistant District Attorneys), five Senior Account Officers (SAO), five patwaris, two Kanungos, a Senior Town Planner, District Town Planner and Assistant Town Planner, were issued today. These officers are posted in different urban estates of Haryana. These officials were on deputation from Finance Department, Public Works Department, Haryana Vidyut Prasaran Nigam (HVPN), Irrigation, Horticulture, Urban Estates, Town and Country Planning and Prosecution departments. The order also mention that all section officers, who are on deputation with various offices of HUDA, from Treasuries and Accounts Department, would be repatriated. Most of these officials had been on deputation to HUDA for 10 to eight years. Sources say that though these officials were initially brought to HUDA for a period of one year, which was later extended to three years. Later, HUDA officials sought the permission of the Finance Department and extended the deputation period by another two years. Over the past couple of years, HUDA Employees Union had been demanding that the deputationists in the department be sent back to their parent departments. The Union was objecting because it felt that chances of promotion of HUDA employees were marred because top vacancies were filled by these deputationists, and the latter got plum postings. The Union objected that the deputation period could not be extended by more than five years, though some of these officials had been on deputation to HUDA for almost eight to 10 years. However, the celebration for HUDA Union is likely to be short- lived. Since the Authority faces a shortage of staff, and has almost no law officers, kanungos and patwaris, deputationists from other state government departments will again be required in HUDA. |
SHO held captive for ‘visiting’ a woman
Fatehabad, March 10 The cop, who was made captive by the villagers at about 9 pm on Wednesday night, was let off in the morning today when a police team from the Bhattu Kalan police station in this district reached the village to 'liberate' their boss. The SP, Mr Saurabh Singh, had suspended the erring cop and a departmental probe had been ordered. According to reports, SHO Sukhbir Fogat had been visiting a woman of the village in the past too and the villagers had been spying on the cop. The incident is said to have
occurred when the erring cop came to the residence of the woman in his Maruti car with red light atop it on Wednesday night. The villagers, who had been waiting for him, then barged into the house and allegedly caught the cop in a compromising position with the woman. The villagers then took the cop to the village 'chopal' and kept him captive throughout the night. The erring cop was freed by his subordinates who came to his rescue in the morning. Efforts were made to pacify the villagers but they insisted on stern action against the erring cop. The SP, Mr Saurabh Singh, when contacted, said he had ordered an inquiry into the incident. He said that after finding prima facie evidence against the SHO, he had ordered his suspension. He maintained that suitable action would be taken against those found guilty after verification of the fact. |

Ambala, March 10 Although they had only rough details about the location of their ancestral home which had been provided to them by their father, they did not face any difficulty in locating their old family home. They simply looked for ‘Thekedaron ki Building’ in Macchi Mohalla and they found it in a jiffy. Mr Aftab Sheikh and his two brothers, Amir Sheikh and Nadeem Sheikh, along with two of their friends Amanullah and Sabir Ali decided to visit Ambala so that the Sheikh brothers could retrace their family roots. An emotional Aftab Sheikh said that he is overwhelmed on having reached his ancestral home in Ambala Sadar. “I had heard so much about it from my father and other elders that I was keen to visit Ambala. The cricket match here provided an opportunity to go to Ambala and we got our visa for Ambala,” he said. He said that as soon as his father learnt that they have got visas for Ambala, he broke down. “He was inconsolable as he too wanted to accompany us. But the time for visa had already elapsed. However, I have promised him that I will bring him here at the next available opportunity,” he said. The building in which Mr Aftab Sheikh’s family used to reside is today owned by the
Sarins. Mr Vishwanath Sarin, the patriarch of the family, accorded a warm welcome to Aftab Sheikh, his brothers and friends. “I am happy to meet them. Although we were living in this building since 1947, we had bought it later in an auction,” he said. ‘Thekedaron ki Building’ has the address 6035, Macchi Mohalla, Ambala Sadar. There was hectic activity at the Sarin household when the Pakistani cricket fans arrived. They were offered spicy samosas and hot cups of tea. They were also given a gift as a token of love and affection. Mr Aftab Sheikh’s family is currently residing in Lahore cantonment. “My grandfather Sheikh Mohammad was a contractor and he used to own this building,” he said. It is interesting how Mr Aftab Sheikh identified the building. “My father had told me that our home was located adjacent to Jamna Das Building and our building had four doors with one door leading to the first floor. The moment I saw this building I knew it that I had reached my ancestral home,” he said. Mr Aftab’s friend, Mr Sabir Ali, said that they hail from Ferozepore in Punjab. “Had we got our visa for Ferozepore, we would have definitely gone there. We are so happy on having come to India,” he said. “It has been a great experience,” he added. |

Kaithal, March 10 During preliminary interrogation, the members of this gang had reportedly confessed that they had committed a number of murders, dacoities and indulged in snatching of vehicles in others towns of the state. The SSP, Mr Ranbir Sharma, said here today that in the past seven months three murders had been committed in Kaithal town and criminals had succeeded in evading the police net. He said that the first murder by members of this gang was committed at the Karnal bypass here in which Devi Dayal, a resident of Narar village, was gunned down on July 24, 2004. In the second incident Sandeep, son of Mr Om Prakash Jat, a resident of Patti Afgan, was killed on January 9, 2005, here. In the latest incident, Nirmal, son of Nihala, was shot dead in broad daylight on February 25, 2005, in the Dhand road area here. The SSP added that gang leader, Dilbagh, alias Baga and Jasbir both, residents of Balu, Shish Pal, a resident of Kaithal, and Ranbir, a resident of Sunaria in Rohtak district, were arrested by a team of local CIA staff from Kaithal and Delhi with the help of the Delhi police. He added that Manjit was an absconder from Sonepat jail. |

Chandigarh, March 10 In its order, the Division Bench of Mr Justice Mehtab Singh Gill and Ms Justice Nirmal Yadav allowed the appeal of two other persons convicted for the same crime. This order was passed in the criminal appeal filed by Prem Nath and others against the orders of the Additional Sessions Judge, Jagadhari, on September 10, 2002, through which appellant Pradeep Kumar had been convicted under Sections 302 and 304 B of the Indian Penal Code and sentenced to life imprisonment. The Judge had also sentenced two other accused Prem Nath and Parveen Kumar to seven years imprisonment. As per the prosecution version, Pradeep Kumar married Suman Rani alias Anamika on October 19, 1996. However, he and his family soon started allegedly harassing her to force her to bring more dowry. Apart from forcing her father to give household and electronic items such as colour TV, refrigerator, washing machine, Pradeep’s family also demanded Rs 2 lakh in cash to from her father. While the girl’s father paid Rs 50,000 to Pradeep, the remaining amount was to be paid later. However, some days later, the girl again telephoned her father, narrating her tale of woes and also informing him about the alleged plan of Pradeep and his father to liquidate her. Soon thereafter, on January 25, 1997, the father of the girl received a call informing him that his daughter had been burnt due to bursting of a gas cylinder. However, the doctor who conducted the autopsy of the deceased girl, found that the death could have been caused due to strangulation. In its order, the Bench said that the charges against Prem Nath and Parveen were not provided beyond doubt and the allegation that they also demanded dowry from the deceased could not be substantiated. Hence, the appeal filed by them was held successful and they were acquitted. But, the Bench dismissed the appeal filed by Pradeep and upheld his conviction. |

Woman along with two kids commits suicide
Sonepat, March 10 According to information, the deceased were identified as Anju, wife of Mahipal of Rajpur village, her daughter Sapna (4) and son Rajul (2). The Government Railway Police (GRP) has taken into possession all bodies and sent them for a post-mortem examination. The police also informed the parents of the deceased about the incident. Anju was married to Mahipal about five years back. She was reportedly depressed as Mahipal was unemployed for the past one year. The GRP had registered a case and further investigations were on. |
Two cops booked for kidnapping, torture
Ambala, March 10 Megh Raj had filed a complaint in this regard in a local court a few days back in which he had complained that after attending a family function he along with his son and nephew were coming from Yamunanagar. On the way to Ambala the two police officials chased their car and stopped it near Maheshnagar. He alleged that the police officials took them to police post and manhandled them. One of the police officials took his son to some other place. He also alleged that the police demanded a handsome amount from him for releasing his son. |
