Visa racket busted, passports seized
New Delhi, March 2 Deputy Commissioner of Police (IGI Airport) U K Chowdhury said that on January 31, two passengers Ranjit Singh and Rajbir Singh, residents of Gurdaspur, Punjab, who arrived from Nigeria by Ethiopian Airlines, were found having fake US visas on their passports. During questioning, the passengers disclosed that the visas were provided by an agent Kuldeep Singh, resident of Gurdaspur after he had got Rs 16 lakh. The passengers also took the route of Delhi-Lagos-Alaska and were detained by the immigrations authorities at Lagos and deported back to India. Chowdhury said that the scrutiny of their passports also revealed that the visas for Lagos were procured from Nigeria. The Nigerian High Commission in India also clarified that the passengers had affixed the Nigerian re-entry visas on their passports. Their photographs also were found washed chemically and the security features were missing on their visas. The investigation also revealed that five persons identified as Kuldeep Singh Boparai, Ranjit Singh, Harshdeep, alias Jaspal, Ashish Kumar and Pehwa were running the racket of sending people to foreign countries based on forged documents. During a raid in their office, Indian Pacific Employment Centre at Ambadeep Building at K G Marg, the office was found to be locked and the accused absconding. However, the police received a tip-off on February 28 that Harshdeep was moving in Mandir Marg. He was nabbed subsequently. The police also recovered at least 122 passports of persons belonging to Punjab, Haryana, Rajasthan and Delhi. A large number of incomplete visa applications and some incriminating documents were also seized from his possession. The accused also claimed that Kuldeep got a certificate issued from the Protectorate General of Immigrants, Ministry of Labour for providing employment to the Indian workers in foreign countries. However, this certificate was suspended by the ministry as he allegedly attempted to send 250 persons to Azerbaijan in the name of a fictitious company. During interrogation, both Kuldeep and Ashish also disclosed they had taken at least Rs 80 lakh from people belonging to Punjab and Delhi. Since they failed to provide employment to them as promised, they locked the office and went absconding. |

Three dreaded robbers nabbed after encounter
Ghaziabad, March 2 On November 3, 2004, one Hatinder Singh had come on Bhoor Bharat railway station on his motorbike. Subsequently, he was attacked by some assailants with daggers and robbed of all his belongings. The robbers had fled after leaving Hatinder Singh bleeding. Hatinder was later rushed to a government hospital and then referred to a Delhi hospital by the police. Vijay Nagar police station in-charge Styapal Singh said three robbers were nabbed after an encounter. The police have recovered local revolvers and daggers from them.
Three security guards held
for thefts
Noida, March 2 SP (City) A. K. Jain said these thieves had stolen goods from sectors 25, 21 Jal Vayu Vihar, some two months ago. The accused were on duty at Jal Vayu Vihar. The police have taken a serious view of the security guards found involved in thefts. “We may have to book security agencies supplying the guards,” Mr Jain added. According to the SP, three youths, standing last night near a house in N Block of Jal Vayu Vihar, tried to flee on seeing the police. When the police tried to stop them, they fired on the cops who managed to nab them. On frisking, two local revolvers and five knives were recovered from them. They were identified as Anand Kumar, alias Rinku, of Bangarman Umar, Sushil Kumar and Subash, alias Rajinder and Rambabu, a security guard of Force 10, Mukesh Kaniyya and Balveer – who were all deployed in Jal Vayu Vihar, were involved in theft incidents, the police said. The police later recovered Rs 35,000 in cash, three gold chains, kundals, rings with the help of these thieves. According to the SO, Sector-20 police, Kamal Singh, the accused confessed to have involved a number of thefts in Jal Vayu Viahr during January 2005. Lawyer gets bail in cheating case
New Delhi, March 2 Additional Sessions Judge S L Bhayana granted the bail to Kuldip Mansukhani till April 5 after his counsel paid part of the amount in the court to the counsel representing the complainants and submitted that the accused was willing to settle the case. As the court took up the bail plea of the accused, who is in judicial custody, the counsel for the complainants Rupesh Goel raised objections saying that though the accused had been promising to pay back his clients, he had so far made no payment. Mansukhani’s counsel then handed over a demand draft of part of the amount to Goel after which the court granted interim bail to the accused and asked him to pay the remaining amount by April 5. A magistrate court had remanded the lawyer in 14 days’ judicial custody on February 28 after the sessions judge deferred hearing on the As per the complaint filed by 59 investors, the accused, after floating two companies in 1993 under the names of K M Capitals and Bhuria Financial Services, invited deposits from public at high rates of interests and after its maturity, allegedly did not return the amount. The investors allege they incurred losses to the tune of Rs 10 crore. Police lodged FIRs against Mansukhani in 1998, 2000 and 2004 after he allegedly closed the companies and absconded. The accused has been charged with criminal breach of trust, criminal conspiracy and cheating.
One-yr term for possessing leopard skin
A man caught with a leopard skin in Northwest Delhi in 1998 has been sentenced to one-year imprisonment by a city court. Noting that leopard is a protected species as per 16 B of the Wild Life (Protection) Act, 1972, Additional Chief Metropolitan Magistrate Manoj Jain also imposed a fine of Rs 5,000 on Naresh Kumar Yadav, a native of Giridih, Jharkhand. As per the prosecution case, during a routine patrolling on July 4, 1998, police found a man with a green-coloured bag under suspicious circumstances near the main gate of ID Hospital at Dhaka here,
but when they approached to question him, he tried to flee. After a short chase, he was nabbed and on subsequent search, a leopard skin was recovered, the police said adding that since he did not have any licence for the possession, he violated section 55 of Wild Life Protection Act 1972. However, the accused pleaded innocence and contended that he was charged only on the basis of testimony of the police officials and no independent witnesses could be produced by the prosecution despite the scene of alleged seizure being a busy market area. Rejecting his argument, the court said it did not find any contradiction, which may create doubts regarding the correctness of the prosecution case. “I don’t find any reason to disbelieve all three recovery witnesses particularly when no animosity is suggested by the defence,” the court said adding that just because the prosecution did not cite any independent witness, their case is not liable to be

Delhi in Parliament
New Delhi, March 2 In a written reply to a question, the Minister said that as per the annual report on registration of births and deaths prepared by the Delhi Government for the year 2001, the average number of births per day registered during 2001 was 812 and the average number of deaths per day registered during the same year was 222. The total increase in Delhi’s population during 2001 as compared to the year 2000 was 4.90 lakh. Therefore, the remaining increase of population in Delhi (2.75 lakh) was because of migration.
Flesh trade
In a reply to another question, Mr Reghupathy said that a number of cases of flesh trade being carried out through massage parlours, phone-in friendship, farmhouses and beauty parlours have been detected by the Delhi Police. He said that steps taken to check flesh trade include regular briefing of police personnel to keep a watch on anti-social elements suspected to be indulging in flesh trade, regular checking of hostels, guesthouses, farmhouses, beauty parlours, massage parlours, etc, involved or suspected to be involved in such immoral activities, collection of intelligence at local level, seeking cooperation of public and social organisations to elicit information about such activities, and keeping surveillance over criminals who were previously involved in such crimes. |
Govt to promote eco-tourism in East Delhi
New Delhi, March 2 According to Mr Sandeep Dikshit, the MP of East Delhi and the brain behind this project, the Delhi Government recently released its annual report ‘Greening Delhi Action Plan’ prepared jointly by the Forest Department of Delhi Government and the Wild Life Department. The report said that there was a total of only 10.2 per cent green area in Delhi, out of which there was only 2.46 per cent in East Delhi. “For maintaining the ecological balance, there must be at least 33 per cent green area. With this alarming situation in the East Delhi area, we decided to raise this issue promptly. I personally wrote a letter in this regard to the Chief Minister of Delhi, Ms Sheila Dikshit. She took the matter very seriously and recently a meeting in this regard was convened in which it was decided to complete the project in four phases. It was also decided to set up a separate committee to look after the project. The Chairman of the Trans-Yamuna Development Board, Dr Narendra Nath, was appointed as its chief,” said Mr Dikshit. Outlining the main features of this project, Dr Narendra Nath said that they were trying to make it a complete tourist destination. The Delhi Tourism is also planning to set up Yamuna Haat and Yamuna green tourism here. “Continuous soil erosion near river bank area is also a big problem for us. It will be mitigated by the development of green forest,” said Dr Narendra Nath. |
Martial music to inspire police forces
New Delhi, March 2 Inaugurating the institute on the campus of CRPF Group Centre, Kadarpur (Gurgaon), the Union Home Minister, Mr Shivraj Patil, said that establishing a national level institution in this field was a long-felt need, which became a reality with its beginning here. He hoped that the institute will be a unique institution and endeavour to synthesise Indian and Western music in creating melodious tunes and inspiring martial music. In his welcome address, DG, CRPF, Mr J. K. Sinha, said that this institute will have the best of infrastructure and modern training facilities for training of marital musicians of police bands in the country. At present, this institute will provide Piper’s course, Drummer’s course and Bugler’s course for a duration of six months each under pipe band. Besides, the institute will conduct nine other disciplines for a duration of 9 months each under Brass Band. At the commencement of training in the preliminary stage, training capacity of the institute would be 100 trainees and as regular infrastructure develops, the institute plans to add other specialised courses. Meanwhile, the Central Reserve Police Force (CRPF) emerged as the overall champion in the 6th All India Police Band Competition, which concluded here on February 25, 2005. In Pipe Band, CRPF won the 1st prize, whereas the second and third prizes went to the ITBP and the Assam Rifles respectively. In Bugler calls, The Jharkhand Police secured the 1st position whereas the CRPF secured the second position. The third position went to the BSF. In Brass Band, the ITBP secured the first position whereas the Delhi Police and BSF bagged the second and third prizes respectively. Mr Patil distributed the trophies and prizes. |
Cavinkare award for differently abled Johar
New Delhi, March 2 Paralysed neck-downwards for the last several years, Johar has devoted his life to the service of the disabled. He has been serving the disabled for more than 12 years through an array of programmes like self-employment of poor disabled people, promotion of disabled artists and arrangement of aids and appliances, etc. He has also successfully launched ‘The Voice of FOD’-India’s first magazine on disability. This national award is the latest addition in a long list of recognitions and appreciation of his services to the disabled. New Delhi, March 2 The members of the clubs comprise engineers of PWD, CPWD, MCD and NDMC. A musical evening, ‘Waves for Waves’ is being organised by them on March 19 at the Talkatora Stadium, for the rehabilitation of those affected by the tsunami survivors. The well-known signer Abhijeet and his troupe will be the star attraction on the occasion. The event will be managed by `The Spark’, an event management company. The members of the two clubs would be directly involved in the disaster management programme. |
New IOC Director
Faridabad, March 2 Research and Development (R&D), Centre of the Indian Oil Corporation (IOC), India’s largest commercial enterprise with Asia’s most modern R&D Centre. He replaces Mr N. R. Raje. Mr Bansal was the Executive Director of the Mathura Refinery of the Corporation and has experience of about 30 years in the diverse fields of petroleum refining. He was also the General Manager (Business Development) of the IOC till April 2002, when he was made the Executive Director of the Refinery at Mathura. He has convened a meeting of the Local Management Committee after taking over the charge. The R&D Centre of the IOC is located in sector- 13 here. |
Workshop on ‘Newborn Care’
New Delhi, March 2 The two-day workshop was attended by about 100 TBAs and about 100 Anganwadi workers. Speaking on the occasion, Dr N. B. Mathur, President,
NNF, emphasised the need for such workshops. He said that one of the major contributory factors to India’s under-five mortality is the high, stagnant neonatal mortality, which contributes to over 60 per cent of infant and under-five mortality. The neonatal mortality has two components, early (0-7 days) and late (08-28 days). It is the early neonatal mortality, which has largely remained unchanged, and is determined by maternal health, pregnancy care, intra-natal care and most importantly, newborn care at birth. Subsequently, it depends on the healthcare facilities and the skills and knowledge of the person providing the care. The Founder President of
NNF, Dr S. K. Bhargava, said that presently almost two-thirds or 66 per cent or more births occur at home, which are conducted by trained or untrained traditional attendants. Thirty-three per cent births occur at institutional facilities. It is a well-established fact that trained or untrained persons directly influences the survival of a neonate. Man in jail for usurping ex-councillor’s house
Ghaziabad, March 2 Ashok Chaudhry, a strong man of the area, had not only occupied the house illegally but also put a Samajwadi Party board on it. The accused had also occupied a public park on the vicinity. In a joint effort, the City Magistrate Sarvjeet Ram and the Police Circle Officer evicted Ashok Chaudhry from the house (No. J-264). The owner of the house Girdhari Lal, BJP’s ex-councillor, and his son Rajinder Kumar, have been in the BJP for a long time. Rajinder is a member of the State BJP working committee. Ashok Chaudhry had been living in the house (No J-258). According to information available, as a good neighbour, Girdhari Lal had allowed Ashok Chaudhry to keep his household goods in one room of his house as Ashok Chaudhry was getting his house renovated. |
2 arrested for illegal mining
Faridabad, March 2 It is reported that about five loaded trucks managed to speed away. A case has been registered under sections 379 and the 188 of the ban regarding the mining. According to the reports, the police arrested the drivers of two trucks, which were ready to move after loading the extracted material and impounded two vehicles with the registration number of HR-38-S-7647 and HR-38-A-7727 from the spot. While the main culprits are still at large, it is stated that due to ‘intervention’ of certain influential persons, the police allegedly let off five other trucks, which had been detected to be involved in it. The state mining department has notified that anyone who wants to construct a house or other type of residential or commercial building in the area must inform the department about the extracted material, as it is the property of the government. Moreover, the Supreme Court has already banned mining in the area, which had been lying in the five-km radius of the border of the national Capital in the region, in view of the environmental danger posed by this activity. But it is learnt that mining by certain influential persons had been allegedly going on despite the court’s directions. It may be recalled that the state government have been leasing out mining areas to influential and persons close to the corridors of power before the ban was imposed in July 2002. A case against a former Minister of Haryana had already been pending with the CBI, in a case of illegal mining. It is stated that the authorities have started a probe against as many as 120 policemen for their alleged involvement in such an activity in the region and this led to suspension of at least three Sub-Inspectors of Haryana police, who had been posted in Gurgaon. The BJP leader and a former MLA from the Mewla Maharajpur, Mr Krishan Pal Gurjar, has alleged that the administration has failed to stop the illegal mining in the area and claimed that certain political persons connected with the Congress party could be involved in such an activity. |
In the story ‘Man kills wife, mother-in-law for dowry’, carried on the Delhi page on Wednesday, it was reported that Lakshmi, wife of the accused Karan Singh, had died along with her mother after her husband assaulted them with a sharp-edged weapon at their house in Atali village. However, Lakshmi is still fighting for her life in the hospital, while her mother had died on the spot. Sunita, sister-in-law of the accused, is also serious and both of them have been admitted to a hospital in Delhi. |
