In a bizarre incident, a person hacked his wife and mother-in-law to death and left his sister-in-law grievously injured at the house of his in-laws at Atali village this noon. The accused, identified as Karan Singh, a resident of Rewari district, has been arrested. The double murder has spread shock waves across the village.

According to reports, the accused had come here to take his wife back home, but a dispute erupted over some issues, including the alleged demand for dowry. Later, the accused got furious after his in-laws refused to give the money that he had demanded. The accused then assaulted his mother-in-law and wife Lakshmi with a sharp-edged weapon.

However, as the other family members, including his sister-in-law Sunita, tried to intervene, the accused assaulted them also. While his wife and mother-in-law succumbed to their injuries before they could be rushed for medical help, Sunita was admitted to a hospital in a serious condition. The accused, a government servant, is a resident of Harchandpur village of the Rewari district, and had strained relations with his in-laws for sometime. He had married Lakshmi in 2002 and had a two-year-old son.

It is also stated that he was unhappy with his wife’s frequent visits to her parents. He had an altercation today also with his in-laws. However, his brother-in-law alleged that Karan Singh attacked his family after they had refused to fulfil his demand for dowry. It is alleged that this demand had been made on various occasions by the accused. The injured Sunita had been engaged recently. The police have booked a case against the accused.

Rs 36 lakh looted in Ghaziabad

Two criminals fired shots and snatched over Rs 36 lakh from the driver of a steel merchant in broad daylight here.

This is the biggest loot in the history of the industrial city of Ghaziabad. Incidentally, one of the bullets fired by a robber hit the other robber, but they still took the booty out of the car and fled. The bloodstains left on the road by the wounded robber indicated that the robbers were hiding in the city and had not gone out, the police said.

According to police, Manoj Bansal of G Block, Kavi Nagar, is a steel merchant who runs a local TV channel also. He has office in his factory in Kavi Nagar industrial area. His driver Inder Singh along with accountant Hemant Kumar were coming in an Indigo car after withdrawing Rs 36.20 lakh from UCO Bank, Choudhry Mode. Two bags containing Rs 10 lakh and Rs 26.20 lakh were kept in the boot of the car.

As the car with the driver and accountant was about to enter the factory gate, two robbers on a scooter came and put a revolver on driver Inder’s head and threatened to kill him. But the gutsy driver grappled with the robbers who wanted to snatch the car keys. In the melee, a bullet was fired which hit the other robber. Panicked, the driver pushed the robber and ran inside the factory. The robbers then took out the money bags from the boot and sped away.

The police, including the SSP, the SP City and other officials soon came over and inspected the spot. A lot of blood of the wounded robber was spilled on the spot. A blood-soaked hanky was also taken into possession. Some blood drops were traced up to Naserpur railway crossing, but then the police lost track of the fleeing criminals who had committed the biggest loot. — OC

7 held for robbery in Madangir

With the arrest of seven persons, the South district police today claimed to have solved a robbery case in which an employee of a businessman was shot at and robbed of Rs 7.19 lakh in the Madangir area on February 21, while he was on his way to deposit the money in the State Bank of India, Madangir branch.

With their arrest, the police have worked out several cases of robbery and dacoity in Delhi and Western Uttar Pradesh and recovered looted cash Rs 3.66 lakh, three country-made weapons, 10 live cartridges, three vehicles and some implements from their possession.

The accused have been identified as Shamim, alias Chimman (35), Abidur Rehman, alias Master (34), Zakir, alias Guddu (28), Sanjay, alias Pandit, alias Danish (38), residents of Bijnaur, Mohammad Maqsood (45), a resident of Mustafabad and Manoj (24), a resident of Gazipur.

Deputy Commissioner of Police (South) Praveer Ranjan said that several teams were formed and dossiers of criminals were studied at length to find out the involvement of criminals. Meanwhile, the special staff of the district received a tip-off that the same gang would be going through M G Road to commit a crime in Gurgaon, and accordingly, a trap was laid at around 9 pm.

When a motorcycle and a three-wheeler were stopped for checking, the occupants immediately started firing at the police personnel, but they were soon overpowered. During interrogation, the accused told the police that they were involved in several cases of robbery and dacoity in Delhi and Uttar Pradesh and in the Madangir robbery they followed the victim for three weeks before committing the crime. The police also said that some of the informers were identified and would be nabbed soon for helping the accused.

In another case, the Crime Branch of the Delhi Police has claimed to have busted a gang of robbers and recovered one country-made weapon from their possession. The accused have been identified as Virender Kumar, alias Dula (44), a resident of Shahdara, Banwari, alias Panwari (22), a resident of Ghonda, Manu Rekhi (31), a resident of Mayur Vihar and Yashwant, alias Dalbir (19), a resident of Sonepat.

The gang members told the police that they used to target factory owners and enter their premises forcibly to commit crimes.

Cops held in graft case, discharged

New Delhi, March 1
A Delhi court today discharged an SHO and Additional SHO who were accused in a 1997 bribery case due to lack of sanction required for prosecuting government servants.

While discharging S. P. Rana and Narender Singh Chauhan, then posted as SHO and Additional SHO at Sultanpuri police station, Special CBI Judge Dinesh Dayal, however, said that CBI was free to file fresh charges against them after taking sanction.

The CBI had registered a case against them on January 12, 1997, after they were apprehended accepting Rs 25,000 from a person for allowing him to construct a shop in a flat on the Noida-Ghaziabad road.

Acting on a complaint from one Sant Ram that the accused were demanding a bribe of Rs two lakh, the sleuths apprehended them while receiving the first instalment from the complainant. The two had been removed from service in November 1997, after a special court took cognizance of the case in September 1997. They were, however, reinstated on August 27, 1998. — TNS

CBSE exams begin amidst tight security

Between last minute cramming and praying for an easy paper, class X and XII students began their Board exams, conducted by the CBSE today. Students of class XII, who took their Physics paper were, however, not a happy lot, with most complaining of a lengthy paper.

“The paper was easy, but way too lengthy. The five marks questions were good and scoring, but it was the two and three marks questions that were tricky and took time, besides we were not too sure of the answers,” complained Radhika of Summerfield School. Agreeing that the paper was lengthy, Ms Usha Ram, Principal, Laxman Public School, said, “most of the children complained that they found the paper difficult to complete within three hours, besides they also said that the first two sets were more difficult than the third set of question papers”.

Students were irked that despite the paper being easy they had to forgo marks, as they were unable to finish on time. “Most of the students in my centre have lost between 15 to 20 marks for the questions left unattempted.

While some alleged that a question in set three pertaining to a potentiometer was “out of syllabus”, the claim was refuted by some teachers, as it “was an application based question and within the boundaries of the syllabus”.

Meanwhile, the scene outside most exam centres was similar. If some students had their noses buried in their notes, others were constantly praying. And with stress reaching a crescendo, there were students being soothed by teachers and parents.

“She has been fretting since morning. In fact, today she even beat the alarm clock and since then she’s been having bouts of nausea and I just hope she performs well,” complained a parent, accompanying her daughter to Modern School.

Sharing the anxiety of the students were teachers and parents, many of them could be seen trying to ease the pressure. “We have come for moral support and we wanted to tell the children to relax and not keep cramming till the last minute, it juts increases the pressure,” said a teacher.

There were no incidents of cheating or mishaps reported. The Board had made security arrangements to ensure the free and fair conduct of examinations.

Budget to hike value of NCR property, feel realtors

The Union Budget presented by Finance Minister P. Chidambaram in Parliament yesterday will raise the prices of property, especially flats in NCR. According to realtors, this situation will be the direct offshoot of bringing three services in the ambit of service tax.

The Finance Minister has proposed 10 per cent service tax on digging and removing the dug-up earth in connection with the construction, supervision and layout plans of flats or apartment complexes with 12 or more flats or houses.

Obviously the direct result of paying these service taxes will be reflected in the cost of construction of these residential houses and flats, the burden of which will ultimately fall on the consumer. The building industry, however, plans to raise its voice against this additional burden on the building industry and the common man.

It can also slow down the brisk construction activity which was witnessed following incentives and concessions announced in the home loans in the recent years. In the face of acute shortage of land and unprecedented hike in prices of houses and flats in Delhi, the demand for residential house, flats in NCR towns like Noida, Greater Noida, Gurgaon, Faridabad and Ghaziabad colonies had witnessed a great spurt.

The builders had also shifted focus from Delhi to these satellite towns for the construction of housing colonies and multi-storey apartment complexes and made huge investments here. This trend is a continuing phenomenon.

A large segment of people whose businesses are based in Delhi or who are employed in Delhi continue to live in the satellite towns of Noida, Greater Noida, Ghaziabad, Faridabad and Gurgaon.

As a result of the great demand for houses in these colonies, over 500 group housing societies are having the apartment complexes for their members at different stages of construction.

The average range of flat prices in these complexes are between Rs 6 lakh and Rs 15 lakh for LIG; Rs 22 lakh and Rs 28 lakh for MIG; and Rs 27 lakh and Rs 38 lakh for duplex houses.

According to experts in construction trade, after the addition of these service taxes, the prices of flats, apartments and houses are set to increase.

The MD of Maxe, Rohtash Goel, feels that the prices of flats and houses are expected to go up at least by 20% after the payment of 10% tax on the three services connected with the building industry.

The building industry, however, is all set to raise a strong voice of protest against this burden which, it

finds unjustified. “We shall seek an interview with the Finance Minister or even the Prime Minister to register our protest,” Mr Goel said.

Cut in Budget allocation for Metro

In the Budget 2005-06, the Delhi Metro Rail Corporation has received Rs 400 crore less than the amount allocated to it in the previous year’s Budget.

The provision made for investment in DMRC for execution of the Mass Rapid Transport System in the Capital has been pegged at Rs 1192.48 crore as against Rs 1613 crore last year.

The Plan Budget allocation has been reduced from Rs 990 crore to 507 crore, but allocation under the non-plan is slightly increased from Rs 633.49 crore last year to Rs 685.48 crore.

Besides, allocation to DMRC under the water supply and sanitation head has also been cut from Rs 980 core last year to Rs 507 crore. The provision covers expenditure on urban water supply, solid waste management in 10 airfield towns, and extension of accelerated urban water supply programme to small towns.

Other areas which are likely to be affected by the cut in allocation are the government programme for integrated development of small and medium towns for which merely Rs 100 crore have been earmarked as compared to about Rs 200 crore last year. The Integrated Development of Small and Medium Towns is a continuing scheme as a part of the overall strategy for arresting migration from rural areas and small towns to large and metropolitan cities.

CM urged to close polluting units

A number of social organisations, through a letter to the UP Chief Minister and the District Magistrate have demanded that all polluting units functioning in Ghaziabad, Loni and Sahibabad area be closed down forthwith.

The pollution producing industrial units have made the life of people miserable.

Inder Singh Bhatti, president of Bhartiya Parivaran Sarakshan Jan Adhikar Samiti (All India Environment Protection and People’s Right Committee) and others have handed over the letter to Chief Minister Mulayam Singh Yadav and the District Magistrate.

In the letter, they have emphasised that hundreds of units of lead smelting, jeans dying, zinc nickel plating, chemical colour of helmets, etc are functioning in Alwi nagar, Lal Bagh Extension, Laxmi garden, Baheta, Haipur, Banthla, Milk Giyan, Rajpuri, Krishen Vihar and other colonies.

The units cause a lot of pollution, the letter pointed out.

3 senior police officers shifted

The Delhi Police Commissioner, Dr K. K. Paul, has ordered the transfer of two Joint-Commissioner level officers and a DCP-level officer. According to the order, the Joint Commissioner of Police (Southern Range), Mr Satish Chandra, has been transferred to Security, while the Joint-Commissioner of Police (Security), Mr B. S. Bassi, has been transferred to the Southern Range.

Another officer, Mr Sanjay Kumar, who was posted in Arunachal Pradesh, has been posted as Additional Deputy Commissioner of Police-II, North-East district.

NCERT to put its textbooks on website

Inaugurating a week-long training programme on textbook publishing, Prof Krishna Kumar, Director, NCERT, said that the Council is in the process of putting its textbooks on the website soon.

Citing the examples of Kerala and Karnataka, which have put their textbooks on websites, he said that the states have their own innovative methods and this exercise will help in the publication of quality books by sharing experiences. He pointed out that this will also help in enhancing the capacity of the nation at the global level.

He said publishing is a complex process and new technology demands higher level of coordination in the departments of editing, production and publication of books.

Prof Kumar said that states have greater responsibility in the field of education as they work directly with the schoolchildren and teachers.

The training programme being organised by the CIET and Publication Department of NCERT aims at improving the capacity of states in the field of publishing textbooks and utilising the latest technology in this field.

During the weeklong training programme, various aspects of publications, from editorial to publication of quality textbooks will be discussed. About 35 participants from different state publication and education departments are attending this training programme.

It was pointed out that publishing quality textbooks for the school students is one of the important activities of the NCERT. With the revolutionary changes talking place in the publication technology, textbook publishing is becoming competitive. Being partners in the mission of universal education, the states are being encouraged to publish their own textbooks.

Pvt schools mar career of thousands of students

Hundreds of unrecognised private schools and educational institutions have put the career of thousands of students at stake here. Around 50,000 students of such schools will be getting the last chance perhaps to appear in the fifth class exam, this year.

Earlier, parents of these students were shocked after it had been reported that the government might not allow the students of such unrecognised schools to appear in the exams.

The Haryana Abhibhawak Manch has demanded that the government should not allow these schools to function, which do not follow the rules set by the education department. It has sought immediate implementation of the ‘Guidelines-2003’ adopted by the state in this regard.

According to the Manch, the authorities have failed to implement the rules strictly which led to the mushrooming of the private teaching shops.

Anyone can start a school, thus putting at risk the career of thousands of students each year. The general secretary of the Sangh, Mr Kailash Sharma, said that the problem had become a big headache for the board which allow the students of the unrecognised schools to appear in the fifth standard exam.

Sangat asked to attend Maskeen Bhog ceremony

The All India Granthi Sabha has appealed to the Sikh Sangat to attend the Bhog ceremony of a veteran Sikh scholar Sant Singh Maskeen at Alwar in Rajasthan on March 3. President of the Shiromani Gurdwara Sewadar Committee paid tribute to Giani Sant Singh Maskeen, who has written several books on Sikh religion and Sufi saints. Maskeen visited several countries to preach ‘Gurubani’ message to the believers. Maskeen preached the Sikh way of life for 50 years.

Raja Singh Sethi appealed to the Central government to name the Delhi Alwar Road ‘Giani Sant Singh Maskeen Marg’ and a hospital or school be started in Giani’s name to honour the great Saint.

Baldev Singh, chairman of the All India Granthi Sabha, appealed to the Central government to award Bharat Ratna to Maskeen.

Two get life term for murder

A Delhi court has sentenced two persons to life imprisonment for killing the husband of a woman who had registered a case of molestation against them.

Additional Sessions Judge O P Saini also imposed a fine of Rs 4,000 on Khalid who shot dead Sadruddin at a marketplace in Inder Enclave in Sultanpuri area on September 20, 1999. After the murder he fled in a car driven by his accomplice Shah Nawaz. Mr Saini imposed a fine of Rs 2,000 on Shah Nawaz. Police said Sadruddin had gone to the marketplace with his son Farhan, when Khalid started quarrelling with him. Farhan called up his mother Amna Begum who rushed to the place and saw Khalid firing a shot at her husband. Khalid, thereafter, escaped in a car driven by Shah Nawaz.

Stolen goods worth Rs 1 cr seized

Two gangsters have been arrested and stolen goods worth Rs 1 crore seized from them. The kingpin of the gang, a resident of Ferozabad in Uttar Pradesh, is still at large.

The district police chief, Mr Alok Kumar Roy, today said that in about four robberies conducted in the industrial units here recently, the pattern was the same. The kingpin used to take employment as a security guard in the industrial units.

After a few days of his employment, he used to throw a party at night for the other security guards of the units in which he was employed.

He would drug the other guards and put them to sleep. Thereafter, he called the members of his gang and robbed the units of their goods.

The gang had robbed goods worth over Rs 30 lakh from two garment factories, Maruti spare parts worth Rs 14 lakh from another firm, aluminium file worth Rs 16 lakh, electronic and electrical goods worth Rs 70 lakh.

Mr Roy said that the kingpin used several aliases and gave fake address to his employers.

The police have sent two teams to Ferozabad in connection with the investigation and to find about his whereabouts.

Also, the police are in touch with the NCR police to find out about similar pattern of robbery in order to go into the depth of the operation of the gang.
