Pak espionage ring busted

With the arrest of two Kashmiri militant operators, including a general-secretary of People’s League, the South-West district police today claimed to have busted an espionage ring operating in the national Capital.

The police also claimed to have seized sensitive documents relating to Army operations, planning of patrolling, maps of bordering areas of Jammu and Kashmir, showing deployment of Army units, restricted telephone numbers of Army, CRPF and BSF offices located in bordering areas, Rs 70,000 in cash, large number of forms for admission in Pakistani educational institutes, letterheads of unverified human rights forum, mobile numbers of terrorist outfits operating in POK and fake identity cards of human rights organisations from their possession.

The accused persons arrested have been identified as Mohammad Ahsun Untoo (43) and Gulam Nabi Najar (36), both residents of Jammu and Kashmir.

Acting on a tip-off that some Kashmiri operators have arrived in the national Capital and were involved in collecting sensitive documents relating to the defence establishments, a special team under the supervision of Assistant Commissioner of Police (Operations), Mr R. P. Meena, was constituted and one Mohammad Ahsun Untoo was nabbed from Srinagesh Garden near Church Road.

During interrogation, Untoo told the police that he along with Gulam Nabi Najar, general-secretary of People’s League had received Rs 6 lakh from the Pakistan High Commission recently. He also disclosed that Najar had left for Srinagar on February 9, along with the money to deliver the same to one terrorist, identified as Abbu Kasium, the chief commander of Lashkar-e-Toiba.

Based on this information, another police team left for Srinagar and Najar was arrested on February 17. The accused persons told the police that they had good contacts with terrorist outfits and also trained in weapon handling.

Well-versed in human rights issues, it was difficult for the police to nab them.

Untoo confessed that he along with Najar had come to Delhi on February 5 and were in touch with one Almaz Rizwan Khan, chief commander of Hizbul Mujahideen based in POK of Mazid Dar group, with 450 militants in Muzaffarabad.

Businessman’s driver robbed

A driver of a businessman was robbed of Rs 12.40 lakh while he was carrying the cash from Mayapuri to Rajouri Garden area in the Capital today.

The driver, identified as Umesh Paswan, told the police that he was going from Mayapuri to Rajouri Garden when the incident took place at around 9. 30 a.m.

He said that three persons, who were in a Maruti Zen car, intercepted him this morning and slapped him before fleeing with the money. The police said that Umesh works for one Balbir Sethi, a businessman dealing in cosmetic products and has an office in the Rajouri Garden area.

Umesh told the police that the assailants were in their early twenties. The police have registered a case of robbery and have launched a massive manhunt to trace their whereabouts.

Extortionists held

With the arrest of five persons, including a woman, the Crime Branch of the Delhi Police claimed to have busted a gang of extortionists active in Delhi and its neighboring areas. The sleuths also claimed to have seized two button- actuated knives from their possession.

The accused persons arrested have been identified as Pankaj Sharma (34), Gautam Diwakar (22), residents of Shahdara, Yashpal Naya (46), resident of Naraina, Munni Gupta (33) and Amresh Kumar (31), residents of Krishna Vihar.

Acting on a tip-off that some extortionists would assemble near Rithala Metro Station, the sleuths laid a trap and nabbed the accused persons.

During interrogation, the accused persons confessed to the sleuths that they had come to extort money from innocent people from Delhi, Haryana and Uttar Pradesh.

The gang members told the sleuths that they often visited prominent bus stops like ISBTs and target lone travelers waiting for the buses. After choosing their target, one of the gang members would offer lift to the victim and a seat next to Munni Gupta in their Maruti car. Upon reaching an isolated spot, Munni would raise an alarm that the co-passenger was molesting her and the others would force the passenger to pay Rs 2,000 to Munni to stop her from complaining to the police.

CBSE exams from March 1

There is an increase in the number of candidates registered to take the annual examinations for class X and XII, conducted by the Central Board of Secondary Education (CBSE), which will commence on March 1, 2005.

The total number of students taking the class X examinations this year in the city is 2,00,950, while 1,45,968 students will be appearing for the class XII, said the Chairperson of the CBSE, Mr Ashok Ganguly, here today. With the increase in the number of candidates, the number of examination centres has also been increased in the city.

“There is a decrease in the number of those appearing from the patrachar vidyalayas because these students must have opted for the National Open School,” said Mr Ganguly, adding that “elaborate steps have been taken to ensure that no incidents of malpractice takes place during the exams”.

The city will also have six special centres for the visually handicapped students. A total of 486 students will take the class X exam under the special category of which 104 are visually handicapped, 40 are dyslexics, 77 are hearing and speech impaired, 256 are handicapped and nine are spastics.

A total of 337 students will be taking the class XII exams in the special category, of which 123 are visually challenged, 48 are dyslexics, three are hearing and speech impaired, 160 are handicapped and three are spastics.

The number of questions have been reduced in Biology, Chemistry and Economics for class XII, while one question has been added in Business Studies.

For class X there will be 27 questions in the Social Science paper, two less than before. The CBSE has also made special provisions for those with special needs. From exemptions to extra time, students under the special category have been given a number of concessions.

Remuneration of both amanuensis and evaluators has been increased, and to redress genuine complaints, observation schedules have been sent to all schools to record and forward their suggestions within 24 hours of the conduct of the examinations.

The Board will appoint the principals as Chief Nodal Supervisors for the evaluation process.

Schools directed to set up compulsory maths lab

While the CBSE is still working out the details of the grading system likely to be introduced by 2007, it has asked all schools to set up Mathematics laboratories by March 31, 2005. Making it mandatory for schools to have the Mathematics lab, the Chairperson of the CBSE, Mr Ashok Ganguly, said, “all schools have been asked to comply with the directions. It is for the first time in the country that we are asking schools to adopt this practice and the lab will cater to classes III to VIII.”

The emphasis is to integrate the evaluation of practical competencies with theory and make the learning of Mathematics more pragmatic and life oriented, it was pointed out. The schools have been asked to identify local resources for developing the tools and instruments for practical provision of Mathematical concepts, and the students should be evaluated by a continuous and comprehensive evaluation process.

As for the grading system, Mr Ganguly said, “we are considering a nine point scale of letter grades, where A* will denote 9 and E will denote 1 and will be the disqualifying grade. However, we are still working it out and are considering as to how many qualifying grades a student should get to be promoted to the next class.”

The grading system, which is likely to be introduced for class IX in 2007, will have grades classified as A+, A, B1, B2 and so on till E. “What we are working on is if we can allow two year buffer time to a student with four qualifying but one non-qualifying grade to make up for the deficient and also allow them to improve the other grades,” said Mr Ganguly.

Chinese medical universities wooing Indian students

First it was electronics and toys, now the Dragon is planning to teach us a lesson in the medical field as well. Chinese medical universities are now opening their doors for Indian students. This decision of Tianjin Medical University will enhance the people-to-people contact and provide an opportunity for those budding talents, who cannot afford to get a seat due to high merit list or huge amount of tuition fees in other universities.

Professor Xi-shan Hau, President, Tianjin Medical University and Prof Feng Lin Guo, Director, International College of Tianjin Medical University, are currently in India.

In a press conference organised by Growell Education Consultancy Services, Prof Hau said the Indian students are hard working and talented, and that is why I am here to invite them to pursue their medical education at Tianjin University, which is at par with any international medical institute.

Tianjin Medical University offers four-and-half-year MBBS degree course, and other courses like Ayurveda, traditional Chinese medicinal practice etc. are also on offer. There are a number of one-year courses. The medium of teaching is not a problem at all for the Indian students as it is in English, said Prof Hau.

Mr D. N. Trivedi of Growell Education Constancy Services said, “this step of Tianjin Medical University will help the Indian students and I hope that other professional colleges will open their doors for us in future.” The degree courses offered by this university are approved by Indian authorities, said Mr Trivedi.

Newborn kidnapped from labour room

A baby boy was kidnapped from the Sanjay Gandhi Hospital here early this morning, just hours after he was born.

Upon complaint from the Medical Superintendent, a case has been registered in the Mangolpuri police station and a hunt is on to recover the child, who was allegedly kidnapped by a woman.

The Medical Superintendent, Dr B. K. Borgohain, said that an unidentified woman wearing a blue salwar kameez, posing as a hospital staff entered the labour room at around 6. a.m. and took the infant away.

The infant’s mother, Kiran (20), resident of Sultanpuri, was admitted to the hospital late last night with labour pains. She had a normal delivery at 1. 45 a.m. and had been shifted to a room adjacent to the labour room. Her mother-in-law was attending to her and had just stepped out for a few minutes when the incident took place. ‘’My security man posted at the labour room saw her (the kidnapper) leave by a cycle-rickshaw, but raised an alarm only when the mother-in-law, who had gone to the washroom, returned and started screaming,’’ he said.

Lawyer accused of cheating told to surrender

A city court has ordered a lawyer, who allegedly cheated investors in his company to the tune of Rs 10 crore, to surrender before it tomorrow.

The Metropolitan Magistrate, Digvinay Singh, while rejecting lawyer Kuldip Mansukhani’s bail application, ordered him to surrender before it tomorrow in connection with the case filed against him by 59 investors.

The counsel representing the investors told the court that the accused, after floating two companies in 1993 under the names of KM Capitals and Bhuria Financial Services, invited deposits from public at high rates of interests and after its maturity did not return the amount. In this connection, the investors approached the local police, who lodged FIRs against Mansukhani in 1998, 2000 and 2004, after he allegedly closed the companies and absconded.

Authority expresses regret over ‘demolition’

Noida, February 25
An inquiry has been started on the houses razed to ground by the Noida Authority bulldozers in Teja Basti in Sector-48.

Three days ago, MLA Madan Chauhan had led a large number of villagers to Noida office, protesting that the Authority officials had demolished some wrong houses, which do not violate any rules or conditions. Noida Chairman Deo Dutt reprimanded the officials and promised that the matter would be inquired.

Noida Secretary Dr Arun Veer Singh and Administrative officer, Arun Kumar Sharma visited the site. The official team first inspected the razed houses and then made a list of the affected people. He expressed regrets for some houses wrongly demolished.

Leaders of Dehat Morcha - Rajkumar Bhatti, Bangraj Gujjar, Leela Pradhan and Bhopal Singh Chohan, were also present on the occasion. Noida Secretary Dr Arun Veer Singh said that the area, where demolishing squad had operated, falls in Khasra (No 770) in Agahpur village.

The houses of Dhan Singh, Hukham Singh, Fateh and Teja were demolished who had owned the area and were listed as farmers as per a joint survey done in 1992, by the District Administration and the Noida Authority. But Teja had sold his land to outsiders. Eight of these 13 houses had also been demolished.

Earlier, Deputy CEO Jagdev Singh had inspected the area a year ago. These farmers had been offered land under Khasra (No 772) near DSC, but they had refused the offer, Dr Arun Veer Singh said. Noida Secretary has taken all documents in his possession and would submit a report to the Noida Chairman, he said.

No headway in Hodal boy abduction

Eighteen days have passed since the alleged abduction of nine-year-old student of the DAV School, Hodal, a sub-divisional town in the district, but the police is yet to get any clue about the missing boy or his abductors.

The father of the victim, a soldier in the Indian Army, is not sure whether he will be getting any information before his leave comes to an end. The boy, identified as Anand alias, Golu, a student of fourth went missing on February 7, when he failed to return home after the school. It was stated that the boy had been kidnapped by some unknown persons for a ransom. While it was stated that a ‘ransom’ of about Rs 15 lakh had been demanded from the family, there had been some confusion about such a demand. It is claimed that the family had not received any phone call at their house in Hodal since the boy went missing. While it is learnt that a call had been received by the family’s kin at the native village of Sondh, on February 8, the family and the police had been awaiting for a second call, stated the police sources.

The police had set up about half a dozen raiding teams to trace the boy or his kidnappers, which visited several towns and cities.

‘Silk Week 2005’ is showcasing a fascinating and innovative range of silk products like fashion garments, home furnishings, sequined garments, scarves, stoles and more, all under one roof created exquisitely by millions of weavers from all across India.

Organised by the Indian Silk Export Promotion Council in association with the Development Commissioner (Handlooms), Ministry of Textiles, ‘Silk Week 2005’ reflects the rich cultural diversity of the country through the hands of the weavers. Most importantly, the exhibition is also a platform to revive the age-old weaves with a contemporary and fashionable look for the discerning Indian customer.

Inaugurated by the Union Minister of Textiles, Mr Shankersinh Vaghela, ‘Silk Week 2005’ is an earnest effort to give boost to the unknown artisans and craftsman and exemplify the richness and diversity of India and the artistry of the weavers.

It provides a platform for the weavers from all parts of the country to showcase their products on a much wider scale and interact with the consumers directly. In this second edition of Silk Week, silk producers, weavers, manufacturers, exporters, importers, buying agents, consumers and foreign designers will come under one umbrella.

Progressive schools meet inaugurated

The two-day 32nd National Progressive Schools Conference of public schools of the National Capital Territory of Delhi was inaugurated at the India Habitat Centre here today.

About 100 school principals are taking part in the conference based on the theme, “Social Consciousness and Educational Responsibility.”

Inaugurating the conference, the noted Supreme Court lawyer and Congress party spokesman, Dr Abhishek Manu Shinghvi, said that 70 per cent of the present population in the country was born after Independence, and 70 per cent these were below 20 years.

He said that the country is passing through political, economic and social crisis, as major national political parties are unable to get clear majority in the Parliament during the last 15 years, leading to an era of coalition politics in the country. He lamented that it had adversely affected the enactment of various laws and Constitutional amendments have become extremely difficult due to the lack of political consciences.

Man shot dead over property dispute

A property dealer in Beheta Hajipur area of Loni has been shot dead by his younger brother over division of assets. The police has arrested the younger brother of the deceased. According to the police, the younger brother had shot his elder brother in a dispute over division of Rs 14 lakh from property.

Satish Dhama, son of Fateh Singh of Beheta Hajipur village in Loni, was a property dealer. At around 8 pm, some people in the village heard the sound of a gunfire yesterday. When they rushed to the spot, they found Satish groaning in a pool of blood by the side of a canal. — OC

Respite from cold

Delhiites will finally be able to put away their woollens with the spring just round the corner, the weather office today affirmed. “It will be spring within three-four days,” said the IMD Director, Mr R. D. Singh, after the weather improved in the Capital this morning following a week of below normal temperatures.

The minimum temperature this morning was 12 degrees, up from the 9.9 degrees celsius yesterday. A clear sky greeted the residents after yesterday’s light showers in some parts of the city. A partly cloudy sky is forecast for tomorrow with the minimum temperature likely to be around 11 degrees celsius. — TNS
