Man threatens to post ‘nude’ pix on Net

A secretary to the director of a private firm in Connaught Place has been arrested by the CBI for allegedly threatening to post the morphed photograph of a girl on the Internet.

Accused M G Sunni was today remanded in judicial custody by the Delhi Chief Metropolitan Magistrate, after being produced by the sleuths of the Cyber Crime Investigation Cell of the CBI.

The man was arrested after the girl had made a complaint on March 9.

In her complaint, she mentioned that she had been receiving threatening and obscene mails for a long time. Her morphed picture was also pasted over a nude photograph. Besides, the accused had also threatened to post her picture on the Internet.

Investigations revealed that all the threatening mails had been sent from one building in Connaught Place, following which the 35-year-old man was nabbed, the CBI said.

SHO or realtor?

The Delhi Police have removed Bir Singh, the SHO of Timar Pur police station, North District, on the charges of his alleged involvement in carving out illegal colonies out of the agriculture land.

He has been posted to the First Battalion and asked to report immediately.

According to the police sources, the DCP of the North district, Rajesh Khurana got the information about the illegal construction being carried out. The same information was also passed to the Commissioner of Police, Dr K.K. Paul, who immediately took the action against him.

This is not the first time when the police have removed such corrupt police officials.

Earlier also, the Commissioner of police has transferred the SHOs of Samay Pur Badli and Kashmiri Gate areas on the same charges.

The sources said that an inquiry had been initiated against Bir Singh.

Inter-state criminal held

The Crime Branch of the Delhi Police claimed to have arrested an inter-state criminal carrying a reward of Rs 10,000. The sleuths also claimed to have recovered one country-made pistol along with two live cartridges from the criminal who was wanted in several cases of container thefts in Delhi and its adjoining states.

The accused has been identified as Yunus, alias Anees, alias Chhotru, resident of Faridabad, Haryana. Acting on a secret information that the suspect would come near Rai University on Mathura Road, the sleuths laid a trap and nabbed him.

During interrogation, the accused told the sleuths that he belonged to the notorious Afroz Gang, which was involved in several cases of container and truck thefts in Delhi, Uttar Pradesh, Haryana and other states. The accused also told the sleuths that he was involved in at least eight such cases along with his associates. — TNS

18-yr-old abducted from Shahpur village

Some criminals have reportedly abducted the son of a teacher in Shahpur Phagota village under Dholana police station area. The family is getting phone calls from Meerut for ransom. But the police have recorded it as a missing report.

Om Veer Singh of Sahahpur Phagota village is a teacher in a nearby school. His 18-year-old son Hardesh is an 11th class student in inter-college in Pilkhua. On March 11, Hardesh had gone out early morning to answer the call of nature, but has not returned since then. Om Veer Singh had lodged a report with police on March 13 after having failed to trace his son.

According to the police, the young man has been abducted and his family members are being threatened on phone, demanding ransom for his safe return. The phone calls are being made from Meerut and Dholana PCOs. The police feel that it is an abduction case as the abductors wanted to settle some score with his family out of vendetta.

Mother, kids missing

A woman with her three children is reported to be missing from her Goverdhan Enclave residence under Sahibabad police station for the last 13 days. The missing woman’s husband, Kiran Pal Singh, a driver, has lodged a complaint with the police that his wife Rajni and three kids have been missing for the last 13 days. He plies a bus in Dadri and sometimes remains away from home for many days.

On March 2, when he returned home, he found a lock on his house door. When he broke open the lock he found his wife had gone away with kids. He also found that cash and valuables in the house were also missing. He tried to locate her, but could not trace her. He has named a person in his report suspecting him to have enticed his wife and kids and eloped with them. Ranvir Singh, in-charge of Rajinder Nagar police post, is investigating the case.

Two killed in road mishap

Greater Noida, March 16
Two persons were killed and three injured seriously when a Swaraj Mazada banged into a Tata-407 on the Expressway last night.

According to the police, the driver of the Tata tempo had parked the vehicle near Badoli village. Later, the Tata 407 (No DL-L-0965) was hit by Swaraj Mazda truck (No DL-E-5875), which came hurtling down at fast speed. The driver and another passenger in the Tata tempo were killed on the spot with the impact of the forceful accident. Three persons in the Swaraj Mazda were also injured.

All the injured were rushed to a Greater Noida private hospital, where two were declared brought dead. The dead, included Kishen, a resident of Nathela, Uttam Nagar, Delhi, while the second deceased could not be identified. — OC

Criminal shot in encounter

Ghaziabad, March 16
A criminal, who had fled with his companion after looting cash and a motorbike from a Delhi trader, was shot dead by the Modinagar police on Tuesday morning. The police recovered a foreign pistol, cartridges, and looted cash from the slain criminal, Jamil, who carried a reward of Rs 12,000 on his head.

The SO of Modinagar, Dharmendra Chauhan, said that the police were alert due to Prime Minister Manmohan Singh’s visit to Ghaziabad on Tuesday. Police learnt that two desperados had fled after looting a motorbike and Rs 5,300 from Rashtriya Congress general secretary Zulfikar Chaudhry.

Later, the police put up barricades and started vehicle checking. Two motorcyclists were sighted at 1 am. When police signaled them to stop they started firing on the police and tried to speed away from the spot. Near Surajpur village, they abandoned the motorbike and tried to run towards the field.

Subsequently, the police encircled them and started firing. One of the criminals fell down, wounded in the police firing while the other one escaped through the jungle. The injured criminal, who was rushed to the district hospital, succumbed to his wounds there.

Chauhan said, the fallen criminal has been identified by diary and noting of Bijnore police. Jamill was a resident of Sikrija village under Naugava police station and the looted Rs 5,300 was recovered from him along with a pistol and cartridges. The Bijnore police had declared a reward of Rs 12,000 on his head. He was wanted in 26 cases and was a history-sheeter, too, Mr Chauhan added.

A difficult chapter for poor parents!

A recent order by schools asking the parents of children admitted under freeship quota to produce annual income certificates has spelt trouble for not only the parents, but the government babus as well, who will be required to dole out more than two lakh certificates a year.

“Somerville School, Vasundhara Enclave, has issued a circular to the students demanding that all those who have been admitted under the freeship quota should produce a proof of their family income at the beginning of each academic session,” said advocate Ashok Agarwal, of the Social Jurists.

Protesting against the order he said, “The demand apart from being totally arbitrary and unjustified goes against the Delhi High Court order. It is almost impracticable to obtain income certificate every year from the SDM. There are more than two lakh children eligible for freeship in the public schools, how will it be possible for the parents of these children to approach the SDM every year for a certificate,” questioned Mr Agarwal.

Somerville School, which has been provided with public land at concessional rates on the condition that it will admit children of the weaker sections to the extent of 25 per cent, has more than 2,000 students studying in various classes.

“In terms of the lease condition, this school is obliged to provide admission to about 500 children belonging to the weaker sections. In the last academic year 2004-05, this school has reluctantly admitted not more than 10 children under the reservation,” said Mr Agarwal, who had written to the Education Minister, Mr Arvinder Singh Lovely, highlighting the ‘harassment’.

It was pointed out that the school has now issued a circular on March 11 to the parents of these 10 children. The circular informed them of a decision taken by the School Managing Committee that the proof of family income duly issued by the competent authority should be submitted every year. It also asked them to submit a fresh proof of income certificate issued by the SDM or Below Poverty Line and Antodaya Ration Cards issued by the Food and Supplies Department of the Government of NCT of Delhi, on or before the 22nd of this month.

While the Principal of the school, Ms A S Templeton, was not available for comments despite repeated attempts, Mr SL Jain of the Action Committee for Unaided Recognised Private Schools, conceded that the circular was impracticable.

He said, “We will have to speak to the school. Any child who has been once admitted under the quota cannot be withdrawn without the prior permission of the Department of Education.”

Riding on the theme of corruption, a group of young Sikhs today launched a party, Shiromani Akali Dal Panthak, with a view to fulfilling the vision set by Jethedar Santokh Singh, a legendary leader of Delhi, who was assassinated 24 years ago.

Manjit Singh, son of the slain leader, who would head the new party, said “Corruption is rampant in the affairs of Gurdwara and the affairs of the Delhi Sikh Gurdwara Management Committee are being controlled by outsiders.”

“Delhi has one of the largest concentration of Sikh population anywhere in the world, yet its affairs are remote-controlled by those in Punjab. It is time now that the Sikhs in this capital city managed their own affairs,” he said.

Pointing out the irony of the situation, he said, “The present president of the Delhi Sikh Gurdwara Management Committee (DSGMC), Mr Paramjit Singh Sarna, has joined hands with Mr Badal in order to cling to religious power that he had won barely two years ago after levelling serious charges of corruption against the Akali chief.”

He said the party would take up the issues concerning the people of Delhi and those outside as the leadership in Punjab lacks the political will to take up these issues.

Coming in support of Haryana Sikhs, who have been demanding a separate management committee to manage their affairs, he said, “How can the Punjab Sikh body take up the cause of Haryana Sikhs when there are political and economic clash of interest.”

“How can one expect the Haryana Sikhs to support the Punjab’s stand on water, when he is directly affected by the decisions taken by the leadership in Amritsar,” he said.

Manjit Singh said the party would take up all the Sikh causes, especially those outside Punjab, as they get little attention.

The Jathedar Santokh Singh Akali Dal had the ‘blessings’ of former Akal Takht Jathedar Ranjit Singh and Akali Dal (Longowal) president Prem Singh Chandumajra, both fierce critics of Mr Badal, he said.

“The present Sikh leadership in Delhi just wants to retain power without providing the inspirational leadership we need. The result is corruption, and falling standards of education at our institutions,’’ former DSGMC president Prehlad Singh Chandok, one of the patrons of the new grouping, said.

Jathedar Santokh Singh, a close aide of then Prime Minister Indira Gandhi, was credited with securing land for Delhi’s historical gurdwaras and several Sikh institutions.

CM firm on weeding out corruption

Chief Minister Sheila Dikshit said her government was committed to rooting out corruption from the system.

Though nobody could guarantee that there would be no corruption which being a countrywide problem, the government was making all efforts to crack down on corrupt officials, she told reporters.

Responding to the Opposition’s call for dismissal of the state government over the recent corruption scandal rocking the city’s Sales Tax Department, she said it could have been justified if the government was not taking action or shielding people allegedly involved.

FIRs had been registered in this regard against the officials identified from the sleaze tapes and action was initiated against them. Some ‘non-government’ people had also been named in the FIRs, she said.

“Besides, the transfer policy was also being examined as a way to keep the officials from adopting corrupt practices,” Mrs Dikshit pointed out.

Action had earlier been taken in the cases relating to corruption in the Municipal Corporation of Delhi and the Public Distribution Department, she added.

Saying she was thankful to the media for exposing corruption in the government offices, the Chief Minister said any other similar effort was welcome.

The government was planning to introduce access control mechanism and CCTV to check the entry of unauthorised persons in the government departments, namely the sales tax office, transport department, food and civil supplies department, MCD and Delhi Development Authority, she added.

Surveillance by the anti-corruption staff would also be strengthened.

Surajkund Tradefest, a damp squib

The ongoing ‘Tradefest -2005’, the annual state level fair of the trade and industry, seems to have turned out a flop show due to the rising day temperature and poor public response. Surajkund Tradefest – which used to be held in the last week of December each year - was held in the month of March for the first time. And the venue of the fair was also shifted from Surajkund to Sector- 12 here. But the participants appear to be worried as it failed to emerge a crowd-puller due to various factors.

The experiment of preponing the event to March and shifting its venue to a place in the mid of the town, has not been able to solve the problem, says an insider of the Tradefest. As many as 300 stalls wear a deserted look during the day, as the number of the visitors from 10 am to 5 pm was very thin, though the stall owners and the traders who have put up their products and services on display-cum-sale find the visitors strength a little better in the evenings.

Moreover, one of the main reasons of the situation getting better in the evenings was perhaps due to the fact that there was at least one cultural event held each night, as around half of visitors come for such events, claimed a participant. He said the rising heat in the daytime for the past two days has been a deterrent factor for the visitors.

As a result, the stall owners find it difficult to pass their time what to speak of the business, added one stall owner. It is reported that at least a dozen stalls were lying empty, as no one turned up to book these, contrary to the claims of the organisers that there was a huge response from the business and trade circles regarding the booking of the stalls. Earlier, the organisers had claimed that the ‘Tradefest’ would not only be showcasing the industry and business of the state, but it would also serve a platform for promoting business enquiries, on the pattern of the India International Tradefair, which is held at Pragati Maidan in New Delhi, each year.

But according to reports, the response in this regard has also been poor and the authorities concerned are still to come out with any figures in this connection. Though some of the leading manufacturers and government enterprises have put up their stalls to provide information about their products and services, but it is learnt that there were still many companies across the state, which had not shown any interest in this fair.

However, the dealers of some of the consumer durable have put up their stalls, with a view to promote their sales. Various trade and industry associations have been holding seminars on each day, but the attendance here also was stated to be thin and lacking to generate any mass interest. A huge tented-auditorium has been erected for the cultural event in the evening here, but it hardly gets a full capacity.

DMA favours continuing education for doctors

A majority of the members of the Delhi Medical Association (DMA) favour continuing medical education (CME) mandatory for practising doctors as this upgrades their skills.

The President-elect of the Delhi Medical Association, Dr K.K. Aggarwal, said, “In the coming session, the DMA plans to place a major thrust on promoting CME in Delhi. We hope to make Delhi the first city in India to have facilities for the web-based online CME. Talks are in advanced stages with the telecom companies and a formal announcement to this effect will be made by the DMA soon.”

Dr Aggarwal takes over as the President of DMA from April 1. There are almost 6,15,000 registered doctors in India, of which about 27,000 are in Delhi alone. Many of them had passed out of the medical colleges even decades ago. Medical sciences have made great strides over the years and many treatment regimes, popular earlier, have paved way for newer and safer ones. Due to the absence of regular organised educational upgrades, very few practising doctors have either the time or the inclination to study the latest developments in the medical field individually.

Based on the latest research, several definitions and parameters too have been altered. Doctors need to keep themselves updated on these developments to ensure better health for patients.

“On an average, every two to three years, some new guidelines for treatment emerge. The parameters, which were applicable a few years back, are no more applicable today. Blood pressure of up to 140/90 was considered normal a few years back, but now the normal limit is 120/80. Similarly, the level for fasting sugar is 90 mg% as compared to 140 mg% hg, which was considered normal a few years back,” says Dr Aggarwal. The purpose of regular CME is to update doctors on the latest norms and accepted practices.

However, fraught with various dilemmas, the issue is actually more complex than it seems on the periphery. Elaborates Dr Aggarwal, “We first need to bring in the anti-quackery bill, before we even think of making CME compulsory.”

Another major issue that needs to be addressed is that of monopolistic hold of healthcare companies on updating doctors of the latest developments in medical field, adds Dr Aggarwal.

“In the absence of a government-sponsored thrust on CME, most such education programmes and seminars are either directly sponsored or instigated by the healthcare industry,” he added.

According to Dr Aggarwal, “As of now, doctors rely heavily on medical representatives for regular updates on newer medicines. The government needs to assume a greater responsibility to improve healthcare in India.

Midday meal contract

5 held for bid to steal cash from ATM

The West district police claimed to have arrested the five criminals, including the private security guard, who tried to break into UTI’s ATM and steal cash in the Nangloi area.

The accused have been identified as Mahesh (24), resident of Nangloi, Inder, resident of Shahjahanpur, Kamal Kumar (21), resident of Najafgarh, Sonu (22), resident of Nangloi and Yograj (22), resident of Sultanpuri. The accused had reportedly tried to break the machine with the help of gas-cutters and when the security guard on duty reached, all of them fled the spot.

Acting on a complaint from the UTI bank that some persons had tried to break the ATM machine on Main Rohtak Road, Nangloi, the police kept a close watch on the shops selling gas-cutters. During this time, one Mahender Singh of Shiv Auto Service also informed the police that his cylinder had been stolen

Another person, Mahesh of Santosh Trading, identified that the gas-cutters used in the incident had been purchased from his shop by one Rakesh. When Rakesh was picked up, he told the police that he had purchased the gas-cutters for one Sonu of Aggarwal Tent House. Accordingly, all of them were nabbed.

14-day judicial remand for Moti Goel’s accomplice

Mahavir, the right hand man and accomplice of land mafia Moti Goel, who was arrested by Sector-39 police from his Naya Bazar house in Delhi on Monday, has been remanded by the District and Session Judge Barkat Ali Zaidi in 14 days’ judicial custody.

Mahavir, son of Om Prakash, is said to be an expert in getting the land transferred on fake or duplicate documents and getting the revenue records tampered by conniving with government officials. Mahavir is a trader of Khari Bauli, Delhi.

Mahavir had literally ‘bought” the officials of Dadri Tehsil in 2000 and 2003 and got 40 bigha Panchayat land of Shahpur Goverdhanpur village illegally transferred to his name and the names of his relatives.

District Magistrate Santosh Yadav has entrusted the probe of this to Deputy District Magistrate Rakesh Kumar Singh. Criminal cases have been registered against all the accused, believing them to be culprits, in Sector-39 police station. The cases have been filed by revenue official Brijesh Kumar against 11 persons, including Moti Goel, Mahavir and Rakesh Kumar.

Subsequently, a police team led by police Circle Officer Uday Shankar Singh conducted a raid on the house of Mahavir in Naya Bazar Delhi on Sunday night and arrested Mahavir.

Mahavir has confessed to the police that he was involved in land transactions with Moti Goel for the last 14 years. Moti Goel’s younger brother Rakesh works with him in the Khari Bauli general merchant shop and both of them own more than half a dozen three-wheelers and four wheeler vehicles.

Goods train derailed

The derailment of the wagon of the goods train has considerably damaged the track. All the trains heading for Delhi were held up Khurja and Aligarh railway stations, while trains going to Kanpur were held up at Ghaziabad, Shahdara and Delhi railway stations. However the affected trains were Priyag Raj, Farrkka, Unchahar and Brahmputra Express. The traffic on the line could not be resumed till 2 am. — OC
