The Dadri police seized over a thousand duplicate CDs of various companies from an electronic shop M/s B.K. Electronics on Jarcha Road, Dadri, and took one person in custody on Saturday. The police had been receiving complaints against the owner of the shop, Vinode Sharma for selling duplicate CDs.

BJP flays bid to impose pollution tax

Accusing the Congress-led Delhi Government of misguiding the public, the BJP has warned the Congress Party against imposing of unlawful charges under the so-called ‘Polluter Must Pay’ policy for the daily surface-cleansing of all streets, which under the provisions of Section 42 of the DMC Act comes under its obligatory functions.

The Leader of the Opposition, Mr Jagdish Mukhi, told the Delhi Jal Board employees, holding a sit-in, that it was unfortunate that on the one hand the Congress party was organising a ‘Dandi March’ and on the other, the Delhi Government was rubbing salt into the wounds of the people by imposing a four per cent Value Added Tax on the commodity.

Nod to 20 fast track courts, 4 Lok Adalats

In a step that will go a long way in expediting dispensation of justice and clearing backlog of cases, the Delhi Cabinet has approved setting up of 20 fast track courts and four permanent Lok Adalats in the Capital.

The fast track courts would hear cases, which came under the jurisdiction of the Sessions Court. These courts would give preference to cases pending for a long time and would be able to expeditiously try and examine witnesses in established cases.

Similarly, the Lok Adalats would take up cases relating to public utility services like supply of power and water, insurance service, transport services by air, road or water, public sanitation services, postal, telegraph and telephone services and services offered by hospitals or dispensaries.

Efforts would be made by these Lok Adalats to settle disputes and their awards would be like a decree of a civil court.

Once established, these Lok Adalats would benefit the people by ensuring that they did not end up paying heavy court fees and other expenses related to regular courts. The decision was taken by the Cabinet, headed by the Chief Minister, Mrs Sheila Dikshit, in a meeting held on March 9.

The 11th Finance Commission had allocated more than Rs 500 crore for setting up 1,734 fast track courts in various states to deal with long pending cases, particularly Sessions cases, but no allocation was made for Delhi. However, after the state government’s insistence, about Rs 6 crore was allocated for the purpose.

As per the scheme, fast track courts are to be set up for a period of five years and in accordance with the Supreme Court’s directions, which was also monitoring the same.

In Delhi, 115 posts would be created for running the courts for a period of one year, after which they would be reviewed by the Centre before allowing extension. As many as 49 posts, including four for chairman and eight for members, would be created for manning the permanent Lok Adalats.

The Cabinet had earlier approved the creation of the posts for the Lok Adalats but the decision was kept in abeyance till clearance from other states. After similar Lok Adalats were set up in Haryana, Rajasthan and Jharkhand, the Delhi Cabinet revived it and gave its green signal. Lok Adalats on supply of power and water, insurance service would work six days a week, while the other three days a week.

Heritage site status for CP likely

The Urban Development Ministry’s Heritage Conservation Committee is likely to declare Connaught Place a heritage site.

The Ministry sources said that work in this direction was on and the Heritage Conservation Committee, constituted recently, has already met thrice in this regard. It would soon finalise a list of heritage buildings, including Connaught Place. The Ministry is also finalising guidelines, rules and regulations with regard to the use and maintenance of these buildings to be followed by all agencies like the Municipal Corporation of Delhi (MCD) and the New Delhi Municipal Council (NDMC), the sources said.

The Connaught Place was constructed in 1933 on a land of the Madhoganj village acquired by the government and sold to private parties at the rate of Rs 2 per square yard. It was named after the Duke of Connaught to honour him on his visit to Delhi.

The NDMC renamed Connaught circus as Indira Chowk and the Connaught place as Rajiv Chowk on January 12, 1996, in its first meeting.

He said that after the Connaught Place was declared as a heritage site, an awareness campaign would have to be launched to make people value the place and extend a helping hand in the conservation of the heritage. It is an important landmark of the national Capital for commercial, cultural activities and from urban design point of view.

A senior official of the NDMC said that once the Connaught Place was declared as a heritage site it would facilitate the department concerned in removing ugly looking structures, most of which is privately owned. Thereafter, the place will acquire a new meaning in urban design.

At present, the NDMC is powerless to compel the private owners to use their buildings in a manner it wants, but after confirment of the heritage status, it will be equipped to take care of the aesthetic aspect in the redevelopment of the area, the official said.

The redevelopment will involve reorganisation of traffic flows, reassessment of parking requirements, redesigning roads, streets, lights, drainage and sewerage, new landscaping for the Central Plaza and restoration of the heritage facade of the place and modernisation of existing structures.

The official said that in the restoration of the heritage facade of Connaught Place and its modernisation, global expression of interests would have to be invited, as the task was that of large-scale urban renewal.

1,000 duplicate CDs seized, 1 held

Noida, March 13
The Dadri police seized over a thousand duplicate CDs of various companies from an electronic shop M/s B.K. Electronics on Jarcha Road, Dadri, and took one person in custody on Saturday.

The police had been receiving complaints against the owner of the shop, Vinode Sharma for selling duplicate CDs.

Sharma was not present in the shop at the time of the raid under police post in-charge Arvind Rathi. His nephew, Manish Sharma was in the shop and taken into custody.

The police are ascertaining the CDs as part of the investigation, Mr Rathi said.

Driver absconding with car, money

A driver has reportedly absconded with his owner’s Honda City car and a brief case containing Rs 3 lakh from Noida under Sector-20 police station. After a while, he is reported to have dumped the car near Bangel town.

Rajan Gupta, resident of Sector-15A, Noida, had gone to Brahmputra Market, Noida, in his car on March 5. His driver Laxman remained in the car while Gupta went shopping. When he returned, he did not find his driver there.

The next day Gupta filed a report at Sector-20 police station. The police have since raided Laxman’s house in Ashok Nagar a number of times but have not found him. Investigating are still on.

BJP flays bid to impose pollution tax

Accusing the Congress-led Delhi Government of misguiding the public, the BJP has warned the Congress Party against imposing of unlawful charges under the so-called ‘Polluter Must Pay’ (PMP) policy for the daily surface-cleansing of all streets, which under the provisions of Section 42 of the DMC Act comes under its obligatory functions.

The Delhi BJP Secretary, Mr Vijender Gupta, said that under the provisions of the ‘Pollution Act’, action should be taken against the Corporation and not against the Delhi citizens for causing pollution in the city. There is no specific mention in the Act for charging the public for the sanitation services being provided by the Corporation as per the statutory obligations.

A tax or charge, not specifically mentioned in the Act, can be imposed. The proceedings from these taxes should be spent for discharging of the obligatory functions of the Corporation, he added.

He alleged that imposition of the PMP policy on the citizens is the brainchild of the Delhi Government and the proposal has been initiated by the municipal bureaucracy to discredit the elected municipal councillors in the public eyes.

The levying of any charges under the publicly announced policy of the PMP during the 2005-2006 will be in violation of the Section 109 of the DMC Act.

Mr Gupta alleged that the Congress party is adopting unlawful methods to avoid imminent bankruptcy of the Corporation. In all likelihood, the Corporation may not be able to meet the salary obligations of the staff in 2005-2006.

Hydrogen the ultimate fuel: IIT professor

Hydrogen is the ultimate fuel for future as it would solve the energy crisis and save the environment. This was stated by Prof L. M. Das of the IIT, Delhi, while delivering a lecture at the Foundation Day of the Research and Development (R&D) Centre of the Indian Oil Corporation here.

Prof Das, who is also the Director of the Hydrogen project in India, United Nations Industrial Development Organisation’s (UNIDO), however, added that there are certain roadblocks, which needed clearance before the ongoing research work led to the expected results.

He said the techno-economic feasibility of this ambitious project is one of the main issues, requiring a solution before the speedy expedition of the same.

He said the R&D Centre of the Indian Oil Corporation is the nodal agency within the oil and gas sector to implement hydrogen energy in the country.

He said the R&D Centre has already undertaken firm action plan in this direction and would be able to demonstrate the use of the H2-CNG mixture in the vehicles within a few months. The team members of the well-known ‘INDMAX’, the gradation technology of the IOC, were also felicitated with cash awards on the occasion.

He went on to accuse the Chief Minister, Ms Sheila Dikshit, of trying to sell the DJB to “foreigners”.

Cheats held for duping youths

With the arrest of two persons, the Crime Branch of the Delhi Police today claimed to have busted a gang of cheats, who had duped several unemployed youths on the pretext of helping them to setup tube choke and candle industries.

The accused persons, who were nabbed from Moti Nagar, have been identified as Amit Bhatia, resident of Vikaspuri and Bhagwant Talwar, alias Montu, resident of Chanakya Place.

Acting on a complaint from a victim, Kandard Garg, resident of Azadpur, that the accused persons placed advertisements in leading national dailies that they would help the unemployed youths earn lakhs of rupees.

Accordingly, when Garg contacted the accused persons, they persuaded him to buy machines manufacturing tube chokes and asked him to pay Rs 15,000 for the same. Two days later the accused persons gave him a machine, which was not worth more than Rs 5,000.

Meanwhile, in another case the East district police today claimed to have busted a gang of Bangladeshi dacoits and robbers and worked out as many as 13 cases.

The accused persons have been identified as Mohammad Aroon, Iman, alias Imran, Indadul, alias Inda, Mohammad Salim and Mohammad Suleman, all residents of Bangladesh.

21 teams to nail cops guilty of killing junk dealers

After the visit of the Additional Director General, Bua Singh of UP police (Law and Order), the district police have set up 21 teams to nab the 11 policemen of Kasna police station, accused in the killing of three junk dealers
of Dadri.

In no other case in the recent history such a large number of police teams had fanned out in search of the accused. Since those involved are all police officials, they know the ways to avoid detection, the police said. It is almost a fortnight now, but none of the 11 policemen accused of murdering the three young junk dealers of Dadri—Arshad, Meherban and Aasif— have been traced.

On Saturday, SSP Piyush Morhia has approved the setting up of 21 teams which have fanned out to Lucknow, Allahabad, Barielly and many other districts.

Airman’s killer caught after 11 months

Ghaziabad, March 13
The Loni police have nabbed a person for the murder of an Air Force personnel, Ashok Kumar Sharma, who had come to attend his niece’s marriage in Balraj Nagar, 11 months ago.

The arrested man Adesh is also an Air Force employee and had come to attend the same marriage. Both of them had bought some property which became a bone of contention between the two friends, the police said.

Ashok Kumar Sharma, who had come on April 20, 2004, from Delhi to attend the wedding of his cousin, Rajbir Sharma’s daughter, had been shot at night while he was returning home.

Delhi to have Patanjli Yogapeeth

Renowned yoga teacher Swami Ramdev has said that Divya Yoga Mandir Trust will set up Patanjali Yogapeeth in Delhi.

Swami Ramdev, who was addressing the organisers of forthcoming yoga camp in the Capital’s Chhatrasal Stadium from March 21 to 27, said the Yogapeeth will have facilities for study and research in yoga, Pranayam and Ayurveda.

He said the Yogapeeth will take up research projects to study the comparative effects of Allopathy, homeopathy, Unani and work for establishing Ayurveda and yoga on new scientific parameters.

Spokesman of Divya Yoga Sadhna Samiti, S K Tijarawala said a Patanjali Yogapeeth, set up by Divya Yoga Mandir Trust, is already working near Haridwar.

He said that the Yogapeeth had helped thousands of patients get rid of some chronic ailments.

An apology for a primary school in Ghaziabad

Ghaziabad, March 13
The teachers of a primary school at Vandana Enclave in Khora Colony are a harassed lot as the local people have converted the school into a cattle pen. Left with no alternative, the schoolteachers have lodged an FIR with the Indirapuram police station in this regard.

According to the teachers, the people have removed the doors from the school building and demolished a part of the boundary wall so that buffaloes can enter the school campus easily, converting it into a pen for all practical purposes.

The students have been forced to sit on the floor. To cap it, there is a shortage of mats for the 200 students on the rolls of the school. Besides, there are just five teachers.

The school compound is used for cattle by the residents even during the school hours.

Parents often use this as an excuse to keep their wards from the school. The police have failed to take any action against the cattle menace in the school so far.

Hike in import duty on vanaspati demanded

The president of Central Organisation for Oil Industry and Trade (Cooit), Mr Sandeep Bajoria, has demanded a hike in import duty on vanaspati from its present level of 30 per cent.

He said the low import duty has resulted in losses to the domestic industry.

Bajoria was speaking on the occasion of 26th rabi oil and oilseeds seminar, organised by the Cooit in the Capital on Sunday. He however, thanked the government for abolishing excise duty on vanaspati and refined oils.

Mr Ajay Tandon, Chairman of the Cooit, also expressed the same concern. Both of them were optimistic about the performance of oil and oilseed sector in 2004-05.

Bajoria said the prospects for the current year were bright for the sector. He said it is a pleasant coincidence that the sector witnessed a favourable policy of the government and a good crop of oilseeds. Bajoria expressed concern over the oilseeds production in the country.

One-way traffic at NDSE

In order to decongest the colonies of South Extension due to increased vehicular movement in the area, the Delhi Traffic Police has implemented “One Way Scheme” in the South Extension.

As per this plan, effective from March 13, vehicles can enter South Extension Part-II from Ring Road via the road near Mehrasons Jewellers. For exiting they will have to follow one-way and can exit near McDonald outlet and reach the Ring Road. — TNS

Ceramic expo for the cause of art schools

The T Lounge of Hotel Ashok here has been bustling with activity since March 10 when a special exhibition of ceramic art was inaugurated.

Called ‘Going Potty’, the exhibition has on display 500 painted Agra stone works and Khurja potteries, some of which have been put up for auction. The proceeds from this will go to finance the art schools and community development projects for the traditional artists engaged in pottery painting.

Some of the well-known artists like Satish Gujral, Anjolie Ela Menon, Jatin Das, Muzaffar Ali, Manu Parekh, Medha Sharma, Madhulika Jha and Sudhir Telang, are participating in the exhibition by displaying their art on pots.

The exhibition is on till March 16.

Paintings on monument of eternal love

While at Hotel Ashok, art on Agra stone is being exhibited, the Gallery 51 is showcasing paintings, prints and photographs of the famous Agra monument, the Taj Mahal to commemorate the 350 years of existence of the monument of eternal love.

The exhibition of the select paintings, prints and photographs will be on view till March 31.

The Habiart Gallery at the India Habitat Centre here is holding a joint exhibition of the recent paintings of Madhushree Muchal and clay art of Tanuja Jain from March 11 to 15.

Madhushree, who hails from Indore in Madhya Pradesh, is a self-taught artist who has participated in many solo and group shows in the country. Some of her works are in private collections, both here and abroad.

Works of 15 contemporary artists

The Anant Art Gallery in Defence Colony here is showcasing the works of 15 contemporary artists in an exhibition entitled, ‘Negotiating Matter/s’.

The exhibition will be on view till March 20 and has been curated by the well-known art historian, Roobina Karode.

Symbolism of Bhakti poets on show

Art Indus is holding a solo exhibition of about 20 paintings, ‘Songs of the Beloved’ by the well-known artist, Bulbul Sharma at the Shridharani Gallery, Triveni Kala Sangam here. Most of the paintings in the exhibition, which is on till March 21, portray the symbolism of Bhakti poets like Rumi, Mirabai and Jayadev. Bulbul Sharma revels in painting the mysteries of nature and God and invariably brings to life the motifs in vibrant colours and strong brush strokes.

Bulbul Sharma has held over 15 solo exhibitions in all the metropolitan cities here and in London as well since 1987.

Union Minister of Chemical and Feritilisers, Mr Sukhdev Singh Dhindsa, was the chief guest on the occasion.

The Principal, Dr Satnam Kaur, read out the annual report and highlighted the achievements of the college in various fields, including sports and academics.

She also informed that the college has begun offering new courses like diplomas in textile designing, travel and tourism and computers.

A special mention was made of the achievements of the karate team, which bagged nine gold medals, 11 silver and five bronze at various state judo competitions.
