The Budget session of the Delhi Assembly will commence from March 15 and conclude on April 6, the Speaker, Mr Prem Singh, said today. The session would start with the Lt-Governor, Mr B. L. Joshi’s address on March 15, when the House would also pay homage to the tsunami victims and former prime minister PV Narasimha Rao, he told reporters here. The Finance Minister, Mr A. K. Walia, would present the budget for 2005-06 on March 23.

MCD official held for accepting bribe

New Delhi, March 12
The sleuths of the Vigilance Department have arrested an MCD official for allegedly demanding and accepting bribes from an applicant for issuing possession certificate for his residence.

Rajender Singh Negi, a Head Clerk with the Slum and J J Department of the civic body, was arrested by the Anti-Corruption Branch of the Vigilance Department yesterday while he was accepting a bribe of Rs 10,000 from one Mohammed Ashiqeen for issuing a possession certificate for his DDA house in Inderlok, an official release said here.

Negi had allegedly demanded Rs 20,000 for giving the document, but Ashiqeen expressed his inability to pay the amount. The officer then agreed to accept the money in two installments of Rs 10,000 each, it said.

Ashiqeen then approached the Anti-Corruption Bureau and on the basis of his complaint they laid a trap and caught the official while he was accepting the first installment, it said.

A case has been registered against the erring official and the money recovered, it added.

The Special Cell today claimed to have arrested a district organiser of Ranbir Sena of Bihar, involved in mass killings in the state. The sleuths also claimed to have seized one country-made weapon along with five live cartridges from his possession.

The accused person has been identified as Vinod Sharma (38), hailing from Bihar and currently residing in Shahdara.

Acting on a secret information that Vinod would meet his associate near Gagan Cinema, Shahdara, the sleuths laid a trap and nabbed the accused.

During interrogation Vinod told the sleuths that he was involved in at least eight cases and in 1993 he came into contact with Ranbir Sena, which was involved in mass killings in Bihar.

Duplicate LDO manufacturing plant unearthed

The Crime Branch of the Delhi Police today claimed to have apprehended one Sunil Mittal and unearthed a duplicate LDO manufacturing plant at Khasra in Mundka in West Delhi. The sleuths also claimed to have recovered 59,000 litres of duplicate LDO from the premises of the accused.

Acting on a secret information that one person was manufacturing duplicate LDO, the sleuths sent a decoy customer and upon finding that the accused was manufacturing and selling duplicate LDO, arrested Mittal and seized duplicate LDO from his premises.

During interrogation the accused told the sleuths that there are several plants functioning in Kachchi colonies in Delhi, Haryana and Uttar Pradesh. The accused started the plant six months back and earned huge profits due to this illegal business.

Firing creates panic in college

Greater Noida, March 12
Two foreign students, who assaulted a local student outside an engineering college in Greater Noida’s Knowledge Park-II, were beaten up by the local people. Later, the locals fired in the area, which created a commotion on the college campus so much so that both boys and girls students had huddled themselves in their rooms out of fear.

Both the foreign students, who had come from Meerut to make inquiries in local engineering colleges, were later arrested by the Kasna police. But by the time Kasna police reached the spot, the local miscreants had fled from the scene.

According to the police, the two foreigners were MBA students in Meerut, who wanted to join an engineering course. The incident happened when a local student greeted them with ‘Hello Kaliya (blackie). It had offended them and later they assaulted the local boy. A brawl ensued as some local students tried to save their class fellow. Hearing the commotion, some local people armed with firearms descended on the scene and thrashed the foreign students after firing a few shots to scare everybody. The foreign students were from Tanzania and Vietnam, the police said.

Pak spy sent to judicial custody

Meerut: A court here today remanded a man, who was caught while allegedly spying for Pakistan, to judicial custody. While sending Khalil Hussain Shah to judicial remand, Additional Chief Judicial Magistrate Navneet Kumar fixed March 14 as the next date for hearing.

The Special Operation Group of the UP Police had arrested Shah, a resident of Poonch district of Jammu and Kashmir, on Thursday from the cantonment area here for allegedly spying for Pakistan.

Hussain, 28, had opened an account in a bank in the cantonment area under the fictitious name of Ravi Kumar and used to send information about senior army officers and vital army installations to Pakistan through e-mail.

Hussain had visited Pakistan in 2000 and after developing relations with the ISI, stayed there for three and a half years.

Four booked for cheating

Faridabad: Four persons, including one from Delhi, have been booked by the police here in connection with duping a resident of Atali village in the district of Rs 3 lakh. The money was allegedly taken for providing a government job to a man, Rajesh Kumar.

The complainant has alleged that four accused, identified as Sandeep, Rambir, Virender and Prashant Mishra, took Rs 3 lakh from the victim about one and half years ago for getting his younger brother a government job.—TNS

For the generation that swears by their Levi’s, it was an attempt to be a part of an experience, which had been relayed to them only through textbooks. Seventy-five years after the famous Dandi March, the generation that has grown up on the stories of a legend called Gandhi, paid tributes to the man and his achievements by undertaking a walk through the city’s roads.

Most of them in white, some sombre, others merry, it was an expedition that saw hundreds of students take part in the 75th anniversary of the Dandi March. Organised by the NSUI, the march was a learning experience, claimed most.

“It was a tribute to Gandhiji and a chance for the students to do their bit for the nation. It was an opportunity for us to take part in such an initiative, which has a special mention in history. And what made it doubly rewarding was watching students join us at every step that we took,” said Kuntal Krishna, spokesperson of the NSUI.

The march that began with 70-odd people at Jawaharlal Nehru University’s Sabarmati Hostel, criss-crossed the city to reach the Mahatama’s final resting place, Rajghat.

“More than 200 students undertook the 22-km walk and no one showed signs of slowing down. In fact, even when the police tried stopping us at more than one place, we were determined to keep walking and none of the students agreed to their suggestion that we should take a bus till ITO and then proceed to walk,” said Madhumita, the president of the JNU unit of the NSUI.

And it was not only the young blood that walked the miles. As a mark of celebration of the famous Dandi March, the Chief Minister, Mrs Sheila Dikshit, flagged-off a walk at Gandhi Smriti, where Mahatma Gandhi was assassinated in 1948, as hundreds of Congress activists and Gandhians set out on the 2-km march that culminated at the August Kranti Udyan. This was the 75th anniversary of Mahatma Gandhi’s famous Dandi March. The Union Minister, Mr Ghulam Nabi Azad, also joined in along with the former Union Minister, Mr Vasant Sathe.

Besides, function was organised at the Raj Ghat and all 12 districts of the national Capital. Those who attended the function at the Raj Ghat included Mrs Dikshit, the DPCC President, Ram Babu Sharma, senior Congress leaders R. K. Dhawan, Ajay Maken, Tajdar Babbar, Ashok Chopra and many other senior leaders. All MPs, ex-MPs, MLAs and Municipal Councillors attended the Dandi March function.

The Sports Medicine Unit, Department of Orthopaedics, Sir Ganga Ram Hospital, is organising a ‘Sports Medicine and Arthroscopy Workshop’ on March 13.
Over 100 doctors from all over northern India will be attending the workshop.

The focus of the workshop is to discuss common injuries like ligament sprain, hamstring and other muscle injury, ligament tear- instability, tendinitis, cartilage injury affecting different parts of the body and joints like knee, shoulder, elbow, ankle, wrist and other foot problems affecting the sports persons.

It has been found that about 60-70 per cent of injuries affecting sports persons commonly can be prevented by pre-event and pre-season preparation, which includes thorough medical check up, regular physiotherapy attention, bio-mechanical check, podiatric assessment, attention to nutritional and body statistics, detailed screening of previous problem of athlete. Also, appropriate strength training, routine redressal of personal problem and regular and proper training schedule can keep the previous injuries of athlete under check. One important aspect to be discussed is to bring in regular accreditation of coaches into being, as this is very essential for the overall development of athlete and sports.

The meeting will also focus on specific sports like cricket injuries, which is becoming more evident with increasing duration and number of games played by players in a very competitive environment. One such example has been our injury-struck star player with ‘tennis elbow’. The workshop will also focus on other injuries affecting fast bowlers, spinners, wicket-keepers like chronic low back pain, knee injury, hamstring and other muscle injuries.

Injuries from other games like football, tennis, basketball, snooker, wrestling and hockey will also be focussed upon. Hockey is another sport where impact injury along with back problems are common. The workshop will try to address how a hockey player can prevent these injuries by using proper sports gear.

VAT is transparent tax regime: Walia

The Delhi Government today made it clear that it would go ahead with the implementation of the Value Added Tax from (VAT) April and sought to allay the apprehensions of traders, saying that it will be simple, trader-friendly and the revenue from it will be used for city’s development.

“We need to replace the 30-year-old rules and regulations in our country. The VAT is a transparent tax regime and traders will benefit,” the Delhi Finance Minister, Dr A. K. Walia, said at a meeting, organised by the Sales Tax Bar Association here.

Noting that every year five lakh people are added to the existing population of Delhi, Mr Walia said the government had to provide more services and needs adequate funds for development works and “whatever we get (from VAT), would be used for the city.”

The Finance Minister assured traders that their concerns would be addressed when they join hands with the government for the successful implementation of the VAT and said there was no reason for them to worry about harassment. “Punishment under VAT is the same as in the sales tax law,” he noted.

The Member, Sales Tax Appellate Tribunal, Mr K. Sethuraman, said the ultimate objective of the new tax system is to avoid cascading effect of indirect taxation on final user and called for state-level reforms.

Redressal system goes online

The Chief Minister of Delhi, Mrs Sheila Dikshit, inaugurated the MCD’s computerised Public Grievances Redressal System. It would enable instant and transparent solution to the problems of citizens relating to the civic amenities at their doorsteps.

The Chief Minister said that computerisation of the department will help people make complaint from their homes. They need not visit the MCD office. They do not need either to telephone to the officer concerned. She expressed desire to make other departments like Delhi Jal Board, power, sanitation, etc online. It will expedite the work as well as transparency will also be there in the departments.

She said that this agreement was signed last year in July between the MCD and the eGovernments Foundations, a non-profit making NGO.

The citizens can now register their complaints through multiple system. The complaints could be sent either by login of Internet to site or by sending e-Mail to address .

Besides, complaints can be lodged on phone or visiting personally at the office of Assistant Public Relation Officer in all the 12 zonal offices of the MCD as well as Headquarters (Town Hall), where the complaint forms will be available.

All the complaints will be issued a tracking number which will enable him on the Internet on phone to find status of the complaint. System will also provide interactive messaging system between the citizens and the MCD officials. This system will be available round-the-clock every day.

Citizens can view the status report of all the complaints in a graphical manner. The status reports would be available city, zone and MCD department-wise.

40 cases of unfair means detected

Faridabad, March 12
As many as 40 cases of unfair means have been booked by the authorities concerned in the English paper examination of Plus Two of the Haryana Education Board in the district on Friday.

While a total of about two lakh students are appearing for the Board exams through out the state this year, about 17,000 candidates are from Faridabad district. According to reports, 13 students were caught copying or were found possessing cheating material by the flying squads and the raiding parties appointed by the Board in the Faridabad sub-division, while around 27 students were booked in other sub-divisions, which included Palwal, Hathin and Hodal. A total of over 330 students were found copying through out the state yesterday. The Board has set up about 470 flying squads and Special Task Force teams in the state to check and supervise about 800 examination centres for the Secondary examination. Section 144 of the IPC has also been implemented in and around the exam centres to prevent gathering of unwanted elements, said an official.—TNS

Tribals allege torture, exploitation

Claiming that tribals, especially women, were being exploited in the city, activists urged the Delhi Government to appoint nodal officers to tackle the alleged rise in the incidents of torture and exploitation.

Tribal activists said that a large number of employment agents, some of them using self-given Christian names and religious symbols, were preying on job-seeking tribal women from Jharkhand, Orissa and Chhattisgarh.

Addressing newspersons here recently, lawyer Mary Scaria of the Justice and Peace Commission said case histories of hapless tribal victims had made a mockery of human rights in the national Capital.

‘’NGOs taking up the cause of working girls and women were shocked to find utter callousness among the police force. Even when we accompanied the girls to register their complaints with the police, it was with great difficulty that police stations would accept the complaints. Only in rare cases were actual FIRs filed,’’ read a joint statement by Ms Scaria, Domestic Workers Forum’s Sophie and All India Catholic Union president John Dayal.

There were an estimated 85,000 to 100,000 tribal women working in Delhi, most of them unmarried and less than 25 years in age, they said.

‘’We have requested the Police Commissioner to identify a senior officer of the rank of Joint Commissioner or Deputy Commissioner to sensitise the police in this regard.’’

Ms Scaria alleged that many cases of tribal murder, suicide and fatal torture had gone untracked, unexplained and not investigated.

Govt urged to modify admission procedure

New Delhi, March 12
Following complaints by the parents against the schools that refuse to either provide or accept the forms for students seeking admission in the freeship quota, the Social Jurists has written to the Education Minister, Mr Arvinder Singh Lovely, to modify the admission procedure.

In a letter to Mr Lovely, it has been pointed out that to make the process transparent, the parents should be asked to submit their application forms to the nodal officers concerned instead of approaching the schools or submitting their applications to the schools.

“The parents should also be asked to give three or four preferences of the schools to which they wish to get their children admitted. It should then be the duty of each nodal officer to scrutinise the applications received by him, and accordingly direct the particular school to admit the particular eligible students,” said advocate Ashok Agarwal.

He said the claims made by the government about the number of students admitted to various unaided schools in the past academic session, are based on the records submitted by schools, which have not been authenticated by any government agency.—TNS

Foam factory gutted: A foam factory in Samaypur Badli industrial area was gutted in a fire that broke out this afternoon.

The Fire Brigade sources said the blaze was reported at 1 p.m. following which 12 fire tenders were pressed into service. However, no casualties were reported. Short circuit could be cause of the fire, the spokesman of the Delhi Fire Service said.—TNS
