The Delhi Police today have arrested one Constable posted at the Shahdara police station for his alleged involvement in the custodial death of a 60-year-old man yesterday. The constable has been identified as Lukman, driver of SHO of Shahdara.

Most ticketless commuters below 30
Faridabad, March 18
A majority of the commuters who travel in the trains without tickets are below 30 years. This was revealed in a special checking drive launched by the railway authorities at the Old Faridabad station here yesterday, in which at least 144 persons were nabbed in the checking supervised by a magistrate.

One more cop held in custodial death case

The Delhi Police today have arrested one Constable posted at the Shahdara police station for his alleged involvement in the custodial death of a 60-year-old man yesterday. The constable has been identified as Lukman, driver of SHO of Shahdara. The police had already arrested SI Ram Kumar and ASI Ramesh for their alleged involvement in the case.

Meanwhile, the Delhi Police Commissioner, Dr K. K. Paul, has asked the Joint Commissioner of Police, Vigilance, to intensify his vigil on the police stations. Paul also directed all senior officers to ensure supervision of police station staff to check whether they stick to the guidelines while dealing with the accused in lock-ups and suspects during questioning.

Paul stressed that the message should go down to everyone in the Delhi Police that police brutality, particularly using third degree torture, would not be tolerated in the force and strictest possible administrative and legal action shall be taken against those policemen found guilty.

Three nabbed in passport racket

The IGIA police today claimed to have arrested three more persons in connection with the passport racket unearthed at the Indira Gandhi International Airport here recently.

The accused, identified as Harshdeep Singh, alias Jaspal Singh, Ranjit Singh and G.N. Pahwa, were arrested from Amritsar. A large number of forged documents pertaining to “Caspian Petroleum Project,” based in Baku, were recovered from them. The police also seized at least 64 air tickets for Azerbaijan, and seven of the KLM airlines, besides travellers’ cheques worth US $ 3500 from their possession.

During interrogation, the accused disclosed that one Seikh Mohammad Rafiq, who owns M/s Euro International, has allegedly been running the manpower agency from Kolkata. After cheating several innocent persons, he managed to leave the country with crores of rupees.

The police said that Rafiq and another Nigerian national Micheal Watson were operating from Lagos. The arrest of these persons were in connection with the recovery of 122 passports, many of them fake, fake visas, and other incriminating documents, seized from their associates in Delhi, recently.

Two held for duping banks of Rs 34 lakh

The Crime Branch of the Delhi Police today claimed to have arrested two persons who had duped several banks to the tune of Rs 34 lakh, by issuing at least 47 credit cards, based on forged documents.

The accused have been identified as Anil Kumar, alias Anil Kumar Sen (25), a resident of Sultanpuri, and Mahender Kumar (35), a resident of Paschim Vihar.

The sleuths said that Anil Kumar got issued 34 credit cards from ICICI bank, HDFC bank, American Express bank, ABN AMRO, HSBC, Citi Bank, to his family members on the basis of forged documents. Another accused, Mahender, got issued 12 credit cards from these banks. Anil Kumar, who was working with the Standard Chartered Finance Ltd. for some time had learnt the tricks and started cheating the banks, after quitting from his job.

Most ticketless commuters below 30

A majority of the commuters who travel in the trains without tickets are below 30 years. This was revealed in a special checking drive launched by the railway authorities at the Old Faridabad station here yesterday, in which at least 144 persons were nabbed in the checking supervised by a magistrate.

According to the authorities, the campaign was launched in the morning yesterday and continued for over three hours, in which around 144 persons were found travelling without tickets in the various trains passing and halting here. A fine of about Rs 80,000 was recovered from them, while over two dozen persons who could pay the fine were sent in the judicial custody. It is reported that a majority of the persons caught were aged between 18 and 25 years and many of them had been students, who had been travelling from here to Delhi and other places.

Some of the youths revealed that they had been caught earlier also.

It is learnt that many such persons travel without tickets regularly as they pay some money to the officials concerned on a monthly basis, said a source. According to the railway officials, such checking was carried routinely which proved a deterrent.

However, the problem of males travelling in the coaches meant for the women persists.

Disabled scientist alleges discrimination

Dr S. K. Jain, a disabled research scientist of the UGC at IIT Delhi, claims to be paying a heavy price for seeking an enabling environment. Dr Jain, who has received commendations for his research work from the IIT Delhi, where he completed his B.Tech and Ph.D., has been rendered “of no relevance” by the premier academic body.

Dr Jain alleged that the move came in after he took them to court for not shifting his lab to the ground floor.

However, the IIT on it part claims that they have “absolutely no role in the dismissal of his services”.

The IIT Registrar, Mr A. S. Malhotra, said, “he is a research fellow of the UGC and was placed by them with us. Dr Jain has no association with any faculty member here nor is his research of any relevance to us, which is why we have written to the UGC to place him with any other institution.”

However, Dr Jain alleged that he had been ill-treated by the IIT. “Three years ago they sealed my lab, took away my documents and stole my computer. Since then I have been fighting to regain my post and resume my research work, which is being severely hampered,” he alleged.

Dr Jain was appointed research scientist in 1990 and was promoted to the next grade in 1996. However, in 1999 when his request to the IIT to either shift his lab or provide ramps in the building was turned down, he had to seek the court’s intervention, he alleged. Dr Jain alleged that three years after his promotion he received a letter from the UGC informing him that his services are being discontinued from November 2000.

Following his plea, the High Court directed the UGC to reinstate his services with full financial benefits. “It is in complete violation of the court’s orders and if the IIT does not agree to reinstate him, we have no option but to protest,” said Javed Abidi, Executive Director, National Centre for Promotion of Employment for Disabled People (NCPEDP).

The IIT Registrar, however, said that the Board of Governors of IIT studied his case, following which they urged the UGC to place him elsewhere. “There is no question of reinstating him because we don’t even pay him. In fact, after the court’s ruling the UGC gave us Rs 10 lakh to be given to him, which we did. After that there is nothing we can do.”

It was also pointed out that the IIT, which has mentioned Dr Jain’s work in their annual reports, has in a complete volte-face dismissed his services on the grounds that “he appears too depressed to carry out any meaningful work”.

The President of the UGC Research Scientists Association, Prof Daksh Lohia, said, “when I tried to speak to the Chairman of the Managing Committee of the IIT, Prof. MGK Menon, he told me that the IIT is an institute for excellence, not the home for the disabled”.

Dr Jain, whose research on the removal of heavy metal content in drinking water using plants is considered to be an important area of research, has got his paper published in 36 international journals.

Eyewitness father shot

Some criminals shot dead an eyewitness whose son they had killed earlier. The assailants escaped after doing away with the man, brandishing their weapons in the air.

The incident occurred when Brijender Singh, the victim, who was a farmer in Sengally village under Agota police station, was returning after placing crop at sugarcane centre. The assailants fired indiscriminately at him, killing him on the spot. Before fleeing, they said, “Now we will teach you a lesson.”

Some people who wanted to intervene were beaten badly by the criminals. Yashpal Singh, another son of deceased Brijender Singh, had filed a report in Agota police station naming three persons for the murder. It was a revenge killing, the police said.

Unemployment hindering development, says Sunil Shastri

Greater Noida, March 18
“Unemployment was hindering the country’s development. It is a great irony that that all the political parties are using unemployment as a stepping stone to power, but no party has come up with a concrete programme to tackle the problem of unemployment in the country.”

These views were expressed by Sunil Shastri, son of the late Prime Minister Lal Bahadur Shastri, who was addressing a meeting of Jai Jawan, Jai Kisan Jai Mazdoor Congress party in Khodna Khurd village in Greater Noida.

He appealed to the people to work for country’s progress by raising themselves above petty politics. — OC

Reward for clue to 11 cops

The police in western UP and Gautam Budh Nagar seem to be caught in a vortex. The authorities have now decided to give a reward for providing a clue to the absconding policemen.

Some 19 teams had already confiscated the property of the cops following an attachment order issued by the Noida court. The property was deposited in the local police stations.

Strangely, the police teams could not nab the cops despite the fact that the search parties had visited the native places of the accused. SSP Piyush Mordia said rewards would soon be declared on their heads and they might also be declared fugitives.

Another land scam in Dadri

Noida, March 18
Another land scam worth Rs 150 crore has come to light at village Herola Makanpur in Dadri in which public land had been transferred to Moti Goel’s name.

The Dy District Magistrate, Dadri, Mr Yoginder Yadav, has ordered the tehsildar to register a case against the guilty.

The Asstt. Revenue Officer of Dadri said a case against Raghunath Sahai, son of Anand Swaroop, resident of Pasaunda and Hargovind Singh, son of Shonand Singh, resident of Chithoda, has been registered for Khata No. 89 and 90 in Harola Makanpur.

A case has been filed against the guilty, including Raghunath Sahai and Hargovind for getting the land transferred to their names. — OC

Master Plan on Net for public response

The Delhi Development Authority has uploaded the Draft Master Plan-2021 on its website- www.ddadelhi.com.

The DDA has initiated this process for public information and also to elicit their feedback on the provisions of the plan. In this context, the DDA spokesperson, said, “The Delhi Master Plan-2021 is a plan with a vision and DDA is geared towards implementing it. The citizens also need to be involved in this planning process. We have uploaded the draft plan on our website so that the citizens can inform us about their views and suggestions.

“Delhi is assuming increasing eminence among the great cities of the world. The city is growing at an unprecedented pace and it needs to be able to integrate its elegant past and modern developments into an organic whole. There are various critical issues in this integration such as land, physical infrastructure, transport, the ecology and environment, housing etc. Therefore, the cornerstone for making Delhi a world-class city is a planning process that has a vision,” added the spokesperson.

Any person having suggestions with respect to the proposed modifications may send his ideas in writing to the Principal Commissioner-cum- Secretary, Delhi Development

Authority, Vikas Sadan, INA, New Delhi, within a period of 90 days. The person making the suggestion should also give his name, full address, contact telephone/fax numbers and e-mail address.

The suggestions can also be made through the feedback e-mail provided. The Delhi Master Plan-2021 is a long-term perspective plan for guiding the sustainable planned development of Delhi.

Property of defaulters to be attached

The Ghaziabad Nagar Nigam and House Tax department have sent attachment notices to 200 defaulters. The notice to disconnect the water connection of 500 defaulters has also been sent.

Dy City Commissioner SP Dubey said the authorities have taken a tough view of the defaulters and notices have been sent to them for recovering the payments and taxes.

He said the residents in City Zone and Kavi Nagar zone owe over Rs 5 crore as house tax, water tax and sewer tax dues to the Nigam.

At least 200 defaulters have been issued with the notices for attachment of property and over 500 have been served with the notices for snapping their water connections, Mr Dubey said.

Power workers hold dharna

The employees of the Power Department affiliated to the All Haryana Power Corporation Workers Union staged a dharna outside the thermal power plant in the NIT area
here on Wednesday in protest against the alleged misbehaviour of a chief engineer with an employee of the plant.

Demanding a written apology from the authorities concerned and suspension of the chief engineer, they threatened to stage a bigger demonstration on March 30. The police had to be called in to disperse the staff and ensure normalcy at the plant.

A spokesperson of the All Haryana Power Corporation Workers Union claimed that the problem started when the chief engineer allegedly disrupted the ‘gate meeting’ of the employees union, who had assembled on March 9, to lodge their protest on the controversial Electricity Bill of the Union government.

The union charged that the official concerned misbehaved with the staff and abused the employees without provocation.

And this led to the resentment among the staff and the union.

The union also demanded a written apology from the authorities, but the spokesperson said it was not done, which forced the employees to stage a dharna.

He said that if their demand was not met, the union would organise another demonstration. The union would take up this matter with the higher authorities, including the MLA and the minister. On the other hand, when contacted the chief engineer of the thermal plant here, Mr R. S. Bhatti denied the charged levelled by the union and claimed that he had only asked the employees to do their work in a manner so as the production work at the plant is not affected and the plant is able to maintain the Plant Load Factor (PLF).

But he said some of the union members did not heed to his appeal and started levelling absurd charges against him.

He said he did not abuse any employee, but claimed that the manner in which the union has been trying to disrupt the work at the plant is unacceptable.

Stating that he had to call the police to maintain law and order and safety on the premises. The police had to evacuate these people from the plant.

Claiming that the plant is maintaining a PLF of about 66 per cent, he said, two of three units had been functioning properly at present. The total production capacity here is about 155 MW of power daily.

Exempt clubs from entertainment tax: HCA

Clubs in Haryana, most of them from Gurgaon, have come together to float Haryana Club Association (HCA). The association will urge the state government to exempt the clubs from entertainment tax. Mr Ranjit Goel, chairman and managing director of Best Western Resort Country Club, has been made the president of the HCA.

According to Mr Goel, the HCA will be part of Hotel and Restaurant Association of Haryana. The HCA has also opened its chapter in Gurgaon. The announcement for floating the HCA was made here in the presence of the president of Hotel and Restaurant Association of Northern India, Col. Manbeer Choudhary (retd). In fact, the announcement was made at a meeting of the Hotel and Restaurant Association. The earlier government included the clubs within the ambit of entertainment tax.

The owners of clubs have decided to meet Chief Minister Bhupinder Singh Hooda under the aegis of Hotel and Restaurant Association on the issue. The Hotel and Restaurant Association, in its meeting, expressed reservations against the new Excise and Taxation policy of the government. Also, it regretted the continuation of sales tax on the hotels, restaurants, resorts and clubs.

Strike by income tax employees

Work in all the income tax offices of the Capital came to a halt today after around 4200 employees and officers went on strike to press for their demands.

The employees are demanding filling of around 700 vacancies through promotions. These vacancies are in different cadres of the Income Tax service.

The general secretary of the Income Tax Employees, Mr Baswananad, said that resentment was brewing among the employees over denial of promotion due to them. ‘’We will intensify our agitation from Monday if the government does not accept our demands by then,’’ he said.

The employees began their agitation yesterday with a tool down strike from 2 p.m.

Classical music concert at Nehru Park

The well-known Hindustani vocalist, Mrs Girija Devi, accompanied by Pt. Kishan Maharaj on tabla will perform at the Nehru Park in the evening.

Mrs Girija Devi is a performing artiste of the Benaras and Senya gharana.

In her huge repertoire of khayal, thumri, gul, naksh, prabandha, dadra, tappa, kajri, chaiti and bhajan, she emphasises the beauty of the lyrics.

Pt Kishan Maharaj has the ability to play cross-rhythms and produce complex calculations, particularly in tihai patterns. Apart from solo concerts, he is also known for being an extremely versatile accompanist, be it with the sitar, sarod, dhrupad or dhamar. He has given sangat to great dancers like Sri Shambhu Maharaj, Sitara Devi, Natraj Gopi Krishna and Pt. Birju Maharaj. Among his various compositions, critics consider his ‘Tala Vadya Kacheri’ with the mridangam maestro, Palghat Raghu, incomparable.

PNB cultural meet held

The prize distribution function of the 22nd All India PNB Inter Zone Cultural Meet 2004-05 was held today. The Chairman and Managing Director, PNB, Mr S. S. Kohli, was the chief guest. Senior officials of the bank attended the function.

Disciplining auto-rickshaw drivers through SMS

The Delhi Traffic Police have launched an innovative system where the commuters can register complaints against the auto-rickshaw drivers through SMS.

From now on, if any one has complaints like refusal by TSR driver, over charging, misbehaviour and harassment, you can SMS your complaints to 6767. For easy identification, for refusal of the auto driver, one can SMS “REF”, followed by registration number of TSR, location and time to 6767. Similarly for overcharging, “OVC”, for misbehaviour, “MIB” and for harassment, “HAR”, can be sent to 6767.

The traffic police have also started a round-the-clock helpline cell with telephone no. 23378888. The complainants can also register complaints through free complaint cards distributed by the traffic police or by giving the details of the TSR with time and place in a piece of paper.

Obesity shortens the life span by five years which is more than the impact of cancer or heart disease, said Dr K K Aggarwal, incoming president-Delhi Medical Association and Sr Consultant, Moolchand Hospital.

He was addressing a group of doctors during a discussion organised by Moolchand Hospital.

Dr Aggarwal said that two-thirds of Indian population in urban areas is obese and up to 20 per cent of children in urban schools are overweight. Childhood obesity has increased 12-fold in the last two decades.

Obesity increases the chances of developing diabetes, heart attack, kidney failure and paralysis. While it may not make a difference to an adult of 50 years, but a 10-year-old child who is obese may develop these complications between 20 and 25 years.

Obesity in India is of a recent origin and is caused due to a faulty lifestyle—lack of exercises and eating more refined carbohydrates.
