No headway in missing woman, daughter case
Ambala, January 27
No headway has been made in the case of mysterious disappearance of a woman and her daughter. Congress municipal councillors of Ambala City today sought speedy action in the case of a missing woman Jeevan Lata and her daughter Nikita. The municipal councillors said the police was showing laxity in investigation. “It is a serious matter and prompt action must be taken,” they said.

    Stamp duty cut in Haryana

    Sirsa, January 27
    Haryana Chief Minister Om Prakash Chautala announced a bonanza for the people of the state on the occasion of 55th Republic Day which include reduction in stamp duty, extension of ‘Kanyadaan scheme’ for all sections of society living below the poverty line and free health facility to freedom fighters at their doorstep.

    Filling up of all vacancies of teachers in the schools and cycles to those girls seeking admission in Class VI who do not have a middle school in their own village are also part of the bonanza.

    Addressing a gathering after unfurling the national flag and taking salute from the contingents of police, Home Guard, NCC and schoolchildren here, the chief minister said conveyance deeds charged at the rate of 15.5 per cent in urban areas and 12.5 in rural areas had been reduced to eight per cent and six per cent, respectively.

    Similarly, rate of duty on other conveyances like gift, lease and mortgage (with possession) has been reduced from 6.25 per cent to 3 per cent, he said.

    He hoped that this decision will benefit a large section of society and reduce the tendency of undervaluation of documents at the time of registration. This would also lead to increase in revenue of the state government in the long run, he said.

    Chautala said the ‘Kanyadaan scheme’ of giving Rs 5,100 on the occasion of marriage of the daughters of Scheduled Castes and Scheduled Tribes had been extended to all families living below the poverty line in the state.

    Chautala said all posts of teachers in all subjects would be filled by the next academic session of 2005. The work on all schools, which need repair, would be commenced on war footing from tomorrow.

    He said in order to attract girl students to pursue higher studies, the state government has decided to give free cycles to the girls seeking admission in Class VI from April, 2004.

    The state government has also decided to provide free health facilities to the freedom fighters at their residences.

    On this occasion, interactive voice response system and a website http://www.aghry.nic.in was started for the benefit of 2.73 lakh employees of the Haryana Government who could get details about their GPF contribution, loans and advances. The pensioners can also get the latest information regarding their cases. — PTI

    FARIDABAD: We can achieve the target of transforming India into a developed nation by 2020, if we are able to provide the required infrastructure including roads, schools, health centres and employment to every citizen of the country. This was stated by the Governor of Haryana, Babu Parmanand, while delivering his address after hoisting the National Flag and inspecting the guard of honour at the state-level Republic Day function held at the Sports Complex, Sector 12, here yesterday.

    The Governor visited the local War Memorial Complex to pay floral tributes to the martyrs. A grant of Rs 50,000 was also announced for the schoolchildren who took part in the cultural events at the occasion. — TNS

    Ambala, January 27
    The Chief Parliamentary Secretary, Haryana, Mr Ram Pal Majra, unfurled the National Flag at the Republic Day function at Ambala city yesterday. The Ambala units of the BJP and the Congress celebrated Republic Day.

    While addressing the gathering in the Police Line ground, Mr Majra briefed the achievements of the state government in detail. He remembered the martyrs who laid down their lives in the freedom struggle.

    Students of various schools presented a cultural show.

    The Railway Electrification Department also organised a Republic Day function at Ambala cantonment. Deputy Chief Personal Manager Rajiv Arora unfurled the flag.

    Security of 2 depot holders forfeited

    Kurukshetra, January 27
    After detecting irregularities in the public distribution system, the security of five depot holders has been forfeited by the Haryana Food and Supplies Department while supply to one depot holder has been suspended.

    Confirming this here today, the Deputy Commissioner, Mr R.B. Langyan, said legal action would be initiated against the erring depot holders.

    Mr Langyan said, a special team had been constituted under the guidance of the District Food and Supplies Controller to monitor the working of the depot holders.

    He said there were 331 fair price shops in the district and out of these, 262 fair price shops were in the rural areas while 69 were in the urban areas. He said last month, the district administration had received an allocation of 99.2 tonnes levy sugar which was distributed among consumers belonging to the below poverty line (BPL) category. Similarly, the district administration had received the allocation of 945 tonnes of wheat and 654 kl of kerosene for these consumers.

    Haryana to build Devi Lal institute in Gujarat

    Chandigarh, January 27
    Haryana Chief Minister, Om Prakash Chautala, has been accused of using the CM’s Relief Fund for political purposes.

    Mr Chautala laid the foundation stone for Devi Lal Institute of Education and Technology at Rapar in Gujarat today. The institute will be constructed by the Haryana Police Housing Corporation at a cost of Rs 8 crore to be provided from the CM’s Relief Fund. Mr Narendra Modi, Chief Minister of Gujarat, presided over the ceremony.

    Mr Bhupinder Singh Hooda, Leader of the Opposition, said Mr Chautala was trying to woo the BJP by offering sops to the BJP-ruled state.” Funds in the CM’s Relief Fund should not be spent to push Mr Chautala’s political agenda of retaining the alliance with the BJP during the next Lok Sabha elections”, Mr Hooda reasoned.

    Justifying the CM’s action a Haryana Government spokesman said money was being arranged from the CM’s Relief Fund for the educational institute to mitigate the sufferings of residents of this area devastated by a massive earthquake three years ago. Rapar was one of the worst-affected areas, the spokesman said, adding that Rs 40 lakh was spent by the Haryana Government for constructing community centres, a police station and an old age home in the Rapar area. The proposed institute was in continuation of the relief offered by Haryana to the earthquake -affected people of Gujarat.

    Decomposed body of Armyman’s son found

    Kurukshetra, January 27
    The police has recovered decomposed body of an Armyman’s son who had been missing since January 7. His father alleged that the police did not act to trace him.

    Amit alias Goldie (13) a student of a private school here, had been missing and his father Gurpal Singh had reported in this connection to the police.

    Gurpal has alleged that after he had lodged a complaint the police did not take the matter seriously and “delayed the investigations”.

    However, the police denies Gurpal’s allegations.

    “We found the body decomposed on January 22 near Gymkhana Club. It had been reduced to a skeleton. After nobody claimed the body for two days, we sent it to the PGIMS hospital at Rohtak for a post-mortem examination,” Deputy Superintendent of Police Anil Dhawan said today.

    Amit’s body was identified by his father, he said.

    A student of class V, Amit was believed to have taken some money from his maternal uncle the day he went missing. He also made payments at a video parlour here, the police sources said, adding they had questioned the owner of the parlour. — PTI

    Customer service centre opened

    The Chairman and Managing Director, BSNL, Mr V.P. Sinha, today inaugurated a fully air-conditioned and computerised upgraded customer service centre on the premises of the main telephone exchange here.

    He said tenders had been called for expanding about one-and-a-half-crore mobile service lines and the tenders’ terms and conditions would be available on the BSNL website within a couple of days.

    Chief General Manager, Haryana Telecom Circle, A.K. Nagpal also spoke on the occasion.

    Karnal Telecom District-General Manager P.K. Paliwal elaborated on various development-oriented activities.

    The Haryana Government has transferred five IPS officers.

    Mr Desh Raj Singh, SP, State Vigilance Bureau, Hisar, has been posted as SP, Bhiwani, vice Mr Yoginder Singh Nehra, who has been posted as SP, Kurukshetra.

    Mr Kuldip Singh Sihag, SP, Gurgaon, and Mr Paramjit Singh Ahlawat, SP, Sonepat, will swap their posts Mr K.K. Rao, SP, Kurukshetra, has been posted as SP, State Vigilance Bureau, Hisar.

    The government also gave additional charge to two IAS officers. Mr Ashok Lavasa, Resident Commissioner, Haryana Bhavan, New Delhi, has been given additional charge as the Director-Principal, C.R. State College of Engineering, Murthal. Mr D. Suresh, DC, Sirsa, has been given additional charge as the Director-cum-Principal, Devi Lal Memorial Engineering College, Panniwala Mota, Sirsa.

    Mr Surjeet Singh, HCS, was posted as Additional Chief Electoral Officer, Haryana, against a vacant post.

    Badshahi Bagh Gurdwara in Ambala City epitomises a milestone in the Sikh history.

    The place where Badshahi Bagh Gurdwara stands today reflects the spirit of the Sikhism. It immortalises the victory of Guru Gobind Singh’s sparrows over a hawk.

    Mr B.S. Bindra, general secretary of the Kendriya Gurdwara Prabhandhak Committee, said Guru Gobind Singh was passing through Ambala City when the incident took place. “During ‘fagan’ month’s Puran Mashi, Guru Gobind Singh was travelling along with his uncle Kripal Chand, other followers, a blue horse and a white hawk,” he said.

    Mr Bindra said along the way Guru Gobind Singh met Pir Amiruddin, who also had a hawk. “Amiruddin saw Guru Gobind Singh’s majestic hawk and he wanted to take it. So, Amiruddin challenged Guru Gobind Singh for a fight between the hawks.

    Amiruddin had bad intentions and Guru Gobind Singh knew about it. Amiruddin wanted to unfairly take away the hawk,” he said.

    He said when Amiruddin again challenged Guru Gobind Singh for a fight between the hawks, Guru Gobind Singh replied that he would fight sparrows against Amiruddin’s hawk. “Amiruddin felt happy since a hawk is far superior in strength to sparrows. Guru Gobind Singh repeated that his sparrows will fight the hawk,” he said.

    Mr Bindra said that Amiruddin felt agitated since Guru Gobind Singh was not carrying sparrows with him. “However, Guru Gobind Singh pointed to two sparrows sitting on a nearby tree.

    Guru Gobind Singh blessed the sparrows and ordered them to fight Amiruddin’s hawk. Both sparrows fought furiously and the hawk was seriously injured,” he said.

    Then, Guru Gobind Singh said “Chidiyon Se Main Baaj Ladaon, Tabhi Gobind Singh Naam Kahaon.”

    Mr Bindra said the saying had deep meaning since it showed that one should not be haughty. “A person should be humble. If there is ‘ahankaar’, it will be broken”.

    No headway in missing woman, daughter case

    Ambala, January 27
    No headway has been made in the case of mysterious disappearance of a woman and her daughter.

    Congress municipal councillors of Ambala City today sought speedy action in the case of a missing woman Jeevan Lata and her daughter Nikita. The municipal councillors said the police was showing laxity in investigation. “It is a serious matter and prompt action must be taken,” they said.

    However, a police officer said the case did not fall within their jurisdiction.

    “The woman and her daughter have disappeared from Samana in Punjab. Our team has already visited the place and we will extend all help to Punjab Police in carrying out investigation,” he said.

    Congress municipal councillors, including Inder Pal Singh Pammi, Dharam Pal Chadha, Bharat Ratan Sharma, Parvesh Sasan, Amisha Chawla, Vijay Bhasin, Vimla Sharma, Chander Mohini and Mahinder Tanwar, said the police must take action within the next 48 hours.

    “If no action is forthcoming, we will look at other options to ensure that justice is done. The truth must come out,” they said.

    Mr Ashok Jain, husband of Jeevan Lata, said he was unhappy with the police inaction. “I just hope that the culprit is brought to book.

    If my wife and daughter have been driven to suicide, then suitable action must be taken against the culprit for forcing them to take such a drastic step,” he said.

    He said on January 11 while he was away on tour to Ahmedabad, his wife told him that she was distressed.

    “My wife had been sexually assaulted by a rice sheller owner, who had become friendly with our family during my son’s illness,” he said.

    “My son, Tarun, who had accompanied his mother and sister to Samana, said both of them urged him to stay back since they wanted to drop some articles in the Bhakra canal.

    Later, Tarun saw them jumping into the canal. My wife had handed over her jewellery and money to Tarun before taking the extreme step. She had told him that the culprit must be brought to book,” Mr Jain said.

    Despite considerable effort, no clues had been found about the missing woman and her daughter.

    Selja wants to contest from Sirsa

    Ms Selja, a former Union Minister and Secretary of the All-India Congress Committee (AICC), today expressed desire to contest Lok Sabha election from Sirsa.

    Ms Selja told reporters that she would prefer to contest from Sirsa if the party high command allowed her. She also plans to address party workers’ meetings in all Assembly constituencies under Sirsa parliamentary seat in the next week in this regard.

    She said that the need of the hour was to make alliances with other like-minded parties as all political parties in the country were gaining lot from alliances. She said the Congress was also holding talks with other parties but the party could not dictate terms as it was depended on mutual understanding between both the parties. There was no issue of foreign origin in the country, she added.

    Wild boar kills village boy

    Ambala, January 27
    A fatal attack on a villager by a wild boar has alarmed local residents here.

    The wild boar claimed the life of a villager and injured another person seriously yesterday evening.

    Joginder Singh of Banoundi village, was killed after he was attacked by a wild boar. Joginder Singh (24) was playing cricket in the village ground. At 4 pm, he had gone towards fields.

    Labourers working in the field heard his shrieks. Apparently, he was attacked by a wild boar hiding in the nearby fields. He was taken to the Civil Hospital, where he died. A post-mortem examination was conducted on his body today.

    After an hour, another villager was attacked by a wild boar one-and-a-half km away from Banoundi village. He was injured.

    Anil Kumar of Baragarh, was passing by a sugarcane field when a wild boar attacked him at 5 pm. He escaped with injuries.

    Anil Kumar is recuperating in a hospital.

    In Dudhli village, a villager was attacked three days back by a wild boar. Another resident of the same village faced the wrath of a wild boar a month back.

    The villagers were terrorised. “Wild boars hide in sugarcane fields and attack without provocation,” they said.

    Hooda for CBI probe into MDU irregularities

    Rohtak, January 27
    Mr Krishan Murti Hooda, spokesperson, Haryana Pradesh Congress Committee, today demanded a CBI probe into the alleged irregularities at Maharshi Dayanand University (MDU) and Pandit Bhagwat Dayal Sharma Post-graduate Institute of Medical Education here.

    He said both these premier institutions had been politicised. This had affected its functioning.

    Mr Hooda said the Director of the PGI and the Vice-Chancellor of the MDU were functioning in a dictatorial manner.

    He sought a CBI probe into the financial irregularities.

    Freedom fighter dead

    Hisar, January 27
    A former MLA and freedom fighter, Mr Rameshwar Datt Shashtri, died here yesterday after a prolonged illness. He was admitted to the local civil hospital a few days ago. He was 92 and is survived by three sons and a daughter.

    Mr Shashtri was elected to the Haryana Assembly in 1968 from Narnaund. He participated in the Quit India movement and was imprisoned in 1942. He was also the patron of the local PGSD High School.

    5 killed in road accident

    Jind, January 27
    Five youths were killed and six injured when their jeep dashed against a roadside tree in Safidon on Sunday evening.

    According to information, all 11 occupants of the jeep were from Uttar Pradesh who had come here to attend a marriage. The accident occurred when, after having their meal, they went for a drive.

    While Indervesh and Rajbir died on the spot, Neeraj, Rocky and Ravinder succumbed to their injuries in hospital. — UNI

    Judicial remand for ayurvedic doctor

    Ayurvedic practitioner Dr Ramesh Satija here was arrested for storing and using used disposable needles and syringes.

    The Health Department had constituted a team comprising the district drug inspector and a senior medical officer to conduct the raid. The doctor was produced in a court here which remanded him in judicial custody for 14 days.

    AMBALA: The city police registered a murder case against Ram Saroop, a shopkeeper of Ambala City. According to information deceased Banarasi Dass was an employee in the shop of Ram Saroop. On January 25, Banarsi went to attend the marriage of the son of Ram Saroop. Later his body was recovered from there. The wife of the deceased in the complaint alleged that Ram Saroop had killed her husband. OC
