kin Lucknow, January 27 State Home Secretary Hemant Rao today said Mr Bhalla had started his preliminary inquiry into the incident in which the Prime Minister's grand-nephew Manish Mishra was thrown out of a train near Mathura. Earlier, state Director-General of Police V.K.B. Nair said here that the state government had taken the incident ''very seriously'' and the police would leave no stone unturned in bringing the guilty to book. According to the FIR lodged at Chhata police station on Sunday morning, the body of Manish (22), a student of the second year B.Sc of B S A College, Mathura, was found near the 1420 km milestone at Bilauri Simra village. New Delhi: Uttar Pradesh Chief Minister Mulayam Singh Yadav met Prime Minister Atal Bihari Vajpayee on Tuesday and apprised him of the progress in the investigations into the death of his grand nephew near Mathura. Manish Kumar Mishra, grandson of Prime Minister’s sister, died after he was thrown out of a running train on Saturday evening. Mr Yadav had earlier visited Manish’s family in Mathura on Tuesday to condole his death. He met the Prime Minister this evening after returning from Mathura and gave him a first-hand account of the action taken by his government. He also went to see Rakesh, who was injured in the incident. Samajwadi Party general secretary Amar Singh accompanied him to the Prime Minister’s Race Course residence. Later talking to mediapersons, Mr Yadav said Additional Director-General (Railways) had been asked to conduct an inquiry into the incident and report to him. Describing the incident as ‘unfortunate’, Mr Yadav said though there was a marked improvement in the law and order situation in the state, such incidents did occur. But the government would spare no efforts to apprehend the real culprits behind it, he added. —

governor Patna, January 27 Unfurling the National Flag at the historic Gandhi Maidan, Mr Jois said a sense of insecurity had gripped the people of Bihar and it was painful to learn from newspaper reports that people of other states were afraid of sending their wards to the state to take part in any function. Mr Jois’ remarks drew an angry response from the rjd chief who told reporters at the function that he would lodge a formal complaint with the President demanding the removal of the Governor. NEW DELHI: Bihar Governor M Rama Jois today came under critical focus with Left parties taking exception to his criticism of the law and order situation in the state and sought his removal. Accusing Mr Jois of committing “a grave act of impropriety” by giving utterance to his political views and personal assessment about the situation in Bihar in his Republic Day address yesterday, the CPI demanded that the Governor should be removed forthwith from his post. BJP flays Laloo: Asserting that the Bihar Governor Rama Jois was well within his powers to make observations about the state of affairs in the state, the BJP today took exception to the criticism made by RJD chief Laloo Prasad Yadav. “When the Governor addresses the state Assembly, it does reflect the views of the Cabinet....But in the speech delivered outside the state Assembly, the Constitutional Head of the State had the right to make such observations,” BJP spokesperson Prakash Javadekar told newspersons here. |
Cong seeks help of secular forces to expose
BJP New Delhi, January 27 Congress functionaries are in the process of identifying persons and non-governmental organisations (NGOs), working with Dalits, rural women and tribals, who could be drafted to expose the "anti-people" policies of the NDA government. In addition, the party is also identifying the areas where the Congress is weak and needs the support of such organisations. This hunt for "secularists" is not confined to rural and tribal areas but also extends to creative professionals in the urban belt who would be willing to assist the Congress in countering the BJP’s "shining India" campaign. A
beginning of sorts was made at the recently concluded World Social Forum (WSF), which was seen as a gathering of anti-BJP forces. Congress functionaries interacted with a host of NGOs about the role they could play in the coming Lok Sabha elections. Though most of the participants were opposed equally fiercely to both the Congress and the BJP, they were persuaded to extend support to the secular alternative in their areas of operation. It is felt that since these organisations have acquired a certain credibility, they can talk to the people in their idiom and explain the relationship between their local problems and the government’s policies. Party sources said the newly constituted publicity committee has met several times in the recent past to chalk out the party’s election campaign, identify the talking points and issues and come up with appropriate slogans. The thrust of the campaign, it is learnt, will not be personality- oriented but will instead focus on issues. The effort will be to expose the NDA’s "feel good" campaign by pointing out that these benefits are limited to a small percentage of the population. "We will contrast their claims with the prevailing situation in the real India," said Congress leader. At the same time, the publicity materials being planned will portray the Congress as the party which laid the foundation of a modern India. |
Import of poultry banned
New Delhi, January 27 All quarantine stations have been alerted to take necessary action and ensure the testing of all poultry imports. Poultry imports from the countries having confirmed cases of bird flu have already been banned and imports, especially GP stock from other countries, have been put under constant monitoring. The Union Health Ministry has constituted a nine-member joint monitory group to monitor the situation on Avian Influenza. It has also alerted the National Institute of Communicable Diseases (NICD) and all State and Union Territory Health Departments to keep a close watch on poultry population for 115NI variant of Avian Influenza posing a potential risk to humans. As a precautionary step, the Department of Animal Husbandry and Dairying had a detailed review meeting with representives of the Central and Regional Disease Diagnostic Laboratories (RDDL) and of State officials at Pune on the January 16-17. In case of any major outbreak of suspected bird flu, the Indian Veterinary Research Institute (IVRI), Bareilly, and all the regional laboratories have been asked to test the samples and also send the morbid material to High Security Animal Disease Lab (HSADL) at Bhopal for confirmation. The States have also been asked to activate State Animal Disease Emergency Committee (SADEC) to tackle the situation if the need arises. The Centre has issued detailed guidelines to states for the prevention of spread of bird flu in the event of any outbreak, which includes restricting the entry of new birds in the flock from outside sources, proper disposal of the culled birds and their droppings. The Ministry has further directed all Secreatries and Directors of Animal Husbandry of the States and UTs to be vigilant and report all suspected cases of outbreak of bird flu to to the regional disease diagnostic laboratories. Sources in the Agriculture Ministry said detailed guidelines had been issued to the states to prevent the spread of bird flu in the event of any outbreak. The ministry has further prohibited exchange of any material or personnel between different farms in the affected area and a vigilance system in all farms for early detection of suspected cases. — UNI, TNS |

Life term for killing wife for birth of 4 girls
New Delhi, January 27 An Additional Sessions Judge sentenced Chander Bhan of Okhla Industrial Area in South Delhi for killing his wife, Kumari Devi, in January, 2000, in the Tughlakabad forest for giving birth to four daughters. The Judge said, “The offence appears to have been committed because of the frustration of the convict. It does not appear to be a rarest of rare case, which attracts capital punishment. Therefore, the other alternative is to award him life imprisonment as per law”. Chander, who was staying in a slum cluster, was a liquor and drug addict and used to harass his wife for not bearing a son. They had been married for more than 10 years. — UNI |

Notice to Centre on deaths due to
cold New Delhi, January 27 While admitting the public interest litigations (PILs) for regular hearing, a Bench of Mr Justice S Rajendra Babu and Mr Justice G P Mathur sought replies from the Centre and the governments of 13 states where deaths due to vagaries of nature took maximum toll every year. The states which were issued notices are; Jammu and Kashmir, Himachal Pradesh, Punjab, Haryana, Delhi, Rajasthan, Gujarat, Uttar Pradesh, Madhya Pradesh, Bihar, Jharkhand, Uttaranchal and Chhattisgarh. Petitioners sought direction to the Union and the state governments to draw up a time-bound programme for providing adequate shelters to the homeless poor in major cities and towns and provide warm clothes to them as there was a provision of nearly Rs 265 crore subsidy. |

DSP sent to jail for contempt of court
Patna, January 27 Mr Rai, who is DSP (CID) and an intervenor petitioner in a PIL, was punished by a Division Bench for shouting and not heeding to court order while criticising the state government’s transfer policy for police officials. When Mr Rai appeared and argued, the judges said if he had not got the permission to be in the court during duty hours he should immediately return to his duty. The DSP did not heed to the order and said that he had informed his department but had no written permission and went on arguing. — PTI |
Plea against Virbhadra turned down New Delhi, January 27 The court directed the government to provide adequate security to IAS officer Sanjay Gupta, presently posted as Director (Revenue) Training Institute, after his counsel Rajiv Dhawan said “the officer and his family are facing threat to their lives”. The Bench, which during the hearing at one point said that it was ready to issue a “limited notice” to the state restricting it to the question of providing protection to the officer, did not issue the same after HP’s Additional Advocate General recorded a statement that the security would be provided to him from today itself. |
