CAT order on IAS officer’s posting upheld Chandigarh, January 18 Rejecting the appointment of Mr Anil Kumar as Managing Director of Haryana Irrigation and Rural Management Institute (HIRMI) at Kurukshetra , CAT had directed the Haryana Government to appoint the officer against a cadre post within a month. The Haryana Government went into appeal against the order. Mr Justice S.S. Nijjer and Mr Justice S.S. Grewal want Mr Anil Kumar to be given a cadre posting. During the Haryana Vikas Party government in Haryana, Mr Anil Kumar had worked as Deputy Commissioner of Rohtak and Sonepat. But after the INLD government assumed office, he has been fighting legal battles. He remained suspended on the charge of corruption before he was reinstated at the instance of the Union Government. Since August 30, 2001, he has been posted against an ex-cadre post. He challenged his appointment in CAT, holding that in the 1998 General Election, as Returning Officer of Rohtak, he did not order a repoll in some polling stations to earn the wrath of Chief Minister Om Prakash Chautala. CAT issued directions to the Haryana Government under Clause 8 and 9 of the Civil Service Rules . Mr Anil Kumar had held that many IAS officers in Haryana were holding dual charges of cadre posts and as such he was being denied posting against a cadre post. In certain cases, he had pointed out, non-IAS officers were manning cadre posts. |
Indora kicks off poll campaign Fatehabad, January 18 Addressing public meetings Dr Indora claimed that the INLD government in Haryana had broken all previous records as far as development was concerned. He said Haryana had witnessed all round development in the past four years. He said the state Chief Minister, Mr Om Parkash Chautala, was the only Chief Minister, who had visited each and every village of the state more than once and redressed public grievances. In her address Ms Chowdhary claimed that power and water supply situation had been the best during the tenure of the present INLD government. She said the ‘Sarkar Apke Dwar’ programmes of the government were unique because people do not have to make a beeline in front of the offices of ministers for getting their work done but the government was reaching out to them to listen to and redress their grievances. She said the government was very particular about the problems of the farmers and was making every possible endeavour to mitigate these. She said all watercourses were being cemented to ensure the proper flow of water and it was being ensured that water reached the tail ends of watercourses. The INLD leaders appealed to the people to vote for the INLD candidate in the forthcoming parliamentary poll. They assailed the Congress and the Haryana Vikas Party and said these parties had never cared for the interests of people. HVP not to have pact with any party: Bansi Lal Sonepat, January 18 Talking to mediapersons before addressing a public meeting at Subhash Stadium here, the HVP supremo stressed that his party would not have any alliance with any party for the Vidhan Sabha poll. He made it clear that his party had a bitter coalition experienced with the BJP in 1996. He asserted that the HVP would get absolute majority in the next Vidhan Sabha elections. Mr Bansi Lal was very critic of the mis-rule of the INLD government and the Congress. Mr Bansi Lal said if voted to power he would reduce power tariff for all categories of consumers and ensure uninterrupted power supply. Also he would give Rs 200 to those who had completed studies upto Class X and plus two as unemployment allowance and Rs 250 to those who had completed BA and above. These allowances along with the old-age pension would be given regularly. |
INLD ready to go it alone: Chautala Kaithal, January 18 He was addressing party workers at Kisan Rest House,
Pundri, today after laying the foundation stone of the extension of Anaj Mandi there. Hitting indirectly at the opposition party leaders and the BJP, he said his party was in a position to teach a lesson to those who had abused him during the past four years. He asked his party workers to be ready for elections at a short notice. The Chief Minister said his government had provided jobs to 50,000 youths during the past four years and 50,000 more jobs would be provided during the next one year. He said a committee had been constituted to guide the government for the creation of more job opportunities in the state. He also said due to stress on information technology and new industrial policy adopted by the government more job avenues will open up for youth. |
Shortlisting of BSP candidates on Ambala, January
18 Talking to mediapersons here, Mr Sherwal said the decision with regard to entering into an alliance would be taken shortly by the party high command.
He said a number of leaders from different political parties were expected to join the BSP on January 26. He said the BSP would enter into an alliance with another party which believed in the BSP ideology. |
Cong to focus on farmers’ issues Punhana (Gurgaon,), January 18 The well-attended meeting, which was organised by the president of the Mewat unit of the Congress, Mr Azad Mohammad, was attended by the Leader of the Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda. Mr Hooda tried to play down factionalism in the party by saying that all state leaders of the Congress were working under the leadership of Ms Sonia Gandhi to defeat the BJP at the Centre and the INLD government in the state. Mr Hooda reiterated his party’s stand to give district status to Mewat if it comes to power. Five revenue blocs in Gurgaon and one in Faridabad district constitute the Mewat area. It consists of two-thirds of the geographical mass of Gurgaon district. Mewat, considered to be the most backward region of Haryana, is dominated by Meo Muslims. Mr Hooda said various aspects relating to the farming community would be specially kept in focus during the electioneering. |
Posts of doctor lying vacant Yamunanagar, January 18 The posts of Senior Medical Officer in Mustafabad, Radaur, Khizrabad and Bilaspur hospitals are lying vacant. Yamunanagar, which was elevated as district headquarters on November 1, 1989, should have 200-bed district hospital but the Civil Hospital here has only 50 beds. The posts of skin and ENT specialist, radiologist and eye surgeon are also lying vacant. There is also a shortage of accommodation for doctors as well as the nursing staff and only two quarters are available for the medical officers in the Civil Hospital. In Jagadhri, there is a 30-bed hospital, whereas the need is of a 300-bed hospital. Meanwhile, Dr Naresh Sharma, Civil Surgeon, Yamunanagar, today informed that a project under the European Commission had sanctioned an amount of Rs 1.10 crore for the beautification and maintenance of all hospitals, including primary health centres and community health centres. |
‘‘Dead’’ man disappears from hospital Hisar, January 18 According to reports, he gained consciousness late in the night and told the health staff in the emergency ward that his name was Devla, a resident of the local Mill Gate area. He had come to the town from Bihar and was looking for some job here. He told that he had consumed liquor yesterday and had become unconscious after that. However, he vanished from the emergency ward, where he was admitted, after midnight. The local health authorities have informed the police in this connection. The local police had found him unconscious near the local bus-stand yesterday. The police got him admitted to the emergency ward at the Civil Hospital. Later, he was declared dead by the doctors in the ward. After this his body was sent to the mortuary. The doctor had also entered his name in the hospital record among the deceased and sent information to the police for further action. Some time later, the mortuary staff noticed movements in some parts of his body and informed the doctors after which he was immediately shifted to the emergency. According to sources, the local Civil Surgeon, Dr O.P.Phogat, has constituted a two-member committee to inquire into the matter. The committee included Dr S.K.Naval and Dr

Women trained to prepare organic manure Karnal, January 18 The scientists of KVK claimed that it was for the first time that a training programme on vermi compost especially for rural women was organised here. The Director of NDRI, Dr Nagendra Sharma said that for sustainable land use system the KVK had already laid 20 demonstrations on cultivation of various oilseeds and pulses using latest varieties of lentil, gram and mustard in the current Rabi season in various villages of this district. Dr JC Markanday, head of the KVK said that there was a need to train the rural women in making organic fertiliser so that they could learn the vermi-compost making technology and adopt it for kitchen garden and large-scale organic farm production. Mrs Saroj Mehta, senior technical officer of the KVK who coordinated the programme said that the women were given practical training on preparation of vermi-compost using earthworms. The vermi-compost unit of the KVK demonstrated various steps involved in making this organic manure. Presiding over the concluding function today Mr Dalip K. Gosain, senior scientist of the KVK said that the global consumers were increasingly looking for organic food, which is considered safe for human consumption. He said that the consumers were willing to pay for environmentally responsive safe agricultural products. Mr Gosain gave away certificates to the trainees on the successful completion of the training programme. |
Mining leads to dispute between UP, Haryana Yamunanagar, January 18 People living in the villages falling in Uttar Pradesh alleged that due to excessive digging of Yamuna by the mining contractors of Yamunanagar there was danger of flood in Uttar Pradesh villages at the time of monsoon. Mr Vijayendra Kumar, Deputy Commissioner, Yamunanagar here yesterday denied the charge by saying that it was natural phenomena that digging/ excavation done on river bed was restored by the river every year, by natural flow, so mining in river bed was not dangerous. He said that if mining was done on the riverbank or adjoining area then it could create change the river’s course. He said that a few persons from Uttar Pradesh forcibly stopped the mining work near Belgarh village, 25 km from here, on January 14. He said that these people also took away two J.C.B. Machines and 12 tractor-trailers and other machines of the mining contractor who was conducting mining in the authorised zone of Belgarh village. He said that he had deputed the Sub-Divisional Magistrate Jagadhri to have the first-hand information. Mr Rajinder Singh, Superintendent of Police, Yamunanagar yesterday stated that on a complaint lodged by the owner of stone crusher who were operating there that their machines and 12 persons operating them have been taken away by Uttar Pradesh police forcibly, on January 14. The Khizrabad (Yamunanagar) police had registered a case of dacoity under section 395 of the IPC against 14 persons of Uttar Pradesh. He said the 14 persons were identified as Ram Charan, Janak, Ved, Ilam, Chelu, Manga, Mishar, Shakeel, Satish, Sethpal, Shyam, Rajnish, Ram Singh and Rajpal, all residents of Saharanpur district. He said that a police party had been sent to trace out the accused. The police of both the states had been posted to avoid any untoward incident. Earlier, there was a dispute between both the states on Mandewala bed bars in Yamuna, it was resolved amicably. The construction of the Mandewala Bedbars has benefited people of several villages as they feared floods during monsoon. |

to hold seminar Kurukshetra, January 18 Stating this here today, a board’s spokesperson said another meeting of officials of the district administration, the police and the Education Department would be held on the same day at the secretariat at 2.30 p.m. and it would be presided over by the Deputy Commissioner, Dr R.B. Langyan, while the board’s secretary, Mr Rakesh Gupta, would also participate in the seminar. He said that 772 head examiners, drawn from six districts comprising Kurukshetra, Karnal, Kaithal, Panchkula, Yamunanagar and Ambala, would participate in the seminar besides the District Education Officers of these districts and experts from the National Council of Educational Research and Training, New Delhi and the State Council of Educational Research and Training, Gurgaon. The spokesperson claimed that the board had already organised such seminars at Gurgaon on December 5, at Rohtak on December 18 and at Hisar on December 24, in which 1500 head examiners had participated. |
Move to benefit 300 engineering teachers Chandigarh, January 18 The Technical Education Department as well as the Finance Department have already recommended the introduction of a career advancement scheme in Regional Engineering College, Kurukshetra (now a National Institute of Technology — NIT), CR Engineering College, Murthal, Sonepat, and YMCA Engineering College, Faridabad.Now only Cabinet approval is awaited. Once the scheme is implemented, all 300 teachers working in these colleges will get time-scale promotions. For example, teachers with Ph.Ds will get their promotions in four years, those with M.Tech in five years while B.Tech teachers will get promotion as senior Lecturers (Rs 10,000-15,800) in six years. After five years of their first promotion, these teachers will be entitled to promotion to a selection grade (Rs 12,000-18,300) As of now, there has been no uniform promotion policy for teachers working in various engineering colleges of the state. To end the problem of stagnation among engineering college teachers, the state government had constituted a committee under Chief Secretary A.N. Mathur. On the suggestions made by the Mathur Committee, the Technical Education Department recommended the introduction of a career advancement scheme of the UGC in the government-run engineering colleges. The Finance Department, too, gave its assent to the recommendation. The Cabinet meeting may also approve the proposed amendments to the Cooperatives Act. The Cabinet may also consider some of other pending issues, including amendments to the Stamp Duty Act. |
Abducted girl rescued Kurukshetra, January 18 Stating this here today, the district police chief, Mr K.K. Rao, said that the class IV girl, Vibha, alias Pinki, a daughter of a
cloth merchant, Mr Lallan Yadav, of Varanasi, had gone to Hardwar along with her mother and two brothers four months ago. Mr Rao said that Pinki had told the police that when she was playing on the banks of Ganga, a woman named Meenu approached her and took her to a temple named Chandi Devi. After roaming from one place to another, Meenu brought Pinki to Ranjeet (60), a resident of Indira Colony here, about three months ago. According to Pinki, Ranjeet, his wife Kamlesh and their two sons used to tell their neighbours that Pinki was one of distant relatives. Pinki alleged that she was beaten up and made to work as domestic help and given insufficient food. Whenever she expressed her desire to leave for her native town, she was beaten up by Ranjeet and Kamlesh. Pinki realised that she was going to be sold to some persons on Friday. Her captors had struck a deal at Ranjeet’s residence in this regard. Pinki narrated her tale of woe to her neighbour, Ms Maalo Devi, who informed the police about the whole matter. Mr Rao said that Ranjeet had been arrested, while his wife Kamlesh and two sons had been absconding. Ms Maalo Devi told this reporter that Kamlesh had offered her Rs 60000 for not informing the police. |

Singh, is to bring about a change in the attitude of man and woman. Ms Geetanjali Mohan, Senior Advocate of the Supreme Court, said it was the duty of every individual to take a pledge to rid society of this world-wide phenomenon of atrocities against women. Dr Meena Dutta, coordinator, Department of Defence and Strategic Studies, Panjab University, was of the view that the women needed to be empowered in order to be equal to the man. champion Ajay Rathi, a student of GMN College, has participated in the 13th National Junior Throwball Championship. The College Principal, Dr R.R. Malik, said Rathi was part of the Haryana team which won the gold medal in the championship. About 27 teams participated in the championship. Rathi has participated thrice in the junior national championship. He is now keen to participate in an international championship. |
