Sharad’s no to hike wheat issue price Chandigarh, January 9 A high-level committee had recommended that the issue price of wheat procured by the FCI in 2002 and 2003 should be increased by Rs 20 per quintal. The committee, headed by the Chairman of the FCI, was of the view that the increase in the issue price of wheat procured for these two years would push the demand for wheat procured in the earlier years. The increase would have widened the gap between the issue price of wheat procured in the past two years and that in the previous years. The sources say the committee, which comprises, among others, representatives of the Union Ministries of Food and Commerce, had based its recommendation on the premise that the increase in the price would reduce hidden subsidy given by the FCI to consumers. The holding cost of the FCI had also gone up. Mr Yadav, however, did not agree with the recommendation of the committee. The sources say though the minister justified his decision by saying that the increase in the issue price of wheat would push the prices of wheat and its products in the open market, fuelling inflation, the impending Lok Sabha elections might have weighed on his mind while rejecting the proposal. Meanwhile, due to the paucity of rail rakes, about Rs 1,000 crore of wheat exporters is locked with the Punjab and Haryana regions of the FCI. The exporters had deposited this money to book wheat procured by the FCI in 2002. The FCI has no reason to be upset with the Railways in this regard. |

DC’s car attached for not paying farmers’
dues Fatehabad, January 9 Residents of Jamalpur Shekhan village in this district in four separate petitions to Additional District and Sessions Judge Mr R.K. Sondhi had challenged the award of the District Revenue Officer-cum-Land Acquisition Collector, Fatehabad on agricultural land of these persons acquired by the government for public purpose. The land was acquired under the Land Acquisition Act November 28, 1995 for Spun Pipe Factory under the Minor Irrigation and Tubewell Corporation, Haryana. The judge on February 2, 2003 had held that the claimants were entitled to Rs 3.20 lakh compensation per acre with all statutory benefits. The Revenue Officer-cum-Land Acquisition officer earlier ordered a compensation of Rs 1.60 lakh per acre. The judge had also ordered payment of 12 per cent interest on the decreed amount. The MITC, which is to pay the relief has since been wound up by the government. The Water Services Department of the government is the parent department under which the MITC existed. When the government failed to pay Rs 18.58 lakh to the decree holders they moved court for execution of the decree. The court on December 18, 2003 attached the official car of the Deputy Commissioner bearing number plate HR-22-C-0001 and treasury account of the Water Services Department of Haryana bearing account number 01192013238 for the non-payment of compensation. The state of Haryana today moved an application by the Collector Fatehabad in the court praying for the release of the car. The government submitted that sincere efforts were being made for the satisfaction of the judgment against it. The application said that the decreed amount is to be remitted by the Minor Irrigation and Tubewell Corporation and the Deputy Commissioner already wrote the Managing Director of the corporation in this regard on December 24, 2003. The application further said that the Deputy Commissioner was to perform his administrative duties in the interest of public and in case the car in question was attached the applicant would suffer harassment. The application went on to say efforts would be made to deposit the payment as early as possible. Additional District and Sessions Judge Mr Sondhi today stayed the operation of the attachment orders till the next hearing of the case, which is January 24, 2003. |
BJP panel to demand snapping ties with
INLD Panipat, January 9 According to sources the committee members will meet the Prime Minister, Atal Bihari Vajpayee, Deputy Prime Minister, L.K Advani and other senior leaders soon to explain the problem that they have been facing from Chautala government. Sources informed that the committee comprising all BJP state MPs, the president of the state BJP unit, Prof Ganeshi Lal, and other senior leaders including Kailash Sharma, Ram Vilash Sharma, Sita Ram Singhal, Krishan Pal Gujjar, Bir Kumar Yadav, have also decided to meet senior BJP leaders. It is believed that the state BJP unit is making last minute efforts to impress the party high command to separate it from the INLD. Earlier, the high command had rejected the state BJP units proposal to withdraw support from the INLD. During the two-day meeting of the core committee held in Panipat on January 3 and 4, a majority of the members had criticised the government style of functioning and expressed their desire to withdraw support from the INLD government. The members had also expressed their desire to contest the 10 Lok Sabha seats independently in the forthcoming elections. |

The authorities assured action in the matter and directed the DSP, Mr Raj Kumar, to look into their complaint. Meanwhile the bus services which remained suspended the whole day on Thursday were resumed late in the night. The district administration requisitioned cranes Karnal and other towns to clear the local bus stand road of the maxi cabs parked there. However, the maxi cab owners themselves removed the vehicles late last night. YAMUNANAGAR: Haryana Roadways employees jammed the traffic and did not allow buses to ply here today for half an hour in Mr Balwant Rana, state vice-president of the Haryana Roadways Employees Union, threatened that a state-level agitation would be launched if action was not taken. |

Suspended EO continues to attend office Karnal, January 9 He was caught red handed by the City Magistrate, Mr Jagdip Singh on charges of tampering with the records in the attendance register on December 22, 2003. The EO was also detained on the spot and later handed over to the local police where he was kept in custody for at least six hours. However, he was released in the evening on giving a written confession that he had tampered with the records. Later, the Deputy Commissioner of Karnal, Mr R.S. Doon, had asked the Department of Urban Development to take legal action against the EO. Earlier, in a separate case, Mr Doon had also recommended to the Department of Urban Development to suspend the EO immediately on charges of misconduct. Intentionally remaining absent from the meeting of the distirct grievances committee, trying to mislead the senior officials and intentionally rejecting the building plan of a local resident whose case was pending before the grievances committee. Following recommendations of the Deputy Commissioner, Mr P.K. Gupta, the Commissioner and Secreatary of the department placed him under suspension with immediate effect on January 2 this year. However, the suspended EO continued to hold office till date and “performed” all official duties illegally. When contacted, Mr Verma refused to comment. The Deputy Commissioner was also ignorant about the orders of suspension but ensured that if suspended the official would not be allowed to perform any official duty from the next working day onwards. It may be mentioned that a local resident had filed a complaint before the district grievances committee alleging that the EO was not clearing his building plan for the past many months. The EO was asked to appear before the grievances committee on December 13, last year, to file his reply but he remained absent intentionally and sent a message through the Secretary of the MC that he had gone to Chandigarh to appear in a court case pending in the Punjab and Haryana High Court. |

HAU to modernise seed
farm Hisar, January 9 A meeting of farm officials and university scientists was held here today to chalk out a strategy in this regard. Irrigation techniques, the cropping pattern, farm security as also soil health management and conversion of undulating soil into cultivable land were discussed at the meeting. Scientists were of the view that due to the rising underground water table, the flood-in irrigation technique was not suitable for Hisar and adjoining areas as it could cause soil salinity. They favoured drip irrigation and the sprinkler system. They also decided to take up work on seed and seedling production of fruits, vegetables, oilseeds and pulses as farmers’ demand for seeds of commercial crops was increasing. Ram Dhan Singh Seed Farm was allotted to the university to provide improved seeds. |

UN team assesses anti-quake steps Karnal, January 9 A senior official of the district administration said team leader of the UNDP Saroj Kumar Jha had a meeting with Additional Deputy Commissioner J.P. Kaushik, Sub-divisional Magistrate S.K. Ahuja and scientists of the meteorological department posted here to study internal movements of the earth. The UNDP is looking into the disaster management plans of at least 15 states in the country. However, Haryana is not on the list of the UNDP so far. The team also visited the local hospital here to review emergency medicare facilities. |

A real action
hero Ambala, January 9 The fire was controlled when an employee of a confectionery shop dared to turn off the regulator of the cylinder . The fire brigade was informed but it did not reach even after the fire was controlled. The incident occurred when a shopkeeper dealing with the cooking gas stoves was repairing a stove at his shop. As the cylinder caught fire the shopkeeper threw it in the middle of the road. Since it is the main road of the city, a number of pedestrians and vehicles brought to a standstill on both side of the road fearing that the cylinder may explode at any time. Some of the shopkeepers closed their shops as a precautionary measure. In the mean time an employee of a confectionery shop Jai Singh took the risk of life and rushed toward the burning cylinder along with a wet jute bag and a bucket of water. He put the wet jute bag on the cylinder and started sprinkling water on it. The flames of the fire could not come under control even then. He switched off the regulator. Meanwhile, shopkeepers of the bazaar have decided to honour Jai Singh. |

Avedna files anticipatory
bail plea Ambala, January 9 Counsels for Avedna, Mr Satish Jain and K.G. Maini, stated in the bail application that Avedna had performed marriage with Husain according to Islamic rites after changing her religion willingly without the consent of her parents. In spite of this marriage, the parents of Avedna married her off to Amitabh Thakur on July 13. Just after two days of marriage, she ran away to live with Husain. The counsels said in the bail application that Avedna, appearing before the Judge of the Punjab and Haryana High Court, had stated that she wanted to live with Husain. They said when the police failed to lay its hands on Zakir, it recorded the supplementary statements of the father, mother and brother of Avedna that she had taken away golden ornaments presented to her at the time of her marriage with Amitabh Thakur. Avedna said in the bail application that the police had moved an application in the court of the ilaqa Judicial Magistrate for issuing warrant of arrest against her but it was declined. Later, the police moved another application before the Duty Magistrate and obtained the arrest warrant. The counsels requested the court that the arrest of Avedna should be stayed till the final decision on the petition. |

Tubewell mechanic
murdered Karnal, January 9 The district police said the incident took place at Khawajapur village near Gharaunda. Iqbal, was called from Mujafarnagar by Sajjid to repair his tubewell yesterday. They were both known to each other. When they were returning from the fields after repairing the engine, they were attacked with sharp-edged weapons and Iqbal died on the spot. Police has registered a case under Sections 302 and 307 of the IPC. |

Bhoria, launching the site, said the thrust was on making the site user-friendly and extensive information on technologies and related areas had been provided. He said information regarding the latest happenings in the agricultural sector of the state would be regularly updated. Certain officials, including the Deputy Director (Headquarters), Agriculture Information Officer and a Computer Programmer, have been assigned the task of updating the information. He said information on the site would also be made available in Hindi as the farmers were the primary target group. The Director, Agriculture, Mr Rajeev Arora, said the site would provide farmers with easy accessibility to agriculture-related information. |

Dairy farmers’ programme Karnal, January 9 The funds, especially earmarked for providing subsidised fodder, balanced cattle feed and free veterinary medicines to the crossbred cattle developed through AI will boost the milk production. Mrs Sushma Devi of Karoh and Ms Kamlesh Kumari of Katera, both Nurpur district, said this to TNS. They were among 35 farmers of Nurpur sub-division who took training in scientific dairying at the National Dairy Research Institute (NDRI) here, this week. Dr P.S. Youth shot Hisar, January 9 According to reports, Kuldeep Singh and his friend Daya Nand — both residents of Barsi village — were returning to their village from Hansi on a motor cycle. When they reached near the village, three motor cycle-borne persons stopped them and asked them to hand over their motor cycle. When Kuldeep Singh said no to them, one of them took out a pistol and fired at him. Kuldeep Singh (22) died on the spot. The assailants also attacked Dayanand. They later fled from the spot after snatching the motor cycle. |
