1.77 cr to improve nutritional status of women

The Haryana Women and Child Development Department has decided to spend a sum Rs 1.77 crore in order to improve the nutritional status of pregnant and nursing mothers as well as adolescent girls.

Revised pay scales notified
Chandigarh, January 8
The Haryana Finance Department has notified the revision of pay scales of certain posts in various departments. An official spokesman said here today that the Chief Supervisor (Drilling) in the Department of Agriculture would get a revised pay scale of Rs 5500-9000 instead of 5450-8000 with effect from January 1, 1996.

A woman and a boy were seriously injured when a person threw acid on them in Jawahar Nagar area here yesterday. According to the police, Kanta Devi and her six-year-old nephew Suraj, both residents of Jawahar Nagar, were standing in a street when her husband’s friend Ashok Kumar, a resident of the same colony, threw acid on them.

The district police arrested a person under Sections 420 and 406, IPC, for taking money on the promise of sending a youth abroad. He was presented in the district court, which sent him to police custody till January 10.

Mr M.K. Miglani, Vice-Chancellor of Haryana Agricultural University yesterday asked scientists to develop insect and disease-resistant crop varieties to minimise the use of insecticides on crops.

To join Cong or not is their predicament

With infighting in the Haryana Congress hotting up with each passing day, two legislators are indecisive about their future course of action.

Mr Karan Singh Dalal had won from Palwal on the Republican Party of India (RPI) ticket while Mr Jagjit Singh Sangwan won the Dadri seat as a candidate of the Nationalist Congress Party (NCP). Both Mr Dalal and Mr Sangwan, the only MLAs of their respective parties in Haryana, are keen to switch their affiliations to the Congress. What is preventing them from joining the party is the volatile nature of its state unit.

Mr Sangwan, originally a Congressman, fought the election from Dadri as a NCP contestant after he was denied the ticket by the Congress. Mr Sangwan’s coming back to the Congress will be described as homecoming.

Mr Dalal was with the Haryana Vikas Party (HVP) and joined the BJP after the HVP split and the breakaway faction merged with the INLD. He was settling down in the BJP when the party struck an electoral alliance with the INLD as a result of which Mr Dalal was not given the ticket because Mr Om Prakash Chautala, Chief Minister and INLD supremo, opposed his candidature. Mr Dalal then fought on the RPI ticket from Palwal and retained the seat.

Mr Bhajan Lal, chief of the HPCC, had on a number of occasions announced that both Mr Dalal and Mr Sangwan would join the Congress. There was a strong possibility of these MLAs joining the Congress at a public meeting held at Fatehabad at the time of byelection in that constituency. But it was not to be.

When asked about the possibility of joining the Congress, both MLAs said “they were in no hurry”.

“They are not sure about joining the Congress. If they join the Congress and side with Mr Bhajan Lal, the other factions would try to scuttle their chances of getting the ticket. This scares them,” a source here said.

While Mr Sangwan does not appear to be looking beyond the Congress for changing his political affiliation, Mr Dalal has the option of trying out the HVP once again. It is believed that his previous experience with the BJP, which continues to have alliance with the INLD, will keep the MLA away from the saffron party.

Mahila Congress chief replaced

The Haryana Congress President, Mr Bhajan Lal, today scored another victory over his detractors when the high command replaced Mrs Anita Yadav, president of the Haryana Mahila Congress, by Mrs Sumeeta Singh of Karnal.

The absence of a Central party leader at the “Hisab Chukao” rally organised by former Haryana Youth Congress President Nirmal Singh, abete noire of Mr Bhajan Lal, at Kurukshetra yesterday was also considered a victory for the former Chief Minister, who was opposed to the rally. The absence of a Central party leader is considered to be a message from the high command that it would not patronise any rally organised without permission of the Pradesh Congress Committee.

Mrs Yadav, MLA from Salhawas, took over as the President of the Mahila Congress when Mr Bhupinder Singh Hooda was the chief of the state Congress. She is the lone woman Congress MLA. Though of late Mrs Yadav had come close to Mr Bhajan Lal, her loyalty to him was still under a cloud.

On the other hand, Mrs Sumeeta Singh, a former President of the Karnal Municipal Committee, is a close associate of Mr Bhajan Lal. She was appointed Secretary of the Pradesh Congress Committee after Mr Bhajan Lal took over as its President. She had come close to Mr Bhajan Lal when he contested the Lok Sabha elections from Karnal.

So much so, Mr Jai Prakash Gupta, a son of a close friend of Mr Bhajan Lal, is believed to have parted company with the latter because of Mrs Sumeeta Singh. Mr Gupta, who was the party MLA from Karnal from 1991 to 1996, was not on good terms with Mrs Sumeeta Singh, who had become another centre of power in Karnal because of her being the President of the local civic body. Mr Gupta was denied the party ticket in 2000. But he won the Karnal seat as an Independent candidate.

Sources in the party say Mrs Sumeeta Singh could not have become the President of the Mahila Congress without the recommendation of Mr Bhajan Lal.

Sharma, Bhalla, Mittal to be sworn in today

Haryana’s youngest Advocate-General (AG), Surya Kant Sharma, and two Bar members — Mr Rajiv Bhalla and Mr Ajay Kumar Mittal — will be administered oath as Punjab and Haryana High Court Judges on Friday. Their warrants of appointment were received by the high court authorities this afternoon.

The oath-taking ceremony will be held in the courtroom of the Chief Justice (CJ), Mr Justice B.K. Roy, at 10 am, according to a communication received from Registrar General Pritam Pal Singh’s office.

The number of high court judges, with their appointment, will rise to 28 against the sanctioned strength of 40 and recommended strength of 53. The number had recently gone down to 25 with the transfer of Mr Justice N.K. Sodhi to the Kerala High Court. Even after their appointment, the shortage will continue as another judge is retiring this month after attaining the age of superannuation.

Earlier during the day, excitement broke loose on the High Court premises as news about the arrival of warrants reached the staff and the advocates. For so many lawyers, the installation of speakers in the CJ’s courtroom was confirmation of the information about the ceremony.

Meanwhile, the staff swung into action for holding the ceremony. Cards were dispatched to sitting and retired high court judges, along with other dignitaries.

1.77 cr to improve nutritional status of women

Karnal, January 8
The Haryana Women and Child Development Department has decided to spend a sum Rs 1.77 crore in order to improve the nutritional status of pregnant and nursing mothers as well as adolescent girls.

While stating this here today, a spokesman of the department said under the scheme, that is to be implemented as a pilot project in the districts of Ambala and Yamunanagar, six kilograms of foodgrains would be provided free of cost to those pregnant and nursing mothers who weigh less than 40 kg and adolescent girls between 10 and 19 years of age with body weight of less than 35 kg.

The foodgrains, including wheat and rice, would be provided to the beneficiaries through the fair price shops of Public Distribution System (PDS) for three consecutive months. At least 35,917 women and girls had been identified in the districts of Ambala and Yamunanagar under the scheme. The Government of India had agreed to the proposal of the state government to provide 100 per cent grant for the scheme. An action plan involving an investment of over Rs 2.20 crore had been sanctioned by the Union Government for the implementation of Swayamsidha Scheme in 13 blocks of the state, namely, Rewari (urban and rural), Khol, Bawal, Jatusana, Hansi-I, Adampur, Ateli, Pinjore, Barwala, Ambala, Brara and Sadhaura.

Union leaders meet Chautala

An 18-member delegation of the Haryana Karamchari Mahasangh (HKM) and the Sarv Karamchari Sangh (SKS), two major staff associations, met Chief Minister Om Prakash Chautala here today. The employees are jointly agitating under the banner of the Haryana Employees Joint Action Committee.

The delegation was led by Mr Dhara Singh, President of the HKM; and Mr Poonam Chand Ratti, President of the SKS. The delegation apprised Mr Chautala of various problems and demands of the employees. These included regularisation of the services of daily wagers, pay scale anomalies and the ex-gratia policy.

Assuring the delegation that genuine demands of the employees would be examined and considered sympathetically, Mr Chautala asserted that the state government had always been considerate towards its employees. He asked the two associations to submit a list of daily wagers appointed before 1996.

An official spokesman said here today that the Chief Supervisor (Drilling) in the Department of Agriculture would get a revised pay scale of Rs 5500-9000 instead of 5450-8000 with effect from January 1, 1996. An Earth Work Mistry of the Irrigation Department would get a pay scale of Rs 3050-4350 with effect from October 9, 2003. The Registrar in the Irrigation Department would get a pay scale of Rs 8000-13500 instead of Rs 6500-10500 with effect from October 9, 2003. Similarly Translators in the Department of Law and Legislative would get a pay scale of Rs 5500-9000 with effect from January 1, 1996.

In the Department of Prosecution, the Director, as a personal measure, would get a pay scale of Rs 18,400-22400 with effect from October 9, 2003. The Secretary, Zila Sainik Board and the Assistant Secretary, Rajya Sainik Board, would get a revised pay scale of Rs 8000-13500 with effect from October 9, 2003. The Braille-cum-General Technician in Government Blind School, Panipat, would get a revised pay scale of Rs 5000-7850 as a personal measure with effect from October 9, 2003. The Deputy Directors in the Department of Welfare of Scheduled Castes and Backward Classes would get a pay scale of Rs 8000-13500 with effect from October 9, 2003. Similarly, the Lady Social Worker in the same department would get a revised pay scale of Rs 4,000-6000 with effect from January 1, 1996.

Inaugurating a two-day national seminar organised by the Department of Botany in association with the National Institute of Ecology, International Society for Tropical Ecology and Dayanand National Academy of Environmental Sciences, the Vice-Chancellor of Kurukshetra University, Dr A.K. Chawla, observed that the success of environmental programmes depended on village community participation in environmental management and conservation of natural resources. He further observed that with the grater participation of the people at the grass-root level, it was possible to regenerate our forests, grazing land, village ponds and streams and preserve the wildlife.

Prof. J.S. Singh, FNA, Chairman, Birbal Sahni Institute of Palacobotany, Lucknow, and Professor of botany, Benaras Hindu University, Varanasi, observed that biodiversity played a prominent role in modulating the ecosystem function and stability. Earlier Prof. R.S. Mehrotra, retired Professor of botany Department of Kurukshetra University, who was the guest of honour stressed the need of technical knowledge and strengthening and restructuring in respect of ecology.

New bus route policy decried

Mr Virender Singh Sangwan, state president of the Haryana Cooperative Transport Societies Welfare Association has stated that the new bus route policy announced by the government would not only increase unemployment but would also cause huge financial looses to the existing societies.

Talking to mediapersons here he said the government had issued permits only for those routes on which the societies were plying buses. He urged the government to issue permits for new routes. The state government sought guidance from the Transport Department while issuing permits to the societies and the department always kept its own interests in mind which resulted into huge losses to the societies, Mr Sangwan said and added that while deciding about the routes, representatives of societies should be given proper representation.

Mr Sangwan said they had brought their difficulties to the notice of the Transport Minister but to no avail. Now, they were planning to meet the Chief Minister to seek his intervention to safeguard their interests.

One held for throwing acid on two

A woman and a boy were seriously injured when a person threw acid on them in Jawahar Nagar area here yesterday.

According to the police, Kanta Devi and her six-year-old nephew Suraj, both residents of Jawahar Nagar, were standing in a street when her husband’s friend Ashok Kumar, a resident of the same colony, threw acid on them. He was caught and beaten up by neighbours when he tried to escape. Later, he was handed over to the police. A case has been registered in this regard.

Meanwhile, a youth was killed and two others were injured in a road accident at the Chhotu Ram chowk here last evening. The injured were admitted to a local private hospital.

According to the police, three youths were on their way towards the Camp chowk on a motorcycle when a vehicle hit them. One of them was killed on the spot. The driver of the vehicle fled the spot. A case has been registered.

According to information received today, the in charge of Baragura police station, Mrs Krishna Yadav, arrested Gurdeep Singh of Lakranwali village on the complaint of Hameer Singh of the same village. He alleged that Gurdeep Singh lured his son Dharshan Singh on the pretext of sending him to Malaysia. Gurdeep Singh took Rs 1.2 lakh from him in this regard.

The complainant stated that when he asked Gurdeep to return the money the latter sent his son. He was told that Dharshan had been sent to Malaysia through an agent whereas he was in Thailand and had been arrested on account of forged documents.

Develop insect-resistant crop varieties, says VC

Mr M.K. Miglani, Vice-Chancellor of Haryana Agricultural University yesterday asked scientists to develop insect and disease-resistant crop varieties to minimise the use of insecticides on crops.

He was inaugurating an advanced training course in recent advances in host-plant resistance to insects organised by the ICAR Centre of Advanced Study here. Scientists from Himachal Pradesh, Jammu and Kashmir, Andhra pardesh, Tamil Nadu, Gujarat, West Bengal and Karnataka are attending the course.

The Dean of College of Agricultural, Dr Satyavir Singh, who presided, stressed the need for integrated pest management techniques.

Stray cattle continue to be a problem in Ambala city as well as Ambala cantonment. While efforts are made off and on to check the menace, a long-term solution seems to elude the authorities concerned.

Stray cattle on roads are a major cause of accidents, particularly during night.

The Citizens Council has said a heavy penalty should be imposed on cattle owners, whose cattle is impounded. A proposal to shift dairies has been mooted.

Music album released

Haryana Pradesh Congress Committee minority cell district president Kulwant Singh Manakpur recently released a Punjabi music album, “Doli”, by a local youth, Tejinder Teji.

Mr Manakpur said singers helped in keeping the heritage alive. The singers should stress on patriotism and folk songs. The song writer, Pawan Kumar is from Manakpur village.

Sanskrit training programme

The Vedic Prachar Mandal has started a Sanskrit training programme free of cost. The programme was presided over by Sanskrit academician, Dr Nandkishore Sharma of S.D. College.

Mr Mahipal Singh and Dr Pratibha Purandhi spoke on the role of Arya Samaj in generating awareness of Sanskrit. While Dr Kamdev Jha reflected on the role of Sanskrit Bharati.

55,000 teachers trained

As many as 55,000 in-service teachers teaching classes one to eight were imparted week-long training under the Sarva Shiksha Abhiyan. An official spokesman said here today that the training programme was conducted from January 1 to 7. As many as 1500 training units were created all over the state. More than 4,000 master trainers were engaged for imparting training to the trainee teachers.

435 power connections released

The Deputy Commissioner, Mr D.D, Gautam, said out of the 435 new connections, 345 were for the ordinary category, 10 were for the commercial purpose, 79 were for tubewells and one was of a Public Health tubewell, a release said.

Shopkeepers demand extra land

The Upper Rai Market Traders’ Association today demanded that shopkeepers should be given additional five feet of land behind their shop.

The association, in a memorandum addressed to Ambala Cantt MLA, Mr Anil Vij, said about five feet of land behind their shops was not being utilised. They said the additional land could not be utilised for any other purpose due to its location. The shopkeepers said the municipal council should allot them the additional land.
