Banks taken for a ride by neo-rich Rohtak, January 13 The accessories cover around 50 per cent of the seed money they invest. Thus they are able to use a new car for a pittance for about a year after which another car is obtained in a similar fashion in a different name. The modus operandi saves them around Rs 1 lakh which they would have otherwise lost by way of depreciation on a car costing about Rs 5 lakh. On the flip side, they are able to impress others by changing cars every year. However, there is a bright side to the story too. Such customers do not give the banks a run for their money. The cars are generally handed over by the owners themselves without the banks needing services of outside recovery agents. Besides, so long as they use it, the cars are well maintained. According to bank officials, such customers constitute about eight to 10 per cent of the clientele. The number has grown by about five per cent during the past two years. Such car owners have now grown so bold that they do not even get the car registered. The temporary registration number available for a few hundred rupees serves their purpose. A permanent registration certificate, on the other hand, costs much more depending on the seating capacity or the cost of the car. What encourages such customers is the banks’ reluctance to register criminal cases after the cheques bounce. Bank officials say though they collect post- dated cheques from their customers it is financially unviable to register criminal cases against them as it would further delay the recovery of the loan. A court case can take several years and even then bank has little chance of getting the money back. So, the easier option is to impound the car and dispose it off immediately so that most of the money is recovered in time. This also cuts operating costs as criminal proceedings require good lawyers who charge hefty fees. The erring customers exploit these factors to the hilt. This phenomenon has given an altogether new dimension to the used car market in Haryana. The impounded cars are a bargain for those in the know. The banks sell these to private car dealers and give them a permanent power of attorney to get the car registered in any subsequent customer’s name. For the buyers of these cars, the main attraction is that these are in excellent condition having done only around 20,000 km and the cost is anything between 25 to 30 per cent less than the price of the new car. Bank officials, however, are not overly worried over this. They maintain the bad debt ratio in the car segment is still much lower compared to other sectors like industry and business. They expect the number of such defaulters to come down in the next few years. Till then “happy motoring” to the nouveau riche ! |
Now land records on computer Yamunanagar, January 13 HALRIS computer centre would enable computerised registration of property, mutation and deed writing in the tehsil office which would help reduce frauds. As a result, litigation in property disputes would also come down. According to the Deputy Commissioner, Mr Vijayender Kumar, the centre has a high-end server and 12 client machines for providing prompt service to the general public. Touch-screen kiosk have been set up at the centre to answer queries relating to collector rates of land, land record information and ‘nakal’ of jamabandi. With this, the public will be saved from unneccessary harassment and the system will bring transparency in land records as the public would be allowed to see the status of mutation of their land at the kiosk. Later, the Chief Minister laid the foundation stone of a primary health centre (PHC) at Budia village to be constructed at a cost of Rs 49.11 lakh. The PHC would come up in four acres provided by the village panchayat free of cost to the Health Department. The Chief Minister presented a cheque for Rs 1 lakh each to 11 widows under Devi Rakshak Scheme. The Deputy Chairman of the Planning Board, Mr Rajesh Sharma, MP from Kurukshetra, Mrs Kailasho Saini, Minister of State for Health M.L. Ranga, Chairman, Dairy Development Board, Mr Akram Khan, Dr M.C. Gambhir, Dr B.L. Saini, Mr Balwant Singh, Mr Kanwar Pal, all MLAs, Deputy Commissioner Vijender Kumar, SP Rajinder Singh and SDM Renu Phulia were also present. |
INLD to contest Lok Sabha poll in 5 states Yamunanagar, January 13 @Mr Chautala stated this while talking to mediapersons at Jagadhari in this district. The INLD had contested the recent assembly elections in Rajasthan and emerged victorious in four constituencies. Replying to a question about alliance with other parties, he said a decision in this regard would be taken after the announcement of the Lok Sabha elections. However, he said the question of alliance with the BJP depended upon the decision of the BJP high command. The ball was now in the court of the BJP, he added. Mr Chautala, who also addressed a meeting of the INLD workers here, called upon them to get ready for the Lok Sabha elections as these could be announced anytime. He said that he had suggested at the meeting of the NDA that parliamentary elections should be held in May in view of the examination of school children in March and the busy schedule of farmers in April due to harvesting.

3 Haryana LS seats sought for women Chandigarh, January 13 Talking to newsmen after taking over as President of the Haryana Mahila Congress, Mrs Sumita Singh said women must get the Congress ticket to contest at least three of the 10 Lok Sabha seats in the state. She said she had already talked to the State Congress President, Mr Bhajan Lal, regarding this demand. She said the President of the All-India Mahila Congress, Mrs Rita Bahuguna, would address a rally to be organised by the Haryana unit of the party in Bhiwani on January 24. Mr Bhajan Lal, Mrs Renu Poswal, Secretary of the All-India Mahila Congress; Mrs Parssini Devi and Mrs Anita Yadav, both former Presidents of the Haryana Mahila Congress, were also present. |

Valmikis set condition for support in LS poll Sirsa, January 13 Expressing resentment over the benefits of the reservation policy having been availed mainly by particular sub-castes of the community these Valmiki leaders said that though Lok Sabha constituency of Sirsa as well as three Legislative constituencies in it are reserved but none has a representative from the Valmiki Samaj that has 1.5 lakh voters. They also expressed anguish that reservation policy had benefited most people belonging to B-section of the Scheduled Caste. The leaders also resolved to hold an ethnic panchayat of the Valmiki community under the chairmanship of Dharshan Ratan Ravan of the Adi Dharam Samaj in February to discuss discrimination against the community. |
6 killed, 5 hurt in mishaps Jind, January 13 In another collision between a jeep and a Haryana Roadways bus on the Narwana-Hatho road near Bidna village, two occupants of the jeep were killed, while five others were injured. The deceased were Santosh Kumar resident of Rawalwas village and Sugreev of Kajala village. The injured have been identified as Dinesh, Suresh Ishwar, Vijay and Raghubir. In another incident a person, Jeet Kumar, died after he fell from a running train near Narwana railway station on the Jind-Jakhal Railway Section. |
Two brothers die in mishap Fatehabad, January 13 According to reports, Rajiv Nain, Raj Nain and Mukesh were coming to Fatehabad from Hisar in a Maruti Alto car. When the car reached near Gurukul Ved Mandir a stray animal came on the road. To save the animal the driver of the car took a turn. The car went out of his control and collided with a mini truck coming from the opposite direction. Rajiv and Raj died on the spot while Mukesh was injured seriously. |

‘Woman given electric shocks for dowry’ Sirsa, January 13 Narrating her tale of woes from her Sirsa Civil Hospital bed, Raj Kaur, a Kuttabadh village in this district told reporters today that she was married to Santokh Singh of Haamad village falling under Fazilka in Punjab seven years ago. She said that as her parents were poor and could not afford hefty dowry, her husband and in-laws took her to their house without the meagre dowry offered on the occasion of her marriage, under protest. She said that after her marriage her sufferings started but she did not reveal anything to her parents. She alleged that she used to be beaten after being tied with ropes and also subjected to electric shocks by her husband and the in-laws. In the meantime she gave birth to three children but her sufferings found no end. Ultimately when her parents came to know about her plight, they convened many panchayats to sort out the matter but her husband and in-laws never cooperated and rather boycotted all panchayats. She alleged that a few days ago she was once again beaten up by them and when she became unconscious, she was thrown and abandoned in the biting cold in the fields of Manda village, 8 km away from Haamad village. She said that some passersby noticed her writhing in pain and informed her parents who brought her to Sirsa and got her admitted to the hospital. Her parents have informed the police about the matter.

Shifting of dyeing units: owners meet minister Panipat, January 13 Following the circular issued by Deputy Commissioner, Panipat, M.R Anand, on Saturday on the shifting of the units, members of the Panipat Dyers Association today met with the Minister of Town and Country Planning (Urban), the Chief Administrator, HUDA and the Chief Engineer to explain problems faced by them. For several years, dye houses had been functioning from residential areas. The administration had taken serious note only after the Supreme Court directive to shift them. The administration is of the view that over one crore litres of polluted water was discharged into the open by these units daily putting endangering health of residents in polluting underground water. Smoke from the chimneys of the units also added to the already-polluted air of the city. President of the Dyers Association, Yash Pal Malik, told The Tribune that the owners of dyeing units today met the authorities concerned to inform them that the units could not be shifted overnight. The administration’s decision would harm the handloom industry if proper water and effluent treatment plants were not installed in the allotted site, he added. Mr Malik added that the authorities had assured them that the owners would not be forced to shift till they got all facilities required to set up the units. DC, Panipat, R.M Anand, said the process of the shifting of the units would start soon as the owners of 309 dyeing units had been allotted plots there. He added that as per the scheme, there was land for 670 dyeing units and 109 residential plots in the Industrial Area. He added the scheme would cost Rs 25.50 crore for the shifting of the units. |

Mr Satbir Singh, general secretary of the district unit of the Central Industrial Trade Union (CITU), Ms Jatinder Paul Kaur, district secretary of the All-India Democratic Women’s Association (AIDWA), Mr Vinod Kakkar, director of the Jatan Natya Manch, Mr Devi Lal, former president of the District Bar Association and Dr Mukhtiar Singh Saddar, senior Congress leader, also spoke of his greatness. The speakers described Mr Shekhupuria as an activist who worked relentlessly for the poor and the downtrodden. They said though Mr Shekhupuria had led a life of poverty, he did not compromise on principals. He was always willing to help the needy through the frugal means he had at his disposal. Though he did not keep good health for the past some years, he remained at always at the beck and call of those who needed his help. |
NAAC recognises two colleges Hisar, January 13 The council yesterday informed principals of both the colleges about this through a letter. Both the institutions have been accredited with B plus grades. A four-member Executive Committee of the NAAC headed by Dr P.K. Mishra, former Vice-Chancellor of Orissa University, had inspected these colleges last month for this. The other two local colleges — Government College and Fateh Chand College for Women — had already been accredited by the council. The council has so far accredited three universities and 128 colleges of Haryana and this is the highest figure in the country. The main agenda of the NAAC is to assess and accredite institutions of higher learning in the country to enable them improve quality of education. |

He today visited Gathi Birbal, Kalri Jagir, Khera, Umarpur, Rajepur and many other villages. At Garhi Birbal village he also addressed a nukar sabha in which people from nearby villages had gatherd. He appealed to the people to bring a change of government in the coming elections by sidelining traditional leaders like Chaudhary Bhajan Lal, Chaudhary Om Prakash Chautala and Chaudhary Bansi Lal. He said that all these leaders neglected the northern Haryana in terms of development and releasing funds. |
Jind, January 13 The judge also fined him Rs 2500. According to prosecution the victim had gone to her field to bring fodder two years ago where Birender Singh caught her and raped her. On the complaint of the victim, the police had registered a case of rape against Birender Singh.
