A court here has remanded Satish — main accused who allegedly bought and raped a 15-year-old Dalit girl in police custody for four days. Three other accused in the case, including the Sarpanch of the village who were arrested late last night however were remanded in judicial custody till January 29.

Forum directs HUDA to provide amenities
Kaithal, January 15
The District Consumer Forum here has directed the HUDA authorities to provide civic amenities to residents of Sector 20 of HUDA by March 31. These directions were given on a complaint by Mr A. K. Sardana, who had alleged absence of basic amenities to the plot owners.

Junior basic training (JBT) teachers of the Fatehabad block of this district have not received salary for the month of December. They had to celebrate the ‘Lohri’ festival without salary. Those hailing from other districts could not join their families on this occasion.

INLD wants Lok Sabha poll in May

Haryana Chief Minister Om Parkash Chautala today said his party was against the holding of parliament elections in April.

Addressing a meeting of party workers here, he said proposal for Lok Sabha election in April was not suitable as farmers would be busy in harvesting of wheat crop in Haryana, Punjab and other northern states at that time. Although he had demanded that these elections be held in May instead of April at the recent meeting of National Democratic Alliance partners but most of leaders in the meeting were reluctant to toil in summer.

Without naming any party, he said only weak parties were concentrating on poll alliances before elections but the Indian National Lok Dal had a strong base in the state and it was capable of contesting the forthcoming election on its own.

He also cautioned party workers that opposition parties would try to mislead the electorate to make political gain in the forthcoming elections.

Earlier, he inaugurated a 33 kv power sub-station and a health mela at nearby Sisai village. Mr Chautala also unveiled the statue of a former minister Mr Om Parkash Mahajan the Punjabi Dharmshala here.

BJP’s ‘shine India’ drive a gimmick, says YC

Chandigarh, January 15
The Youth Congress today launched a scathing attack on the BJP’s “shine India” campaign and described as a “gimmick based on total falsehood”.

The President of the Youth Congress, Mr Randeep Singh Surjewala, who was talking to newsmen here, issued a detailed paper quoting statistics from the Economic Survey of India to support his contention that the BJP’s much-publicised “feel-good factor” should be termed as a “feel deceived factor”.

Mr Surjewala said the BJP’s programme of “LPG” (liberalisation, privatisation and globalisation) had completely ignored the primary sectors of agriculture and employment. The BJP was trying to befool the people by basing its “shine India” campaign solely on 8 per cent growth in the second quarter of the current financial year. The reality, he said, was that during the BJP’s five-and-a half-year rule, the country had lagged behind in the fields of employment, agriculture and poverty alleviation programmes.

Mr Surjewala, whose paper would be circulated by the party among its cadres for “enlightenment”, said the unemployment rate had gone up from 5.99 per cent in 1993-94 to 7.32 per cent in 1999-2000. The employment opportunities both in the private and public sectors had been reduced. Similarly, the growth rate in the agricultural sector had come down from 4.8 per cent between 1992-93 and 1996-97 to 1.7 per cent during the period between 1997-98 to 2002-03.

He said several other schemes like the Pradhan Mantri Gramin Sadak Yojana, the Antoyada Anna Yojna, the Swaran Jayanti Gram Swarojgar Yojna and the Swaran Jayanti Shehri Rojgar Yojana, launched by the BJP with much fanfare had failed to achieve their targets.

The Youth Congress leader said the economic package announced recently by the Union Finance Minister was an “election stunt” because the government had no resources to fund it.

Justifying the alliance between the Congress and the DMK, Mr Surjewala said when the Congress had withdrawn its support from the Gujral Government, the Jain Commission probing the Rajiv Gandhi assassination had pointed the needle of suspicion at the DMK. But in its final report the commission had cleared the DMK and its leader. He said no party was in a position to form a government at the Centre on its own. Therefore, the Congress, too, was forming alliances with like-minded and secular parties to defeat the BJP-led NDA in the Lok Sabha elections.

He challenged Haryana Chief Minister Om Prakash Chautala to go in for the Assembly elections simultaneously with the Lok Sabha poll if he was sure about his popularity in the state.

CPM workers hold dharna

Fatehabad, January 15
The CPM today organised a dharna in front of the Deputy Commissioner’s office here on the call given by the state unit of the party. Mr Devi Lal, a former president of the District Bar Association, led the dharna.

A large number of CPM workers participated in the dharna. The CPM workers also gave a memorandum to the Deputy Commissioner to be submitted to the Governor. The memorandum demanded the tracing of Pahrawar village sarpanch Karan Singh, action against officials who were present at the time of Dulina killings and rehabilitation of the Dalits who had left Harsola village.

Addressing CPM activists Mr Krishan Swaroop, state secretary of the Haryana Kisan Sabha, alleged that ever since the NDA government had come to power at the Centre atrocities on Dalits had increased manifolds. He said the situation had come to such a pass that Dalits were even being denied the right to live. He alleged that the INLD government in Haryana also had been adopting a discriminatory attitude towards the Dalits.

Mr Ram Kumar Bahbalpuria, state president of the Akhil Bharatiya Khet Mazdoor Union, Mr Devi Lal, Mr Ram Swaroop, a member of the Zila Parishad also addressed the gathering.

Police remand for accused in rape case

Madhuban (Karnal), January 15
A court here has remanded Satish — main accused who allegedly bought and raped a 15-year-old Dalit girl in police custody for four days. Three other accused in the case, including the Sarpanch of the village who were arrested late last night however were remanded in judicial custody till January 29.

The victim was not produced before the Juvenile Welfare Board as per the Juvenile Act (Amended)-2002. The police had failed to arrest Babli, who allegedly ‘sold-off’ the girl for Rs 25,000.

The police said the victim had been sent to the Nari Niketan here following the court directive. Her medical examination was conducted in the civil hospital here before sending her to the Nari Niketan, the police said.

The police earlier arrested three persons Tejbir Sarpanch of Hassanpur village, Naveen and Manoj.

Investigations made by The Tribune revealed that the girl was not produced before the Juvenile Welfare Board as per the Juvenile Act (Amended)-2002.

Mr R. S. Doon, Deputy Commissioner of Karnal said that a woman police officer accompanied the girl to Hardwar and then back to Karnal for investigations before sending her to Nari Niketan. He admitted that the girl was not produced before the district Juvenile Welfare Board, Sonepat. Karnal district has been attached with the district Juvenile Welfare Board, Sonepat.

Criticising the police for not producing the girl before the Juvenile Welfare Board for counselling Shakti Vahini, an NGO decried delay in the constitution of Juvenile Welfare Boards.

Mr Rishikant, spokesperson of Shakti Vahini demanded that the girl should be given counselling. He alleged that minor girls in the Nari Niketan were kept under lock and key.

“Since the girls are victims of social apathy they need to be provided with homely atmosphere to enable them to get over the trauma they have faced”, he added.

A minor girl from Hardwar was allegedly sold-off by a woman of Ambala to Satish, of Hassanpur village in Karnal district on December 31, last year. She was allegedly raped by many persons including Satish for 10 days before she ran away and reached the police station here on January 13. An FIR under Sections 372, 373, 376, 366A, 114 of the IPC and Section-3 of the SC/ST Act was registered against culprits.

Forum directs HUDA to provide amenities

The District Consumer Forum here has directed the HUDA authorities to provide civic amenities to residents of Sector 20 of HUDA by March 31. These directions were given on a complaint by Mr A. K. Sardana, who had alleged absence of basic amenities to the plot owners.

The forum ordered if the directions were not carried out action under Section 27 of the Consumer Protection Act would be initiated to punish the officials concerned. The forum reportedly took a serious view of the non-compliance of earlier directions issued on December 11, 2001, in which it had directed to provide roads, streetlights, sewerage and arrangements for keeping cleanliness and upkeep of HUDA parks.

It is learnt that the Executive Engineer, HUDA, Panipat, and SDE who were present before the forum at the time of hearing had given undertaking to take steps to complete the remaining works by March 31. The next hearing of the case has been fixed for April 6.

Hooda wants White Paper on funds for Kargil martyrs

The Leader of the Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, has demanded a White Paper on the funds donated by the public for giving grants to the Kargil martyrs.

In a statement issued here today, Mr Hooda said he had raised the issue several times in the Assembly but the Chautala government had maintained silence on the issue.

Alleging that both the state government and the Centre had exploited the Kargil issue for their own political interests, Mr Hooda demanded that members of the security forces making the supreme sacrifice fighting the terrorists in Kashmir and the North-East should also be given an ex gratia grant of Rs 10 lakh as was given to the Kargil martyrs.

Mr Hooda visited the family of martyr Dharam Singh in Hasangarh village in this district yesterday.

Teachers not paid December salary

Mr. Raj Pal Chopra, secretary of the district unit of the Haryana Adhyapak Sangh, affiliated to the Sarva Karamchari Sangh, alleged that teachers were paid salaries late earlier also. He said on enquiry from the office of the Block Education Officer in this regard they were told that budgetary sanctions from Chandigarh was not received. He alleged that shortage of clerical staff in the office was the main reason for the delays in the release of the salary.

Mr. Naveen Sharma, state secretary and Mr. Om Parkash, district president of the Sangh threatened an agitation if demands of the teachers were not met.

Villagers hold demonstration

Rohtak, January 15
Villagers staged a demonstration here today demanding arrest of killers of a Dalit sarpanch of Pehrawar village, who has been missing for about three months now.

They initially had announced that they would gherao the Deputy Commissioner and the Superintendent of Police but the police stopped them near the Ambedkar Chowk. Then they went to the place where they had been holding chain dharna for the past few days.

The demonstration passed off peacefully.

DC reviews measures to hold exams

Yamunanagar, January 15
The Deputy Commissioner, Mr Vijavender Kumar, today held a meeting with district officers to ensure the smooth conduct of annual examinations of the state board commencing from February 16. For effective inspection of examination centres, the district would be divided into sectors. He said Section 144 would be promulgated in the area within 200 metres of the examination centres.

Mr Rakesh Gupta, secretary of the Board of School Education, Haryana, said for the effective monitoring of examination centres, five control rooms had been set up. He said Yamunanagar district would be monitored from a control room set up at Kurukshetra.

Town observes bandh

Hansi, January 15
Traders and shopkeepers of this historical town downed their shutters to observe total bandh in protest against the murder of a mechanic, Rajesh Chugh, in the local auto market.

The agitating traders and shopkeepers served an ultimatum to the administration to arrest the killers by this month-end otherwise they would resort to an indefinite strike. — UNI
