Teacher held for molesting hearing-impaired girl Karnal, January 21 The local Deputy Commissioner, Mr R.S. Doon ordered an inquiry into the matter on Tuesday. The police arrested the teacher today and a criminal case has been registered against him on the charges of outraging modesty of a minor girl and an attempt to rape her. Other students of the school raised protest against this heinous act today and demanded security in the school. The Deputy Commissioner reached the spot and assured that legal action would be initiated against the alleged culprit. Later, the DC met the minor girl, her mother and staff of the school to apprise them that a criminal case has been registered against the teacher and has been arrested. Another student of the school, a 14-year-old girl, told The Tribune through an interpreter that the same teacher also molested her. Presently, 110 physically impaired children, including 37 girls, where getting education from the institute. The Assistant Director of the school, Ms Gagan, said this was the first such incident in the school since its inception though a case of tampering with the official records was also registered against Rajbir Singh on March 27 last year. Mr Doon said he had written to the authorities concerned of the Haryana Welfare Society for Hearing and Speech Handicap, that runs the school, to suspend Rajbir Singh immediately. The Governor of Haryana is the chairman of this society. The medical examination of the minor girl was yet to be conducted. No arrangements had been made for her psychological counselling as per the Juvenile Act (Amended)-2002. Moreover, there was no post of a psychologist in the local Civil Hospital and neither a Juvenile Welfare Board had been constituted in the district for such counselling. |
Dowry case politically motivated, says Ranbir Hooda Rohtak, January 21 He said his family was following the directive of a Sarv Khap panchayat held in 1913 under which the family could accept just one rupee for the "sagai" and Rs 100 as "daan" at the time of marriage. The tradition had not been violated yet. He said only three members of the girl’s family and five members of his family were present at the time of wedding. It was an extremely simple affair, he added. |

No politics in case against Hooda,
says Chautala Chandigarh, January 21 Mr Hooda had alleged yesterday that the case was the result of a conspiracy hatched by his political opponents along with the family of his daughter-in-law. Mr Chautala told newsmen that he had read it only in newspapers that a case had been registered against Mr Hooda. He, however, added that an aggrieved party had the right to lodge a complaint with the police notwithstanding the fact whether the elections were near or not. There was a procedure for the registration of a case. The investigating authority would investigate and the judiciary would pronounce the judgement. The INLD supremo said his party would decide whether to contest the elections independently or in alliance with any other party only after the poll announcement. Asserting that the elections to the State Assembly would be held on schedule in February, 2005, Mr Chautala said the INLD would contest the Lok Sabha elections on its symbol. |

Animals die of mysterious disease Fatehabad, January 21 Scared villagers confronted mediapersons and said they had been losing their animals but the authorities were doing little. They alleged that veterinarians were clueless about the nature of disease. The villagers said the animal afflicted by this disease stops taking feed. A secretion starts coming from his mouth and it dies within a few days. They alleged that various veterinarians, they approached, have diagnosed the disease differently. While some said it was foot and mouth disease others termed it as diphtheria. This correspondent noticed carcasses at several places on the outskirts of Sarwarpur village. The Deputy Director, Animal Husbandry, Dr Sunil Gupta, said a team of five veterinary surgeons and seven veterinary and live stock assistants visited these villages today and found sporadic cases of foot and mouth disease in animals. He said the disease has not assumed epidemic proportions and the situation was under control. He said veterinarians have administered FMD vaccines to animals in these villages and the department would launch a drive for vaccination in other villages from January 23. |

Light bulletproof jackets
developed Karnal, January 21 The jacket has been developed and manufactured by a
Faridabad-based company. The Bureau of Police Research and Development
(BPRD) had tested the bulletproof jacket with automatic weapons like
AK-47, self loading rifle (SLR), 303 rifle, light machine gun, various
types of pistols and other automatic fire weapons. The weight of the
jacket is almost half of the jackets that are used by the armed
forces. A traditional bulletproof jacket weights at least 10 kg. But,
the bulletproof jacket developed by the company weights not more than
five kg. According to an official of the company, it has developed
the jacket mixing polyethylene with a metal base. The raw material is
being imported from an American company whereas the company has
developed the cloth used in manufacturing the jackets. |

Experts for establishing digital forensic principles Karnal, January 21 According to a paper ‘Towards Establishing Digital Forensics Principles’ presently jointly by Dr MS Rao Director of the Directorate of Forensic Science New Delhi, Mr Chandan Mazumdar of Jadavpur University Kolkata and Mr Gaurav Gupta a junior research fellow of GEQD Hyderabad in the 15th All India Forensic Science Conference here, “Unlike other forensic science branches, which have well defined and admissible principles, methodologies, guidelines and theories, the digital forensic science is still evolving and is in the infant stage in the country”. Indian IT Act 2000 treat forensic document examination as only corroborative evidence; so establishing digital forensics principles (DFP) will help in gaining the proper status of digital forensic science in the eyes of the court of law. Hence the study towards establishment of the digital forensic principles is need of the hour, which will help in setting up the repeatable and admissible solutions for solving ever increasing peculiar cases of the computer frauds and cyber crimes (CFCC), feels Dr Rao. The problem of collecting digital evidence primarily lies in the fact that they are very easily tampered with or deleted. Also, the virtual nature of access in the cyber communication, poses problems for source identification. The cost effectiveness of accomplishing frauds encourages the cyber crooks to exploit digital technology for malicious and unlawful gain. Forensic experts feel that preserving integrity and admissibility of extremely fragile digital evidence requires well-defined and admissible DFPs, which can cater to the needs of digital forensic experts in countering the challenges posed by CFCC of various peculiarities. Overall title for Haryana artistes Chandigarh, January 21 A spokesman of the Sports and Youth Welfare Department said here today that Gautam Dhar of Panchkula won the gold medal in a tabla competition and Salim Kumar of Rohtak won a gold medal in a sitar playing competition. Anurag Singh of Gurgaon won a silver medal in veena and Mahender Kumar of Hisar won the same in guitar. In a classical Karnataki recital competition, M.R. Ramaswami of Gurgaon won a silver medal. In a folk song competition, Haryanavi ragni recited by Mahipal of Kaithal won the third position. A skit presented by Mr Anil Kaushik, youth cultural convener of the Sports and Youth Welfare Department, won a bronze medal. Traders urge Sonia
to clarify stand Fatehabad, January 21 Mr Sethi said while steps had been taken by some chief ministers, but the situation was far from satisfactory. If such laws were dispensed with and internal liberalisation carried out, it would boost the business as well as revenue, he said. Mr Sethi also asked Ms Sonia Gandhi to clarify her stand on Value Added Tax (VAT), which, he said, was anti-traders. He said in countries where VAT had been implemented, there was no other form of indirect tax. Moreover, the exemption limit for the registration under sales tax should be increased to 40 lakh. He said due to Ms Sheila Dixit’s firm stand against VAT, traders had supported the Congress in Delhi during the Assembly poll. In Haryana, where VAT had been implemented, traders were up in arms against the INLD government, he added. |
Rs 15 lakh for rehabilitation centre Kaithal, January 21 Deputy Commissioner Anurag Agarwal said today that Rs 15 lakh will be spent on the construction of building for this purpose and Rs 5 lakh will be spent on the equipment and machinery needed for this centre and funds for equipment would be provided by the district Red Cross society. Earlier the society provided funds for the installation of an Ultra sound machine in the hospital. He also said that in the orthopaedic ward special arrangements will be made for quality artificial limbs to patients. |
Man sentenced for threatening cop Kaithal, January 21 According to information, Constable Rajbir Singh lodged a complaint at the Rajound police station in the district on September 15, 1993, saying that Darshan a resident of Bir Bangra, and Desa Singh of Khirkali village attacked him and tore off his uniform when he went to serve court summons on them. He somehow managed to free himself and raised an alarm and was rescued by some villagers. The court, after examining witnesses and hearing the arguments, passed the sentence Darshan Singh had died during the proceedings of the case. |
Doctor, nurse suspended Chandigarh, January 21 Dr B.S. Dahiya, Director-General Health Services, said that an unconscious young man was brought to the hospital by a police official. Dr Kapoor and Mrs Sharma, who were on duty in the emergency ward, declared the patient dead. However, the patient regained consciousness in the mortuary of the hospital later. As per an inquiry conducted by the Civil Surgeon, Hisar, Dr Kapoor and Mrs Sharma were found guilty and negligent in performing their duty. |
INLD, BJP pact to benefit both: Ajay Ambala, January 21 Talking to mediapersons here after addressing a workers’ meeting at Ambala city, Mr Ajay Chautala said the INLD would be contesting the Lok Sabha elections in Haryana, Rajasthan, Uttar Pradesh, New Delhi and Bihar. Mr Chautala said the party would keep its options open for alliances with other parties in different states. “The INLD is the only party which has reserved 30 per cent seats for women. The youth are given due representation,” he said. He said the Chautala government was working hard in the interest of the youth and 40,000 jobs had been generated for them. He pointed out that the Chief Minister, Mr Om Prakash Chautala, had protested against the issue of Ms Sonia Gandhi becoming the Prime Minister. He said the division in the Congress would help the INLD. “The Assembly elections in Haryana will take place after the full term in February 2005,” he said. |

Revise college fee structure, says assn Ambala, January 21 At a meeting held at Arya Girls College today, the management members from different colleges of Haryana sought that the fee structure should be revised so that financial burden on the colleges could be met. “The fee structure can be revised in consultation with the DHE,” a member said. The meeting had been called by Mr Randhir Chaudhary. The association criticised the `unbridled' powers vested with the Vice-Chancellor and DHE nominees to reject a selection of teachers and principals made by selection committee. “No further cut in the grant being paid at present for the salaries of the staff and the grant should be restored for all sanctioned posts,” the members said. They pointed out that the terms of appointment, fees for self-financing courses should be decided by the college authorities. “Less interference by the university and the government in non-government colleges and more autonomy to the colleges will serve the cause of higher education,” they observed. The association stated that the managements of private colleges should be given more powers to maintain proper discipline in the teaching and non-teaching staff. |

‘BSP to contest 10 LS seats in Haryana’ Ambala, January 21 Talking to mediapersons here, Mr Kashyap said the final decision regarding alliance would be taken by Ms Mayawati. "We are in a position to contest all 10 Lok Sabha seats alone," he said. Mr Kashyap said a list of Lok Sabha candidates would be declared in February before other parties. "Our performance will be much better as compared to previous elections," he opined. To a query, Mr Kashyap said the party supremo, Mr Kanshi Ram, was not likely to contest the elections due to his ill-health. "Mr Kanshi Ram is admitted to Batra hospital. However, the party candidates will have his blessings," he said. Mr Kashyap criticised the decision taken by the Mulayam Singh government to abolish nine districts. "The decision to form nine districts was taken by Ms Mayawati keeping in view the need for development. Now, it will affect development," he said. He announced that Mr Ramji Lal had been made the Haryana state convener. "The state president, Mr Ashok Sherwal, and Mr Ramji Lal will work together for strengthening the party. We are taking a number of steps to make our party strong in the state," he said. |
