survey Uchana (Jind), November 15 He was here to review the development works initiated by the state government and visited 21 villages of this assembly constituency. He also interacted with villagers. He assured the villagers that sufficient quantity of water would be provided to them. He said efforts were being made to find out the feasibility of a canal or a minor from the nearest possible source for providing water to the area. He announced the construction of a waterworks at a cost of Rs 82 lakh at Mohangarh village. He also announced the
upgrade action of the school at Dhankheri village from the next academic session. He added that schools which fulfilled norms as per the government rules be upgraded. At Bhonsla village he urged villagers to pay outstanding electricity bills. Mr Ram Pal Kundu, Mr Bhag Singh Chhattar, both MLAs, Mr Des Raj, Chairman of the Khadi board, Ms Sumitra Devi, chairperson of zila parishad, Mr Rajiv Sharma, Deputy Commissioner of Jind, and many other local politicians and officials of the district administration were present on the occasion. The Chief Minister also announced the filling of vacancies of veterinary doctors on a priority basis. Chandigarh, November 15 Addressing a press conference here today, Mr Partap Singh said that a glaring proof of Mr Bansi Lal’s sympathetic treatment of Mr Chautala was when the former was heading the HVP-led government in the state. The former MLA said that he had filed an FIR against Mr Om Prakash Chautala under the Prevention of Corruption Act during the HVP regime. While the FIR was allowed to be registered by Mr Bansi Lal, no further action was taken on the basis of the FIR, Partap Singh alleged. He added that similarly now that Mr Chautala was the Chief Minister of Haryana, a lot of small-time Congress and HVP functionaries were facing vigilance inquiries but nothing was being done to look into the assets of either Mr Bansi Lal or Mr Bhajan Lal. He alleged that Mr Chautala also feliciated Mr Hooda’s victory from the Kiloi assembly constituency by putting up a weak candidate against him. The former MLA said these leaders were in league with each other because they had formed an exclusive club of political heavyweights. “While Om Prakash Chautala is the Chief Minister now, either of the remaining three heavyweights could become the Chief Minister one day. So none of them like to go after any other person of the club”, Partap Singh said. |

Hooda, Pratap to oppose INLD in
Rajasthan Chandigarh, November 15 The politicians are, Mr Bhupinder Singh Hooda, Congress heavyweight and Leader of the Opposition in the Haryana Assembly, and Mr Pratap Singh Chautala. The latter describes himself as a freelancer in the political arena but his importance lies in the fact he is also a brother of the Haryana Chief Minister. The broad outline for deputing Congress functionaries of Haryana in the assembly elections in the states, issued here today, said leaders and workers from Sonepat, Rohtak, Jhajjar, Yamunanagar, Panipat, Panchkula, Kaithal, Karnal, Kurukshetra and Ambala districts and from the areas of Gurgaon and Faridabad districts touching Delhi would work in various assembly constituencies in Delhi. It added that Congress functionaries from Sirsa, Fatehabad, Hisar, Bhiwani, Mahendragarh, Rewari and Jind districts and areas of Gurgaon and Faridabad districts adjoining Rajasthan would work for the Congress candidates in Rajasthan. However, Mr Hooda, who hails from Rohtak, told the TNS that he would focus on various constituencies of Rajasthan where the Indian National Lok Dal, headed by Mr Om Prakash Chautala, would be putting up candidates. It is understood that the Congress leader from Haryana, who also shares a close rapport with the Rajasthan Chief Minister, Mr Ashok Gahlot, is set to prevent any chunk of Jat votes from going to the INLD. Though Mr Hooda would not like to admit it but it was reliably learnt that he had to give a go by to the agitation, he had proposed to build up over the arrest of Congress legislator Mr Jai Parkash by the Haryana Police, because of his and other Haryana Congress leaders’ engagement in Rajasthan. Talking to the TNS today over telephone from Delhi, Mr Hooda said he would be going to Madhya Pradesh tomorrow in connection with the assembly elections in that state. From around November 20 onwards he would post himself in Rajasthan. “Since Mr Om Prakash Chautala has been making a lot of fictitious claims in Rajasthan, I shall like to expose his lies and tell people that peasants are dealt with bullets in Haryana if they dare to agitate”, Mr Hooda said. Mr Pratap Singh said that he would be soon visiting Rajasthan where his objective would be to do propaganda against INLD candidates. “I would ask the Jat voters to choose between the Congress and the BJP and shun the INLD at all costs”, he said. The former MLA, who claimed to have played a key role in the defeat of Mr Om Prakash Chautala’s son Mr Abhay Chautala from the Sangria constituency of Rajasthan in a previous election, said the Haryana Chief Minister had no right to project himself as a representative of the Jats. He alleged that Mr Chautala had abandoned an initiative launched by their father, late Mr Devi Lal, for according OBC status to the Haryana Jats. |

Cross-examination of Madhu Prakash
starts Ambala, November 15 Madhu Prakash was subjected to a volley of questions by the defence counsel. When she was asked that whether she was aware of it that Mr R.S. Chauhan, the then OSD of Chief Minister, Haryana, was once working under the then Principal Secretary of the then Chief Minister, Haryana, Mr B.S. Ojha, Madhu Prakash showed her ignorance. She was further questioned as to why the 25 persons had not signed the memorandum when it was earlier specifically stated by her that those persons who were present had signed the memorandum. When the defence counsel asked Madhu Prakash as to whether she had told her husband on August 14, 1990, that Mr Rathore fell in the chair in a nervous condition when he had seen Reemu coming back to his office. Madhu Prakash replied that she had narrated the whole incident to her husband but she did not remember about this specific instance. The CBI counsel raised objections a number of time over the questions of the defence counsel. The Magistrate adjourned the proceeding of the cross-examination for November 22 as it could not be completed even after the court time was over. The former DGP, Haryana and the alleged accused in this case, Mr S.P.S. Rathore, and his wife were present in the court. The husband of Madhu Prakash was also present in the court. |
Woman shot Rohtak, November 15 The deceased has been identified as Kalawati(50). Old enmity is suspected to be the cause behind the murder. The woman’s son, Pawan, who used to run a chemist shop, was shot dead by some assailants in Sampla town of this district a year ago. The family had been provided security by police, but the deceased was alone at the time of the incident. According to information, Kalawati was going towards a bus stop to catch a bus to Sampla at around 1600 hours when unidentified youths sprayed bullets on her. The victim died on the spot. The assailants fled. |

more Chandigarh, November 15 The arrival of the big striped cat, Krishna, has not only made Chandni happy but also added to the attraction of the Mini Zoo. Under its animal exchange programme, the beast has been brought from Kota Zoo in Rajasthan while a male panther from Rohtak Zoo has been shifted to Jodhpur Zoo in exchange. Chandni had presented a lonesome figure to visitors after the death of her partner Jwala, a male tiger, in March 2001. She had been staying alone in the enclosure ever since. "The loneliness was visibly affecting the behaviour of the tigress, who otherwise used to be a bubbly animal always in a playful mood. Of late, she seemed lazy and was losing weight. So the zoo authorities decided to bring a mate for her on priority," said sources in the zoo. The original pair — Chandni and Jwala — was shifted from Chhat Bir Zoo in Patiala district of Punjab to the Mini Zoo, Pipli, about five years ago. At 6 years, Jwala had succumbed to injuries he received in a fight with Chandni four years ago, Haryana wildlife officials in Panchkula revealed. The search for a mate had started following directions from the Central Zoo Authority not to keep single animals. According to wildlife authorities, the animal was transported in a vehicle from Kota to Pipli, accompanied by two Haryana wildlife employees. They started their journey from Kota on November 13 and reached Pipli on Friday afternoon. Owing to fatigue from the long journey, the new arrival initially refused to eat. The animal has been kept in a separate enclosure next to that of Chandni’s to avoid any fight between them. Authorities said the two would be brought together soon. |
8 New Delhi, Ambala trains to be diverted Karnal, November 15 According to sources in the Northern Railway in New Delhi, four trains-4632 Shaheed Express, 2716 Sachkhand Express, 5706 Baroni Express and 9368 Malwa Express — did not pass through Sonepat, Panipat, Karnal and Kurukshetra on Saturday. They were diverted through Rohtak, Jakhal and Dhuri routes. Similarly, Delhi-Ambala trains — 5707 Baroni Express, 2029 Amritsar Shatabdi, 2471 Jammu Super and 4673 Shaheed Express will not pass through Panipat, Karnal and Kurukshetra on Sunday. They would also be diverted through Sonepat, Rohtak, Jakhal and Dhuri routes. —

Japanese encephalitis affecting minor girls Ambala, November 15 Although there is no preliminary reason for the mosquitoes targeting mostly minor girls, the deaths reveal that young girls are a high risk group. Statistics show that girls who are yet to enter their teens have been affected by Japanese encephalitis. Out of the 17 deaths so far in Ambala district, 10 of them were girls who were less than 10 years old. The minor girls who have died include Gurjeet Kaur, Harjeet Kaur, Mamta, Chaya, Laxmi, Rajji, Kanchan, Nishi, Preeti and Bihro. These girls were from humble backgrounds and were either residing in villages or town peripheries. Comparatively, there are fewer boys who have fallen prey to the disease. The boys who have died due to it include Sachin, Vikas, Lucky, Deepak, Ravi and Madan. All of them were young boys in the age group ranging from three years to six years. The death of Paras, who was 45-year-old, is suspected to be from some other disease. A doctor at the Civil Hospital, Ambala City, said there was no clear-cut reason for Japanese encephalitis affecting children and that too, girls. “Personally, I am of the view that there could be some other reason for minor girls being affected. The statistics defy logic. As far as I know, such types of incidents cannot be sex-specific,” he said. A senior health official said he had spoken to PGI doctors in this regard. “We have not yet received any clear answer to our query. We have also consulted some paediatricians in this regard. Most of the girls who have been affected are less than 15 years of age,” he stated. It is not only the deceased where minor girls are more. Those who are alive despite being afflicted with the disease are more minor girls. There are nine cases of suspected Japanese encephalitis cases who have survived, out of which six are minor girls. There are three males, including two boys. The males are Abdul
Sattar, Karnail Singh and Gaurav. The minor girls include Neeta Devi, Meena Devi,
Pallavi, Anchal, Baby and Renu Bala. Interestingly, not a single female who has crossed her teens was affected by Japanese Encephalitis.

2nd phase of BJP’s ‘jan jagran abhiyan’ from Dec 13 Karnal, November 15 Speaking to mediapersons here yesterday the newly elected BJP state President, Mr Ganeshi Lal, said the abhiyan would highlight various issues, including achievements of the NDA government. “The main aim of the party’s ‘jan jagran abhiyan’ is to create awareness among people about various political and developmental issues”, he said. To a question, he said: “The developmental works being carried out in the state are a result of the funds being released by the NDA government at the Centre”. |

Warning against Sahara City homes
Ambala, November 15 The circular further warned that the Sahara India Parivar had illegally published an advertsiment on October 29 in newspapers for booking of flats. The circular warned legal action was being taken against the company for violating of rules. The circular pointed out that the department had earlier restrained the people from purchasing any plots in the proposed housing colony to be developed at village Khudda Khurd along the Ambala-Jagadhri national highway by the Sahara company. Now the company has shifted the place for developing new housing colony at Mohra, 5 km from here. The company proposes to develop the housing colony at a land measuring 100 acres and over 71 acres of land has already been purchased in the name of five housing building colonies floated by

DC Sirsa, November 15 On May 6, 1998, the police had raided the house of Satish Kumar of Jind in the presence of Mr Suresh and seized narcotics. The hearing of the case started in April 2001 but even after 13 hearings the three witnesses, the then DSP, Mr Ganga Ram, the then SDM, Mr Suresh, and the then Inspector, had failed to attend the court together. The court had sent summons to Mr Suresh four times but he didn’t appear. |

Army Captain booked for ‘torturing’ wife Sirsa, November 15 Renu Malik, daughter of Mahipal Chaudhry, a resident of Sirsa, filed a complaint recently in which she alleged that after her marriage to Capt Sachin Malik on September 8, 2002, he and his father Ranbir Singh Malik had been pressurising her to bring Rs 1 lakh in cash and a car for dowry. She said as her parents were unable to fulfil the demands, she was being constantly harassed, both physically and mentally. On the basis of her complaint, the police has registered a case. — PTI |

2 killed in mishap Karnal, November 15 While Tejinder Singh, a resident of Ludhiana who was driving the jeep along with his friends, Anil Kumar and Shanti Sarup, after receiving them at Indira Gandhi International Airport in New Delhi, died on the spot with Anil, Shanti Sarup and another friend of Tejinder, Dayakishan, who had accompanied him to Delhi, were admitted to Lok Nayak Jaiprakash Civil Hospital in Kurukshetra in a critical condition. Later, Anil succumbed to his injuries. Anil Kumar and Shanti Sarup had come from Malaysia to participate in the marriage of Tejinder Singh’s daughter, which was scheduled for November 17 at Ludhiana. The police handed over the bodies of Tejinder and Anil to their relatives after a post-mortem at the local civil hospital. — UNI |

New transformer demanded Ambala, November 15 They said that due to the faulty transformer, half the village does not get electricity supply. They claimed that the transformer developed a fault recently and despite repeated requests, no corrective action had been taken.
Ambala, November 15 Brig K Anand Rao of Black Charger Brigade, emphasised the need for all round development of the children. "This requires not only sincerity and hardwork, but more importantly, a vision," he said. A number of senior army officers were present on the occasion. The function began with the lighting of the traditional lamp. The students presented a cultural programme which enthralled the audience. The dance sequence by the tiny tots was appreciated by those present. The highlight of the programme were the Jokers. The students also displayed their agility through yoga as well as karate.
