5 farmers kidnapped over land dispute, rescued
Panipat, November 9 However, the police succeeded in rescuing the persons and the cattle. The rescued persons have lodged a complaint with the police here. According to police sources, the incident of firing between the farmers of Tamshabad and Nangla Rai villages took place over the issue of taking possession of a 16-acre cropped land in the Yamuna belt. When the farmers of Tamshabad could not match the firing from the other side, they returned to their village. It could not be ascertained if there were casualties on the either side. In the evening, the farmers of Nangla Rai returned to the field reportedly accompanied by police personnel of Uttar Pradesh. After resorting to firing, the armed farmers kidnapped five persons — Rajesh, Sonu, Firoz, Shokeen and Akhtar — of Tamshabad who were grazing their cattle in the fields, the sources said. The villagers informed the matter to the Sadar police here. A police party from Panipat reached the village and along with some villagers went to Nangla Rai village to get back the kidnapped persons. However, villagers there denied their involvement in the incident. The matter was reported to the higher authorities at Muzaffar Nagar. With the intervention of higher authorities, the kidnapped persons reportedly returned early today. Superintendent of Police, Suman Manjri, has ordered for deployment of police force in the village.

Bus passengers robbed at gunpoint
Rohtak, November 9 The police has registered a case on the complaint of the bus driver against the unidentified robbers and launched a hunt to nab them. According to the police, a Haryana Roadways bus of the Sirsa depot left the Inter-state Bus Terminus (ISBT) in Delhi around 11 last night for Sirsa in Haryana. When the bus, carrying over 40 passengers, reached near the transmission centre of the Rohtak station of All India Radio situated on the Delhi-Fazilka national highway around 1.30 am, about six miscreants, who had boarded the bus at the ISBT in a planned manner, ordered bus driver Bhajan Singh at gunpoint to divert the bus on to a link road. As the bus moved away from the national highway, the miscreants started snatching cash and other valuables, including wristwatches, gold chains and mobile telephones. The robbers threatened to kill the bus passengers in case anyone raised the alarm. The robbers deprived the bus passengers, some of whom were cattle traders from Uttar Pradesh carrying cash for purchasing animals, of cash worth Rs 9,28,000 and other valuables and fled.

Dalit woman stripped in front of son
Rohtak, November 9 The incident happened after one of the woman’s sons eloped with the daughter of one of the accused. According to reports, the woman, Jagroopi, and her son Azad Singh were forcibly “picked” from their house in the village on November 5 night by some villagers, who were identified as Gulab, Puri, Parma, Vinod and Gundi, and were taken to the house of Gundi. The two were allegedly beaten up by the accused to extract information about the whereabouts of Jagroopi’s teenage son Jai Hind, who had eloped with Gundi’s daughter Nandi, a mother of two, in March this year. Ever since her elopement had been brewing between the two families. When the woman expressed her ignorance about the whereabouts of the eloped couple, she was molested by the accused and her clothes were torn apart. The accused tried to parade her naked in the village but some villagers came to her rescue. The accused then fled the scene. The woman reported the matter to the police yesterday, which has started an investigation.

Goods train derails, disrupts traffic
Sonepat, November 9 The derailed train blocked traffic on the incoming and outgoing tracks and leaving thousands of passengers stranded on Panipat and other nearby railway stations, they said. The Delhi-bound Jammu Mail, Kalka Mail and other long-distance mail, express, superfast and suburban trains were held at Panipat and other railway stations on this section. Similarly, long-distance trains like Dadar-Amritsar Express, Himalayan Queen, Baroni Express, Punjab Mail, Unchhar Express and other Shatabdi trains, besides the suburban trains were held up at Sonepat and nearby railway stations for hours together. Some of the trains were diverted to other routes for their destinations, the sources said. The Delhi-bound Jammu Mail left Panipat four hours behind schedule, while Delhi-bound Jhelum Express passed through Sonepat after 11 am. Similarly, all other suburban and express trains ran behind schedule by several hours. Meanwhile, a report from Panipat said that a wagon of the goods train had derailed and the damage to the track was minimum. The derailed wagon was removed from the track and normal rail traffic was restored by 11 am.

flayed for ordering scribes’ arrest Chandigarh, November 9 In a statement issued here today,
Mr Virender Chauhan, President of the Haryana Union of Journalists,
affiliated with the National Union of Journalists, said the Tamil Nadu
Speaker’s action was a typical reaction of despotism manifested by
the governments of regional parties in most states. Since there was no
check on leaders of such parties, they often behaved like rulers
unfettered by a constitutional scheme of things. Demanding immediate
intervention of the Prime Minister to save the freedom of the Press,
Mr Chauhan said if the actions of the Tamil Nadu Chief Minister, Ms
Jayalalithaa, went unchallenged, leaders of other regional parties
would promptly follow her to curb the freedom of the Press. The
Haryana Union of Journalists was ready to launch a sustained agitation
on the issue in consultation with the National Union of Journalists.
Condemning the action against The Hindu journalists, the Leader of
Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, said
nobody, howsoever powerful he or she might be, should interfere in the
functioning of the Press which was the watchdog of democracy. The
Tamil Nadu Speaker should immediately reconsider his decision and the
state police should stop raiding the offices of one of the most
respected newspapers in the country. Mr S.K. Nayan, president of the
Indian Citizens Forum, said the Tamil Nadu action was “an extreme
step which deserves to be condemned by all right-thinking citizens”.
The action, he added, was a deliberate attempt to destroy the
fundamental rights of the citizens. |
CM inaugurates power station Ambala, November 9 While addressing a gathering on the occasion, Mr Chautala said his government had provided sufficient electricity both in urban and rural areas during the past four years. He said it was the reason that last year even after the drought situation in the state, Haryana had achieved its target of Central pool. He said during the past several years during the regime of the Congress, 128 MW more electricity was produced. Similarly, in the regime of Mr Bansi Lal, 199 MW was added. He said the construction of the seventh and eighth units of the Panipat thermal plant would be started soon. A global tender had been invited for the construction of a 500-MW hydel power project at Yamunanagar. Mr Chautala said his government was committed to eradicate corruption from every sphere of society. Referring to the industrial growth in the state he said at present around 4000 small-scale industries had been working in the state. On the occasion the Minister of State for Social Welfare, Mr Rasal Singh, a Member of the Rajya Sabha, Mr Faquir Chand, some MLAs, Mr Jasbir Malor, Ms Veena Chibbar, Mr Anil Vij and Balwant Singh were present. Rly retirees have little to cheer about KALKA: A large number of retired railway officials here, whose contributions during their services were highly appreciated, feel dejected on seeing that their names do not figure on the list of those to be honoured on the occasion of the Kalka-Shimla railway track centenary celebrations. Driver Bhola Nath (retd) and Mohan Lal Dahiya, Guard Special-A (retd), have expressed their resentment in a complaint written to the General Manager, Railways. They say that retired running staff which is above 75 years of age and have outstanding service records, have been ignored. They alleged that a large number of officers had been selected for honour while lower-rung employees, including gangmen and pointmen, had been ignored. Gangmen who patrolled the tracks, facing the vagaries of weather, had not been considered for honour. Similarly, guards and drivers, had also been ignored. Mr Dahiya said pointmen who played an important role and deliver the token to the engine driver, besides noting the arrival of trains from the guard, had not been given importance on the occasion. He said the lower staff had contributed more as compared to the officers who had been selected for honour. He appealed to the General Manager, Railways, to include the names of lower-level employees on the list. |
1.17 lakh hectares to be treated under WB project Chandigarh, November 9 While stating this here today, an official release quoting Mr Rajiv Arora, Director, Agriculture, said an area of over 67,000 hectares had already been developed since the inception of the project in April, 1990. The objective of the project, also known as Kandi project, is to check soil erosion and restoration of productivity of land. While the first phase of the project had been completed, the second phase would be completed by March, 2005. It would benefit people of 629 villages of that area. |
Hostel facility for correspondence students Kurukshetra, November 9 Mr Chawla said such students would have to pay full charges for boarding and lodging. He said this would also apply to the students of the university Directorate of Correspondence Courses and also those who were studying and doing research work while residing in the hostels. However, the provision of their admission and stay in the hostels would be for a limited period, he added. Meanwhile, a police party, headed by Mr Anil Dhawan, Deputy Superintendent of Police, Headquarters, conducted a raid on the Narhari Hostel here on Friday night. Mr Dhawan said nearly 24 outsiders were detected during the raid but later, some of them were identified as university students who had gone there from other hostels to join their classmates to prepare for their examination while the rest were students of the University Directorate of Correspondence Courses. |

Also, 60 drivers, eight motor mechanics, eight photographers, four computer operators and four plumbers would be recruited at the Ambala centre. |
Lok adalats mark Legal Services Day Ambala, November 9 Inaugurating a judicial complex in Ambala City here today, he said in average 2,090 cases were disposed of by a Judge of this High Court every year. He said when compared to work load in the various courts of the High Court, the present strength of 27 Judges was insufficient. He had taken up this issue with the Supreme Court and the Law Ministry demanding to increase the number of Judges to 57. The ministry had agreed to increase the number to 53, he added. Mr Justice Roy said he had conveyed the view of the Supreme Court to the Chief Ministers of Punjab and Haryana on which the Chief Minister, Punjab, had sent his consent but the consent from Haryana was still awaited. The present building of the Punjab and Haryana High Court had sufficient infrastructure to accommodate 49 judges. He said the computerisation in the courts needed to be done speedily. He asked the lawyers to offer their support to lok adalats as it was the only way out to reduced the burden of the courts. Later, he inaugurated a lok adalat on the occasion of Legal Services Day and planted a sapling on the court premises. Referring to the shifting of the local courts of cantonment to the new judicial complex, he said the president of the Ambala Cantt Bar had welcomed the move. He assured the lawyers that chambers for them would be constructed at the earliest. Mr Justice V.K. Bali of the Punjab and Haryana High Court, said most of the courts in the state were overburdened and the lok adalat was the only way to reduce it. He said most of the cases of the grievances were related to public utility service which can be amicably settled through lok adalats. Free legal service had been provided to 15,340 persons while 23,000 cases of accidental claims had been settled at lok adalats in the state. Earlier, welcoming the Chief Justice, the President of Ambala District Bar Association, Mr J.S. Kohli, said after shifting of all courts under one roof, the speedy disposal of the cases could be possible. He said lawyers faced in convenience as no chambers for them had been constructed in the new judicial complex. The president of Ambala Cantt Bar Association, Mr Davender Bansal, also raised this issue. Besides the Judges of the Punjab and Haryana High Court, Ms Justice Kiran Anand Lal and Mr Nirmal Singh, District and Sessions Judge, Ambala, Mr C.B. Jaglian, Additional Sessions Judge, Mr B.M. Bedi, Mr Sanjeev Kumar, Mr M.M. Sharma, Ms Ritu Tagore, Mr S.K. Kashyap and Chief Judicial Magistrate, Surya Pratap Singh were present. The Advocate-General, Haryana, Mr Suraya Kant, the Deputy Commissioner, Mr D.D. Gautam, and the SP, Mr Mohmmad Akil, also attended the inauguration.
Legal literacy camp
organised PANCHKULA: A legal literacy camp was organised to mark Legal Services Day at Basola village in Pinjore block on Sunday. The camp was attended by senior counsels, panches, sarpanches and other senior citizens of the area. People were told about the availability of free legal aid services and other rights of citizens. Legal guidance was also given in 25 cases on the spot and pamphlets containing information regarding free legal aid were also distributed. A special lok adalat was also held in the district courts under the chairmanship of Mr H.S. Bhangoo, Additional District and Sessions Judge. Fourteen cases pertaining to accidental claims were taken up and compensation worth Rs 11 lakh was awarded to claimants. A total of 132 cases under various other acts were also disposed of. |
Seminar on free legal aid Karnal, November 9 The Chief Judicial Magistrate-cum-secretary of the authority said most of the beneficiaries covered under the Legal Services Authorities Act, 1987, for free legal assistance were not aware about the facility. “We will organise seminars to create awareness among people in this regard”, he added. He said the District Legal Services Authority has organised 58 Lok Adalats so far and settled 19,044 cases. At today’s Lok Adalat 579 cases were taken up. |
