Cong divided on Jai Prakash’s arrest

Although the Congress is making efforts to retain power in Madhya Pradesh, Chhattisgarh and the bordering states of Delhi and Rajasthan and needs support from the organisation, the Haryana unit of the party continues to make wrong moves on account of factionalism on the issue of the arrest of its MLA and former Union Minister, Mr Jai Prakash.

RPI legislator Karan Singh Dalal, alleged today that Chief Minister Om Prakash Chautala was pressuring officers of various departments to forcibly collect money from businessmen and industrialists to finance the ruling INLD’s election campaign in Rajasthan.

Woman dies during ‘forced’ abortion

A pregnant woman in her late twenties died while allegedly going through a forced abortion here yesterday. The police has registered a case under Section 304 B, IPC, against eight of her family members, including her husband. No one has been arrested so far.

Haryana BJP to maximise membership

Mr Ganeshi Lal, President of the Haryana BJP, says that his first objective is to show good results in the Lok Sabha elections due sometime next year. Talking to TNS over the phone from Hisar, Mr Ganeshi Lal, who was a Cabinet Minister in the erstwhile HVP-BJP coalition government in the state, said efforts would be made to raise the membership of the party to 13 lakh before the Lok Sabha elections.

Supplementary exam results out
Bhiwani, November 4
The overall pass percentage of matric supplementary examinations conducted by the Haryana Board of School Education in September 2003 is 58.07 per cent and the girls outshined the boys by getting an overall pass percentage of 63.73 as compared to 55.75 for boys.

  Six sentenced to life term
Jind, November 4
Mr A.K. Raghav, Additional District and Sessions Judge, Jind, yesterday sentenced Mange Ram, Karan Singh, Samunder Singh, Lila Ram, Baljit and Rajinder to life imprisonment in a double murder case. The judge ordered Mange Ram, Karan Singh, Samunder Singh and Lila Ram to pay a fine of Rs 4,000 each while Baljit and Rajinder were fined Rs 5,000 each.

Although the Congress is making efforts to retain power in Madhya Pradesh, Chhattisgarh and the bordering states of Delhi and Rajasthan and needs support from the organisation, the Haryana unit of the party continues to make wrong moves on account of factionalism on the issue of the arrest of its MLA and former Union Minister, Mr Jai Prakash.This is in spite of the directive from the party high command to the state unit to take up his issue unitedly.

According to well-placed sources in the Congress, the general secretary of the AICC and in charge of Haryana affairs, Mr Naval Kishore Sharma, had spoken to senior leaders from the state, including Mr Bhajan Lal, to ensure a united front of the party on the issue.

These developments have come as a boost to the INLD. Supporters of the president of the Haryana Pradesh Congress Committee, Mr Bhajan Lal, are avoiding public demonstrations and protest against the INLD government on the issue.

Mr Jai Prakash has of late identified himself with the camp in the state unit led by the Leader of the Opposition in the Haryana Assembly, Mr Bhupinder Singh.

Factionalism in the party touched a new low here with the launching of an agitation against the government. The programme was worked out by the district unit of the party. Senior leaders of the party, including district presidents, were party to the decision. The Congress leaders and workers had assembled at the district headquarters on the date to launch the agitation. While the president of the district unit (rural) did not show up, the chief of the district (urban), who is also a former minister, left the venue, saying that his brother-in-law had died.

To the surprise of the Congress leaders, they were spotted at marriage ceremonies in the district. They are said to be part of Mr Bhajan Lal’s camp.

According to reports, while a similar kind of in-fighting on the issue came to the fore, an incident in Jind stood out. The party was to launch an agitation on October 23. The Jind MLA, who is also the general secretary of the Haryana Pradesh Congress Committee, went to Chandigarh on the same day to submit a memorandum to the Governor.

The Congress delegation, of which he was a part, was led by Mr Bhajan Lal. According to some, the catch is that while the date for holding the demonstration in Jind had been decided earlier, the move to meet the Governor came later. There are many in the party who feel that the meeting with the Governor should not have coincided with the party programme.

A section of the Congress leaders is miffed over the party “defusing” the Jai Prakash issue in the memorandum by incorporating the names of other leaders allegedly victimised by the INLD.

CM making officers collect money for INLD, says Dalal

RPI legislator Karan Singh Dalal, alleged today that Chief Minister Om Prakash Chautala was pressuring officers of various departments to forcibly collect money from businessmen and industrialists to finance the ruling INLD’s election campaign in Rajasthan.

Talking to newsmen here Mr Dalal alleged that to please the Chief Minister, the officers would first issue notices to various businessmen and industrialists to explain why action should not be taken against them for violating various laws. Later, he alleged, the proposed action was dropped after the funds were collected from them.

Mr Dalal alleged the Chief Minister had asked officers of the Excise and Taxation Department and the Transport Department to collect at least Rs 100 crore for the INLD’s election campaign in Rajasthan and Delhi. He alleged that owners of industrial units exempt from sales tax were being terrorised by the officers by telling them that an inquiry conducted by an unofficial agency had revealed that they had been filing no-tax returns after the expiry of the exemption period. They were told that under the rules, they were required to maintain the average production for at least next five years after the expiry of the exemption period. The industrialists were told that their exemption benefits would be withdrawn with a retrospective effect. Such notices, Mr Dalal said, had been issued throughout the state.

Mr Dalal also alleged that instructions had been issued to the District Transport Officers and the Regional Transport Authorities to collect overloading charges from truck operators without issuing them receipts. This unaccounted money, he alleged, was being collected for the ruling party. He also alleged that the overloading charges were being collected despite a letter received from the Union Government prohibiting the collection of overloading charges. Mr Dalal demanded a CBI inquiry into his allegations.

Woman dies during ‘forced’ abortion

Asandh (Karnal), November 4
A pregnant woman in her late twenties died while allegedly going through a forced abortion here yesterday. The police has registered a case under Section 304 B, IPC, against eight of her family members, including her husband. No one has been arrested so far.

The SHO of Asandh police station, Mr Baljinder Singh, said the involvement of a medical practitioner and ultrasound laboratory could not be ruled out. “We have initiated investigations into this tragic incident and everyone found guilty will be booked,” he said.

Santosh Kumari had given birth to a girl two years ago. The following year, she again gave birth to a baby girl and was reportedly thrown out of the house. For sometime, she went to her parents house and then returned. On the persistence of her in-law, she again got pregnant.

When she was five-month pregnant, she was forced to got in for an ultrasound to determine the sex of the foetus. Having come to know that she was bearing a female child, she was forced to go in for abortion.

Santosh Kumari, daughter of the sarpanch of village Kotra (Kaithal), had also been forced to send her elder daughter to her parents as her in-laws refused to keep her.

“We will keep the children with us for their better future,” said Santosh Kumari’s father.

When contacted over the telephone, the District Magistrate of Karnal, Mr R.S. Doon, was not aware the incident as he was away to Chandigarh on an official tour but said such incidents would not be tolerated. “Everyone involved in the incident will be booked,” he said.

The post-morterm examination was conducted at the Civil Hospital, Karnal, this morning. The body had been handed over to her parents.

Haryana BJP to maximise membership

Mr Ganeshi Lal, President of the Haryana BJP, says that his first objective is to show good results in the Lok Sabha elections due sometime next year.

The party would highlight the achievements of the BJP-led NDA Government to woo the voters. A key feature of this propaganda would be to project a larger-than-life image of Prime Minister Atal Bihari Vajpayee.

Mr Ganeshi Lal skirted on the tricky issue of support given by the BJP to the INLD Government — an arrangement which exists despite opposition by the party’s state unit because it serves the interest of the party’s central leadership.

Supplementary exam results out

The overall pass percentage of matric supplementary examinations conducted by the Haryana Board of School Education in September 2003 is 58.07 per cent and the girls outshined the boys by getting an overall pass percentage of 63.73 as compared to 55.75 for boys.

Stating this today, the Chairman of the board, Brig O.P. Chaudhary (retd), said the result of the examinations would be formally declared tomorrow. As many as 85,314 candidates had appeared in the examination, out of which 49,543 were declared successful while 15,139 were placed in compartment.

The results could be downloaded from http://results.nic.in and http://haryana.nic/in from 7 am tomorrow. The results would also be available in the offices of the District Education Officers, besides the interactive voice response system on telephon number 011-24357270, that had been provided with 60 lines. A helpline had also been set up at the headquarters of the board in Bhiwani on telephone no 01664-254000.

He said the candidates who wanted to appear in the annual examination for 2004 for compartment or re-appear or for full subjects, could send their forms with an examination fee of Rs 250.

Matric supplementary exam results

The matric supplementary examination results will be available on Internet (results.nic.in and haryana.nic.in) from 7 a.m. onwards tomorrow. Candidates can also see results in the office of the District Education Officers from 11 a.m. onwards, an official press note said here today.

Six sentenced to life term

The judge ordered Mange Ram, Karan Singh, Samunder Singh and Lila Ram to pay a fine of Rs 4,000 each while Baljit and Rajinder were fined Rs 5,000 each.

According to the prosecution, following a land dispute at Kabarchha village, Mange Ram, alongwith several other persons attacked and injured Prem, Satnarain, Laxmi, Lichhmi and Ram Piari with sharp-edge weapons on May 6, 1998. Prem and Satnarian received grievous injuries in the attack. Prem died on the way to a hospital while Satnarian succumbed to his injuries at the General Hospital, Narwana.

2 booked for rape

The police has registered a case against two persons for allegedly raping a married woman.

The victim who is the resident of New Shivalik Colony filed a complaint in the police station that Ramesh and his servant forcibly entered into her house and raped her. He also threatened her with dire consequences. The police has registered a case under Sections 376, 506 and 34, IPC, against Ramesh and his servant, Sanjay.

Student injured in attack

A student, Vipul, was seriously injured in an attack by a group of students with sharp-edged weapons at Ch. Devi Lal University here today. Later this group of students went to the local Government National College in search of associates of the injured students. They fired two bullets, creating panic on the campus. According to information, four students armed with sharp-edged weapons attacked Vipul in the canteen.
