Byelections to fill 154 posts of Sarpanch Chandigarh, October 31 State Election
Commis-sioner, T.D. Jogpal said here yesterday. He announced the byelection programme to fill casual vacancies of 271
panches, 154 Sarpanches, 24 panchayat samiti members, four members of Zila Parishads and two Municipal Commissioners. The nominations for vacant seats of
panches, Sarpanches and members of panchayat samitis would be received at the block headquarters and those for members of the Zila Parishads at the district headquarters from November 11 to November 13 between 10 a.m. to 4 p.m. Scrutiny would be on November 15. The last date for withdrawal would be November 17. The polling, if necessary, would be held on November 23 between 8 a.m. to 4 p.m. The votes would be counted on November 24. Mr Jogpal said the nominations for the municipal elections would be received from November 17 to November 21. The polling would be held on December 21. The candidates would be required to file affidavits giving details of conviction and acquittal in criminal cases, pending criminal cases of offences punishable with imprisonment of two years or more in which charges had been framed or cognizance had been taken by the court; assets and educational qualifications. The commission had also revised the limits of poll expenditure. The limit of expenditure for a panch had been increased from Rs 3,000 to Rs 5,000, for the Sarpanch of a panchayat having up to 15 wards from Rs 8,000 to Rs 15,000 and for a panchayat having more than 15 wards the upper limit would be Rs 25,000. Similarly, the expenditure limit for a panchayat samiti member had been revised from Rs 30,000 to Rs 50,000, for a Zila Parishad member from Rs 75,000 to Rs 1 lakh; for a member of a municipal corporation from Rs 40,000 to Rs 75,000; for a member of a municipal council from Rs 30,000 to Rs 50,000 and for a member of a municipal committee from Rs 20,000 to Rs 35,000. |

Ekta Shakti will win 65 seats, claims Verma Yamunanagar, October 31 Mr Verma claimed that the Ekta Shakti would win 65 seats as the Congress, the BJP, the INLD and the Haryana Vikas Party had lost their base in the state. He said if the party came to power, house tax, water tax and form 38 would be abolished. He said the party would enhance old-age pension to Rs 500 per month. He expressed concern that the rate of poplar trees had gone down from Rs 400 per quintal to Rs 100 per quintal. Mr Verma blamed all previous governments of Haryana for not completing the SYL canal. He said if the Ekta Shakti came to power, its first priority would be to complete the canal. He lashed out at the BJP and its allies for not providing employment as per their election manifesto. |

Bhajan flays CM’s remark on Sonia Chandigarh, October 31 Mr Bhajan Lal said today the BJP and the INLD wanted to divert public attention from their misrule by raising the “baseless issue of foreign origin of Mrs Gandhi”. To call Mrs Gandhi a foreigner was an insult to Indian womanhood. He urged the people not to be misled by the false propaganda launched by the BJP and the INLD. He described the “Swasthya Aapke Dwaar” scheme announced by Mr Chautala as “a cruel joke” because, the government was unable to provide free and adequate medicines to patients in hospitals. |

Drive to issue birth certificates Panipat, October 31 The campaign, which is part of the national campaign to issue birth certificates under the RBD Act, 1969, will be kicked off by observing November 14-20 as the “child rights week” in the country, sources said here yesterday. To begin with all children under 10 years whose births have already been registered and they reside at the place of their birth will be covered under Phase I of the campaign. This will include children of government and private schools and non-schoolgoing children. It may be recalled that the Registrar General of India had initiated the national campaign to issue birth certificates to generate public awareness to improve registration and create demand for birth/death certificates in view of its need and utility. This would go a long way in formulating the National Register of Indian Citizens to be started next year under “Multi-purpose National Identity Cards” which would be issued to every citizen. The project is already on in 13 states on a pilot-basis through the Deputy Commissioners, the sources informed. In Haryana only about 36.4 lakh births out of the total 49.5 lakh births during the past 10 years were registered and 31.5 lakh children are yet to get the certificates. In Panipat district alone, 20,417 children were born last year and 18,661 were registered. However, only 2,612 were given the certificates, raising serious doubt about the seriousness of the district administration in registering births and issuing certificates. In a communication to the district administration, the Director, Census Operations (Haryana), Mr Sunil Gulati, has outlined a strategy to implement the Phase I. Under the strategy information on the place and date of birth and the status of registration will be collected through schools for all children. This information, in turn, will be taken to the local Registrar after taking out the non-registered cases and cases of children born outside villages and towns of current residence. The Registrar, with outside support, will prepare the certificates and send them to the schools for distribution. However, in case of non-school going children, the information on place and date of birth and status of registration will be collected through ANMs, anganwadi and NGO workers. |
UHBVN plans power complaint control rooms Panchkula, October 31 Official sources say that these hi-tech control rooms will be set up in Ambala, Panchkula, Yamunanagar, Kurukshetra, Kaithal, Karnal, Panipat, Sonepat, Rohtak and Jind districts. The Superintending Engineer, Commercial, UHBVN, has now asked all seven Superintending Engineers, Operation, to invite bids from private parties for the establishment of these BSKs. The BSKs will provide an interlink between the various power complaint centres in the district and refer the complaints received to the complaint centre concerned for rectification. Equipped with three or more telephone lines, mobile phones and computers, the BSKs will be operated by private parties, though the infrastructure (building and all equipment) is being provided by the UHBVN. These power control rooms will have a special telephone number for the entire state. Officials have initiated talks with the BSNL for allotting a special number. These BSKs will be set up on the UHBVN premises itself and two attendants and a supervisor of the contractor will be stationed here for receiving complaints, to be recorded on the computer. The attendants, after taking down the address and telephone number of the complaint, will forward the complaint to the complaint centre of the area from which the complaint has been received. The attendant at the complaint centre will then rush to the complainant’s house and, after rectifying the complaint, will call up the BSK on a mobile phone and confirm that the complaint has been rectified. |
Murder case: IAS officer deposes in court
Faridabad, October 31 Mr Gupta appeared witness from the defence side . He was posted as SDM at Palwal when the incident took place in September, 2000. Mr Dalal and three members of his family, including his brother, have been booked under Sections 302 and 34, IPC, on a complaint by a relative of the victim. While Mr Dalal and his brother got bail in the case, his nephew and wife of the nephew are in judicial custody. Mr Dalal reiterated that the case was `politically’ motivated and aimed at harassing him and his family. Earlier, one of key witness produced by the police had turned hostile. Arpana does little for little ones, cleanliness Kutail Gamri (Karnal), October 31 The children, mostly below the age of 5 years, presented a picture of poverty, malnourishment and unhygienic environment with the unclean clothes they wore. Some villagers commented that this scene was deliberately created to gain funds from the royal guest. The Sarpanch of the village, Mr Samar Singh Kalyan, said: “The village panchayat has provided the land and constructed the building for the this pre-primary school. He added that Arpana had just employed a few women from the nearby villages to look after the children”. One the other hand Mr Vasu Ram, 70, a resident of the village, who had come to see what was going on all around, was totally ignorant about the visit of the Prince of Wales. Interestingly, the trust did not even bother to launch a cleanliness drive in the village even though the function was purely private. While confirming this the Deputy Commissioner of Karnal, Mr R.S. Doon, said the NGO workers did not even turn up in the village prior to the royal guest’s visit. “We were
therefore forced to clean the village as a matter of gesture and respect,” he added. |

College wins overall trophy Kurukshetra, October 31 Jai Deep Ahlawat and Sunita Hooda, both from Maharshi Dayananad University, Rohtak were declared best actor and best actress in the Haryanvi One-Act Play respectively while Yogesh Kumar from All-India Jat Heroes Memorial College, Rohtak and Sneha from University College, Kurukshetra were declared best actor and best actresses in the Haryanvi Skit respectively. The prizes were given away to the winners by Mr Ajay Chautala, MP. Nearly 1500 students artistes drawn from Kurukshetra University and Maharshi Dayanand University, Rohtak and their affiliated colleges participated in the three-day Haryana Day State Level Festival-2003-2004. |
Hearing in Rupan Deol case adjourned Ambala, October 31 The counsel for Mr Abhey Singh Chautala, MLA, Rori, filed an application in the court for the exemption of personal appearance of his client for today as he was outside the state. The court accepted the request. It is learnt that the summons were not served to Mrs Deol, a senior IAS officer of Punjab so far. Mr Abhey Chautala had filed a defamation case in the court of the
CJM, at Sirsa against Mrs Deol for her statement against the Chief Minister, Mr Om Prakash Chautala which appeared in a newspaper. Later, on the request of Mrs
Deol, the Punjab and Haryana High Court had transferred this case from Sirsa to Ambala. |

Five-year RI in attempt to rape case Karnal, October 31 The convict, Jagmal Singh (65), had lured the girl of Sarvan Majra village to the fields and attempted to rape her on October 26 last year when a passerby foiled the attempt. Dismissing the mercy petition of Jagmal Singh, the father of three children, Additional District and Sessions Judge Kamal Kant sentenced him to five years’ of rigorous imprisonment. — UNI |
