While Chief Minister Om Prakash Chautala’s absence at Teacher’s Day function at Raj Bhavan had raised eyebrows, the state government’s latest decision to shift the venue of the Haryana Day function from Raj Bhavan is also likely to bolster the alleged rift between Mr Chautala and the Governor, Babu Parmanand.

The Society for Development and Environmental Protection (SDEP), an NGO of Solan district in Himachal Pradesh organised a study tour of a group of rural women representing 45 villages of four different blocks of Solan district in association with the Indo-German Social Service (IGSS) at National Dairy Research Institute (NDRI) here today.

Governor-Chautala rift may widen

Breaking established traditions has seemed to have become the order of the day in Haryana when it comes to programmes relating to Raj Bhavan. While Chief Minister Om Prakash Chautala’s absence at Teacher’s Day function at Raj Bhavan had raised eyebrows, the state government’s latest decision to shift the venue of the Haryana Day function from Raj Bhavan is also likely to bolster the alleged rift between Mr Chautala and the Governor, Babu Parmanand.

“This is for the first time that the Haryana Day function will be held outside Raj Bhavan,” a source said, adding that the state government had decided to hold the customary programme on November 1 at Kurukshetra instead.

An INLD minister, however, claimed that no ulterior motive should be attributed to the CM’s decision to hold this function away from Raj Bhavan. “As Kurukshetra is a historical place, it has been decided to hold the Haryana Day function there,” he said.

The state government had initially proposed Hisar as the venue for the function but it had to be changed to Kurukshetra at the insistence of Babu Parmanand.

Earlier also Mr Chautala had broken a convention when he skipped the Teacher’s Day function at Raj Bhavan on September 5. Instead of coming to Raj Bhavan, Mr Chautala honoured some teachers at Rewari.

The alleged Governor-Chief Minister rift reportedly dates back to the time when the state government’s Bill allowing the setting up of casinos in Haryana was referred by the Governor to the President. The Chief Minister retaliated by stripping the Governor of his power to act as an appellate authority to government employees facing disciplinary action.

The Governor recently returned to the Cabinet for reconsideration of the proposal regarding granting pardon to four murder convicts. His decisions on the Casino Bill, pardon to murder convicts etc have widened the alleged rift between him and Mr Chautala.

Chautala decried for MLA’s arrest

The arrest of Mr Jai Prakash, a former Union Deputy Minister and Congress MLA from Barwala, continues to evoke condemnation.

Mr Bansi Lal, President of the Haryana Vikas Party (HVP), with whom Mr Jai Prakash had parted company a few years ago, today criticised the Chautala Government for the latter’s arrest, alleging that the Chief Minister had run amuck in his desire to wreak vengeance upon political opponents.

The HVP leader said it was just ridiculous that a former Union minister would snatch Rs 3600 from anyone. The allegation, he said, clearly indicated that Mr Jai Prakash had been implicated in a case which was patently false.

Former Haryana minister Jagdish Nehra said Mr Chautala had introduced the theory of political vendetta in Haryana politics by implicating opposition leaders and workers in false cases.

Mr Randeep Singh Surjewala, President of the Indian Youth Congress, condemned the arrest, saying that it was one more act of political vendetta unleashed by Mr Chautala.

Cong protests against MLA’s arrest

The Congress today organised a huge procession here today to protest against the arrest of Mr Jai Parkash, JP, former union minister and sitting congress MLA from Barwala.

The procession included three former state Congress Presidents ,Mr Harpal Singh and Mr Birender Singh, and Mr Bhupinder Singh Hooda who is also Leader of Opposition in the Haryana Assembly, Ms Selja, Secretary AICC , Mr Tejinder Mann state president, Kisan Khet -Mazdoor, Congress, Mr Ishwar Singh president, DCC Kaithal, Mr Sudhir Mehta member HPCC state executive, Mr DP Jindal, vice president, DCC and many other party leaders. This was to convey to the Chief Minister, Mr Om Prakash Chautala, that the Congress had not taken the arrest lightly and had accepted the challenge of the state government. Its cadres were ready to show their strength if the state government was bent upon testing their patience. Notwithstanding the absence of the HPCC Chief, Mr Bhajan Lal and his men from today’s procession, the tone of speeches of which senior leaders delivered today indicated that they had decided to bury the hatchet and to face the government repression and onslaught on its leaders unitedly .

The procession, which started from local Panchayat Bhawan here, passed through Jakholi adda ,Hindu School chowk, Bus Stand , Pehowa chowk and culminated at Mini Secretariat. The protesters raised slogans against the Chief Minister and decried false police case against JP.

The senior leaders then addressed the party workers and called upon them to be ready to give a befitting reply to the government which had let loose a reign of terror against the Congress party workers and its leaders . They said that the arrest of Mr Barwala had proved a blessing in disguise for the party, which now stood as united to fight the dictatorship of Mr Chautala and had started a struggle which would dethrone Mr Chautala in the near future.

HISAR: Mr Kuldeep Bishnoi, a former Congress legislator and a son of the Haryana Congress chief Mr Bhajan Lal, today demanded immediate release and quashing of the FIR registered against Mr Jai Parkash, Congress MLA from Barwala.

Chautala moots vet university in state

The Haryana Government plans to set up a veterinary university for develop live stock in the state.

This was announced by Haryana Chief Minister, Mr Om Prakash Chautala, while inaugurating ‘Pashudhan Bhavan’, constructed at a cost of Rs. 1.60 crore here. Mr. Chautala also gave away veterinary kits to 42 educated youths to enable them take up self-employment venture.

Mr Chautala said Rs 94 crore will be spent to make the state free from veterinary diseases. Initially, all cattle will immunised free of cost in eight districts in the state during the current financial year. He said his government had also introduced an insurance scheme for the cattle, as part of which 50 per cent of the premium was being paid by the government. As many as 5,764 cattle had already been registered under this scheme. He said all possible steps were being taken to further develop the milch cattle and the government would like to see Haryana emerge as the Denmark of India in production of milk.

The Minister of State for Animal Husbandry, Mr Mohammad Ilyas, Chairman of the Haryana Live Stock Development Board, Dr Amrit Lal Chaudhary, and Director, Animal Husbandary and Dairy, Mr K.S. Dangi, also spoke on the occasion.

Earlier, the Chief Minister also laid the foundation stone of District War Memorial at Sector 12. He said the state government has decided to set up War Memorial in each district of the state and a state-level War Memorial is being set up at Rohtak at a cost of Rs 50 lakh, as a mark of respect to the martyrs.

The war memorial here would be constructed at a cost about Rs 7.50 lakh and the names of those 17 martyrs hailing from Panchkula district would be inscribed on it, who had sacrificed their lives in the 1962 war and the subsequent operations to safeguard the unity of the country.

Probe Chautalas’ assets, demands Jagdish Nehra

Former Haryana minister Jagdish Nehra today demanded that the Lokayukta should be appointed in Haryana immediately to provide the people with a platform to highlight corruption in higher echelons of the political and administrative setup.

Talking to newsmen here Mr Nehra demanded that either the CBI or any other independent agency should inquire into the “huge property collected by the Chautalas during the past four years”.

Mr Nehra, who normally contests the assembly elections from the Rori constituency, currently held by Mr Abhey Singh Chautala, MLA son of the Chief Minister, said the Chautalas should make public the complete list of their assets. He alleged that the Chautala Government had patronised corruption in various fields like construction works, government contracts and administrative works.

He alleged that in Sirsa district alone, the Chautalas owned about 800 acres of land worth about Rs 70 crore either in their own names or benami. He said if need be, he would give an affidavit and evidence about the Chautalas’ assets before any agency. He also released a list of properties allegedly owned by the Chief Minister or his family.

The Congress would observe the death anniversary of former Union Minister Dalbir Singh as “Sadachar Divas” on October 30. Besides holding a public meeting at Nathusari Chaupta village in Sirsa district, the party would also organise a blood donation camp. Mr Dalbir Singh was father of Ms Selja, a former Union minister and Secretary of the AICC.

ASI to begin excavations for Indus Valley Civilisation

The Archaeological Survey of India (ASI) will begin excavations near Bhirdana village in this district next week. Evidence about the existence of the Indus Valley Civilisation had been found here.

Mr R.S. Bist, Joint Director of the ASI, was here yesterday with his team. He visited several archaeological sites in the district, including Banawali, Kunal and Bhirdana. The Joint Director also visited the old fort of Fatehabad town where a pillar dating back to the period of Ashoka was situated.

The Deputy Commissioner, Dr R.B. Langyan, today said that Mr Bist had told him that the ASI would begin excavations at Bhirdana by next week. He said that he suggested the ASI team to develop the old fort and the adjoining lake of the town in to a tourist place. Dr Langyan said that the Union Tourism Minister, Mr Jagmohan, was expected to visit the town and its surrounding archaeological spots very soon.

The ASI had identified Banawali, Kunal and Bhirdana as sites of the times of Indus Valley Civilisation, while the old fort and the adjoining lake at the town was constructed by Mughal emperor Firoze Shah Tuglak. A pillar is situated in an idgah in the middle of the fort. Certain historians term this pillar as the ‘Vijay Stoop’ of Ashoka the Great while some others term this as ‘Firozi Laat’.

Enforcement staff raid ‘erring’ mills

Fatehabad, October 22
An enforcement team of the Haryana State Agriculture Marketing Board (HSAMB) raided some rice mills and cotton ginning factories at Tohana in this district today.

Serious lapses and irregularities in the procurement of paddy and cotton have been reportedly defected by the team.

According to sources, the government had received complaints regarding irregularities and evasion of market fees by millers.

A team led by Mr Ramesh Varma, Zonal Administrator, HSAMB, Karnal, and comprising Enforcement Officers Mr I.P. Chauhan and Mr Prithpal Singh and other officials of the board swooped on the mills in the town.

Move on research centre on Saraswati river

The state government has sent a proposal to the Archeological Survey of India for setting up a research centre on ancient river ‘Saraswati’. If approved the Centre would be set up at near Kalayat town. Mr Anurag Agarwal Deputy Commissioner disclosed this at Kalayat on Monday evening.

Giving details of development in Kalayat, Mr Agarwal told that a stadium costing Rs 80 lakh would be constructed on 10 acres on Sajuma road. The Panchayat Samiti has contributed Rs 7 lakh and land for this purpose.

Balu, Chausala Rehra and Kailram villages would with be provided with potable water through canal based water supply schemes soon.

The Deputy Commissioner informed that Kaithal district was leading in the state in the registration of eligible couples and family planning operations under the ‘Devi Roopak Yojna’ introduced to check population.

NGO organises study tour of rural women

The Society for Development and Environmental Protection (SDEP), an NGO of Solan district in Himachal Pradesh organised a study tour of a group of rural women representing 45 villages of four different blocks of Solan district in association with the Indo-German Social Service (IGSS) at National Dairy Research Institute (NDRI) here today.

The visit was coordinated under the guidance of Dr Nagendra Sharma, Director, NDRI. Addressing the visiting group, Dr Sharma said that dairying in India had immense potential for generating income and employment in the rural areas. He said that scientific dairying needs to be practiced in the rural areas for further enhancing milk production in the country.

Dr JC Markendey, Head, Krishi Vigyan Kendara (KVK) of NDRI, said that six special training programmes were organised during the past six weeks for the beneficiaries of Himachal Pradesh under Integrated Watershed Development Programme in which 178 men and women had participated.

Mr Vidya Rattan Sharma, Director SDEP, accompanied the rural women representing various self help groups (SHGs) of Solan district.

3 HCS officers transferred

Arora, Joint Commissioner, Municipal Corporation, NIT, Faridabad, has been posted as City Magistrate, Ambala, in place of Mr Surender Singh, who becomes City Magistrate, Faridabad, vice Mrs Veena Hooda, who has been posted as Joint Commissioner, Municipal Corporation, NIT, Faridabad.

‘Anti-copying yatras’ planned

“Anti-copying yatras” would be taken out all over the state on Haryana Day (November 1) as part of the Haryana Education Board’s campaign to eradicate copying in examinations in the second phase of its programme.

Brig. O.P. Chaudhary, Chairman of the board, said here today that these yatras would be organised at the district and subdivisionals level.

The main function of the yatra would be organised at the board’s office in Bhiwani.
