Priority to education, says Virbhadra

Chief Minister Virbhadra Singh today said that his government had decided to accord top priority to improving and consolidating the existing educational infrastructure with a view to providing quality education in government-run institutions in the state.

Mr Virbhadra Singh, who addressed a large gathering on the occasion of the annual prize distribution function of Chinmaya Vidyalaya at the Parmar University campus here, said the government would endeavour to fill all vacant posts in schools soon. Simultaneously, efforts would be made to provide requisite buildings, classroom equipment, science laboratories and playgrounds in all government schools soon.

The government had also taken a policy decision not be open any new educational institution till basic infrastructure had been provided to the existing ones. He, however, stressed that the entire process of revamping and upgrading the educational infrastructure would be completed in a time-bound manner.

Detailing the strides made by Himachal Pradesh in the educational field since Independence, he said the number of schools had risen from a paltry 275 then to 14,000 now. Himachal with 77.4 per cent literacy rate was also only behind Kerala.

After having fully met the constitutional obligation of making the primary education compulsory, the state now looked forward to being the first state in the country to introduce compulsory elementary education (up to middle standard) as per the directive principle enshrined in the Constitution. In this connection, a statewide survey had been undertaken. So far it had pointed towards the need of opening at least 2,500 new schools and the government was evolving strategies for raising requisite funds for accomplishing the objective.

Policy of appointing para lecturers decried

The policy of appointing para-lecturers, paratrained graduate teachers (TGTs) and para C and V teachers appears to be a gimmick as the schools where posts are vacant did not accept the applications of the candidates. This was alleged by many educated persons here yesterday. Raj Kumar M. Com B.Ed said that he had approached Senior Secondary School, Jalugran in this district but the Principal refused to accept the application on the pretext that till 20 students opted for the subject, no application could be accepted. Similarly, Naresh Kumar applied at Senior Secondary School, Gadsa, where the Principal again gave the same plea.

The Deputy Director Education was not available but a Superintendent of his office said that till 20 students were admitted no application should be accepted. Sources in the Deputy Director Office said the department had earmarked posts in various schools and applications would be accepted at these schools only. He confirmed that posts of para-lecturer were vacant at Jari (Maths), Bajaura (Economics), Kungas (Maths and Chemistry), Raison (Economics), Sainj (Maths and Economics), Arsu (Maths and Economics) and Nirmand (Sanskrit).

Contrary to the statement of the department sources, the principals of many schools said the applicants that the post of a particular subject has been lying vacant since long but the schools were not considered for para-Lecturer’s post. Also the TGT posts were vacant at many schools whose names were not considered for para TGTs. The Himachal government has announced the policy in the middle of the academic session and befooled us, said one of the educated unemployed teacher.

He questioned how would the government expected students to join mid-session where schools were without teachers. He said that a doctor could be posted in a dispensary only if 20 patients were available before the posting, is the policy. The government has to appoint teachers first so that students could join and it was ridiculous to assume that students should join that institution where teachers were not available, another trained graduate unemployed teacher said. The government should revise its policy and accept the applications of those who were trained teachers and post them on seniority basis as per the policy of appointing regular Trained Graduate Teachers and JBT teachers.

Cong ministers blast BJP on MoUs

Mr Rangila Ram Rao, Excise and Taxation Minister and Mr Singhi Ram, Food and Civil Supplies Minister, today blasted the BJP for opposing the review of MoUs signed for the execution of various hydel projects during the Dhumal regime and said that the party which had sold out the economic interests seemed to be against all corrective measures.

In a joint statement here the two ministers asserted that review of MoUs was part of the Congress election manifesto and it would be implemented in letter and spirit. The Dhumal government had committed a sin by assigning major projects to the Central agencies or private sector without any equity participation.

The review exercise was aimed at safeguarding the interests of the state and there was no reason for the BJP to cry foul. The state would be earning a revenue of about Rs 200 crore annually from the Nathpa Jhakri project largely because of the Congress government had ensured 25 per cent equity participation in the mega project.

The BJP government, they alleged, did precious little to tap the hydel power potential and only signed MoUs and agreements in undue haste without even waiting for various mandatory clearances which put a question mark about its sincerity for the state.

The ministers maintained that the review of MoUs and agreements was not discouraging entrepreneurs and instead they were making a beeline to the hill state for setting up units to take advantage of the package of incentives announced by the Centre for the state.

Man posing as Army officer held

Shimla, October 22
The police has arrested a native of Imphal masquerading as an Army officer, on the charge of impersonation.

The accused, Senjam Nongdren Khompa Singh, who was nabbed from the vicinity of the Central Telegraph Office, has been posing as a major, at times as captain, and telling people that he wanted to set up a private intelligence-cum-detective agency. The police also seized some documents from him.

He told the police that he wanted to settle in Shimla to escape the wrath of underground elements of the North-East. He also claimed that his father and father-in-law were prominent politicians of Manipur.

In another case Shalini, a police constable, received serious burn injuries after her clothes caught fire while working in the kitchen of her house in Junga, near here. She told the police that it was an accident.

However, the police registered a case of attempt to suicide after the recovery of a suicide note from the site.

Chief Minister Virbhadra Singh has said that foreign media in India would be a challenge and the Indian media would have to do introspection to ensure that it did not affect our freedom.

Addressing a state-level conference seminar of HP State Journalist Federation as chief guest, which was attended by hundreds of journalists from all parts of the state here last evening, Chief Minister said the media should fight evils and ensure social justice.

Free referral transport facility for poor

The Himachal Government has decided to provide “free referral transport” facility to the poor under a newly formulated State Illness Assistance Fund Scheme from January 1, 2004.

As per the official notification, the assistance of free referral transport will be available to the poor patients referred by doctors to another health institution for treatment.

State road transport corporation buses will lift the patient and one attendant on the production of a valid coupon issued by the authorities. The medical authority concerned will have to intimate the state Red Cross Society.

The financial assistance under the scheme will be provided by the state branch of the Indian Red Cross Society. The funds will be released by the deputy commissioners and sub divisional magistrates concerned, who head the Red Cross societies under their jurisdiction.

22 arrested for gambling

The police has arrested 22 persons for gambling in drive. It recovered Rs 7850 from the five places under different police stations in the district in past 24 hours the police said here yesterday.

Kangra District Police Chief S. Zahoor H. Zahdi said yesterday that four persons, residents of Machhi Bhawan village Jahoo under Nurpur Police station were arrested while gambling and Rs 220 were recovered from the place. Eight residents of Nurpur sub division which included four of Sukhar village were also arrested under Section 13-3-67 of the Gambling Act.

The police recovered Rs 1550 from the two places, Mr Zadi said.

He said under the Indora police station in this district seven persons were arrested in Daah village and recovered Rs 3350 recovered from the den where as four persons were arrested in another village Daah Kuladha and recovered Rs 2730 from their the place to has den. Police had registered cases under different sections of the gambling Act.
