Normalcy returning to J&K, says Advani Panipat, October 14 Addressing a rally to mark the conclusion of the “jan jagran
yatra” of the party here, Mr Advani claimed that the change in Jammu and Kashmir was the result of the various initiatives taken by the Vajpayee government. He said over 200 ISI bases had been destroyed in the country. Lamenting the criminalisation of politics, he said the government had initiated major electoral reforms with a view to cleansing politics which had become “a short-cut” to making easy money. The recommendations, which were under the consideration of a parliamentary standing committee, included major changes in the anti-defection law and limiting the number of ministers to one-tenth of the strength of the Assembly or Parliament. Taking a dig at Haryana, which pioneered the concept of “Aya Ram Gaya Ram” in 1967, the leader termed defection as “crime” against the electorate. With dream-girl Hema Malini failing to keep date with Panipat today, her fans were a disappointed lot. Hundreds of visitors to the rally started leaving as word spread that the actress and actor-turned-politician Vinod Khanna, Minister of State for External Affairs, were not coming. Hundreds of film buffs had started thronging the venue to have a glimpse of the actress. Playing the Hindutva card, the BJP President, Mr Venkaiah Naidu, said the BJP was committed to the construction of the Ram temple at Ayodhya and would make it as the main poll plank. The party was also committed to the implementation of the Uniform Civil Code, cow protection and the deletion of Article 370. Blaming the Congress for various problems facing the country, Mr Naidu alleged that insurgencies and Naxalite movements in various parts of the country were the results of the “lopsided” policies adopted by successive Congress regimes. The Minister of State for Home, Mr I.D. Swami, proposed the vote of thanks. The president of the Haryana unit of the BJP, Mr Rattan Lal Kataria, also spoke. Cong men gear up for Nathusari Chopta
rally Fatehabad, October 14 Dr K. V. Singh, a former vice president of the Haryana Pradesh Congress Committee and organiser of the rally addressed mediapersons here yesterday and said that several senior Congress leaders of the state had already sent their consent to participate in the rally, which has been named as ‘Sadachaar Rally’. He said that a blood donation camp would be organised and sewing machines would be distributed among poor and destitute women at the rally. He said that Chowdhary Dalbir Singh, who represented the Sirsa parliamentary constituency four times and adorned posts like AICC General Secretary, minister in the joint Punjab Cabinet, PPSC Chairman and Central Minister, always believed in a moral code of conduct for politicians. He said that the late leader was greatly influenced by the Gandhian thoughts and observed austerity and simplicity throughout his career. Dr K. V. Singh said that various leaders, who had sent their consent to participate in the rally included leader of Opposition in the state Mr Bhupinder Singh Hooda, former HPCC chiefs Verinder Singh and Harpal Singh, fromer MP Chiranji Lal Sharma, former Speaker of the State Assembly Harminder Singh Chatha, Congress MLAs Inderjit Singh, O. P. Jindal, Shadi Lal Batra, Jai Parkash, Dharamveer, Raghubir Singh Beri, Jatinder Singh Malik, Rao Dhan Singh and Rao Dharam Pal, former ministers Nirmal Singh, Dr Ram Parkash, Ms Kartar Devi, Parsanni Devi and Shakuntala Bhagwaria. Besides these several former MLAs of the party would also participate in the rally. |

Chautala trying to divide Jat votes, claims Surjewala Kaithal, October 14 This was stated by Mr Shamsher Singh Surjewala, a former HPCC chief and President Haryana Krishak Samaj, while talking to mediapersons at Pundri rest house on Sunday. Mr Surjewala said by fielding his candidates, Mr Chautala was indirectly supporting “BJP as Jats in Rajasthan were pro-Congress. Mr Chautala wanted to divide their votes to benefit the BJP. Mr Surjewala asked the Haryana Government to release a white paper on the activities of the Devi Lal Trust and tell people about the sources of the funds collected for the trust and how and where the money had been spent. He also demanded from the government to make public the names of the trustees and other office-bearers of the trust. Mr Surjewala took the Haryana Government to task for its failure to maintain law and order in the state and said rapes, lootings, dacoities and murders were order of the day. |

Samra, who was delivering the fifth Dr M.S. Randhawa memorial lecture during the inaugural ceremony of biennial scientists’ meeting of the All-India Coordinated Research Project
(AICRP) on water management at Haryana Agricultural University, said farm productivity of a region largely depended on both these factors. Therefore, land use planning by matching crop growth with weather parameters would form the basis for successful agriculture. He pointed out that of all the factors responsible for crop productivity, weather was the most important. Weather parameters influence various dynamics of crop growth and development and account for nearly two-thirds of the variation in agricultural productivity, he said. The HAU Vice-Chancellor, Mr M.K. Miglani, exhorted scientists to reformulate their research activities in view of the competing demands from other sectors and reduction in the water share for agriculture in the years to come.

Flesh trade racket busted, 3
held Kurukshetra, October 14 Confirming this here today, the district police chief, Mr K.K. Rao, said on a tip-off from a social worker, a police party raided House No. 2115, Sector-3, HUDA Colony, here yesterday and arrested four women under Section 3, 4, 5 and 7 of the Prevention of Immoral Traffic Act, 1956. Mr Rao said the arrested women were Preety and Renu, both residents of Sectors 3 here, Reshma and Seeto, both residents of the local Mohan Nagar. He said on information by the social worker that Renu was running a brothel at House No. 2115, Sector-3, here and girls from out of Kurukshetra were brought for immoral trafficking, decoy customer was sent to the place with signed currency notes. The police party raided the house and arrested Preety. Reshma and Seeto were nabbed sitting in the gallery behind the house. Signed currency notes paid by the decoy customer were recovered from Renu. Mr Rao said Renu admitted to running a flesh trade racket with the help of Bimla and her three accomplices. Mr Rao said Renu told the police that her husband usually remained out of the town due to work and she had been running the racket along with Bimla for past several days. He said the arrested women were today produced before the Additional Chief Judicial Magistrate, Mr Krishan Kumar, who sent them to judicial custody for 14 days. |

suspected encephalitis Ambala, October 14 A Bihari labourer, Paras Ram (45)
of Sultanpur village who was admitted to the Civil Hospital here three
days ago in an unconscious condition suffering from high fever,
suspected to be encephalitis, died last night. Doctors had referred
him to the PGI, Chandigarh, but his wife could not shift him as she
was unable to afford the expenses. The Civil Surgeon, Ms Avinash
Sharma, however, said Paras Ram died of acute meningitis. She said his
blood sample had been sent to the laboratory of the National Institute
of Communicable Diseases (NICD), New Delhi, to confirm the
disease. Another child, Vikas (3), a resident of Dadupur village
close to the cantonment suffering from suspected encepalitis died at
nursing home in Yamunanagar last evening. A youth Karnail Singh, a
resident of Balana village, suffering from this suspected disease was
admitted to the Civil Hospital in the city last evening. Meanwhile,
the Civil Surgeon said a special campaign had been started to check
the suspected communicable disease in the district. She said 475
sample of blood had been collected from different villages and out of
these, 22 samples had been sent to the NICD. She said three teams of
doctors had been visiting various villages to make people aware about
taking preventive measures. Doctors of primary health centres and
community health centres of the district are also been directed to get
open their centres round the clock. It is learnt that the
Director-General, Health Services, Haryana had directed the District
Health Department to keep a close watch on the situation. The civil
surgeon visited the affected villages along with a team of doctors
today.

HSSC Chandigarh, October 14 Releasing copies of a letter written to the Governor Mr Dalal said the commission had selected relatives of leaders of the ruling INLD and senior police officers, ignoring meritorious candidates. The commission had even selected candidates belonging to Rajasthan, where the INLD was to contest the forthcoming assembly elections. Among the SIs selected, he said, were a nephew of DGP M.S. Malik, two relatives of Mr Ajay Singh Chautala, MP son of the Chief Minister; a son of Mr Ram Narain, Secretary to the Haryana Vidhan Sabha Speaker; a relative of Mrs Vidya Beniwal, INLD MLA from Darba; a relative of Mr Jasbir Malour, INLD MLA from Naggal; a nephew of the Advocate-General of Haryana, Mr Surya Kant Sharma; a relative of the Chairman of the Haryana Public Service Commission, Dr K.C. membership Sirsa October 14 The Vice-Chancellor said students of the university would now be able to avail opportunities in the field of culture and sports at the national level. He said the case of the university was under consideration with the UGC and a team of the commission might visit the university by December for the completion of procedure for grant of the recognition. The Vice-Chancellor said from the next academic session 18 new disciplines would be introduced. The university also planned to introduce a five-year integrated law course. Earlier addressing the youth on the inaugural function of the three-day youth festival, he emphasised the need for discipline in life. Deputy Commissioner D. Suresh stressed on the need to develop communication skills among the youth.

10 students hurt in group
clash Kurukshetra, October 14 One of the seriously injured students has been referred to the PGI Chandigarh, and the others have been admitted to the Lok Nayak Jai Prakash Narayan Hospital. The injured students include Munish, Rajesh Kumar, Baljeet Singh, alias Molu and Gulzaar. The Kurukshetra University Registrar, Dr J.S. Kadiyan and the University College Principal, Mrs Chand Dutta, visited the hospital. Dr Kadiyan told mediapersons that action would be initiated against the attackers. A case under Sections 148, 149, 323, 324 and 285 of the Indian Penal Code in this connection has been registered. An old rivalry is said to be the cause of assault. |

Opposition threatens to move
court Hisar, October 14 Talking to mediapersons here Mr Dilbag Sihag and Mr Brij Lal, both Congress members, alleged that the Chautala government was delaying the elections intentionally. They said the earlier president, Mr Ajit Singh Litani had resigned three months ago. After this, Mr Ajay Singh Chautala, MP and a son of the Chief Minister, Mr Om Prakash Chautala, declared Mr Zile Singh Telanwali as official candidate of his party for the post. The local administration had fixed October 9 for the elections but it was cancelled due to increasing groupism among INLD members, they alleged. |

to be ‘deified’ in temple Karnal, October 14 The temple, dedicated to the macho man of the silver screen, is to be constructed in the Jat Sikh-dominated Assandh subdivision of the district. Actor-director
Bharat Prem said here yesterday that the temple, with numerous
portraits and icons, would be inaugurated by the “Jat Yamla”
himself. Dharam, as he is popularly known among his friends and
admirers, is a Jat Sikh from Ludhiana district in Punjab. He earned
the sobriquet of ‘He Man’ for his muscular body and action
sequences. —

HIGH COURT Chandigarh, October 14 The institute further claimed that the state of Punjab too had not released the funds committed by it since 2000. The arrears, it was added, amounted to Rs 1,239.12 lakh. Giving details, it was added that Rs 670.40 lakh were due from Punjab, while Rs 568.72 lakh were due from Haryana. In its petition taken up by the Bench, headed by Chief Justice B.K. Roy, the World Human Rights Protection Council, through Chairman Ranjan Lakhanpal, had earlier sought directions to the institute for providing airconditioners, besides proper beds, for the patients in the trauma ward. He had added that there were no airconditioners in the ward. Moreover, the patients with spinal cord injuries were made to lie on the iron
trollies. |

Ambala, October 14 Mr Keshav Chandra, Divisional Railway Manager, Ambala, was
the chief guest. Cash awards and certificates were given to the
outstanding PLI development officers and field officers. The Chief
Post Master- General, Haryana, Mrs K. Noorjehan said the postal life
insurance scheme was the oldest in the country. introduced on February
2, 1884. In the beggining it was meant for employees of the Posts and
Telegraph Department. Later, it was extended to employees of other
departments of the Central Government and state government. The number
of PLI policies in the Haryana circle are 87446. Mrs Noorjehan said
loans were advanced from policies up to 90 per cent subject to certain
conditions except for AEA policies. “Postal life insurance work had
been computerised. PLI and RPLI premium are accepted at all head, and
