magnanimous in pardon Chandigarh, October 11 While these three Chief Ministers had released 11 prisoners in all, Mr Chautala had paved the way for the release of 12 murder convicts during his current tenure. The convicts granted pardon under Article 161(A) of the Constitution are Satbir Singh, Sat Prakash and Himmat Singh from Central Jail, Ambala; Mahender, Satish, Karnail, Shriniwas Jain and Ram Nath from Central Jail, Hisar; Jagtar Singh, Mithu and Sarvjit Singh from District Jail, Sirsa; and Nirmal from District Jail, Jind. During his short stint as the Chief Minister from July 17, 1990, to March 22, 1991, Mr Hukam Singh had extended pardon to two life convicts. Sarwan Singh and Gurdev Singh — from District Jail, Sirsa. Mr Bhajan Lal, who remained the Chief Minister from June 23, 1991, to May, 1996, released seven lifers —Chadrawali,
Ranjas, Ram Chander and Multan Singh from Central Jail, Hisar; Anant Ram from District Jail, Jind; Murari from District Jail, Sonepat; and Vakeel Chand from Central Jail, Ambala. During Mr Bansi Lal’s three-year tenure as the Chief Minister from May, 1996, two murder convicts were granted premature release. They are Kartar Singh from Central Jail, Ambala; and Shriniwas Jain from Central Jail, Hisar. |

MP Ajay Chautala asked to quit Chandigarh, October 11 In a statement here today, Mr Krishna Murti Hooda, HPCC spokesperson, said that a Metropolitan Magistrate in Delhi’s Tees Hajari court had imposed a fine on Mr Chautala for running a hotel in Delhi without licence. Mr Chautala, son of Haryana Chief Minister, Mr Om Prakash Chautala, and himself an MP from Bhiwani, had been ordered by the court to undergo imprisonment for two days in case he failed to pay up the fine. The statement by the Congress party said that Mr Ajay Chautala was known for talking about democracy and rule of law, and added that if he really respected law, he must now quit his seat in Parliament. Mr Hooda said that Mr Bhajan Lal, chief of the HPCC, had been addressing a series of public meetings to expose the wrongdoings of the Chautala-led government of Haryana. Tomorrow, a meeting was being organised at Panchkula, the constituency Mr Bhajan Lal’s MLA son, Mr Chandra Mohan, which would conclusively prove that Congress was the most popular party in Haryana. The Congress spokesman also alleged that Mr Om Prakash Chautala was squandering cash from Haryana’s coffer in Rajasthan and Delhi where the INLD wanted to contest the Assembly elections. But, like it happened in Uttar Pradesh, the INLD would be routed in these two states as well, he said. |
Chautala misleading farmers, says Surjewala Hisar, October 11 Addressing mediapersons here, he said that the state government announced the support price for Bajra on October 1 while most of the farmers had sold their crop at throwaway prices. Mr Chautala was also misleading farmers of Rajsthan by making false statements for taking benefit in assembly election there, he alleged. He also expressed deep concern over the increasing attacks on newspersons in Haryana. He alleged that the Chautala government had failed to take action in the murder cases of journalists Ram Chander Chatarpati and Parmanand Goyal. Criticising the registration of criminal cases against journalists, he alleged that it was an attempt to gag the press in the state. |

earns 3 non-Jat MLAs’ displeasure Chandigarh, October 11 For instance, Mr Raghu Yadav, a former MLA, who is trying to stage a comeback to his old constituency at Rewari, is reportedly enjoying the blessings of the PCC chief. Mr Raghu Yadav and others recently organised a function in memory of Rao Tula Ram at Rewari on the occasion of Haryana Martyrs’ Day on September 23. The function was attended by two pro-Bhajan Lal Congress legislators, including Ms Anita Yadav, chief of the state Mahila Congress. Mr Ajay Singh Yadav, Deputy Leader of the Congress in the assembly, who currently represents Rewari, was cut up by the PCC chief’s attitude for obvious reasons and stayed away from the function. Similarly, Mr Bhajan Lal is trying to prop up a woman at Panipat, the constituency of Mr Balbir Pal Shah, said a Congress MLA on condition of anonymity. In the constituency of Mr Lachman Dass Arora, the PCC chief is reportedly trying to promote a close relative of Mr Arora in his place. “Mr Bhajan Lal is feeling insecure. He does not want any
non-Jat leader to grow in Haryana”, the Congress legislator asserted. Party sources pointed out that Mr Chiranji Lal Sharma, a prominent Brahmin leader of the Congress and former MP; Mr Harpal Singh, a representative of the Punjabi community; and Ms Selja, a former union minister, were also against Mr Bhajan Lal. After Mr Chiranji Lal Sharma fell out with Mr Bhajan Lal, the latter inducted Mr Umaid Singh, husband of late bandit queen Phoolan Devi, in to the Congress to prop him up against Mr Sharma at Karnal. Though, he is not a Brahmin, Mr Umaid Singh is a member of a caste with strong influence in the Karnal Lok Sabha constituency. PM, Advani to visit Panipat Panipat, October 11 While Mr Vajpayee will visit the IOC-run Panipat Refinery Complex to lay the foundation stone for the second phase of the twin projects for setting up the world’s largest
petro-chemical complex and doubling the refinery capacity on October 18, the Deputy Prime Minister and other party leaders will address a state-level rally as part of the ongoing “jan jagran yatra” on October 14. With the BJP on a sticky wicket in the state and the Chief Minister, Mr Om Prakash Chautala, sparing no effort to humiliate the former, supporting his party from outside, these visits are being referred to as part of the strategy to ready the party for the Lok Sabha poll next year. In fact, it is believed that the INLD supremo may go in for the Assembly poll along with the Lok Sabha poll to escape the anti-incumbancy vote. BJP sources said time was running out for the party and there was a need to strengthen the party base in at least the urban areas since the INLD could not be trusted as a reliable alliance partner this time around. In the last Lok Sabha elections, the BJP and the INLD, which fought the elections in alliance, had won five seats each. However, the alliance is virtually on the rocks now, although both parties are supporting each other at the Central and state levels on reciprocal basis from outside. The Prime Minister ‘s visit to lay the foundation stone for the second phase of the ambitious twin projects, costing over Rs 16,000 crore, will be showcased as a major investment by the Central Government in Haryana. Mr Vajpayee will be accompanied by the Union Petroleum and Natural Gas Minister, Mr Ram Naik. On the other hand, the visit of Mr Advani and Mr Naidu will be utilised to enthuse the party workers to get their act together for electoral battles ahead as the party may be forced to go it alone this time. Meanwhile, security has been beefed up in and around the city in view of the visits of the VVIPs. An area of over 25 acres near the refinery township at Khorakheri village in Karnal district has been cleared of wild growth and a police picket has been established to keep a watch on suspicious persons. The venue had been selected at a distance of over 5 km from the refinery keeping in view the security aspect, the sources said. Work on a helipad and setting up a rostrum had been set in motion. Senior police and administrative officials of the two districts are regularly reviewing the arrangements for the visits. Similarly, for the visit of Mr Advani and other senior functionaries, the Arya School Grounds adjoining the venue of the rally, Circus Ground, have been readied for the landing of the helicopter. Leaders of the state unit are leaving no stone unturned to assemble a massive crowd for the rally, being billed as a major show of strength and aimed at firing salvos at its “ally”, the INLD, and other political rivals. |

SSP did not rough up women, say leaders Rohtak, October 11 Satbir Singh and Prithi Singh, sarpanches of Naya Baans and Sampla villages, filed affidavits on Thursday claiming that no incident of manhandling of women took place during the Chief Minister’s visit. At the Deputy Commissioner’s camp office,they said a delegation of villagers comprising women had met the Chief Minister during his visit to the village on October 3 to request him to direct the police to expedite search for two youths of the village,who had been missing for the last over one year. They admitted that Ms Rajesh,wife of truck driver Naresh had put her eight-month-old child on the bonnet of Chief Minister’s car and later picked him up.They stated that the SSP neither dragged the woman nor her infant fell on the road, as had been published in a section of the press. Govt to spend
320 cr on repair of water courses Kurukshetra, October 11 The sub station had been constructed at a cost of Rs 1.05 crore and would provide power to Naisi, Mandado, Jalbehra, Tabra, Thandera and Shergarh villages. Mr Chautala said the Haryana Government had constructed as many as 48 minors, levelled 30 of them besides raising the heights of 26 distributaries so that water could be ensured till the tail end. The level of some minors and distributaries had also been corrected by reconstructing them. Regarding the power situation in the state, the Chief Minister said the government had added 802 mw additional power in the power kitty during the last three and half years. While during the previous regime only 199 mw power was added and during the tenure of Mr Bhajan Lal 118 mw additional power was generated. The seventh and eighth unit of Tau Devi Lal Thermal Power plant would be ready by September, 2004. Efforts were on to generate 100 mw power from cooperative Sugar Mills of the state. He further said 360 mw power would be made available from Panipat refinery as the state government had given concession in local Area Development Tax to the refinery besides 500 mw thermal plant would be set up at Yamunanagar. Mr Chautala said the government was procuring Bajra at Rs 505/- per quintal so as to give maximum benefit to the farmers. The farmers were also being given highest sugarcane price in the country at Rs 110 per quintal. |
Farmers urged to adopt diversification Kaithal, October 11 He said that the pargtisheel kisan clubs should be set up at Block and village level, so that the farmers could exchange information and knowledge about the ongoing developments. He said there was a proposal to set up a market for auction of flowers at Rai by the state government where facilities for auction house and cold storage would also be provided. The Director, Agriculture, Haryana, Mr Rajeev Arora, said that the department would make efforts to ensure that farmers could learn latest agriculture technique even at village level. The Director, State Horticulture Department, Dr V.P. Ahlawat, expressed concern over the depleting water-levels and decrease in the quality of soil. The Director, Fisheries, Haryana, Mr Baljeet Saharan, asked the farmers to adopt fish farming. He said that 10 Chinese fish hatcheries had been set up in the state. Dr K.S. Dangi, Director, Animal Husbandry, stressed upon the need to promote Murrah breed of buffalos to increase milk production. The Director, Agriculture Extension, HAU, Hisar, Dr Lehra Singh, spoke about agriculture-related problems. |
No compromise on agricultural interests, Yamunanagar, October 11 He emphasised that India, being an agrarian economy, should not compromise on its agricultural interests. He asked young managers, students, academicians and industrialists to join the mainstream to uplift weaker sections of society. Prof Sampat Singh emphasised that direct competition from imported goods could not be prevented. He said one could argue on the merits and demerits of exposure of the Indian economy to global competition. He said developed countries continued to provide a high degree of domestic support to their agricultural sectors. He added that export subsidies had not been reduced and reduction commitments had been circumvented by developed countries. He said one area in which India had a real chance of becoming a superpower was the services. India had a tremendous potential in this area because of its advantage in human resources and research institutions and universities, he said. |
35 jhuggis destroyed in fire during anti-encroachment drive Karnal, October 11 The local Additional Deputy Commissioner, Mr Lajbir Singh, along with other officials and police force went to Ashoka Colony and forcibly got some part of the land vacated. But as the bulldozers were pressed into service fire broke out in the jhuggis, forcing the people to leave the area. However, no one was reportedly injured. Sources in the district administration said 35 jhuggis were destroyed. The displaced slum-dwellers blamed the local administration for setting their jhuggis on fire. On the other hand, the administration denied the allegations saying that some slum dwellers themselves set their jhuggis on fire. Five fire engines were pressed into service and when the fire could not be put out five more fire engines from Teraori and Nilokheri were called in. When the fire came under control a JCB machine was used by the authorities to dig the whole piece of land. The displaced families claimed that they had ration cards and voting cards. These families belong to Barabanki, Sultanpur and Bahraich districts in Uttar Pradesh. They claimed that they had orders from Commissioner, Rohtak range, to maintain status quo. On the other hand, a spokesman for the district administration said the limit of status quo by the Rohtak Range Commissioner had expired on August 21 this year and the residents had been told to vacate the land. They had already taken out their essential items and to give a bad name to the administration they themselves set their huts on fire, he added. The displaced people demanded alternate site for their resettlement and adequate compensation from the administration. A displaced person, who runs a rickshaw, said a few of his household items were destroyed in the fire. “Now I have not even a cot to sleep”, he said. A woman said she had three small children, but no place to provide them with shelter. “Our family has been living at this place for the past 20 years. The local authorities should have spared a thought for us by making some alternate arrangement”, she said sobbing. |
Teacher donates award money to village school Chandigarh, October 11 The sum had been awarded to him as part of the lifetime achievement award given by the Jan Seva Trust this evening. Mr Karan Singh told The Tribune that he would give the money to Government Girls High School, Israna, to construct a room. Minutes after receiving the Tara Chand Saboo Excellence Award, Mr Karan Singh made the announcement in his speech. A dedicated educationist, Mr Karan Singh, adopted teaching as his vocation over 30 years ago. His career spanned several institutions, including seven years in schools in rural and slum areas, culminating in his elevation as Principal of Government Model Senior Secondary School, Sector 33, in 1998. Mr Karan Singh has received several awards in the past, including the state award for teachers in 1994 and the national award for teachers in 1996. At the GMSSS, Sector 33, he helped in improving the library and encouraging its use. He established a multi-media centre, a gym and a nursery with medicinal plants, reflecting innovation and all-round balance in education. |
Minerva case Ambala, October 11 The court observed: “As per the terms and conditions of the lease deed, it provides for that lessee was allowed to erect here construction for the purpose of running business of cinema hall, skating rink, coffee shops, dance hall, billiard room and bar. Further, as per the plaintiff, as the same was interested to renovate the building situated on the land in dispute, thereof, it sought permission of the defendant by submitting the plans. The said permission was granted subject to the condition that plaintiff firm shall not increase the covered area more than the sanctioned plan and height more than the existing building and that thereafter, on demolition of the existing structure, plaintiff started raising the construction strictly in accordance with the building plan, but the defendants with the ulterior motives, got issued impugned order without issuance of any prior show-cause notice or affording any opportunity of being heard and that by dint of the same, lease of the land in dispute was got cancelled.” The order further states: “On the other hand, the defendants are having the plea that the plaintiff by changing the use of property, unauthorised increase of height of the building or by increasing the plinth area, violated the terms of the lease, has rightly been issued by the Estate Officer. Though the specific grounds are there with the defendants for cancellation of the lease deed, but it is no where found as mentioned that on the basis of which fact they have come to the point that the plaintiff has violated the conditions of the lease deed.” The order states: “I am of the view that the plaintiff is having a prima facie case as well as balance of convenience in his favour and it shall certainly be suffering irreparable loss, if sought relief is declined to it. Accordingly by allowing the present application, defendants are hereby restrained from giving the effect to impunged order dated September 10 and also from interfering in the possession and from damaging any part of the property in dispute till the decision of the suit.”

in Ruchika molestation case Ambala, October 11 The CBI’s special prosecutor, Mr
C.S. Sharma, asked her the sequence of events that took place in the case from August 12, 1990 till today. Ms Prakash deposed that Ruchika was molested on August 12, 1990 at the office of the Haryana Lawn Tennis Association by Mr S.P.S. Rathore. Ms Madhu Prakash further stated that she had come to know about the incident from Ruchika and her daughter Reemu, a friend of Ruchika, on August 14, 1990. She along with her husband including several other persons and a DIG, went to meet Mr Rathore but they could not succeed in, meeting him. Thereafter they went to meet the then Chief Minister. However the CM was not available and they handed over a memorandum, signed by her and few others, to the then Home Secretary, Mr J.K. Duggal. On August 17 they met the then Chief Minister who assured them that the inquiry in the matter had been entrusted to Mr R.R. Singh, the then DGP, Haryana. She said till 1997 they were not aware of the outcome of the inquiry and ultimately she had to file a writ petition in the Punjab and Haryana High Court seeking inquiry through the CBI. The full statement of Ms Madhu Prakash could not be recorded due to paucity of time. The Magistrate adjourned the hearing for November 11. Mr Rathore was present in the court during the recording of her statement. |

Avedna case Ambala, October 11 Israil’s counsel had filed an application in the court that his client would not be safe in the Ambala Central Jail during the judicial custody so he should be sent to some other jail. The Magistrate had fixed October 15 for hearing on the application. The Ambala police had arrested Israil on October 4 on the charge of hatching conspiracy in preparing fake nikahnama of Avedna and Zakir and lending a hand in Avedna abduction. Mr Devender Bansal who appeared on behalf of the father of Avedna, said they had the evidences that Zakir had telephonic talk with Mohammad Israil a number of time after the disappearance of Avedna from the Ludhiana railway station. He said Zakir and Avedna had stayed at the residence of Israil at Punhana. Israil, counsel while refuting the charges said his client had nothing to do with Avedna’s disappearance and he had been falsely implicated in the case. Avedna, a newly married girl of Ambala Cantonment, had disappeared from the Ludhiana railway station on July 15, while she was on the way to Vaishno Devi along with her husband. The father of Avedna had made a complaint in the police that Zakir Hussain, an officer of the Punjab Wakf Board, Ambala, had abducted his daughter. On the other hand Zakir and Avedna had filed an affidavit in the High Court stating that they had got married in the Shahi mosque of Pinjore. Imam of the mosque, Abdul Kuyum, who personally appeared in a court of Ambala, had said that he had not solemnised any nikah of Avedna and Zakir in the mosque. On Friday, Avedna appeared in the Punjab and Haryana High Court and stated that she had been residing with Zakir of her free will. |

Lawyers seek more chambers in judicial complex Fatehabad, October 11 A deputation of local lawyers led by the president of the District Bar Association, Mr B.S. Sandhu, met the judge and demanded increase in the number of chambers in the newly constructed complex. The lawyers rued that the government was constructing only 65 chambers while the number of lawyers in the local courts was quite high. The lawyers demanded the construction of at least 150 chambers. Mr Justice Jain assured the lawyers that he would talk to the government in this regard. Later addressing the lawyers Mr Justice Jain exhorted the lawyers and the judicial officers to work in the direction of providing speedy and affordable justice to all. Mr Om Parkash Mehta, a senior lawyer of the District Courts, attracted the attention of the judge towards the inordinate delays in the service of summons of the courts. He said this was one single biggest reason for the delays in the deliverance of justice. Mr Justice Jain said he would talk to the Chief Justice of the Punjab and Haryana High Court in this regard and work out some method to solve the problem. Later, a Lok Adalat was organised in the District Courts here. Mr Shekhar Dhawan, member secretary, Haryana State Legal Services Authority, was present during the Lok Adalat in which cases of marital discords and other compoundable offences were settled. |
3 children die of suspected encephalitis Ambala, October 11 Harpreet and Gurjeet had complained of high fever and headache. When the condition of the girls deteriorated, they were rushed to the PGI, where they died. A team of doctors of Ambala Civil Hospital visited the village and took the blood sample of some of the children suffering from fever. The health authorities, however, ruled out the possibility of Japanese encephalitis as the cause of the deaths. The sarpanch of Manglai village Rajinder Rana and a few other villagers met the MLA of Naggal, Mr Jasbir Malor, today and asked him to send a team of doctors to their village, as the villagers had got panicky after the death of a child by the suspected disease. D.D. Gautam, has asked the people of the district to take preventive measure, from mosquitoes, as a few suspected cases of dengue were reported in some other parts of the state. He directed the Health Department and Public Health to launch a fogging drive throughout the district immediately. |

Nine arrested on various charges Sirsa, October 11 The district police chief, Ms Mamta Singh, further said under a special drive against gamblers the police arrested three persons under Sections 13A/3/67 of the gambling Act. The police also seized cash and gambling slips from Ramesh Kumar of Rania and Som Nath and Mohan Lal of Kalanwali Town of the district. She said that the police also arrested Raj Kumar of Sirsa and Mukhtyar Singh of Bani village under the excise Act and seized a large quantity of liquor from them. A scooter rider had been arrested under the NDPS Act by the Ding Police of the district, seven kg of poppy husk was seized from him. The person had been identified as Malkiyat Singh of Kahangarh village in Mansa district. |

gets six-month jail term Jind, October 11 According to the prosecution, Mr Angrez Singh in his complaint filed in the court said in July 1993 he went to Ramrai village in the district to meet his sister. He said on July 30, 1993, SHO Harish Dutta along with some police personnel came to Ramrai village and inquired from him about the whereabouts of one Narender of the village. Mr Angrez Singh said he told the SHO that he did not know the whereabouts of Narender. He alleged that the SHO manhandled him and kept him in illegal confinement for two days. A false case was also registered against him by the SHO, he said. Harish Dutta is at present posted in Chandigarh as a CID Inspector, according to sources. |

(Juniur Division), Kaithal, Mrs Shashi Bala Chauhan, while disposing of a public litigation filed by two local advocates, Mr Vidya Sagar and Mr Ravi Parkash
Agarwal, against the council through its president and the Deputy Commissioner, Kaithal. The public prosecutor appearing on behalf of the Deputy Commissioner took the stand that the maintenance of the ponds fell in the jurisdiction of the civic body. The complainants prayed for the issuance of a decree directing the defendants to restore the sanctity of the holy ponds by checking the flow of dirty water into these. The court, after examining witnesses and evidence produced by the complainants and hearing arguments of both parties, passed a decree with costs in favour of the complainants and issued directions for the upkeep of the ponds and regarding providing clean air and water. |

rest house to be shifted Ambala, October 11 The railway officer’s rest house is a triple-storeyed building located close to the railway station. The rest house was inaugurated nearly two decades back. Additional Divisional Railway Manager Dayal Dogra confirmed that Railway officer’s rest house is going to be shifted out. “The process is part of the first phase of the model railway station plan,” he said. Mr Dogra said that work for a new railway rest house has already been sanctioned. “The present rest house will be demolished only after the new rest house is ready. The new rest house will come up not far from the railway station,” he said. He stated that the new rest house will also have modern amenities and there will be provision for accomodation for railway electrification. |

dengue case detected Karnal, October 11 Confirming this, Dr O.P. Mittal, Chief Medical Officer (CMO), Karnal, said that patients were under the watch of medical experts. He said that both patients were improving. Pawan Kumar, a resident of Kalvehri village, has been suffering from fever for the past 16 days. Earlier, he went to a private practitioner for treatment. He later went to another private practitioner for treatment. Preliminary medical tests revealed that the haemoglobin content in the blood had fallen to just five gram per cubic cm. The CMO further said that two samples of blood were sent to medical laboratories at New Delhi for confirmation. |
ASI suspended Hisar, October 11 Shopkeepers of the Parao Chowk area downed their shutters in protest against the decision and demanded the registration of cases against 12 persons who had allegedly resorted to arson. A meeting between representatives of the Balmiki community, a few local leaders and the police was held this morning in which the DSP announced the suspension of the ASI and deletion of Section 307 of the IPC from the FIR lodged against four youths. Meanwhile, efforts are on to bring about a compromise between shopkeepers and the Balmiki community. |
