The physically challenged persons who have undergone junior basic training for being appointed as teachers in primary schools are running from pillar to post in Haryana. They do not know where to apply for appointment, though the Haryana Staff Selection Commission recently advertised 3606 posts of JBT teacher.

CM’s assurance on crop insurance

Barring wheat and paddy, the Haryana government will implement the Crop Insurance Scheme for all crops. This was announced by the Chief Minister, Mr Om Prakash Chautala, here today. He was speaking at the inauguration of a Hafed rice mill in Haboli village of the district.

Farmers of Karnal district have welcomed the decision of the Haryana Government on purchase of bajra for the first time in the state at the minimum support price of Rs.505 per quintal. Bajra would be purchased by the state procurement agencies from October 1.

Man murders wife on suspicion of infidelity
Yamunanagar, October 1
A man has surrendered before the police after killing his wife. According to information, Rajbir, a driver with the local depot of Haryana Roadways who was residing at Shivaji Park here, brutally murdered his 37-year-old wife, Savita, with a sharp-edged weapon yesterday afternoon at his house.

Haryana signs pact with Centre

Haryana has become the first state in northern India to sign an agreement with the Union Government to avail grants for carrying out intensive urban reforms. The agreement was signed today in the presence of the Minister of State for Urban Development, Mr Subhash Goyal, between Mr L.M. Mehta, Secretary, Union Ministry of Urban Development and Poverty Alleviation, and Mr A.N. Mathur, Chief Secretary, Haryana.

Villagers throng open darbar

The physically challenged persons who have undergone junior basic training (JBT) for being appointed as teachers in primary schools are running from pillar to post in Haryana. They do not know where to apply for appointment, though the Haryana Staff Selection Commission recently advertised 3606 posts of JBT teacher.

These posts are to be filled in primary schools which will henceforth be under the control of the Zila Parishads.

The advertisement, published on September 19, gives a breakdown of posts reserved for various categories. But it is silent about the reservation for the physically challenged persons, though the Haryana Government has earmarked 3 per cent reservation for them.

The commission, the Development and Panchayat Department, which looks after the panchayati raj institutions, and the Primary Education Department are busy tossing the ball into one another court.

A senior functionary of the commission told TNS that the government had taken out the posts reserved for the physically challenged persons from the purview of the commission over a decade ago. Therefore, the commission, he said, had not mentioned the posts reserved for this category of applicants. The posts reserved for the physically challenged persons were filled by the departments concerned themselves, he added.

Mrs Jaiwanti Sheokand, Director, Development and Panchayat, said the number of vacancies had been tabulated by the Education Department, which had been looking after the primary schools. Therefore, she said, only the Education Department would be able to tell whether the posts advertised by the commission were exclusive or inclusive of the posts reserved for the physically challenged persons. The Zila Parishads, she said, were still to take over the schools.

She admitted that the reservation had to be as per the government policy and instructions. But she was not sure who was to fill the posts reserved for the physically challenged persons — her department, the commission or the Education Department.

Mr Pushpraj Singh, Director, Primary Education, said the number of posts reserved for the physically challenged persons was not readily available with him. However, he insisted that these posts were to be filled by the Zila Parishads which would be the appointing authority for the JBT teachers to be selected by the commission in future.

Meanwhile, the physically challenged persons are at their wit’s end as they do not know what to do. The last date for submitting the applications is October 9. They are afraid that if they send their applications, along with the mandatory fee of Rs 500 for general candidates or Rs 250 for candidates belonging to the Scheduled Castes and backward classes, the commission may not entertain them. The advertisement is categorical that the “fee once sent with the application form is neither transferable nor refundable”.

CM’s assurance on crop insurance

Barring wheat and paddy, the Haryana government will implement the Crop Insurance Scheme for all crops. This was announced by the Chief Minister, Mr Om Prakash Chautala, here today. He was speaking at the inauguration of a Hafed rice mill in Haboli village of the district.

The Chief Minister said the government had constituted the Cattle Welfare Board. He called upon the farmers to cultivate herbal plants for the international market.

The Chief Minister also inaugurated the state level Wildlife Protection Week at a function organised in Ottu Weir in the district. He expressed his concern over depleting wildlife due to environment pollution.

He said the government was working on protecting the environment. More than 13 crore saplings had been planted besides putting a check on the felling of trees.

He also gave away prizes to the winners of the school-level competitions organised on wildlife. He also announced that a bird sanctuary would be developed by constructing a lake in Ottu Weir.

Two wildlife sanctuaries/ safaris will be set up in Sirsa and Yamunanagar under the Wildlife Conservation Scheme to protect the wild creatures.

The Chief Minister said that a special scheme for the conservation of critically endangered gyps vultures would also be launched. Under the scheme, gyps vultures would be brought to Haryana from other states and their breeding centres set up at Yamunanagar and Sirsa.

He also said a lake would be developed in Jhajjar district to conserve wildlife.

Government decision on bajra hailed

Farmers of Karnal district have welcomed the decision of the Haryana Government on purchase of bajra for the first time in the state at the minimum support price of Rs.505 per quintal. Bajra would be purchased by the state procurement agencies from October 1.

Mr Mahabir Singh Dhillon, a farmer of Basi village in Assandh block said, “The farmers are happy over the assurance of the state government that each grain of their produce of bajra will be purchased by the state procurement agencies”.

Mr Shish Pal Rana, another farmer of Padhana village said, “The state government’s decision to procure bajra at minimum support price will encourage the farmers to sow this crop that need less money and water as compared to that of paddy”.

On the other hand, Deputy Commissioner of Karnal R.S. Doon said that more than 1000 tonnes of bajra was produced every year in the Karnal district. The total area under cultivation of bajra crop is 1000 hectare, he added. He said that the decision of purchasing the bajra by the state government would also help in the promotion of the crop diversification.

Entries invited from farmers

The Haryana Agriculture Department has invited applications from progressive farmers by October 15 for Kisan Puraskar at the state district levels in memory of Devi Lal.

A spokesman of the department said the puraskar would be given to those farmers, who had made significant contribution in agricultural production during 2003-2004. The application forms should be submitted at the office of Director, Agriculture, Panchkula, for the state-level award and at the office of the Deputy Director, Agriculture, for the district-level awards.

‘Dead’ woman found alive in Barnala

A woman believed to have been murdered almost six years ago has been found alive, living a life of obscurity in Barnala subdivision of Punjab. The story has all the ingredients of a Bollywood pot boiler — high drama, murder and suspense.

Fighting the demons from her past, the woman, Reena, a resident of Surajpur, near here, thought it best to live as “dead”. Now remarried and leading a matrimonial life in Barnala, it was a chance discovery that led the police to solve the murder mystery.

Reena had been married for three months to Raj Singh of Maulana in Ambala district in 1997. Upset with being humiliated and tortured by her husband, and by the “evil designs” of her brother-in-law, she had walked out of her husband’s house, but was again sent back to him by her parents. As “her torture” continued, she decided to run away at the first opportunity. It was on August 8, 1997, when she was coming to her parents’ home with Raj Singh that she finally managed to give him the slip.

However, a day after Reena went missing, the police discovered a woman’s body in the Chandimandir area. The victim had been stabbed to death and her face was also disfigured. Her mother, Bimla Devi, was called, who after examining the clothes and from the height of the girl identified the victim as her daughter. Bimla Devi then alleged that her daughter had been done to death by Raj Singh and his cousin. Subsequently, the duo were booked by the police and are now out on bail.

As the file of the woman was doing the rounds of the office of the Additional Superintendent of Police, Panchkula, Ms Bharti Arora, one of her gunmen, Head Constable Suresh Kumar saw the photograph of Reena in the case file two days ago. He then informed his officer that he had seen the woman and that she was married to one of his friends in Barnala.

ASP Bharti Arora, then sent the gunman to Barnala to verify if it was the same woman. Suresh Kumar, along with two women constables, verified the woman in Barnala as being Reena, and today got her back to Panchkula along with her second husband, Jaipal Singh.

Talking to The Tribune, Reena said that she was very upset at the inhuman treatment meted out to her by her husband and brother-in-law. “I had often told him of his cousin’s evil designs on me, but he would not believe me and would beat me up. On one night, after a fight, he turned me out of the house stark naked. It was then that I decided that I had had enough, “ she says.

Reena says when both of them were coming to her parents’ house, they got down to change a bus at Dosadka and she managed to give him the slip. “I roamed about aimlessly in Panchkula and Chandigarh for eight days. I sold off my gold ring so that I had money for food. One day, as I sat on the road side near Sector 11, Panchkula, and was crying over my fate, I met Jaipal Singh ( her second husband) . He asked me if he could help me and I told him that I had lost all my family members in an accident and was left alone. He then took me to his sister’s house. After a few days we decided to get married and later shifted to Barnala. “

She says that after all these years, she could never imagine that she would be discovered like this. While denying that she knew that her husband had been booked for her “murder”, she says she wanted to be with her husband, Jaipal. “He has always stood by me and we are very much in love,” she says as her husband stands by her, while reiterating that it did not matter to him if she had been married earlier. “After all, she has been a good wife and a good daughter-in-law,” he adds.

SP Ranbir S. Sharma, said that they would ask Reena to seek divorce from her first husband and ask her to give a detailed statement of her being alive before a magistrate, and she could continue to live with Jaipal Singh.

A man has surrendered before the police after killing his wife. According to information, Rajbir, a driver with the local depot of Haryana Roadways who was residing at Shivaji Park here, brutally murdered his 37-year-old wife, Savita, with a sharp-edged weapon yesterday afternoon at his house.

Rajiv, brother of the deceased, lodged a complaint at the local police station. It is learnt that the husband and the wife had constrained relations for sometime. In the complaint, Rajiv stated that his sister rang him up on Monday night and informed him that her husband had beaten her mercilessly on the suspicion that she had illicit relations with somebody, which was incorrect.

Rajiv along with his wife, Sonia, came to his sister’s house yesterday afternoon and tried to pacify the couple. Meanwhile, Kapil, son of the deceased, also returned from the school. Rajiv and Sonia heard the voice of Savita as her husband attacked her with a sharp-edged weapon. All members of the family tried to save Savita but she died on the spot.

It is further learnt that the accused went to the local police station after the incident and surrendered. The police has registered a case of murder and a post-mortem on the body was conducted last evening at the Civil Hospital here.

Haryana signs pact with Centre

Haryana has become the first state in northern India to sign an agreement with the Union Government to avail grants for carrying out intensive urban reforms.

The agreement was signed today in the presence of the Minister of State for Urban Development, Mr Subhash Goyal, between Mr L.M. Mehta, Secretary, Union Ministry of Urban Development and Poverty Alleviation, and Mr A.N. Mathur, Chief Secretary, Haryana.

The minister said that the government would be provided Rs 10.7 crore during the 10th Plan under the Urban Reforms Incentive Fund. This would help the government bring about reforms in housing, urban infrastructure, besides strengthening the municipal administration.

Villagers throng open darbar

Under a series of open darbars started by the district administration, a camp was organised at Serdha village under the Rajound block of the district today. The SDM Mr Sanjay Rai, presided. Heads of various government department were present. As many as 239 cases out of 248 were settled on the spot.

The panchayat complained that due to the presence of fish in village tanks, pond water has being contaminated. It also said illegal liquor vends were functioning in the village. It requested the checking of canal water theft.

Residents of Bhana village complained that food- grains were not being supplied through the public distribution system . They also said the drinking water supply in their village should be augmented and funds for the construction of a dalit chaupal should be provided. Residents of Rohra village demanded the construction of public toilets and inclusion of their village in the “Sav Jal Dhara Yojna”. Farmers of Jakholi sought proper irrigation facilities and repair of a damaged nullah. Residents of Karora demanded the shifting of an electric pole from the village pond.

NCC camp

The combined annual Training camp of 14th Haryana NCC Battalion, Yamunanagar, began at Kapal Mochan, today.

According to the camp commandant, Lt-Col Dinesh Dutt, 800 cadets, including girls, from schools and colleges in nine districts of Haryana are attending the camp. — TNS
