Haryana yet to restore LTC

The Haryana Government is not in a mood to follow the Central Government in restoring leave travel concession (LTC) facility to its employees. The Union Government and the states had suspended this facility in the wake of the Kargil war as an economy measure. However, the Centre restored the facility in the Budget for 2003-04. It also wrote to the states, informing them of its decision to restore the facility.

SP writes to banks on security

The Superintendent of Police, here, Mr Hardeep Singh Doon, has written a letter to head offices of various banks seeking the stepping up of security in bank branches. Mr Hardeep Singh Doon said during a meeting with bankers, it was opined that direct interaction with the head offices of banks located in Ambala would help in this regard. “I have written a letter to the bank head offices and the response is positive,” he said.

Ranbir Singh not invited to ‘sanman divas’

He was arrested eight times and sentenced for three and half years, and also detained twice for two years by the colonial police for taking part in the freedom struggle. He remained in jails at Rohtak, Hisar, Ambala, Ferozepore, Lohore (Borstal Jail as well as Central Jail), Multan and Sialkot.

Rao Tula Ram remembered

Tributes were paid to Rao Tula Ram, one of the first freedom fighters of Haryana, at function organised here to observe his martyrdom day today. Deputy Commissioner R.B. Langyan was the chief guest at the function organised by the District Youths and Sports Department.

Martyrs’ families honoured

Haryana Martyrdom Day was observed at the War Heroes Memorial stadium in Ambala Cantonment today. Additional Deputy Commissioner ML Kaushik presided over a district-level function, in which 10 families of martyrs were honoured. The District Sports and Youth Welfare Department organised a slogan-writing and declamation contest on the occasion.

Kaithal farmer to get ‘Kisan Puraskar’

Lavish preparations for Devi Lal’s birth anniversary

The lavish arrangements made by the Haryana Government for holding a function in Karnal on Thursday on the occasion of Devi Lal’s birth anniversary have been condemned by the Indian Youth Congress (IYC).

IYC President Randeep Singh Surjewala alleged at a press conference here today that at least Rs 10 crore would be spent on the birth anniversary function on September 25.

“We do not object to the state government organising the birth anniversary function, nor do we object to Chief Minister Om Prakash Chautala holding a rally at Karnal on that day”, the IYC President said, adding that the IYC was opposed to only the scale at which the function was being organised.

As part of the birth anniversary function, various boards and corporations were spending massive funds for setting up hoardings and signboards. Besides, common people — ranging from industrialists to petty shopkeepers - were being forced to donate money. The state government had also asked employees working in departments such as Transport, PWD(B&R), Excise, Food and Civil Supplies, Revenue etc to contribute large sums of money for the programme, the IYC President claimed.

He asked Mr Chautala to cancel the Karnal programme and organise instead a low-key function to observe his father’s birth anniversary.

Mr Surjewala said the Youth Congress would observe September 25 as “Rosh Diwas” if the Chief Minister refused to heed its demand. Volunteers of the Youth Congress would gather at Kurukshetra on Thursday and give a memorandum to the VC of the Kurukshetra University to protest against the fee hike in of educational institutions and the disaffiliation of colleges from Kurukshetra University and Maharshi Dayanand University.

Youth Cong to observe protest day tomorrow

Activists of the Youth Congress will observe protest day on September 25 throughout the state to protest against the fee hike in universities, colleges and professional colleges and the disaffiliation of the colleges in Jind, Bhiwani, Fatehabad, Sirsa and Hisar districts from Kurukshetra University and Maharshi Dayanand University.

Announcing this here last evening, All India Youth Congress President Randeep Surjewala said protest marches would be held in different towns. The activists would tie black scarves on their heads.

Mr Surjewala asked that if the regional centre of Kurukshetra University at Sirsa could not be run properly, how one could expect that the newly created Ch Devi Lal University would perform. Though residents of South Haryana had been demanding the establishment of a new university in their area, creating three universities in two districts was a political stunt, he added.

Municipal chief, husband held for graft

The police has arrested three persons, including the chairperson of the Municipal Council, Barwala, in this district Ms Sushma Mehta and her husband Mr Anand Mehta in a graft case. The third accused in the case Mr Arjun Das Secretary of the council has also been arrested in the case. The fourth accused Mr Ranbir Singh, patwari has been absconding.

According to the police these officials had connived with several shopkeepers and helped them illegally occupy prime municipal land in various areas of the town. Thereafter, attempts were made to transfer ownership of these plots to the shopkeepers.

The SDM had identified the illegal structures on municipal land and got these demolished a few days ago. Mr Mor’s probe had named these four officials guilty.

The police raided their residences late last night and arrested them after registering a case against them under the Prevention of Corruption Act and Sections 218, 420, 448 and 420 of the IPC.

Wife, children held for murder

The police here has arrested a woman her daughter, son and three others allegedly for murdering Jai Parkash 10 days back. The deceased Jai Parkash resident of Yogesh Nagar was assistant manager in State Bank of India at Babyal Branch in Ambala district.

Jai Parkash left house on September 9, 2003 for work but did not come back as per the version of wife Kamlesh. Most of the time there was dispute in the house. On September 13 dead body of Jai Parkash was recovered from Yamuna canal at Indri in Karnal and brought to Yamunanagar. The postmortem examination was conducted at Rohtak Medical College. Deceased’s father and brother alleged that their daughter-in-law, her daughter Megha and son Vaibhav and three other were involved in the murder.

The police arrested Kamlesh, Megha, Vaibhav of one family and three other members of the family, Sanjay, Kiran Pal and Banti.

Interrogation revealed that Kamlesh had illicit relation with Sanjay. It is learnt that on September 9 Jai Parkash beat up his wife Kamlesh and daughter Megha for nuisance in the house. Jai Parkash left for the office. Meanwhile mother and daughter called all other co-accused and informed them about the entire episode. They all allegedly decided to eliminate Jai Parkash. On September 9 they dragged Jai Parkash in their car and thrashed him. It is stated that they dropped all minor children in the house. In an unconscious condition threw him in river Yamuna. His body was recovered on September 13.

Lawyer on protest for past 13 years

A lawyer here has been operating from under a tree for the last 13 years. He has been protesting against the shifting of Ambala Cantonment courts to Ambala City, which was done on temporary basis. Mr Om Prakash Malik has not built a shed and works from under a neem tree at the Sessions Court complex. Mr Malik’s unique protest will turn 13 years old tomorrow. The lawyer has been demanding the shifting back of the courts to Ambala Cantonment.

“I believe in peace and follow the Gandhian philosophy. I will not build a shed until the courts are shifted back to Ambala Cantonment,” he said. Neither rain nor sunshine has failed to deter Mr Malik.

Mr Malik said the courts were shifted to Ambala City in 1990 after the court records were burnt during the anti-Mandal agitation. “The judicial courts of Ambala Cantonment, which had been in existence for some decades, were shifted to Sessions Court complex, Prem Nagar, Ambala City. Thirteen years have passed but the courts have not been shifted back,” he said.

He demanded the construction of a separate judicial complex at Ambala Cantonment. He said the Haryana Government during the tenure of the then chief minister Bhajan Lal had decided to hand over the entire building of Divisional Employment Exchange, Staff Road, to the District and Sessions Judge to house the civil courts.

“Thereafter, a piece of land belonging to the Haryana Government near Football Chowk, Ambala Cantonment, was approved. A site plan for the land, measuring 5,100 sq yds, was prepared to house six courts by the PWD authorities,” he said.

Mr Malik said a meeting of different political parties, social and trade organisations was held on August 31 this year in which it was resolved to start an agitation so that the authorities did not shift the courts further to the newly built judicial complex in Ambala City. He said the new judicial complex would be even farther away for the residents of Ambala Cantonment.

Decision to defer Act spurs row

The Haryana Government’s decision to defer the implementation of the Central Electricity Act has triggered a controversy. The Act was notified by the Central Government on June 10. The state government issued a notification on September 10, deferring the implementation of the Act in Haryana till December 10. Significantly, the term of Mr K.S. Chaube as Chairman of the HERC expired on September 15. The government is believed to have deferred the implementation of the central Act so that Lieut-Col Raghbir Singh (retd) could automatically become the HERC Chairman after Mr Chaube’s exit. Col Ragbhir Singh’s elevation would not have been possible had the central Act come into force.

Official sources said as per the central Act, members of regulatory commissions, including the Chairmen would be selected by a search committee having three members — the Chief Secretary of the state concerned, Chairman of the Central Electricity Authority and a retired or serving High Court judge.

Under the Haryana Electricity Reforms Act, 1997, the seniormost member of the regulatory commission automatically becomes the Chairman after the expiry of the term of the sitting Chairman. The central Act does not have any such provision.

As the implementation of the central Act was deferred in Haryana, it was possible for Col Raghbir Singh, the seniormost member of the HERC, to automatically become the Chairman after the expiry of Mr Chaube’s term.

Mr Chaube’s exit has also created a vacancy in the Commission and a search committee has been constituted for this purpose. As the search committee has been constituted under the 1997 Act, representatives of the state government will dominate it.

While Mr M.K. Miglani, VC of Hisar Agriculture University, is the Chairman of the search committee, the Finance and Power Secretaries of Haryana and a nominee each of the Chairmen of the Haryana Public Service Commission and the Central Electricity Authority (CEA) are the other members.

On the other hand, the search committee prescribed by the central Act has only one member from the state government, while the remaining two members are from the judiciary and the Central government.

After the INLD formed the government in Haryana, two members had been inducted into the HERC. The Central Electricity Authority (CEA), the only organisation outside the ambit of the state government having a role in the selection process, apparently did not approve of the two selections made by the respective search committees.

The CEA’s representative submitted a note of dissent when Col Raghbir Singh was inducted as a member. When Mr Subhash Katiyal, a former minister, was chosen as a member of the HERC, the CEA did not send its representative to the meetings of the search committee.

Mr Ajay Chautala, MP and national president of the youth wing of the Indian National Lok Dal, who was scheduled to inaugurate the camp, could not turn up. Mr Sampat Singh Finance Minister inaugurating the camp.

Speaking on the occasion, the minister said the youth wing of the party had been promoting blood donation and eye donation throughout the state. The party he added had been motivating its workers to come forward for blood donation and eye donation.

Mr Sampat Singh announced that the state government would provide all possible help to social organisations and non-government organisations working for social causes.

He also announced that the blood bank at Fatehabad would be made functional soon.

Meenaxi Anand Chaudhry to join Centre

The Haryana Government yesterday placed the services of Ms Meenaxi Anand Chaudhry, Principal Secretary, Department of Culture, at the disposal of the Central Government for appointment as Principal Adviser, Planning Commission, with immediate effect, an official press note said today.

The press note added that Mr R.D. Sheokand, Special Secretary, Political, Services and Training Departments, would also function as the Special Secretary, Vigilance.

Meanwhile, the government has reportedly cleared the names of Mr Bhagwati Prasad, Principal Secretary, Animal Husbandry; and Mr Pradeep Kumar, Principal Secretary, Power and Irrigation; for central deputation.

No check on commercial activities from 
residential areas

Commercial activities being carried out from residential premises of various HUDA sectors in Ambala City have been causing great nuisance to residents of these sectors.

Not only in the newly developed Sectors like 8, 9 and 10 but residents of Sector 7 have also been facing problems as a number of computer-training centres, beauty parlours, nursing homes and retail shops have opened here. Some state and central government departments have also taken the residential buildings in various sectors to open their branch offices. Although this is a violation of the HUDA guidelines, no action has been taken in this regard.

Recently the Estate Office had issued notices of resumption to several building owners who have opened commercial establishments in residential premises. Some of the building owners have challenged the orders in court. There are some “privileged persons” in some sectors who have been overlooked by the Estate Office even though they are violating the norms.

The issue was also raised at the meeting of the District Grievance Committee in which the Deputy Commissioner had directed the Estate Officer to take action against the violators. The welfare committees of various sectors reportedly never took up the matter with the Estate Office.

A resident of Sector 9 said, “The commercial activities in the residential areas create nuisance and spoil the peaceful atmosphere of the sectors.”

The SDM, Mr Nar Singh Dhull, who has been holding the charge of Estate Officer, said. “A number of notices have already been issued to the owners of those residential premises who either run commercial activities themselves or have leased the premises for commercial purpose”.

Haryana yet to restore LTC

The Haryana Government is not in a mood to follow the Central Government in restoring leave travel concession (LTC) facility to its employees.
The Union Government and the states had suspended this facility in the wake of the Kargil war as an economy measure. However, the Centre restored the facility in the Budget for 2003-04. It also wrote to the states, informing them of its decision to restore the facility.

The Punjab Government followed suit and restored the facility to its employees. However, the Haryana Government, which otherwise follows the footsteps of the Centre in releasing the DA instalments to its employees, has not taken any decision on restoring the LTC, even for members of the All-India Services.

A few months ago when the Centre’s letter about restoring the LTC facility was placed before Mr Chautala, he said a firm no to it. Members of the All-India Services say that the State Government has no right to deny them the LTC after it has been restored by the Centre.

SP writes to banks on security

Mr Hardeep Singh Doon said during a meeting with bankers, it was opined that direct interaction with the head offices of banks located in Ambala would help in this regard. “I have written a letter to the bank head offices and the response is positive,” he said.

Mr Doon said a number of steps could be taken by the banks to avoid any untoward incident. “We have observed that many bank branches have either aged security guards or the security guards are not present at the gate. The banks must ensure that security guards should properly discharge their duty,” he said.

He said the banks had been advised to set up hotline with the local police station. “Recently, a bank manager activated the hotline and all of us rushed to the bank only to be informed that it was a rehearsal. We have strongly urged the bankers to ensure that if they are carrying out a drill, they must inform us in advance,” he said.

Mr Doon observed that there had been a drop in the murder cases. While 15 murder cases were lodged in the last six month, it was lower than 18 cases lodged last year for the corresponding period. Out of the 15 cases, 13 cases have been solved by the police. “There has also been a decline in cases against women. While last year, 16 cases of eve teasing and 11 rape cases were lodged, this year, the number has come down to 13 eve teasing cases and six rape cases,” he said.

He said in the last six month, 13 gangs were busted. With the arrest of 46 gang members, 54 cases had been solved. Stolen goods worth Rs 12.14 lakh had been recovered from them.

Ranbir Singh not invited to ‘sanman divas’

According to a fact sheet prepared by Mr Ranbir Singh’s admirers, he was also a member of the Constituent Assembly (1947 to 50), member of the provisional Parliament (1950 to 52), in the Lok Sabha (1952 to 62) as the member of the Public Account Committee and the Estimate Committee, member of the Punjab Assembly (1962 to 66) and member of the Rajya Sabha (1972 to 78).

Mr Ranbir Singh was also the Irrigation and Power Minister, Punjab and the PWD and Health Minister, Haryana. He also held important offices in the Congress, including member of the CWC (1978 to 80) and the HPCC President (1997 to 80).

Despite the distinguished innings played by Ranbir Singh, 89 years, in the political arena, he has never been invited in any functions organised by successive state governments in Haryana to honour the freedom fighters. Typically, he has been left out again from the list of invitees for the function being held in Karnal on the occasion of Devi Lal’s birthday on September 25. Being called the “sanman divas” freedom fighters of Haryana, except Mr Ranbir Singh, are going be feliciated in the function.

Incidentally, Ranbir Singh also happens to be father of Mr Bhupinder Singh Hooda, Leader of the Opposition in Haryana. However, the political heavyweight’s son may actually have played a detrimental role in Ranbir Singh getting recognition in Haryana as a freedom fighter.

Rao Tula Ram remembered

Tributes were paid to Rao Tula Ram, one of the first freedom fighters of Haryana, at function organised here to observe his martyrdom day today. Deputy Commissioner R.B. Langyan was the chief guest at the function organised by the District Youths and Sports Department.

Speakers threw light on the life and struggle of Rao Tula Ram. Dr Langyan said the idea of the Azad Hind Fauj was floated much earlier by Rao Tula Ram who constituted a force by this name in Kabul. A declamation contest and a group song competition on patriotic songs were organised for school children on the occasion.

The winners Suman Goswani, Sunil, Sameer and students of Government Girls Senior Secondary School and Om Niwas School were awarded.

Martyrs’ families honoured

Haryana Martyrdom Day was observed at the War Heroes Memorial stadium in Ambala Cantonment today.
Additional Deputy Commissioner ML Kaushik presided over a district-level function, in which 10 families of martyrs were honoured. The District Sports and Youth Welfare Department organised a slogan-writing and declamation contest on the occasion. Mr Kaushik said it was due to the supreme sacrifice made by the martyrs that we are able to live in a free country. He paid rich tributes to the martyrs who laid down their lives defending the nation’s territorial integrity. He said the people are indebted to the family members of martyrs.

Mr Kaushik directed the district officers to give priority to the task of martyrs’ families. He said that soldiers from Haryana had laid down their lives in various operations.

The Zila Sainik Board Secretary, Capt VS Narwal, said no work concerning martyrs’ families or ex-servicemen was pending and different programmes for their welfare had been implemented. Lieut- Col Bali (retd) said the people must always remember the sacrifice made by the martyrs. The family members of martyrs Sepoy Manjit Singh, Havaldar Amar Singh, Subedar Karnail Singh, Sepoy Kashmir Singh, Naik Sher Singh, Sepoy Tara Singh, Sepoy Naib Singh, Sepoy Mohinder Singh, Sepoy Ramesh Kumar and Sepoy Virendra Singh were honoured.

The spokesman said the Chief Minister would present the award to Mr Sirohi during the birth anniversary celebrations of Devi Lal at Karnal on September 25.

Mr Sirohi had been selected for the adoption of integrated farming and taking up cultivation of diversified crops like oil seeds, pulses, medicinal plants, flowers, lemon grass, vegetables and fruits.

Congress leader held

A Congress leader of Chautala village Om Parkash Hitler arrested for murder and abduction was produced in court which remanded him in judicial custody for 14 days.

Hitler was wanted by the police for a long time. He was arrested in Rajasthan and brought to Sirsa and produced in a court which remanded him in police custody.

On July 7, 2000 Prem Prakash of Chautala complained to the police alleging that Manoj, Sanjay and Om Parkash Hitler had forced the complainant to sign some documents after beating him and when he was going to Hanuman Temple on Sangaria Road alongwith Chautu Ram. Manoj and Hitler were nabbed on September 20. Third accused in this case Sanjay is a son of Om Parkash Hitler and the police is trying to get his police remand again.

Farm varsity suspends 12 students

Haryana Agriculture University authorities today suspended 12 students on charges of ragging of freshers.
Eleven of these students belong to the College of Agriculture. They are: Manmeet, Satinder, Vikas, Navneet, Vikrant, Ashok and Mohit (all second year students), Laxman and Yogesh (Third year) and Neeraj of M.Sc (Final year).

The suspension orders were issued after a scuffle between some freshers and these students yesterday in which many of them received minor injuries.

Senior students of the university in a press note have demanded the withdrawal of the suspension orders failing which they have threatened an agitation.

Chandni, a lioness, will get a mate in November. Talking to mediapersons here yesterday, the Pipli Mini-zoo Wildlife Inspector, Mr Mangat Ram Ratra, said he had received a letter from the Central Zoo Authority, New Delhi, recently regarding getting a lion from Kota in Rajasthan.

Mr Ratra said Jwala, a lion died due to an illness on March 29, 2002, and since then Chandni was without a mate. Meanwhile, zoos at Kurukshetra and Rohtak will be modernised on the foreign pattern by spending crores.

The Haryana Chief Wildlife Officer, Mr C.R.D. Jugati, said yesterday the Forest Department had transferred 44 acres to the Rohtak zoo for the purpose.
