At least 11 children had reportedly died of suspected Japanese Encephalitis, commonly known as brain fever in the district, during the past four weeks. The health authorities had, however ruled out the possibility of 'Japanese Encephalitis' fever as the main cause behind these deaths.

40 students fall ill after eating contaminated food

At least 40 students residing in a hostel of Government Industrial Training Institute had reportedly fallen ill after consuming contaminated food in the mess yesterday. The matter came to light when a few students had to be admitted to the local Civil Hospital after they complained of loose motion and vomiting.

Agroha is national tourist place

Union Tourism Minister Jagmohan today declared Agroha a national tourist place. Addressing the 22nd annual function of the Aggarwal community at Agroha, about 25 km from here, he said Agroha had historic importance as it was the erstwhile capital of Maharaja Aggarsain, founder of the Aggarwal community.

HSIDC fined for harassing consumer

The District Consumer Forum yesterday fined the Haryana State Industrial Development Corporation Rs 1500 for harassing a consumer, who had applied for an industrial plot.

Deaths not due to Japanese encephalitis, says CMO

At least 11 children had reportedly died of suspected Japanese Encephalitis, commonly known as brain fever in the district, during the past four weeks. The health authorities had, however ruled out the possibility of 'Japanese Encephalitis' fever as the main cause behind these deaths.

Confirming this, the Chief Medical Officer of Karnal, Dr O.P. Mittal, told TNS that, earlier it was suspected that the children had died of Japanese Encephalitis but medical tests in four cases had proved negative.

The Chief Medical Officer said previous experiences had proved that Japanese Encephalitis fever was prevalent particularly in the paddy cultivation belts. "Therefore, it was suspected that the children might have died of this disease", he added.

A medical official revealed that two girls, Rehena (4), a resident of Indri and Anju (5), a resident of Sikri, died of this fever on Thursday. As per the details available, Anju reportedly had complained of this fever and then of vomiting and dehydration on Wednesday. She was immediately referred from the Nilokheri Civil Hospital to the local Civil Hospital but died on the way here. Another child, Salindra, had also been referred to the PGI, Chandigarh.

Four-year-old Rekha, a resident of Sirsi village, died of this fever on October 8. Similarly Sonu (5), a resident of Uplana village, and Manisha (6) of Rampura Katabagh village, had reportedly died of suspected Japanese Encephalitis on October 7 in the local Civil Hospital.

The records of the Civil Hospital further reveal that seven-year old Reena of Shahpur village and seven-year old Sajid of Balhera village had died of this fever on October 6. On October 5 six-year old Aman, a resident of Nissing village, also reportedly died of this fever.

40 students fall ill after eating contaminated food

Nilokheri (Karnal), October 10
At least 40 students residing in a hostel of Government Industrial Training Institute (ITI) had reportedly fallen ill after consuming contaminated food in the mess yesterday.

The matter came to light when a few students had to be admitted to the local Civil Hospital after they complained of loose motion and vomiting. As per the details available, about 40 students had eaten their afternoon meal from the hostel’s mess. By evening, all students complained of loose motions, vomiting and stomach-ache.

The institute’s doctor was called. He referred 30 cases to the Civil Hospital. After treatment students were discharged from the hospital by late night.

Haryana alleges discrimination
Allotment of funds by Centre

The ruling Indian National Lok Dal (INLD), which plans to contest the next assembly elections in Rajasthan in a big way, yesterday launched an indirect attack against its ally, the BJP, by accusing the Central Government of discriminating against Haryana in the allotment of funds for development activities.

The INLD will contest against the BJP, among others, in Rajasthan, while it is supporting the Vajpayee Government at the Centre. Since the relations between the INLD and the BJP in Haryana are far from cordial, leaders of the latter often claim that whatever development has taken place in Haryana under the Chautala Government, it is due to liberal financial assistance by the Vajpayee government.

To pre-empt the BJP from using this argument against the INLD in Rajasthan, where Chief Minister Om Prakash Chautala and his lieutenants highlight various schemes launched by their government to woo the electorate, the Finance Minister, Prof Sampat Singh, alleged yesterday that Haryana was not getting its due share in funds from the Centre.

He said Haryana had not been favoured by the NDA Government in the allocation of central resources and “whatever comes to it from the Centre is its entitlement. In the past few years the central devolution to Haryana has been substantially declining and the state government is making special efforts to augment its resources to meet the development needs.”

Prof Sampat Singh said the Union Ministry for Rural Development was getting Rs 137 crore annually from Haryana as a result of the imposition of a cess on diesel consumed in the state under the Pradhan Mantri Gram Sadak Yojana (PMGSY). However, Haryana, he said, was being allotted only a fraction of this amount. During this financial year, he said, proposals worth Rs 48 crore were approved but only Rs 12 crore had been received so far.

Similarly, he said under the central fund for roads and bridges, the Central Government had decided to provide rural road connectivity to all habitations. Haryana’s share under this fund worked out to be Rs 150 crore per annum. However, the state was getting only about Rs 35 crore. The state had already spent Rs 56.14 crore during 2002-03 against an allocation of Rs 35.75 crore, indicating a performance level of 157 per cent.

Prof Sampat Singh regretted that Haryana’s share in central devolution in the 11th Finance Commission, too, had declined to 0.947 per cent from 1.238 per cent in the 10th Finance Commission, resulting in a loss of Rs 1107 crore to the state during 2000-05. The recommendations of the 11th Finance Commission, he said, were tilted in favour of the so-called poor or backward states, thereby penalising efforts of the performing states like Haryana.

Agroha is national tourist place

Union Tourism Minister Jagmohan today declared Agroha a national tourist place.

Addressing the 22nd annual function of the Aggarwal community at Agroha, about 25 km from here, he said Agroha had historic importance as it was the erstwhile capital of Maharaja Aggarsain, founder of the Aggarwal community. There was a strong need to develop it as national tourist place, he said, adding that his department would start work in this regard soon. All possible efforts would be made to develop this as a historical place and the NDA-led government would provide sufficient funds for this project, he said.

He stressed that Agroha should be connected with a rail link as thousands of people from all over the country visited it every year. He assured the gathering that he would pursue the matter with the Union Railway Minister and raise the issue at a Cabinet meeting.

Minister of State for Defence Chaman Lal Gupta said the Aggarwal community had a meagre share in national politics. He called upon people to unite and increase their participation in politics.

Earlier, Mr Jagmohan, on his way to Agroha from Delhi, stayed for some time at Hansi and visited the fort there. Talking to mediapersons here, he said he had nothing to do with the Taj Heritage Corridor project issue as the matter was in court and the CBI was investigating it.

HSIDC fined for harassing consumer

The District Consumer Forum yesterday fined the Haryana State Industrial Development Corporation (HSIDC) Rs 1500 for harassing a consumer, who had applied for an industrial plot.

Mr Surinder Jain, a resident of Tohana had applied for an industrial plot of 1000 square yards on April 3, 1991. He deposited Rs 23,750 with the authorities as earnest money. The corporation then asked the consumer to deposit another Rs 3,000. Mr Jain moved a plaint in the civil court, which termed the demand for a further sum of Rs 3,000 as unjustified. But the corporation did not issue the plot. The forum president, Mr P.C. Gupta, senior member, B.S. Dandiwal and member Seema Saraf ordered the corporation to refund the amount of earnest money with interest, a fine of Rs 1,000 and a court fee of Rs 500.

Safidon lawyer moves NHRC

Mr Kamal Sharma, an advocate from Safidon, has lodged a complaint with the National Human Rights Commission, New Delhi, against the treatment allegedly meted out to four Sikh farmers at Safidon police station, Jind district, on September 11.

The complaint, filed on October 1 against the state of Haryana and others, including the DGP, Haryana; the SP, Jind; and the SHO, Safidon police station, narrated the alleged shameful and inhuman conduct of the police who humiliated, tortured and even injured the religious sentiments of the farmers. Even Sheesha Singh, who is more than 65 years of age, did not escape the wrath of policemen. Only when people gathered near the police station and a law and order situation was created, the police registered an FIR about the incident.

Mr Sharma demanded the handing over of the case to the CBI since the Haryana Police was unlikely to conduct an impartial inquiry. Mr Sharma also prayed for adequate compensation to the farmers.

Chautala opens waterworks near Kurukshetra

The Haryana Chief Minister, Mr Om Prakash Chautala, assured the cane growers of the state that the government would ensure that private sugar mills owners pay good remunerative price for their produce during the ensuing meeting of the Sugarcane Control Board.

This assurance was given by the Chief Minister while addressing a gathering at Niwarsi village, 20 km from here today after inaugurating the waterworks constructed at a cost of Rs 27.81 lakh. He also planted a sapling of molsari on its premises.

The Chief Minister said potable water had been made available to Faridabad at a cost of Rs 40 crore. Similarly an 80 km long canal had been constructed to provide water to the people of Gurgoan. Mr Chautala said the agriculture sector was given 53 per cent more power beside 25 per cent more water was made available for the irrigation purpose. He urged the people not to set on fire the husk of paddy as it was needed in the drought-hit states of Maharashtra, Karnataka and Rajasthan.

Land records software reviewed

The computerisation of land records software was reviewed by Mr Sunil Ahuja, Financial Commissioner, Revenue, at Panchayat Bhavan, here on Thursday. Addressing a division-level meeting of revenue authorities, Mr Ahuja said Haryana Land Records Information System would help people in obtaining a copy of the latest computerised land records, registration of documents and making entries in the records of rights by mutation without any loss of time.

He said all districts of the division would have computerised revenue records by March 31, 2004. Mr Maha Singh, Commissioner, Ambala division, said services regarding supply of copy of the computerised land record, writing of deed for registration, attestation of mutation and implementation would be provided under one roof at the tehsil headquarters.

The wildlife wing of the Haryana Forest Department has urged the people to declare by October 14 such products as have been made of wild animals falling under Schedule-I and Schedule-II (Part-II) of the Wildlife (Protection) Act, 1972, with office of the Chief Wildlife Warden, Panchkula.

A spokesman of the department said here yesterday that after this date, no declaration would be accepted and the possession of such products, including shatoosh shawl, would be considered illegal.

Girl killed in explosion

Sirsa, October 10
A 10-year-old girl was killed and three of her relatives injured in an explosion in their house, where crackers were being manufactured illegally, the police said here today.

The mother, grandmother and maternal uncle of the girl were injured and admitted to the local civil hospital, where doctors described their condition as stable.

All police stations had been directed to crack down on illegal cracker manufacturing units in the district to avoid the recurrence of such incidents. — PTI

Students of Polytechnic Institute, Ambala City, observed a strike in support of their demands here on Thursday. The students are demanding the rollback of enhancement of examination fee. The Haryana Technical Education Directorate had doubled the examination fee from Rs 100 to Rs 200.
