Bhajan Lal promises interest-free loans, Israna (Panipat), October 9 Addressing a rally organised by the district Congress committee here, Mr Bhajan Lal promised to withdraw the controversial value-added tax (VAT) in the state and roll back water and power tariffs and house tax. Boys would be provided with free education up to graduation, the HPCC chief added. Accusing the Chautala government of misguiding farmers on waiving power and water dues before the last Assembly poll, the HPCC chief said farmers would be provided with adequate water and power supply and remunerative prices of their produce would be ensured. Announcing interest-free loans amounting to Rs 1 lakh for various categories, he said it would be the endeavour of the government to provide a job to one person from each family. Asserting that Mr Satbir Kadian, Speaker and local MLA, had failed to fulfil the promises to the electorate, Mr Bhajan Lal promised that if voted to power, the Congress would regularise all ad hoc and temporary employees and take back retrenched staff. The turnout at the rally in the Jat-dominated area was considered a show of strength by a former minister, Mr Bijendar Kadian, a claimant for the party ticket from Naultha. A section of the crowd disapproved the way Mr Kadian managed the show. This particular section of the crowd claimed that the turnout was the result of the efforts of the Congress Ekta Manch. Mr Bhajan Lal pacified the protesters, saying the wishes of local residents would be kept in mind while deciding on the party candidate and the winning candidate would be fielded by the party. AICC General Secretary and in charge of Haryana affairs, Nawal Kishore Sharma, could not make it to the rally on account of his preoccupation with electioneering in Rajasthan. Local MLA Balbir Pal Shah and HPCC Treasurer Avinash Paliwal were also conspicuous by their absence. It turned out to be a Bhajan Lal show, with prominent leaders owing allegiance to the Bhupinder Hooda faction also keeping away from the rally. Rao Narinder Singh, Mr Mange Ram Gupta, Mr

Bansi Lal promises job quota for Meo Muslims Nuh (Gurgaon), October 9 Addressing a public meeting at Nuh, considered to be the political and cultural headquarters of the Mewat area, Mr Bansi Lal announced that if his party came to power, it would provide reservation in government jobs to Meo Muslims. Meo Muslims comprise the largest population of Mewat. He urged the people of Mewat not to fall in the trap of the ruling INLD or the Congress, which would come out with “false promises” at the time of the elections. He announced that in case his party came to power, it would launch a Mewat development project. The project would aim at raising the economic well-being of the people of Mewat. His party would bring the Mewat canal project back in focus. He asserted that his government had planned the project. His government had earmarked Rs 50 crore for it in the Budget. However, the present government had almost abandoned the project, he added. Mr Bansi Lal attacked the BJP and other members of the Sangh Parivar, stating that they raised the Ram temple issue only before the elections to gain political mileage. He urged the people of Mewat to maintain communal amity and peace and be on the guard against fundamentalist forces. The former Chief Minister also targeted the Congress leadership. He raised Mrs Sonia Gandhi’s foreign origin issue. “She has no cultural affinity with the Indians”. Mr Bansi Lal
criticised the INLD government, saying that the law and order had collapsed in the state under its dispensation. |
Industrialists
threatened with heavy penalties Panchkula, October 9 With the deferment of the Central Electricity Act till December 10, the HERC has begun issuing notices to industrialists, asking them to pay penalties for running captive power plants (CPP) on generators. Though the HERC had notified the CPP guidelines on May 11, 2002, that made it mandatory for seeking permission from the HERC for running these generators, the new Act has a provision for running the CPP for own use. When the Act automatically comes into force in December, no permission will be required for running the CPPs. Sources in the HERC confirm that so far about 500 notices have been issued by the Deputy Director, Technical, HERC, to industrial power subscribers of the Uttar Haryana Bijli Vitran Nigam( UHBVN) and the Dakshin Haryana Bijli Vitran Nigam (DHBVN). Industrialists say that they are now being threatened with hefty penalties for running the CPPs. The notices sent to these consumers say that they can be fined Rs 1 lakh and Rs 6000 a day for running CPPs without permission. Industrialists say that the fine could be anything up to Rs 50 lakh per industry. Industrialists say that there is no need for seeking permission for running CPPs for two months now. They rue that even when the Haryana Electricity Reforms Act, 1997, was in force, the HERC had always taken a lenient view in this regard and notices were rarely issued to consumers. However, officials in the HERC, when contacted by The Tribune, say that since the Central Electricity Act has not been enforced, they are abiding by the rules laid down under
the Haryana Electricity Reforms Act, 1997. The Central Electricity Act was notified on June 10, with a provision that the Act could be deferred by the states for the maximum period of six months. For the initial three months, the state government did not defer the Act, and most industrialists believed that the Act had already come into force. However, vide a notification on September 10, the implementation of the Act in Haryana was deferred till December 10. It may be mentioned that the term of Mr K.S. Chaube as Chairman of the HERC expired on September 15 and the state government is believed to have deferred the implementation of the central Act so that Lieut-Col Raghbir Singh (retd) could automatically become the Chairman after Mr Chaube’s exit. Colonel Ragbhir Singh’s elevation would not have been possible if the central Act had come into force. |
5 killed as bus
rams into tanker Kurukshetra, October 9 The police said of the five victims, only Zahid Zamad of Bihar had been identified so far. Gurpreet from Ludhiana was admitted to Lok-Nayak Jai Parkash Narayan Hospital, Kurukshetra, while the two others were discharged after treatment at the hospital. The bodies of the victims were taken to a local hospital for post-mortem. All killed and injured were travelling in Himachal Roadways bus going to Delhi from Chandigarh. The bus ramped into the stationary tanker at Umri Chowk. The bus driver was at large, the police said.

KU youth festival begins Kurukshetra, October 9 Mr Miglani said that the telecast of serials and programmes depicting western culture on television, had been adversely affecting our young students. He appealed the student community to keep the culture of Haryana alive. The Kurukshetra University, Vice-Chancellor, Dr A.K. Chawla, in his presidential address, said that the Department of Youth and Cultural Affairs of the varsity had recently successfully organised the Zonal Youth Festivals at Ambala, Panipat, Pundri, Kaithal and Kot-Billa. For the first time the university had created a separate zone for technical institutions so as to expand upon youth and cultural activities. The university would also organise the North Zone Inter-University Youth Festival in January next, he added. The university had planned to provide incentives to the talented students of the university. Those students who would achieve distinction in cultural and sports activities would be rewarded with round the country trip for which the entire expenditure would be borne by the university. |

After some time, Pappal’s condition deteriorated and he died. Hawa Singh and Azad Singh were admitted to the Hansi Civil Hospital in this morning. |
