Petitioner Trisha Sharma stated in her petition that the constitution of such tribunals had been necessitated due to service disputes pertaining to employees and teachers working in private unaided educational institutions. There was confusion with regard to the jurisdiction of the forum where service matters pertaining to these categories were required to be adjudicated.

She further alleged that there were about 100 private unaided educational institutions for whom no tribunal had been constituted for the redressal of grievances of employees, including teachers.
