Steam engine to roll
again Shimla, November 6 Manufactured in 1906 by the London-based North British Locomotive Company, the KS-520 coal fired locomotive successfully completed the trial run from here to Kaithlighat, covering a distance of 31 km, this afternoon. The discarded engine was being readied for the big occasion for the past many weeks. It had not only been given a new look by painting it deep red but also a new name ‘Pawandoot’. It was in 1970s that the steam engines were phased out to make way for the more powerful and less polluting diesel locomotives. KS-520 was condemned to the Railways backyards exactly in 1971. During the trial run it pulled six passenger bogies and took 75 minutes to reach Kaithlighat. There were no stoppage during the run. However, it was a different story during the return journey when a diesel engine pulled the train in tendem with the ‘Pawandoot’ to negotiate the uphill gradient. On November 9 the vintage engine driven special train will carry the Union Ministers, Mr Nitish Kumar, Mr Arun Shourie, Mr Vinod Khanna and other VVIPs. The local Railway authorities plan to have three trips to Kaithlighat. They also propose to deploy steam engines for providing joy rides to the tourists. In fact, they had even proposed to hire an entire luxury train to groups for picnic. Besides ‘Pawandoot’, two other discarded engines were being repaired and renovated to make the plan a success. |

Panel report on MoUs contradictory, says
Dhumal Shimla, November 6 Addressing a press conference here he said on one hand the committee had blamed the previous regime for causing loss of revenue by scrapping certain MoUs and on the other hand it had recommended cancellation of some more projects. Obviously, then any such similar action would also result in further loss of revenue to state, as per its own logic. Further, allegations of corruption in award of projects were levelled by the Congress repeatedly but not a single project had been cancelled on this ground. He said if a company failed to achieve the milestones as per the MoUs, it could be scrapped. His government had been cancelled some MoUs for this very reason. The present government more or less was also doing the same. However, the manner, in which it carried out the review exercise to gain political mileage, would only discourage the genuine investors and thus impede the development of hydro power in the state. Refuting the charge that the agreements for the execution of 2051-MW Parbati and 800-MW Kol dam projects was a sell out, he said besides 12 per cent free power the state was entitled to 3 per cent power as the state of the region. Further, it had been laid down in the agreements that the state would have the first right to purchase the 15 per cent share of the Centre. Not only that it was also ensured that the state got its share during winter, when there was shortage of power. The Congress government had made it mandatory for industrial units to employ only 50 per cent Himachalis as late as 1996. It was his
govenrment which had raised the percentage to 65 per cent. He alleged foul play in re-allotment of the Sachgharat project in Pangi which was cancelled by the chief executive officer of the Him Urja as the company had failed to deposit the performance guarantee money of Rs 18 lakh. Replying to a question he said the authencity of the computer hard disk from which information had been reportedly retrieved was in doubt as this development had come seven months after the change of government. He said this issue would also end up in a fiasco like the much publicised recruitment scam in the state subordinate service selection board. |
