The Additional Sessions Judge, Mr Sanjeev Kumar, has adjourned the hearing on an application filed by the state for cancelling the bail of a doctor couple running an ultrasound centre at Ambala city for November 18.

Constable goes missing

A constable, Surinder Kumar, of the Special Services Bureau (SSB) under the Union Ministry of Home Affairs (MHA), has been missing from Ambala for the past three days. He was posted along the Nepal border and was going to his home town, Bilaspur, on leave. He had halted at Ambala, from where he went missing.

A fast-track court has sentenced five members of a family to life imprisonment on the charge of strangling a woman to death four years ago. In the judgement delivered here today, Additional District and Sessions Judge, Mr J.D. Chandna held Rati Ram, Sunil, Jitender, Satish and Pawan, residents of Narnaund guilty of eliminating a married woman, Indra, on February 9, 1999.

INLD performance unsatisfactory, says Ganeshi Lal

The newly elected President of the Haryana BJP, Prof Ganeshi Lal, said here today that it was for the high command to decide about the future ties between the Indian National Lok Dal and the party.

Talking to newsmen Prof Ganeshi Lal, said while the state unit would accept the decision taken by the high command, the sentiments of the state unit would not be ignored while taking a decision about the BJP’s ties with the INLD during the next assembly elections.

Though the Haryana BJP was not happy with the performance of the Chautala Government, it would continue to support it from outside just as the INLD was supporting the Vajpayee Government at the Centre.

The BJP leader said while supporting the Chautala Government, his party did not fail in its duty to raise public interest issues at appropriate platforms. It was the BJP which raised the demand for a crop insurance scheme. Again the BJP opposed the implementation of VAT, the premature release of convicts and the imprisonment of farmers agitating for their rights. Several senior BJP leaders had to suffer lathi blows while opposing the demolition of houses. He demanded that those whose houses had been demolished should be provided alternative sites.

Welcoming the Punjab and Haryana High Court’s decision to hand over the investigations into the murder of Mr Ram Chander Chhaterpati, a Sirsa-based journalist, to the CBI, Prof Ganeshi Lal said the premier investigating agency should also be asked to investigate the murder of a Kaithal-based journalist, Mr Parma Nand Goel, whose family had levelled serious allegations after the incident.

Prof Ganeshi Lal, who was the Prohibition Minister in the Bansi Lal Government, said he had not received any notice from the Verma Commission of Inquiry set up to go into the prohibition policy imposed by the HVP-BJP Government and under what circumstances it was lifted.

Haryana plans centralised seniority for NGOs

The Haryana police proposes to have a centralised seniority for all non-gazetted officers ( NGOs) in its force. Almost 10,000 employees stand to benefit from this policy.

Official sources inform that the proposal for a centralised seniority was being worked out and would be sent to the state government for approval. Under this scheme, all NGO’s (constables, janta havaldars, head constables, Assistant Sub-Inspectors, Sub-Inspectors and Inspectors) in the state will be brought at a common platform before being considered for promotion, as and when there is a vacancy at the next promotion post.

It may be noted that as of now the promotion for all NGOs is being done at the district level. As and when certain posts in a police district fall vacant, the staff is promoted according to a time bound scale. This has led to a lot of heart burning among the NGOs, as staff in some districts having more vacancies get promoted fast , while the promotion of an NGO of the same seniority, but posted in a different district, is delayed in case there is no vacancy .

Till last year, the promotion of all constabulary in the state was based solely on the vacancies available in the next promotion post. It was last year that the Haryana Government started a time-bound promotion policy by introducing a 16-year cooling period for the promotion of police constables as extra head constables (EHCs) or janta havaldar. Last month, the state government also introduced this time bound promotion policy for the head constables to ASI (after 30 years of service) and for ASI to Sub Inspector (after 35 years of service). It was thus that 1100 constables have recently promoted as EHCs, and 879 head constables were promoted as ASIs.

Meanwhile, the state police has also got the clearance for conducting B-1 (merit-cum-seniority examination) for its constabulary. About 2000 police personnel in various ranks of the constabulary had appeared in this merit exam in 2001, but some police personnel had approached the High Court, demanding restraint on the state police for conducting this exam and implementing the result. The Punjab and Haryana High Court had ordered last year that the state police could declare the result of the examination conducted, but could not implement the results.

With the restraint on merit-cum-seniority exams, the police investigating work in most districts was being affected for shortage of investigating officers (head constables are also allowed to work as investigating officers in cases pertaining to local and special crimes). However, it has now been clarified that promotion procedure where merit is allowed (as in the B-1 examination) has not been stayed.

A march to make the visually abled see

The sores on their feet and the fatigue has failed to dampen the spirits of the 11 visually challenged youths undertaking a march from Chandigarh to Delhi to press for their demands.

One of them is in no condition to walk and has to be carried by his colleagues. But they are determined to finish the march, which they hope would generate awareness of the plight of the visually challenged. The Tribune team caught up with them near Handesra on the Haryana border. The group had just arrived and were nursing their sores.

One of the participants, Mr Surinder Lamba, said they would go all the way to New Delhi. “We will not be deterred by the fact that it is a long walk, though we may face difficulties along the way. We want to highlight the problems being faced by the visually challenged,” he said.

The group started off from Chandigarh yesterday morning and reached Ambala by evening. They passed through Panchkula, Ramgarh, Barwala, Raewali, Buda Kher and Handesra.

Mr Yaseen Khan is unable to walk as he has open wounds on his feet and also had nausea. “I am with the group,” he stressed, however. Another member, wearing slippers said it was no deterrent. “In any case, I wore what I had, “he said.

One member said people had been making inquiries from them.

Among the 11 marchers are Ram Bhagat, Surinder Kumar, Ram Niwas, Kuldeep Kumar, Shambhu Dayal, Alok Nath, Pawan Kumar and Subhash Chandra. Their ages are from 18 to 25 years. The marchers have been provided police escort. Their demands include 1 per cent reservation in every department, priority to the visually challenged in public-sector jobs and a special medical board for the purpose of their selection.

Ten get 10-year jail for trafficking

In two separate cases of poppy-husk trafficking, two courts yesterday sentenced 10 persons to imprisonment of 10 years each.
The Additional District and Sessions Judge, Mr R.K. Sondhi, sentenced eight persons to 10 years of imprisonment and fined them Rs 1 lakh each.

The eight, Joginder of Chuharpur, Kartar of Devror, Sanjay of Mansa, Bakoo of Meond Kalan, Balbir of Khairarpura, Rohtash of Devror, Kaka Singh of Jakhal and Maghar Singh of Munshiwala, will have to undergo imprisonment of another two years in case they fail to pay the fine.

Four persons were acquitted in this case.

The police had stopped a truck near Meond Kalan and recovered 50 bags of poppy husk from it. Twelve persons were booked in this connection.

In another case the Additional District and Sessions Judge, Mr O.P. Varma sentenced Nanji of Malwana and Sukhpal of Hasanpur to imprisonment of 10 years and fined Rs 1 lakh each. Jora Singh, another accused in the case, was acquitted. The three were nabbed by the police at Rattia with 50 bags of poppy husk, which was being carried in a trunk.

Jai Prakash gets bail

A local court today granted bail to Congress MLA Jai Prakash in a criminal case registered against him at Barwala in this district on October 19 on a complaint by an INLD supporter. The Additional District and Sessions Judge, Mr D. S. Sheoran, who heard the bail plea, ordered that the Congress legislator be released on bail after furnishing two personal sureties of Rs 50,000 each. However, these could not be furnished today and Mr Jai Prakash was sent back to the local jail.

The judge directed Mr Jai Prakash not to comment publicly on the case at any demonstration, dharna or public meeting. He also ordered him not to leave the country.

Mr Jai Prakash was arrested on October 20 from his Jind residence. The complainant, Mr Surinder Lambba, had alleged that the legislator had threatened him at gun point and also looted cash and office equipment from his shop.

Eight hurt in group clash

Eight persons, including a woman, were seriously injured in a group clash in Pharvainkalan village of the district.
According to information received today, Rajinder, one of the injured, alleged that Harlal and he had a dispute over cane wood kept on a plot. The dispute turned violent when Rajinder was allegedly beaten by him and his son Balbir.

Rajinder lodged a complaint, alleging that due to this old feud, Harlal accompanied by many others, came to his house and attacked him, his brother Dharampal and his sister with swords, leaving them injured.

On the other hand although Harlal admitted having a tussle with Rajinder over firewood, he, too, alleged that he, his son, son-in-law and friends were attacked by Rajinder and his party yesterday night. He also accused Rajinder of opening fire. — UNI

Hearing in doctor couple case on Nov 18

The Additional Sessions Judge, Mr Sanjeev Kumar, has adjourned the hearing on an application filed by the state for cancelling the bail of a doctor couple running an ultrasound centre at Ambala city for November 18. The police had registered a case against the couple under Sections 304, 304-A, 201, IPC, and the PNDT Act on October 24 after the death of a married woman, whose malformed foetus was aborted at this centre.

The judge has directed the lower court, which had granted bail to the couple on October 29, to send the records of the case to the court. The counsels, Mr Satish Jain and Mr Manpreet Singh, appeared on behalf of the state, while Mr Chander Mohan Sehgal represented the doctor couple in the court.

The police had arrested Dr Ajay Madan and Ms Namrata Madan after the death of Amarjit Kaur during abortion.

Her relatives had alleged that Amarjit Kaur had died due to negligence of the doctors. They further alleged that though centre was not authorised for conducting ultrasound and MTP, the doctors did the abortion.

Tributes paid to Capt Kaushal

Rich tributes were paid to Capt Rohit Kaushal on his eighth martyrdom day at his native village in Jalauli today.
Mr Rattan Lal Kataria, MP, Ambala, Mr Chander Moha, local MLA, Maj D.P.S. Budhwar, Secretary, Zila Sainik Board, and Mr N.S. Rana, Tehsildar, Barwala, paid tributes to the martyr, who had made the supreme sacrifice. Mr Kataria, also gave a grant of Rs 1 lakh from his MP fund to Shaheed Rohit Kaushal Government High School, Jalauli, for the construction of a hall.

The 27- year- old officer from 12 Rashtriya Rifles had attained martyrdom on November 11,1996, while fighting Afghan militants in the Gandoh area of Doda district in Jammu and Kashmir. The Government of India honoured him posthumously with Sena Medal in recognition of this supreme sacrifice.

Rohit had an intense desire to serve his motherland and left a course in Engineering to join the army, says his father, Mr S.S. Kaushal. After Rohit was commissioned on June 9, 1990, he opted for the infantry as he felt he could serve the motherland better here.

Captain Rohit was to get married on November 27, 1995 and was expected to proceed on leave from November 15. But fate had other plans in store for him. On the fateful night of November 10 and 11, he raided the hideouts of Afghan militants along with his contingent. During the encounter he laid down his life fighting courageously .

In order to commemorate his martyrdom, his parents have constituted the Shaheed Capt Rohit Charitable Trust which extends financial assistance to poor and deserving students by way of stipends and scholarships. A memorial has also been raised in his memory at Jalauli village, which has now been handed over to the district administration.

Constable goes missing

A constable, Surinder Kumar, of the Special Services Bureau (SSB) under the Union Ministry of Home Affairs (MHA), has been missing from Ambala for the past three days. He was posted along the Nepal border and was going to his home town, Bilaspur, on leave. He had halted at Ambala, from where he went missing.

His family members have lodged a compliant with the Ambala police. The constable had reached the Ambala railway station on the morning of November 7 and was expected to reach Bilaspur in the evening. His family members were informed by his collegues, who were also going on leave, that Surinder just disappeared at the station, said Mr Ravinder Kumar, elder brother of the constable.

Any information about him may be directed to the Union Ministry of Home Affairs, New Delhi, or to his brother, Mr Ravinder Kumar, Alpha Computers, near Government College, Sutheri Road, Hoshiarpur, Punjab.

Jayalalithaa's effigy burnt

An effigy of the Tamil Nadu Chief Minister, Ms Jayalalithaa, was burnt here today. The effigy was burnt by Anti-Terrorist Front of India activists to protest against the Tamil Nadu Speaker's sentence against senior journalists of The Hindu.

The front president, Dr Viresh Shandilya, said the Tamil Nadu Government had tried to suppress the media, which was a critical pillar of democracy. He demanded that the Jayalalithaa government should be dismissed and strong action should be initiated against them. He demanded that a Sitting Judge of the Supreme Court should look into the matter.

National roaming on TRING pre-paid cards

Hutchison Essar today announced two-way roaming facility on pre-paid cards. The customers will now be able to make and receive calls as well as SMS while roaming.
A press note said TRING prepaid subscribers in Haryana would experience the benefit of the latest technology with the  implementation of Intelligent Network (IN) platform in the state. IN  platform was an  advanced prepaid  platform developed by Siemens.

“For the first time Hutchison Essar prepaid customers in Haryana can roam anywhere in the country. Activation is through SMS or by  calling up customer  service on 200. The roaming facility has already been made available,” press note stated.

Mysterious blast

Sirsa, November 11
Mystery surrounds an explosion that occurred in a house on Monday night in Bhagat Singh Colony on Barnala road. The cause of the explosion has not yet been established by the police.

According to information, the explosion took place on the first floor in the house of Harbhajan Singh. This portion was let out and the persons residing there were away. The explosion was so strong that it left the windowpanes in neighbouring houses broken.The cooking gas cylinder in the house was found in tact.

The police has sought the help of explosion experts from Madhuban to establish reason for the blast. — OC

Besides life imprisonment, all accused were ordered to pay a fine of Rs 1,000 each and in case of default of payment of fine, they would further undergo imprisonment for six months. The complainant, Ishwar, brother of Indra, had alleged that his sister was strangled to death by these persons with a nylon rope while she was sleeping on the first floor of the house. — PTI

120 kg of poppy husk seized

Fatehabad, November 11
The police today seized 120 kg poppy husk and arrested two persons in this connection.
According to the police, the Crime Investigation Agency of the district police stopped a vehicle near Akanwali village in this district and seized 120 kg of poppy husk from it and arrested Surender Pal and Inderjit, both residents of Nater near Sirsa under the Narcotic Drugs and Psychotropic Substances Act.
