Now Chautala plans opinion poll Chandigarh, November 12 According to sources, the purpose of the opinion poll (or survey as it is being described in official files) is “to assess the citizens’ satisfaction with regard to government programmes and policies”. The survey is to be completed within six months. The government wants sufficient time to take corrective measures about its policies and programmes, which may not be found popular in the survey, before it faces the Lok Sabha elections in September next. The Chautala Government has already issued advertisements inviting “expression of interest from experienced survey institutions and professional agencies with proven track record and having experience to conduct such a survey”. The interested parties have been asked to communicate their annual turnover, experience in the relevant field, proposed survey method, manpower, infrastructure and payment terms to the government by November 17. Interestingly the advertisements have not been released to any newspaper having a sizeable circulation in Haryana. The advertisement, according to sources, has been published in a Chennai-based newspaper, a Mumbai-based newspaper and a Delhi-based paper. If all goes as planned, the work would be allotted by the first week of December. |

Teacher proposes, Director exposes Chandigarh, November 12 What could be more shameful for the state of education in Haryana at the school level? These are not stray cases in villages of Haryana, reported from the field by a pained social worker. Instead, speaking for themselves and needing hardly any explanation or evidence, these come from teachers bent on making a spectacle of themselves by exposing their “learning”, right in the room of the Director, Secondary Education, Mr R.K. Khullar. Day after day, the same story of poor education standards and teachers suffering from ennui in government schools unfolds before his very eyes. With crowds from all over the state thronging the Director’s office seeking adjustments for transfers of teachers, effected recently by the department, Mr Khullar has worked out a novel plan to deal with the situation and, in the process, assess the capability of the teachers seeking favours. To begin with, his room has been transformed into a virtual classroom of these teachers, the table strewn with books of all classes and every subject being taught at school while a heap of routine files topped with two registers are prominently placed on his table. Assuming the form of a ritual, the exercise goes like this: An unsuspecting teacher makes his entry into the room and hands over an application seeking transfer or adjustment to a school of his choice. Standing before the Director with folded hands, he pleads his case. Even before he is through with excuses for seeking a change in transfer orders, he is countered with,”What subject do you teach?”. Following a response, the teacher is given the book he teaches at school and asked to pick a topic of his choice. Based on the topic, the Director poses a couple of questions to him. The responses are entered by the teacher in the register in his own hand. These replies decide his fate. Correct answers get the desired orders without delay with the instruction that new orders would be issued in 10 days. However, those unable to answer are given time and an alternative set of questions. If they are still not in a position to provide answers and struggle for words, they are reprimanded and shamed into improving, sometimes even sent to the adjoining library to search for answers. Giving a piece of his mind before they leave his office, Mr Khullar instructs them to improve in a month failing which he would take them to task. Also, going with this are instructions against smoking beedis and cigarettes at the school campus. Then, there are whole village panchayats which turn up at the Director’s office, seeking a reversal of transfer orders of a teacher. Other teachers come accompanied by their wives, hoping it will soften the Director’s stand. None, interestingly, is able to curry favour with the boss and every teacher has to take the test to get his job done. However, there are teachers who come out with flying colours in this surprise test, up to date with their lessons and even aware of the latest in their subjects, keeping alive the hope that all is not lost yet. The idea to put teachers to test, Mr Khullar says, is not to humiliate them or send them into a flat spin just because they have come in with a request.”

Departing from the tradition of sitting glued to his chair, bogged down by court cases, writ petitions and file work, with little time to take a peek into the classes, Mr Khullar has decided to show he can bring a change without leaving his office. |
Govt blamed for grim job scenario Bhiwani, November 12 Addressing public meetings in several villages of his constituency to mobilise support for the December 14 Mahendergarh rally of former Chief Minister Bansi Lal yesterday, he said future of the youth was uncertain. He said during the past four years, 43,000 government employees lost their jobs due to the retrenchment policy of the government. Besides 1 lakh persons lost jobs in private sector due to the “anti-industry” policies of the government. He said in Haryana the cost of application forms for jobs ranged from Rs 500 to 1,000 which was ten-fold high than neighbouring state, reflecting the “indifferent” attitude of the government. He said the fee in professional and postgraduate courses had been increased manifold by private institutions and by 25 per cent or 30 per cent by government institutions, which had put education beyond the reach of the common man. Professor Yadav blamed the government for the poor law and order situation in the state. He said industrialists were migrating to other states because of this.

MLA’s arrest: CLP holds meeting Chandigarh, November 12 However, the ongoing agitation on the issue was suspended till November 14 when a bail application of the MLA was slated to be taken up by court. Addressing a press conference here after the meeting, Mr Bhupinder Singh Hooda, Leader of the Opposition in the Haryana Assembly, said a state-wide agitation would be launched if the MLA was denied bail. A Congress legislator said on condition of anonimity that there was a plan is to hold a public meeting at Hisar on November 14 if Jai Parkash was released on bail. All party legislators cutting across factional differences attended the meeting held at Mr Hooda's official residence here. Mr Bhajan Lal, HPCC chief, also attended the meeting. Mr Jai Parkash was arrested from his Jind residence on October 20 following a criminal complain filed by Mr Surinder Lamba. While a local court gave him bail in this case yesterday, another case registered against him at Kaithal would come up for hearing on Friday. Mr Hooda, alleged that while on the one hand Mr Chautala was registering false cases against political rivals, hardcore criminals were being granted pardon by the Chief Minister. |

to a book, ‘Chiefs and Families of Note in Punjab’, published in
1940, the jagir is spread over eight villages. While seven villages
fall in Jagadhari tehsil, one village falls in Ambala. When the Sikh invasion took place in 1763, Desu Singh Dalawala, hailing from Tarn Taran, took possession of Mustafabad and some neighbouring villages now in Jagadhari tehsil, and of Dera and Tandwala in Ambala. He was killed in the battle of Chandausi in 1775 and was succeeded by his nephew Mahtab Singh, who obtained possession of the whole estate. His eldest son, Jodh Singh, who followed him, was slain in 1796 at Biana. On
the death of Mussammat Gauran in 1833, the estate was made over to
Ratan Singh. Later, the estate was divided between Ratan Singh’s
grandson Tilok Singh and his great grandson, Naina Singh. The latter
died without issue in 1893 and on Tilok Singh’s death in 1905, his
only son Jawahir Singh was recognised as the sole possessor of the
jagir. “The Sardar then executed a written deed whereby
primogeniture became the rule of succession in the family,” the book
states. The book points out that Sardar Bahadur provided, at his own
expense, one hundred recruits for the Indian Army. “During the Akali
movement, he rendered valuable help to the administration, and, as a
counter blast against that movement, started an association called the
Zamindar Association, which developed into an influential body of
zamindars and had its branches in every district. Similarly, he was
one of the originators of the Sikh Sudhar movement,” the book
states. In 1934, he earned the distinction of being made a Knight Bachelor and in 1935, he was awarded the silver jubilee medal. “The
revenue being Rs 5336 on which the jagirdar paid a service commutation
charge of two annas in the rupee. During the mutiny, the Sardars of
Mustafabad maintained a small number of horses and footmen for police
service at Jagadhari,” the book observes. |
Formula to share LADT finalised Chandigarh, November 12 Official sources said that while 5 per cent of the amount would be kept by the government as collection charges, the remaining money would be shared by panchayati raj institutions and urban local bodies. The LADT was introduced in Haryana after the Om Prakash Chautala-led government abolished octroi on the eve of the last assembly elections. While octroi was collected by the municipal committees and corporations, the LADT is collected by the Excise and Taxation Department and the money is being deposited in the Consolidated Fund of the state government. |
Mystery shrouds couple’s death Karnal, November 12 As per details available, Puran, his wife Nanhi, daughters Kavita and Munni, and his brother’s wife Rampiari, went to the fields for agriculture work, yesterday morning. They ate food in the afternoon and consumed water from a pitcher that was kept in the neighbour’s field. After this all of them became unconscious.The local people rushed them to the civil hospital here. Late in the night, the couple died while under medical treatment. The rest of the members of the family, including two girls, were still reported to be unconscious. Doctors were yet to ascertain the exact cause of the death. However, doubts had been raised over the quality of water the couple and their family members consumed after eating the food. |
Kalpana’s husband coming tomorrow Karnal, November 12 Dr Ramji Lal, Principal of the college, said Mr Jean-Pierre Harrison, husband of Kalpana Chawla, and astronaut Bill Reedi, would be among those visiting the college. They would stay at the college for about an hour and interact with students. “the idea of the visit is to kindle an interest among the youth in space studies,” he added. The visitors would be making a one-day trip to the city where Kalpana was born and did her schooling. Kalpana was born on July 1, 1961, at Karnal and completed her schooling from the Tagore School in 1976. She received a bachelor’s degree in aeronautical engineering from Punjab Engineering College, Chandigarh, in 1982. |
Power workers’ union to launch agitation Fatehabad, November 12 A meeting of the local unit of the union was held here yesterday. Mr Mohan Lal Narang, senior vice-president of the district unit of the union, presided over the meeting. Members of the union from Fatehabad, Rattia, Baropal and Bhattu sub-units participated in the meeting. Mr Ishwar Makhija, secretary of the local unit of the union, told mediapersons that the members expressed resentment over the new ex-gratia policy of the government under which more than 1200 dependents of the deceased employees of the nigam were waiting appointment under the scheme. He said the union had made a strategy for a statewide agitation under which gate meetings would be organised at the sub-unit level on November 14, 21 and 28. He said the other main demands of the employees include regularisation of the services of all temporary and part-time employees, cancellation of “uncalled for” transfer orders and an end to recoveries from the employees. |
Providential escape for four kids Ambala, November 12 According to information, fire broke out at the residence of Anil Kumar, a washer man who runs a dry-cleaning shop in a room just opposite to Sargodha halwai on the Railway road. In the same room he had also made arrangements for sleeping and kitchen. Last evening when he was not at home, his wife, Manju locked their children Tarika (7), Karan (4), Arjun (2) and Piyush (1) in the room before going out for an errand. In the meantime the electricity went off and one of the children tried to light a candle by igniting the cooking gas stove. Some of the clothes which were recently dry-cleaned caught
fire. Kushum Lata, a tenant who lives on the first floor of the room, came down and saw fire coming out of the room. She started shouting for help. A large number of neighbours gathered there but none dared to open the room. Ms Roona Singh and her husband, who run a chemist shop adjoining the washer man’s room, opened the room and succeeded in take out the children. |

1 killed, 8 hurt in 3 road mishaps Kaithal, November 12 Veterinary surgeon Surinder was killed on the spot and three other veterinary surgeons were injured when their Wagon-R was hit by a Tata-407 near Kharakpandva village in Kalayat sub-tehsil late last night. The car overturned and fell in a ditch. The injured have been identified as Parveen of Jind, Pardeep of Hisar and Ravinder of Rohtak. The victims were coming from Chandigarh and bound for Hisar. The driver of the Tata-407 fled from the scene of the accident . The police has registered a case under Sections 279/427 and 304-A of the IPC. In another accident, Mahesh of Hisar, his wife Seema and two children Rahul and Nimish were injured when their car was hit by a truck near Balu this evening. All four were rushed to Civil Hospital here and were under treatment. In the third accident, an unidentified person on a motor cycle was injured near Teek village this evening. He was admitted to Civil Hospital here. |

Roadways workers hold demonstration Fatehabad, November 12 The workers assembled on the national highway outside the local bus stand. Mr Sarbat Singh Poonia, state general secretary of the union, said the state government had breached the promise made to the roadways workers by not implementing the June 30 accord. He alleged the government had been encouraging employment on contract basis, which was detrimental to the interests of the employees. He also condemned the removal of Mr Dalbir Singh Kirmara, president of the Hisar district unit of the union, from service. —

Branch Manager Mr Mahesh Bajaj said while one team was led by Mr V.K. Soota, Chief Manager, Circle Office, Chandigarh, the second team was led by Mr K.
