Cong to hold rally at Jhajjar

The Congress rally at Jhajjar on March 2 is being organised to pressurise the BJP-led Central Government to announce the schedule and time of starting and completion of SYL Canal at the earliest. This was stated by Mr Birender Singh, former HPCC chief and member Central Election Committee, while addressing mediapersons here on Tuesday night.

Six killed in road accident
Sirsa, February 27
Six persons were killed in a head-on collision involving a jeep and a truck near Ellenabad town of the district last night. According to information, Manohar Lal, a fish merchant of Sirsa, had gone to Ellenabad along with his business associates in the jeep yesterday.

Karnal tops in Sector Reforms Project
Karnal, February 27
Karnal has been declared the best district in India for implementing effectively the Sector Reforms Project introduced by the Union Government.
According to official sources, over 100 villages in Karnal district adopted the sectors reform scheme, which was meant for providing potable water in the rural areas of the country. The scheme under the project was launched about two years ago.

Rain water harvesting norms questioned

The Haryana Urban Development Authority has given similar specifications for rain water harvesting in all sectors of this township, even as the water table in different sectors varies.

CM hears woes of Radaur, Babain

The Haryana Chief Minister, Mr Om Prakash Chautala, has assured the people that the paucity of funds will not come in the way of executing the development works in the state so that the cherished dreams of Devi Lal could be fulfilled.

The Chief Minister was presiding over the third phase of the Sarkar Apke Dwar programme of the Radaur constituency at Babain, 30 km from here, today. He redressed the grievances and heard the problems of 74 panchayats of the Radaur constituency and 60 panchayats of the Babain block.

Mr Chautala said sufficient irrigation water and power would be made available for the ensuing rabi crops. He said the gram vikas samitis had been constituted with a view to utilising the optimum fund and undertaking development works on a war-footing. He said complaints had been received from some quarters that some panches and sarpanches had made irregularities while executing the development works in their respective villages. An inquiry would be made and those found guilty would be punished, he added.

The Chief Minister said the government would provide liberal financial assistance to the panchayats and during the past three years as many as 33,000 developmental works had been completed in the state, which was the highest in the country. He said all chaupals would be repaired besides, mini-sports stadiums would be constructed in the village provided the village panchayat offered four acres and Rs 75,000. Potable water would be provided in all villages for which the villages had to pay only 10 per cent of the cost and the remaining would be borne by the government, he added.

While referring the development of Babain village, he said Rs 86 lakh had already been spent on the development besides, Rs 8.64 crore had been sanctioned by the government during the two phases of the Sarkar apke dwar programme. Of this Rs 7.93 crore had already been spent by completing 282 developmental works in the Babain block. The Chief Minister announced that the link road from Babain to the GT road would be made one way.

Later, while talking to mediapersons, the Chief Minister said he would call on the Prime Minister, Mr Atal Behari Vajpayee, for enhancing the support price of wheat.

‘Row over new car’... a clarification

A Haryana Government spokesman said today that the news item “Row over new car for Raj Bhavan”, in The Tribune today was not based on facts and presented a presumptuous picture of the purchase of vehicles by Haryana Raj Bhavan.

In a clarification issued here today, he said the norms of vehicles for Raj Bhavans were fixed by the Union Home Ministry. Four vehicles had been sanctioned as per these norms for Haryana Raj Bhavan. At present, Raj Bhavan had only four vehicles and another vehicle was sanctioned for the Governor’s Secretary as a staff car. The Governor’s Secretary being a supertime scale IAS officer, was entitled to a car as per the vehicle policy of the state government.

The state Condemnation Board at its routine meeting on November 11, 2002, had condemned a Contessa car and a Tata Sumo as they had both logged more than the limit of 1.80 lakh km. With a view to replacing these two vehicles, Raj Bhavan had sent a proposal to get a Honda City and a Toyota Qualis. The proposal was approved by the Chief Minister and the state government following which the matter was placed before the high-powered purchase committee on February 18.

The spokesman clarified that the proposal of Raj Bhavan was not rejected by the Haryana Government or the committee. In view of the above facts, it was wrong to say that the Chief Minister and the Governor were not believed to be on good terms.

It was also inappropriate to attribute a motive for the absence of the Chief Minister at the Saket Council meeting on February 25. The Chief Minister could not come because of other pressing engagements but the Haryana Government was represented by the Health Minister and senior government officials. In view of the dignity of the august office of the Governor, the facts should have been verified before reporting, the spokesman said.

Cong to hold rally at Jhajjar

The Congress rally at Jhajjar on March 2 is being organised to pressurise the BJP-led Central Government to announce the schedule and time of starting and completion of SYL Canal at the earliest. This was stated by Mr Birender Singh, former HPCC chief and member Central Election Committee, while addressing mediapersons here on Tuesday night.

He alleged that the Centre was not taking this matter seriously and had not yet initiated steps to implement the Supreme Court verdict pronounced more than a year ago. He said the Congress was very much concerned over the delay in the construction of the canal, so it had decided to mobilise people of the state to get justice in getting canal water under the leadership of Rao Inder Jit Singh, MLA. He criticised the successive Haryana Chief Ministers, including the present incumbent, Mr Om Parkash Chautala, of playing with the sentiments of the people of Haryana.

He said the INLD had also organised a rally at Rohtak on the same day and it seemed that it had chosen this date and venue adjoining Jhajjar to divert the attention of the people from SYL Canal issue, but he was sure that people would turn in large numbers of the Jhajjar rally as this would be a “Jantantar” rally as against the INLD’s “Rajtantar” rally.

Gram samitis serve no purpose: Bansi

The Haryana Vikas Party chief, Mr Bansi Lal, today termed the Gram Vikas Samitis set up by the Chautala government in all villages to oversee development works as an attempt to strengthen the network of corruption in the state.

Addressing a rally here, he said these committees were serving no purpose other than taking the corruption to the village level. He said these panels were sanctioning development grants on the basis of currency note garlands offered to the committee members. The practice had given a new dimension to corruption at the village level.

The former Chief Minister said never before in the history of Haryana had corruption been institutionalised in this manner at the grass roots level. However, the HVP would undo all the damage by scrapping these panels if it came to power in the next Assembly elections. All the sarpanches who had indulged in corruption would be asked to account for every penny of the taxpayers’ money or face prosecution.

He also accused Mr Chautala of spending Central grants for projects sanctioned in the ‘Sarkar Aaapke Dwar’ campaign. The state had squandered its own resources and was now misusing the Central grants for obliging people close to the ruling party. He also termed the process of fixing the minimum support prices for agricultural commodities as “irrational”. These prices, he said, were unremunerative and not based on the cost of production. He demanded that the Centre devise a way to fix these prices taking into consideration the cost of production in different areas so that the farmer earned something from their crops.

Mr Bansi Lal also referred to the Congress President, Ms Sonia Gandhi, and reiterated his stand that she step out of the race for prime ministership of the country. He said she should accept her limitations as she could never become the Prime Minister.

The HVP chief was accompanied by his son, Mr Surinder Singh, Mr Kanwal Singh, chairman of the HVP parliamentary board, Mr Attar Singh Saini, A former minister, and several other leaders of the party.Top

 

Six killed in road accident

Six persons were killed in a head-on collision involving a jeep and a truck near Ellenabad town of the district last night.

According to information, Manohar Lal, a fish merchant of Sirsa, had gone to Ellenabad along with his business associates in the jeep yesterday. While returning from Ellenabad their vehicle collided with the truck near Poharkan village, resulting in the death of all occupants of the jeep. Besides Manohar Lal, other victims were identified as Pawan, Arun, Raj Kumar, Ranjeet and Raju. Top

 

Karnal tops in Sector Reforms Project

Karnal has been declared the best district in India for implementing effectively the Sector Reforms Project introduced by the Union Government.

According to official sources, over 100 villages in Karnal district adopted the sectors reform scheme, which was meant for providing potable water in the rural areas of the country. The scheme under the project was launched about two years ago. Under the scheme, the Central Government provided 90 per cent grant whereas the beneficiary village was required to contribute up to 10 per cent of the total expenditure for commissioning water works and laying pipes etc. The scheme was introduced in Yamunanagar district also.

A sum of Rs 4 crore had been spent on the commissioning of water works in these villages by the government besides Rs 57 lakh by villagers as its share.

According to a spokesman for the Public Health authorities, with the introduction of the scheme in Karnal and Yamunanagar districts, the Haryana Government is likely to save Rs 13 crore every year because the maintenance work will be executed by the beneficiaries.

Mrs Sukhpreet Kaur, sarpanch of Malik Pur village, said the reforms scheme had proved very useful, especially for the women folk in the rural areas. 

Mr R.S. Doon, Deputy Commissioner, said the water and sanitation committee in the villages had been constituted to supervise the construction work of the water works and its maintenance thereafter. Top

 

Rain water harvesting norms questioned

The Haryana Urban Development Authority has given similar specifications for rain water harvesting in all sectors of this township, even as the water table in different sectors varies.

This fact was brought to light during a training programme on rain water harvesting and artificial recharge, organised by the Central Ground Water Board at the Sector 7 Community Centre this morning, which was chaired bu Commissioner, Mr. N. Balabhaskar. HUDA has made it mandatory for all residents of the township to harvest rain water so as to salavage the rapidly depleting water table.

It is learnt that HUDA specifications for rain water harvesting say that injection wells should be six -feet-deep, one -and- a-half meters in diameter and five feet in circumference.

However, officials pointed out that the size of the injection well could be reduced in case the water table in certain sectors is higher. Experts were of the view that the specifications for different sectors should be laid after a survey of the water table in different areas has been conducted.

Meanwhile, discussions were held on various techniques of rainwater harvesting and how this could be used to recharge ground water. Various experts said the water table had been depleting rapidly . The experts also pointed out that as against the belief that rain water harvesting was an expensive preposition , it was quite economical and was the best method of water conservation.

The annual athletics meet of Government College, Ambala Cantt, began at War Heroes Memorial Stadium today.

The meet was inaugurated by the college Principal, Mr P.R. Phulay. A number of college students participated in the sports meet.

In long jump (men), Mukul finished first, Samrat came second and Harshwinder came third. In 400 metres (men), Kuldeep Kumar finished first, Anil Dutt was second and Lakhwinder Singh came third. In 5,000 metres (men), Prince Kumar came first, Parveen Kumar was second and Sandeep Kumar was third.

In 3,000 metres (women), Bharti came first, Raj Rani finished second and Ravinder Kaur was third. In 400 metres (women), Kulwinder Kaur stood first, Bharti came second and Sapna finished third. In 1500 metres race (men), Vinod Kumar came first, Jatinder Kumar finished second and Vikram Sharma came third.

In Javelin throw (women), Indu came first, Amarjit Kaur came second and Pooja came third. In 100 meters (women), Kulwinder finished first, Nisha was second and Bharati came third. In 800 meters race (men), Rajesh came first, Sharvan finished second and Amit came third.
