All four field posts of Administrator in the Haryana Urban Development Authority (HUDA) have been lying vacant for the past several months. The state government continues to run these offices by delegating powers to other senior officers posted in these subdivisions of HUDA.

BKU’s ‘jail bharo andolan’ from today

The Haryana unit of the Bharatiya Kisan Union (BKU) has announced statewide “jail bharo andolan’’ from tomorrow to protest against continued detention of BKU leader Ghasi Ram Nain. The decision was taken at the BKU’s meeting here yesterday.

7 jaundice cases in Sirsa

Jaundice has spread in the local RSD Colony because of contaminated potable water supply. According to the information received on Sunday seven persons, including two children, were reported to have been suffering from jaundice in the colony.

Chief Safety Officer of Northern Railway, Mr Ajay Shukla said that while 25 accidents took place on unmanned level crossings till January end last year, the figure this year has gone up to 31 accidents.

Yamunanagar industries have demanded that superfast trains should halt at the Jagadhri railway station to facilitate the industries as well as thousands of commuters.

Minimum qualification for JBT course

Following a decision by the Haryana Primary Education Department to amend the Group ‘C’ District Cadre, Service Rules, 1994, the minimum qualification for joining the JBT course will become Class XII pass instead of matriculation.

Gymnastic equipment from Holland arrives

The City will soon find itself on the international gymnastic circuit after equipment from Holland are installed. Talking to mediapersons here today, the Deputy Commissioner, Mr D.D. Gautam, said gymnastic equipment worth Rs 50 lakhs had arrived from Holland and would be set up at War Heroes memorial stadium.

4 HUDA centres sans Administrators

All four field posts of Administrator in the Haryana Urban Development Authority (HUDA) have been lying vacant for the past several months. The state government continues to run these offices by delegating powers to other senior officers posted in these subdivisions of HUDA.

The working in HUDA offices has not suffered as powers of the Administrators in Faridabad, Hisar and Gurgaon have been delegated to the Additional Deputy Commissioners, and in Panchkula to the Administrator (Headquarters).

It is learnt that the post of Administrator Gurgaon has been lying vacant since June last year, when Mr Anurag Aggarwal was transferred, while in Faridabad and Hisar, the posts have been lying vacant since the transfer of Mr Vijendra Singh and Ms Deepti Uma Shankar in August 2002.

In due course of time, the state government had given additional charge of Administrators to the Additional Deputy Commissioners — Mr M.S. Sehrawat, Mr Shyamal Mishra and Mr S.C. Goyal, respectively, in the districts of Gurgaon, Faridabad and Hisar.

For the post of HUDA Administrator, Panchkula, the additional charge was finally given to HUDA Administrator, Headquarters, Mr M.P. Bansal by an order of the Commissioner, Town and Country Planning, on February 21. The previous incumbent, Mr Arun Kumar Gupta, had been transferred in December 2002 and since then, the work with regards to filing of appeals had been suffering, as Mr Bansal was asked in January to look after the working of Administrator Panchkula office by a departmental order of the Chief Administrator, which did not authorise him to take up appeals filed before the Administrator, Panchkula. Thus allotees from the seven districts of Jagadhri, Karnal, Panipat, Kurukshetra, Ambala, Kaithal and Panchkula could not make appeals for the past more than two months.

Senior officers in the Department of Town and Country Planning refused to say why no permanent incumbent was being sought for all four field posts of Administrators, but said that powers for sanctioning estimates for development works to the tune of Rs 10 lakh and for appeals have also been delegated to these officers holding additional charge of Administrators, and they had also been made heads of the Land Acquisition Committees of HUDA. This has ensured that work does not suffer , while at the same time giving the state government time to find “ the suitable incumbents.”

BKU’s ‘jail bharo andolan’ from today

The Haryana unit of the Bharatiya Kisan Union (BKU) has announced statewide “jail bharo andolan’’ from tomorrow to protest against continued detention of BKU leader Ghasi Ram Nain.

The decision was taken at the BKU’s meeting here yesterday. It was presided over by state unit President Risaldar Dharam Singh, and attended by many representatives of farmers from all over the state.

The meeting served an ultimatum of “Rail Roko’’ from March 15 if Mr Nain was not released from jail by the Haryana government.

Rohtak BKU District President Dharambir Hooda told reporters that the meeting resolved to launch the ‘jail bharo andolan’ at all district headquarters. The meeting also resolved to gherao the ruling Indian National Lok Dal MLAs, MPs and their allies to register the BKU’S strong resentment over the arrest of Mr Nain more than a month ago.

Mr Nain was arrested in Ambala district while spearheading farmers’ agitation over the non-payment of arrears of sugarcane by a sugarmill of the area. UNI

Protest against demolition drive

Sirsa, February 25
Residents today held a demonstration in protest against the anti-encroachment drive of HUDA of commercial complexes in residential colonies namely A, B, C, D, E blocks and Old Housing Board colony. The demolition team accompanied by the police had to return without starting the demolition.

According to information, HUDA issued notices to shopkeepers who were running commercial establishments in the residential colonies yesterday. Keeping in view this notice, the residents gathered at the B-Block Park to plan their line of action against the drive. After the meeting, a procession was taken out in the city, which ended at the residence of the Deputy Commissioner. A delegation submitted a memorandum to the District Development and Panchayat Officer. A former vice-president of the Sirsa Municipal Corporation, Mr Veer Bhan Mehta, said a 31-member committee had been constituted to chalk out the future strategy.

The Deputy Commissioner, Mr D. Suresh, said he had visited the site and found that some persons started commercial establishments in residential areas, which is illegal. He warned that the administration would not give in to such a pressure.

7 jaundice cases in Sirsa

Sirsa, February 25
Jaundice has spread in the local RSD Colony because of contaminated potable water supply.

According to the information received on Sunday seven persons, including two children, were reported to have been suffering from jaundice in the colony. The District Medical Officer confirmed the reports of jaundice in the area. He said the Health Department had written a letter to the Superintending Engineer of the Public Health Department to immediately stop the water supply.

He also disclosed that during a survey conducted by the Health Department five cases of jaundice were identified. One of the patients was undergoing treatment in a private hospital. Water samples had been taken from the area, he added.

According to residents, the colony has been getting polluted water supply for the past one-and-a-half month. Reports of polluted water supply have also been received from Inderpuri Mohala, Gobind Nagar and Rania Gate but the Public Health Department has not heeded to complaints so far.

More mishaps at unmanned level crossings

There has been an increase in number of accidents on unmanned Railway level crossings as compared to last year.

Talking to mediapersons here today after attending a seminar on railway safety, Chief Safety Officer of Northern Railway, Mr Ajay Shukla said that while 25 accidents took place on unmanned level crossings till January end last year, the figure this year has gone up to 31 accidents. He said that the figures are for the Northern Railway which comprises six railway divisions.

Mr Shukla said that there has been a decrease in number of train accidents. He said that accidents have come down from 68 to 56 for the same period this year and the derailments have come down from 38 to 19 for the corresponding period.

“There has been a comparative increase in number of accidents at unmanned level crossings. We have been trying to generate awareness among the people to be vigilant while crossing a unmanned level crossing. In Northern Railway, there are 6500 level crossings out of which 3500 are unmanned,” he said.

He estimated that about 13,000 employees will be required to convert all the unmanned level crossings into manned level crossings. “Besides that, a one time capital investment of Rs 20 lakh will be needed for each crossing and a recurring expenditure of Rs 4 lakh”, he said.

Mr Shukla said that there were certain factors which are used to decide on converting unmanned level crossings into manned level crossings. “The factors include road traffic, rail traffic and visibility. This year we are going to convert 41 unmanned level crossings into manned level crossings,” he said.

He said that different departments work together for ensuring safety. “Regardings tracks, rail fracture cases can be found by the ultrasonic flaw detection system machine. We are also using concrete sleepers. In the last six months, there have been no accidents in Northern Railway due to this,” he said.

Mr Shukla said now simulator training was being imparted to drivers. Every safety category staff, including the drivers, must attend a training a course every three years.

“Automatic flasher lights have been introduced in trains. It was observed that some accidents took place as derailment could cause infringement on both the lines. Now the derailed train driver can activate the flasher light and the oncoming train driver will immediately bring the train to a stop,” he said.

He stated that the Rs 17000 crore railway safety fund will be utilised by changing overaged assets. He said that safety seminars were held regularly so that deliberations could take place and the lower staff could put up their problems to higher ups.

Senior railway officers including the Divisional Railway Manager, Mr Keshav Chandra, and the Additional DRM, Mr BK Sonawane, were present.

Industrialists’ plea on trains

Yamunanagar industries have demanded that superfast trains should halt at the Jagadhri railway station to facilitate the industries as well as thousands of commuters.

Mr Vijay Kapoor, vice-president of the Yamunanagar Industries Association, said here yesterday that in view of the growing importance of Yamunanagar and Jagadhri, the authorities had requested to ensure that Himgiri Express, Akal Takht and Hemkund Express should also halt at the Jagadhri railway station. Mr Kapoor said the Jagadhri station catered to the needs of one million people of Yamunanagar district as also the residents of Paonta Sahib in Himachal and parts of Uttar Pradesh. He said the Railways could earn crores as ticket and cargo charges.

Minimum qualification for JBT course

Following a decision by the Haryana Primary Education Department to amend the Group ‘C’ District Cadre, Service Rules, 1994, the minimum qualification for joining the JBT course will become Class XII pass instead of matriculation. The revision is in conformity with the norms prescribed by the National Council of Teacher Education.

The BA, B Ed or BSc, qualification, which was included in the rules earlier due to the non-availability of JBT and D Ed qualified candidates for these posts, has now been deleted. Punjab and Chandigarh were also following the same pattern, an official release stated here today.

Gymnastic equipment from Holland arrives

The City will soon find itself on the international gymnastic circuit after equipment from Holland are installed.

Talking to mediapersons here today, the Deputy Commissioner, Mr D.D. Gautam, said gymnastic equipment worth Rs 50 lakhs had arrived from Holland and would be set up at War Heroes memorial stadium.

Mr Gautam said less than six places in the country would have similar facilities.

Regarding sarkar apke dwar programme, Mr Gautam said in the first phase 682 announcement were made and most of the work had been completed. In the second phase, 1036 announcement were made out of which 948 had been completed. He said the Haryana Government had spent Rs 486.84 crore on different works.

He said there had been qualitative improvement in the power and water supply in the past three years.

The SP, Mr Hardeep Singh Doon, said there had been a drop in crime rate over the past couple of months. “We have succeeded in solving all cases,” he added.

School timings changed

The Haryana Education Department has changed the school timings for Classes VI to XI in the state with effect from March 7 (up to April 19). The timings would now be from 7 am to 12-30 pm so that instructional work does not suffer due to annual examinations held by the Haryana Board of School Education from 1-30 pm to 4-30 pm.
